Lancaster District CVS Christmas Opening Lancaster District CVS will close for Christmas on Friday 18th December 2015, and will reopen on Monday 4th January 2016.

Lancaster District CVS Telephones Unfortunately, since the power outages during the recent aftermath of Storm Desmond, our office telephone system has not been working. We are unable to either make or receive calls. We hope to have this fixed very soon but there is a chance it will be in the New Year. Our emails are still functioning normally so in the meantime if you wish to contact us, please use email or alternatively pop in and say hello.

Lancaster District Consortia A very big thank you for those who were able to attend the workshop last month at Lancaster Town Hall and contribute to a very difficult subject. We recognise there was a lot of information to absorb in a short amount of time so thank you for attending our event. 55 organisations attended with a further 25 who were unable to attend on the day. We were delighted to hear from so many of you. Secondly, I would like thank you for the support we have received around exploring a district consortium. It has been really interesting listening to the views of many of you and your plans for supporting local people, and the challenges you face to meet the needs of local communities. Following on from last month’s workshop, you will be able to find slides from the workshop on our website. Please click here to be directed to this page. Next steps We are currently working on piece of desktop research around Commissioner Engagement and their plans for engaging with the sector. This research will also aim to help us understanding the ‘market’. Furthermore, this work will include obtaining and reviewing procurement strategies, policies and processes; PQQ, procurement and commissioning strategies. This is a comprehensive piece of research that aims to help us understand a number of key areas relating to commissioning the sector. As part of this, we are anticipating to meet with commissioners and ask questions around their key areas for engaging with the voluntary sector. In due course, we will share the findings. In the very near future, we will need to determine the support for this consortia and map the potential consortium members. On this note, in order to gather more information about the sector and compile key data about what the sector delivers in the district, I would be very grateful if you could complete the online questionnaire. There are a few questions which may require a little thought, for instance knowing insurance levels,

turnover etc but other than this it really shouldn’t take too long. I am aware that you have other pressing things to do but this questionnaire is a very important part of understanding what we have as a sector in terms of service delivery and the resources we have. These are both very powerful pieces of information that will capture the great work we do in the district and information that can be highlighted to commissioners and funders. The feedback you give will be treated in the strictest confidence and will not be shared with anyone else. Please complete and submit the questionnaire no later than Thursday 17th December 2015. Keeping such a document up to date is a very difficult task, with information often changing regularly and quickly. We should be very grateful if you could take a few moments to look for your own organisation’s entry in the Directory and check to see if the details contained within are correct and up to date. Survey Response – Funding Information in the bulletin Dear Members, thank you to all of you who took time to complete our survey monkey – it was much appreciated. The winner of the PRIZE DRAW is: Lesley Oldfield from Second Heysham Brownies who will be getting their £20 post office shopping card. We asked how we could improve the funding element of bulletin. Most of you were happy with the content but quite a lot of you asked for better timing re deadlines. We will be addressing this by including information about other funding rounds where possible. We do often get short notice ourselves so this is sometimes unavoidable. One respondent commented that some of the information hasn’t been appropriate for the area – we apologise for this – we

always try to check but will try to ensure irrelevant information isn’t included as we don’t want to waste your time. The UK has an unpaid army of workers which hides in plain sight. "This is a fantastic success story, which is largely missed. And it could be even more of a success story if people knew about it," says Haldane, the country's most senior economist. He speaks both from his professional expertise and his personal experience, as he is a volunteer himself. This makes him one of the estimated 15 million people who volunteer in Britain regularly. Their efforts keep the country's sports clubs, libraries, hospitals and countless other facilities open and running. But their efforts are often unmeasured, unrecognized and sometimes used, it is argued, as a

BBC Decide to Make Volunteering ‘Cool’ Again Speaking of the BBC, Radio 1 and 1 Xtra have launched a year-long volunteering campaign which involves the stations motivating their listeners to pledge one million hours of time to good causes. Volunteer Drop In Are any of your service users interested in volunteering? If so, they can pop along to our office anytime on a Friday for a chat. Anyone wanting to find out more about volunteering – how to get involved, what options they might have etc – can come to see either Mark or Chris on a Friday at The Cornerstone. Alternatively appointments can be booked on Tuesdays or Wednesdays. Once a month we hold a drop in at Morecambe Library and the next one is on Thursday 17th December, 11am to approximately 2pm. All welcome.

Our message is a simple one; we know there’s more than enough for people to sort out at this difficult time, without having to worry about water bills as well, so we are suspending water and wastewater bills for customers who have been forced from their homes due to this week’s storms. In essence, this means that if any of our customers have had to move out of their property, or close their businesses due to flooding, we won’t charge for any water or wastewater services at that address until they return. Additionally, if people are still living in their flooded homes or using their flooded businesses and they have a water meter, we can also make an allowance for the extra water which might be used while cleaning up, as long as they get in touch. What our customers need to do: We ask that those affected let us know that they’ve been flooded and have had to move out. All they need to do is give us a call, and provide their contact details including their new address, telephone number and email. They can do this by using the numbers, below. Domestic customers should telephone 0800 912 7239 and business customers should telephone 0345 072 6072. We can then make the relevant changes to their accounts. We have some more details about this, including a video, on our news site, which can be found here: http://bit.ly/1U70qPK These numbers can also be used for customers who have queries about their bills. If anyone needs water or wastewater assistance, the best number to call is 0345 672 3723. ONE Lancashire Position Paper – December 2015 Following debate and consultation, the directors of ONE Lancashire wish to express the position of the organisation and its potential to play a part in enabling the ‘voice’ for the VCFS in Lancashire. We believe that the discussion paper, ‘Establishing a One Lancashire VCF Forum’, which was accepted by directors at their meeting on 16th October 2015, is a starting point for achieving a cohesive voice for the VCFS in Lancashire. Whilst there remains some uncertainty around the future of TSL, ONE Lancashire remains committed to supporting, maintaining and establishing networks for voice at all levels of engagement. This commitment may ultimately lead to the dissolution of ONE Lancashire in favour of a different structure, but whilst we have a mission to “work together, share resources and information, and represent the many voices of the third sector in helping our communities grow stronger” we will endeavor to do so. Directors of ONE Lancashire fully accept that the focus of activity for the organisation, the delivery of the LCC Central Gateway project, has drawn resources away from the improvement of meaningful and effective representation of the VCFS in Lancashire. It is time to address this deficiency. In the short term, as independent directors with a wide reach into grass roots VCFS service deliverers, we promise to;

Actively seek the voice of our members and beneficiaries

Share information, data, research and resources that will contribute to

a broad picture of need

Listen to and support the activity of local fora

Use the privilege of representation that currently exists to ensure that

all VCFS organisations have an opportunity to be heard

Over the next few months, ONE Lancashire will be arranging a series of meetings for directors, VCFS service deliverers and beneficiaries to gather and share information, learn from each other and work with local fora and networks to create a structure that provides meaningful engagement for the whole VCFS. With your consent, ONE Lancashire members will work tirelessly to support engagement with, bring together and unite our many voices across the sector so that we can have meaningful conversations with the three upper tier authorities, combined authority proposals, Healthier Lancashire and the various NHS structures, the Police and Crime Commissioner, Lancashire Constabulary, Lancashire Local Enterprise Partnership and any other public sector bodies that operate on a Pan Lancashire basis. Tell us if you do or do not want us to do this – we will listen!

How We Talk About Cancer and Why It Matters – Public Lecture Tuesday 26th January 2016, 6pm to 8pm, Storey Gallery. “The language we use to talk about cancer matters,” says Professor Elena Semino, from Lancaster University’s Metaphor in End of Life Care Project. “If we describe being ill as a battle, the cancer is an enemy to be fought. If we describe being ill as a journey, the cancer is a road on which to travel.

Lancashire County Council Consultation on Proposed Budget Options Lancashire County Council is seeking the opinion of partners on Lancashire County Council's Cabinet proposed budget options. LCC has recently conducted an analysis based on current spending and forecast demand for services, which showed that the council would not have sufficient financial resources to meet its statutory obligations by April 2018, even if it no longer continued to deliver any of its non-statutory services. The review also showed that the council will need to rely heavily on its reserves in order to set a balanced budget for 2016/17 and 2017/18. Over the next five years to 2020/21 the council needs to make savings of £262m on top of those agreed within previous budget processes. Their proposed budget options seek to meet that need. LCC is now consulting on Cabinet's policy decisions and budget proposals and a full list can be viewed here. LCC would also like to hear your thoughts on any actions that may be taken to mitigate the impact of these policy decisions and budget reductions. Feedback will be reported back to the Full Council at their meeting on 11 February 2016 when the budget is set. Therefore, any comments that you would like considered should be submitted by the end of 18 January 2016. You can do this by completing our online questionnaire here, or emailing [email protected]. There will be a second stage of consultations beginning in January, when LCC will be consulting in more detail when, for example, specific proposals are made in relation to future library provision.

We are keen to share experiences and concerns, not least where do we go next given continued austerity measures, including savage local government cuts.

Lancashire Police Commissioner Grants

Deadline 18 December 2015

Grants of between £5,000 and £100k are available to help organisations

establish new initiatives that will help to make Lancashire safer through:

supporting frontline policing protecting vulnerable people tackling crime and re-offending or championing victims' rights.

The cash grants will be funded from money seized through the Proceeds of Crime Act. In Lancashire over the last few years, £1.2m has been returned to the Police and Crime Commissioner following court action to take funds and assets from convicted criminals. The fund is open to all sectors working to deliver services or schemes in line with the police and crime plan and applications can be made either as individual organisations or as partnership bids. The money cannot be used to fund existing revenue costs, but can be used to set up new schemes or for capital investment to help a service improve or grow. Grant applications must be supported by a business case and meet the funding criteria. All non-capital grant funding must be match funded and must show evidence that a scheme can become self-financing or sustainable in the future. Next deadline: 15th January 2016 ( further deadlines announced on their website) Criteria: community and environmental projects in Lancaster District NB: only organisations south and east of the River Lune may apply. (This includes Lancaster city centre and south lancaster (Marsh, Bulk, castle, John o Gaunt, Scotforth west & east & bulk wards), university, rural areas to south, (Glasson Dock, Cockerham & Galgate), rural areas to east Dolpinholme, Abbeystead, Quernmore, south Lune Valley (Caton, Hornby, Wray, Wennington, Lowgill) and then even up as far as Tunstall, Melling & Leck.) The Community Benefits Fund has been developed in order to share the benefits of Lancaster University Wind Turbine with the local community. The fund has £20,000 available for its third round of funding (2015-16). There will be £20,000 available for grants in each subsequent annual funding round. Lancaster District CVS – Small Grant Fund Deadline: apply at any time though fund is limited. Criteria: breaking-down barriers; addressing discrimination. Applications for grants from this fund are now open to any recognised Community Group located in Lancashire to provide projects or activities that are broadly in line with the following Objects:

1. To advance the education of the public in the specific factors which give rise to prejudice and discrimination, in particular, but not exclusively on grounds of race, gender, sexual orientation, age, ethnicity, social and economic circumstances and religion through the provision of training and workshops.

2. To develop the capacity and skills of the members of the socially and economically disadvantaged community of Lancashire in such a way that they are better able to identify and help meet their needs and to participate more fully in society

3. The promotion of racial harmony for the public benefit by:

A) Promoting knowledge and mutual understanding between different racial groups

B) Advancing education and raising awareness about different racial groups to promote good relations between persons of different racial groups

C) Working towards the elimination of discrimination on the grounds of race

It should be noted by applicants, that the Panel has limited funds at its disposal and even successful applications for funding may not necessarily be met in full, with the anticipated size of grants being in the order of tens or hundreds of pounds. The Panel may at its absolute discretion decide to request additional information about any group which applies to the fund, to request further information about the project, or activity, the group is proposing to deliver, and will expect any group successfully awarded a grant to provide a short feedback report on completion of the said project or activity. Applications: in the form of a letter addressed to the Lancaster District CVS (LDCVS) Panel at the office of LDCVS, can be received at any time during the year; with successful grant application(s) being announced by LDCVS two times each year. Funding to Build Resilient Economies

Deadlines: 1 February (noon); 3rd May 2016 (noon) Friday, 1st July 2016 (noon) Monday, 7th November 2016 (noon) The Friends Provident Foundation provides financial support to projects that promote a more resilient, sustainable and fairer economic system. The Foundation works on two levels:

1. Systems change which aims to support work that can help to transform corporate behaviour, and to stimulate change in the current financial system

2. Building local economic resilience which aims to test and review local or small-scale initiatives that build economic resilience through diversity, flexibility and building capabilities. Examples of projects they might fund include the feasibility of collective procurement models for low income communities

Lloyds Bank Foundation Deadlines: Round 2: 4th March; Round 3: 8th June Criteria: registered charities and charitable incorporated organisations (CIOs) with an income of between £25,000 and £1 million, working with people 17 years or older,* experiencing multiple disadvantage at one of the critical points in their life.

1. "Invest" a flexible, long term core funding programme for charities

SOCIAL ENTERPRISE Impact Readiness Fund Deadline: 8th January 2016 Criteria: social ventures improving their social impact and demonstrating improvements to investors and commissioners Social investors and commissioners are interested in the social impact ventures achieve, but demonstrating this impact can be difficult. Many social ventures struggle to quantify their achievements without the right systems and expertise. Grants between £25,000 and £100,000 will be available to help ventures build infrastructure and skills required to manage their performance, increase their social impact, and attract social investment / win contracts. from start-up stage through to a maximum of 1 year old.

If you fit into that range, there’ll be 2 levels of funding you can apply for; up to

£500 or up to £3,000

The money will be distributed through a Participatory Investment Programme

process, enabling voting from those submitting an application and the wider

community, as well as an expert panel.

Shared Future will be providing lots of free support to prospective applicants

through one to one surgeries and training events, and the support will

continue after the awards are made.

Green Leaf Grants Deadline: apply at any time The aim of the Green Leaf Grants funding programme is to provide a small grant for a small stand-alone project. The grant can be up to £1,000. ACT Foundation Deadline: Applications can be submitted at any time ACT provides grants to individuals and other charities, principally in the UK, with the aim of enhancing the quality of life for people in need, (specifically the mentally and physically disabled).Grants generally fall into the following areas:

Building - funding modifications to homes, schools, hospices etc. Equipment - provision of specialised wheelchairs, other mobility aids

and equipment including medical equipment to assist independent living.

Financial assistance - towards the cost of short-term respite breaks at a registered respite centre.

Nat Merriman Fund The Nat Merriman Fund was established in memory of Nat Merriman, a young man that passionately believed in the value of creative and performing arts in the lives of young people, who died in 1994 aged 25. Nat was born and raised in Lancaster. He attended Dallas Road School and Morecambe High School. As an actor and wordsmith he was part of many local organisations including The Dukes, where he found people with enthusiasm to match his own. Nat was a person who sought out opportunities, took them when they arose and tried to create them where they did not already exist. The fund is to enable young people to widen their experience and appreciation of the creative and performing arts. The maximum grant that will be awarded is £300. Applicants must be aged between 11-25 year old and live in the Lancaster District. Applications are accepted from individuals/groups as long as the money is not used to fund any form of education that should be provided by the Local Education Authority.

Gift Aid for charities

Gift Aid is a simple way for you to increase the value of gifts of money from

UK tax payers: By asking donors for permission to reclaim the tax that they

have paid on their donation, you can increase the value of donations to

your charity by one quarter. For every £1 qualifying donation received, your

charity can claim repayment of 25 pence.

How does Gift Aid work? When a UK taxpayer gives a gift of money to a

charity, they have already paid tax on that money. Because charities are

generally exempt from tax, they can claim an amount from HM Revenue &

Customs (HMRC) equal to the tax paid on that money by the donor. This

repayment from HMRC is known as Gift Aid.

for tax exemption status should use a CHA1 form from HMRC’s website.

Activities Co-ordinator: Reablement / Home from Hospital Service - Midland Heart

home from hospital service within Royal Preston Hospital to support people to

regain their independence after an illness or injury.

We are currently looking for an Activities Co-ordinator to be responsible for

the day to day running of activities for customers. You will provide a wide

range of activities to interest and stimulate the physical, mental and emotional

wellbeing of our customers.

The Activities Co-ordinator will support customers to express their individual

interests, wishes and requests and respond appropriately to these choices

and facilitate their realisation where possible. They will be required to provide

a suitable planned timetable of activities and encourage and support

customers to access this. The ideal candidate will develop and implement

positive relationships with people within the local community and within

partner organisations.
