CVS’S BASIS Project: An Evaluation We would like to thank all of you who spared time to feed-back for this piece of work. In the Summer of 2013, Lancaster District CVS commissioned Dr Cheryl Simmill-Binning from the ‘Applied Social Science Unit for Research and Evaluation’ (assure-evaluation) based at Lancaster University to produce an evaluation report on the contribution of our BASIS Big Lottery funded voluntary sector capacity building project over five years from 2008 to 2013. Finding Volunteers with Financial Skills The Institute of Chartered Accountants in England and Wales (ICAEW) and the Chartered Accountants' Benevolent Association (CABA) set up a website in June 2013 to match volunteers with financial and other skills with not for profit organisations. Organisations can post unlimited volunteering opportunities free of charge to the website, and download CVs of potential volunteers. The potential volunteers are primarily ICAEW members, but the website is also open to others, including those whose skills are in fields other than finance. And ICAEW makes the point that the finance experts may not be looking for a volunteering role that is too similar to their day job; they may be looking for a volunteering role that is completely different. City Council Budget and Performance Panel Tuesday, 28 January 2014 at Morecambe Town Hall 6.00pm You are invited to attend the next meeting of the City Council’s Budget and Performance Panel. Nadine Muschamp, Chief Officer (Resources), will provide a presentation on Lancaster City Council’s Budget and Policy Framework Proposals for 2014/15. Gill Kilpatrick, County Treasurer for Lancashire County Council has been invited to attend to present Lancashire County Council’s Budget Proposals. In addition, representatives from the Lancashire Police and Crime Commissioner, and the Lancashire Fire and Rescue Service have also been invited to attend to present their respective budget proposals. The Centre @ Halton Family Fun Night Saturday February 1st 2014 from 6.30 to 11pm. The night will be hosted by well known entertainer and compere Kyle Oram. Office and Desk Space at Halton Mill All the upstairs offices and studios at the eco-workspace at Halton Mill are now taken. But a 36 m2 downstairs self-contained office has just become available at the Mill. This room has an external door, a window looking onto the river, and another door to the atrium leading to the rest of the downstairs Mill area. It's in good decorative order and ready to move in! The cost is £10.50 per square foot, plus service charge and utilities. This works out at £398/month, or £4782/year, including £10/week service charge but not including utilities. Halton Mill also has several individual desks available in 'The Hive', a 93 m2 area on the first floor. These workspaces include wifi and storage and could be rented by individuals on a 'hotdesk' or more permanent basis - or a group of desks could be rented by an organisation. Costs are £7.50/day, £25/week, £100/month, or £80/month for a 6 month rental agreement.

Lancaster Home Improvement Agency ‘Warm Homes’ Service Update A reminder that the Lancaster Warm Homes service is still available, free of charge, to vulnerable residents throughout the District. The service is provided by Lancaster City Council's, Home Improvement Agency with additional funding from Lancashire County Council Public Health. The aim of the service is to deliver high impact affordable warmth interventions, providing practical assistance to residents, to alleviate fuel poverty, lower the cost of heating and enable vulnerable residents to stay safe and warm in their homes. The Service is available to residents who are: • Over 60 or • Disabled or • who have any long term health conditions or • Families on a low income. Funding is available for charities in the UK that are working in the priority areas of children’s education and welfare, those with disabilities and older people. See tescocharity

Seafarers UK Grants Programme Next deadline 21st February Currently seeking applications under its Small and Main grants Programme. Grants are available to organisations seeking funding for projects involving seafarers, ex-seafarers, their spouses or dependants or maritime youth organisations. The Small grants programme will provide grants of up to £5,000 The Main grants programme over £5,000. See seafarers

Lloyds TSB Closure of Community Programme Deadline 14th February On the 15th of January the Lloyds Bank Foundation for England and Wales (formerly the Lloyds TSB Foundation), announced that the existing Community Programme will be closing and no further funding enquiries will be accepted after February 14th. To manage demand they have set clear timescales for the final period of funding enquires: Applicants submitting successful enquires will be invited to complete an Expression of Interest form. This will need to be completed and returned within 5 working days of the notification If the Expression of Interest is approved the charity will need to be available to host a visit from a Grant Manager by 31st March Full application will need to be submitted by 11th April The Foundation’s new funding programmes will be open to enquiries from April 2nd and we will provide further information at a later date. Lancaster Community Fund Deadline: 21st February 2014 This is a new fund was set up by the Community Foundation for Lancashire following the transfer of several dormant charity funds which had been left to Lancaster City Council in bequests and endowments but over the years had

fallen dormant. The fund will also distribute additional grants from Lancaster City Council, on an ad hoc basis. Who can apply: Voluntary or community groups with a constitution or set of rules in the group’s name, operating in Lancaster, Morecambe, Heysham and Carnforth and surrounding areas The fund has four main priorities:

1. Economic Growth 2. Health and Wellbeing 3. Clean, Green and Safer Places 4. Education

How much is available: Grants of up to £500 Priority will be given to those groups working in disadvantaged areas of the community and to smaller grassroots groups with low income levels. Examples of the sorts of projects that may be funded:

Equipment for youth club

Activities for young people

Training for volunteers

Community sports activities

Computer club for older people

Projects to reduce social isolation for vulnerable groups

Cleaning up of grot spots

Lancaster Green Spaces Next deadline 1st March 2014 Lancaster Green Spaces is awarding small grants to projects within the Lancaster local authority area. The main aim of the grant scheme is to encourage greater public use and appreciation of public open spaces. These must be accessible to all members of the public for at least 20 hours a week (so school grounds, allotments etc. are excluded unless they meet the public access criteria). Projects should also build a sense of community ownership, pride and place, for local residents; enhance the land, for wildlife, food, beauty and safety; and build the capacity of both groups and of individual volunteers. If you are a constituted group based within the Lancaster local authority district and have an idea for a project please look at the Lancaster Green Spaces website lancastergreenspaces or ring 01524 542742.

Funding for Projects that Use Sport to Challenge Disability and Disadvantage Applications can be submitted at any time BOOST is a UK charity established to relieve sickness and protect and preserve good health for people facing cancer, in particular but not exclusively breast cancer. Grants of up to £500 are available to not for profit organisations and charities for projects using sport to help people to challenge and overcome disadvantage and disability. See website: boost

Our Place programme Our Place aims to give people more power over local services and budgets in their neighbourhoods, aligning these with all the other resources that the community can bring. Grants are not available for capital projects or running costs which relate solely to a specific building or service / activity. Communities and public service organisations will be supported to develop an operational plan and take control in their area to make sure that things work in the best way for local people. Using the Our Place approach, you can influence how local services are designed, planned and delivered, this could mean

setting up after-school activities for children

improving quality home care such as linking elderly people to volunteer helpers

creating jobs locally for example working with businesses to offer more local apprenticeships

Support and grants The Our Place programme will help areas working to transform local public services in three ways: direct support – you will be put in touch with a Relationship Manager, consultancy/coaching support tailored to meet the needs of your neighbourhood grant payments

Getting Ready grants of £3,000 in Year 1 with some direct support

Getting Going grants of £10,000 in Year 2 with further direct support

Going Further grants of between £5,000 and £7,500 for those who are prepared to push the boundaries and up to £20,000 for projects preparing to break new ground

shared learning opportunities including peer groups, coaching, training and learning events, and networking opportunities

The purpose of the programme is to support neighbourhood areas to work collaboratively to address a shared priority or local service area – for example healthcare, or employment. See more at: mycommunityrights

The Community Cashback Initiative Applications can be submitted at any time The National Federation of Tenant Management Organisations has announced that grants of up to £3,000 and technical support is available to tenants and landlords who are interested in working together to develop a Community Cashback agreement. The Community Cashback initiative gives support for tenant groups who want to help improve their area by being paid for managing local services that the landlord would usually buy in. This could include: • Cutting grass • Cleaning and looking after shared spaces • Repairs of empty properties, etc. See website: Tenants Federation

Changes to Charity Commission Annual Returns All charities registered with the Charity Commission with annual income of £10,000 or above must submit an annual return. Annual returns for financial years ending on or after 1 January 2014 will add some new questions, and the responses will be displayed on the online register of charities. These questions will include:

whether the charity pays its trustees for trustee duties;

whether the charity raises funds from the public;

whether the charity has a trading subsidiary;

Changes to the CASC Scheme for Local Sport Clubs The tax relief rules that apply to local grassroots sports clubs have been amended, extending the existing Community Amateur Sports Club (CASC) scheme. The CASC scheme was introduced in 2002 to give amateur sports clubs some of the tax benefits available to charities. Sports clubs can now choose between charitable and CASC status. The principal tax reliefs available to CASCs are business rates relief, relief from Corporation Tax on certain types of income and gains and Gift Aid relief on donations of money by individuals. The amendments made include:

Bring in a new cap on membership costs. Any club that charges more than £10 per week in membership costs will have to offer alternatives such as special discounts for those who can’t afford it.

Increase the amount that can be earned tax free from club bars, cafes and venue hire. For more information see hmrcCHARITIES.

Lancashire Adult Learning 'Heading Towards Employment' programme These short courses are aimed at unemployed adults (19+) who may be currently job seeking or looking to return to work in the near future as well as those who do not have a maths or English qualification. The emphasis of these courses is to create a relaxed and informal learning experience with the opportunity for reflection and identifying personal learning goals. The courses are free and can be delivered at a time and place to suit your clients. Courses generally run for 2 hours over 3 - 6 weeks, but can be tailored to meet your requirements.
