1. Legal framework

The Surveying and Mapping Authority - SMA (Ministry of the Environment and Spatial Planning) is responsible for the spatial data infrastructure including:

- the spatial reference system,

- topographical data and

- real estate (land related) data (Land cadastre, Building Cadastre, Land Registry)

LEGISLATION:• Land survey service act (2010) – organisational regulation• Act on the infrastructure for spatial information Act (2010)• Act on geodetic reference system (2014)• Land Cadaster Act or Real Estate Recording Act (2006)• Real Property Mass-Appraisal Act (2006)• Act on designating areas and naming and marking settlements,

2. Land cadastre in Slovenia

1818 – 1829: Franciscean cadastre - first cadastral survey(Cadastral plans 1:2880; Land use, land classification and ownership were defined)

1869 – 1882: Reambulation - new systematic cadastral survey (only some areas)

1871: Land register - dual property registration system

1945 – 1991: - new reference coordinate system D48/GK- the maintenance of the land registration system (land

cadastre) was not important- new cadastral survey of some small urban areas- land consolidations

1811 – 1813: Napoleon Cadastre

1991 (Slovenia) - :- digitalization - land Information system- Building cadastre (2000 - )

Challenges in the future: Improvement of positional accuracy, Central base of the real estate, new reference coordinate system D96/TM, new models – 3D cadastre?

5. TRANSFORMATION to new coordinate system of Slovenija (D96/TM)

The Act on geodetic reference system (2014) provides transformation of all spatial database into the new coordinate system

TRANSFORMATION MODEL

Triangle-based piecewise affine transformation

•The basis for transformation is a set of about 2000 actually measured points

•Virtuale tie points are used, which form a regular triangular network- base network: 594 tie points- extended network: 899 tie points

Homogenization (membrane method)

In areas where using a triangle-based piecewise affine transformation does not achieve satisfactory results, one of the

possible aproaches is to improve the positional accuracy of graphical cadastre based on membrane method.

Pilot project 2014

• To test Triangle-based piecewise affine transformation and membrane method

• 10 test areas (cadastral community)

• Only cadastral points are included
