1. Build public awareness of the importance of sustainable rice development and the phenomenon of the food crisis in the coming years.
2. Build policies, both at national and regional levels that are consistent, interrelated and inter-sectoral synergies related to the financing of operational and technical implementation of the management and development.
3. Development of the farm estate based on holistic reidentification, both the biophysical land and infrastructure and socio-economic factors.
4. Using lesson learned from the implementation of programs, projects and policies earlier in the development and land management.
5. Utilization of lindegeneous resources and integrate it with innovation, both technological and institutional.
