The subject site contains approximately 42 acres, and is located on the eastern side of Grand Avenue at the intersection of Ortega Highway and Grand Avenue. Grand Avenue will provide the main egress and ingress for the subject site, connecting to surrounding services and employment centers. According to city traffic counts, on an annual average basis, over 15,000 vehicles pass the subject site each day, and 8,900 travel in or out of the Lake Elsinore area to Orange County on Ortega Highway, which terminates at Grand Avenue, across from the subject site. The subject site is within three miles of the I-15 Freeway via Grand Avenue, connecting to Central Avenue.

The property is bordered by single family housing on the southern, western, and northern edges, and Lake Elsinore provides the eastern border. Elsinore Naval and Military School, originally built in 1925 as a country club and later operated as a school (reportedly, from about 1933 to 1977), is located in the southwest corner of the property.

The site has approximately 1,300 linear feet of frontage on the lake, and slopes gently from Grand Avenue to the waterline (approximately 1,450 feet from Grand Avenue). Lake and mountain views can be seen in the north, while the south holds mountain views.

The neighborhoods surrounding the subject property to the north and south (to both the east and west of Grand Avenue) are a mixture of housing of varying ages and quality, as well as recreational uses, commercial buildings and vacant land. The Ortega Oaks Plaza strip-center, which includes a market, real estate office, and miscellaneous retail, is at the interesection of Grand Avenue and Ortega Highway, to the southeast of the subject property.
