Lake Country’s school district trustee says ad-justments to the catch-ment areas for the three elementary schools in Lake Country means the schools will remain open for the foreseeable future.
Deb Butler says that’s her main takeaway after the Central Okanagan School Board voted to amend the catchment areas for students at-tending Davidson Road, Peter Greer and Oyama Traditional.
“I think looking for-ward we’re going to have the population to keep our elementary schools going and that’s import-ant,” said Butler. “You don’t want to start clos-ing schools. Once you close things it’s hard to re-open.”
� e re-working of the Lake Country catch-ment areas was a long and bumpy process and necessary with much of the growth in Lake Country coming in the Davidson Road area. � at school was over-capacity while the others had the room, but not the nearby population.
An initial attempt to change the boundaries raised the ire of one Lake Country community and resulted in a heated school board meeting last year in Kelow-na. � e issue was tabled and the school district took much of the last year going back to the community, through Parent Advisory Councils, to try and � nd the right � t.

With funding kick-ing in for the District of Lake Country’s Trans-portation for Tomor-row Plan this year, the District of Lake Coun-try has decided to avoid a property tax increase for residents in 2016.
Sta� had recom-mended a 2.85 per cent
tax hike as the district began moving through its budget process late last year, but after several meetings, Lake Country council has approved a zero per cent increase in property taxes for 2016.
“Why would we go for a property tax in-crease when we can do
what we need to do with what we have?” said Coun. Owen Dickie.
“Council and sta� have been working very hard together to pro-vide projects and ser-vices without an exces-sive burden to taxpay-ers,” added Mayor James Baker. “Our priority is on
keeping Lake Country in a sustainable position and delivering the servi-ces that residents value most.”
� e zero per cent in-crease to property taxes doesn’t mean residents won’t face any increase in taxes this year as coun-cil had previously ap-
proved the Transporta-tion for Tomorrow fund-ing formula that includes a $125 parcel tax in 2016.
� at’s the � rst step in a 20-year plan to � nance roads, transportation projects and mainten-ance. Early budget delib-erations had put a pro-posed property tax in-crease at 2.85 per cent. Council though decid-ed it would apply any revenue resulting from community growth to-ward reducing the im-pact on tax payers and
last Tuesday approved the zero percent property tax increase.
“We can do a whole lot because of new growth. � ere are more (private) assets and more people paying,” said Mayor James Baker. “� is is one of the bene-� ts of being the fastest growing community in B.C.”
As a result of con-struction growth during 2015 and B.C. Assess-ment roll � gures show-ing a 3.28 per cent tax
base increase in revenue for the municipality, rec-ommendations were put forward to maintain ex-isting services, incor-porate in� ationary in-creases as well as some items already priori-tized by council in order to reduce the amount re-quired to fund the base budget through taxation.

board came up with a solution they have all agreed upon,” said But-ler. “� e important part for me was the commun-ity got the opportunity to have a conversation. Everyone knew there needed to be change but you have to have a con-versation.”
� e new catchment areas will move students living in the Woods-dale Road area who used to attend Peter Greer, to Oyama Tradition-al. What’s being called the southwest quadrant of Lake Country (minus the Sage Glen develop-ment) will now attend Peter Greer.
Butler says all three schools will be able to sustain the population around them under the current model and using projections of growth.
“I think we have a little bit of room if push comes to shove,” she said. “We can put some port-ables at Oyama and pot-entially at Peter Greer so we do have some ability to grow a little bit with-out necessarily a perma-nent structure. � ere are
predic-tions of growth but (we don’t know) how long it takes those sub-divisions to grow.”
Both Butler and school board chair Moy-ra Bax-ter point-ed to the need for a new mid-dle school in Lake Coun-try as the next step down the line to al-leviate the pressures at the three ele-mentary schools. Grade 7 students have al-ready been moved down to a port-able classroom at George
Elliot and the school district owns the land that is current-ly home to the Aspen Golf Course for a future middle school.
Baxter said they needed to make a de-cision on the new catch-ments with school registra-tion be-ginning Feb. 1 and says she’s hope-ful they won’t have to change them again.
“Lake County is the fast-est grow-ing muni-
cipality in B.C. at the moment and if the num-
bers keep increasing we my have to look at this again,” she admit-ted. “Hopefully it will be a few years and by that time we will have a new middle school and re-lieve the pressure. It de-pends on a lot of things.
“� is is a solution for the problem for the moment,” Baxter said. “Davidson Road is still over-subscribed but there is enough space for the kids. Peter Greer is right at the (capacity) number and Oyama is still bit under. We will wait and see how it all works.”
While a new mid-dle school would seem to solve many of the over-crowding issues in Lake Country, both Bax-ter and Butler admit it’s a great unknown when the provincial government would commit to build-ing a new school so the area must make do for the foreseeable future.
“It’s hard to predict because we have pres-sure in all areas of our district,” said Butler. “We have growth pockets everywhere and the min-istry generally waits until you are actually bursting
at the seams before we see an announcement.

Last month, British Colum-bia lost one of our
province’s greatest build-ers in former Premier Bill Bennett.
� e Bennett family is the pride of Kelowna—no family has had a big-ger impact on the direc-tion of our province. I’ve never shied away from
the fact that I look at the Bennetts as our greatest premiers. I strive to live up to the example and path they set each and every day in o� ce.
It’s no accident Bill emerged from Kelow-na, the cradle of free en-terprise in B.C. No place better personi� es the spirit of hard work, sac-ri� ce, family, commun-ity and helping people in need. It’s an optimis-tic way not only of inter-acting with the world around you, but of think-ing about the future.
Between them, Bill Bennett and his father W.A.C. Bennett steered our province on the right path for over 30 years be-tween 1952 and 1986.

on in our communityIn the early days of
this new year, readers have advised me to
do several things. I’ll go with one that seems rela-tively painless, embracing the “sunny ways” of our new federal government and seeking optimism in these fragile times.
For starters, we have a building boom going on in the southwest. Here in Victoria, cranes dot the skyline as new residen-tial-commercial projects emerge from bedrock, and hardhats are mostly on construction workers, scratched and backwards, rather than shiny and forward on politicians.
Shipyards are busy, with Royal Canadian Navy work and cruise ship re� ts to reduce their emissions, plus work on ferries, tugboats and bar-ges.
Most of the activ-ity is private invest-ment, much of it in a hot housing market. Sur-rey has just recorded its second-highest total for building permits in hist-ory, a value of $1.46 bil-
lion nearly matching the pre-recession peak of 2007.
� ousands of prov-incial employees get a small raise in Febru-ary, based on stronger than forecast economic growth in 2014. It works out to $300 a year for a medical technologist and $346 for a teacher.
Health care costs are rising less dramat-ically. � at should ease the crisis atmosphere at provincial and feder-al health ministers’ nego-tiations over the funding formula, taking place this week in Vancouver.

Lake announced last week that the province is increasing funding for a promising program in cancer research, using genetic analysis to im-prove targeting for drugs to treat the hundreds of di� erent cancers diag-nosed in B.C. patients each year.
� e B.C. Cancer Agency’s new direc-tor, Dr. Malcolm Moore, oncologist Dr. Janessa Laskin and Dr. Mar-co Marra, director of the agency’s Genome Sci-ence Centre, described a world-leading cen-tre of research that is reaching out to special-ists and their patients across the province and attracting international funding and talent for ground-breaking re-search.
Outside the urban re-gions, where retail sales and real estate mainly drive the economy, sunny ways are harder to � nd. � e mining and natural gas sectors are in the grip of a slump in commodity prices, with more tem-
porary mine closures ex-pected.
� e forest industry is being helped by the low Canadian dollar and a steady recovery in the U.S. economy, and tour-ism is expected to have another strong year as Americans take advan-tage of a discount on vis-its to B.C.
Central 1 Cred-it Union broke down the regional employ-ment numbers for B.C. in 2015, and found job growth in every re-gion except the Cariboo. Province-wide employ-ment grew 1.2 per cent last year, ahead of the na-tional rate. � at may not sound like much, but compared to Alberta’s oil-dependent economy, it’s pretty good.
Construction of a new dam on the Peace Riv-er is expected to ramp up this year, bringing work-ers home from Alberta, and the federal govern-ment is planning to fast-track its promised infra-structure spending to create work across the

Minister Bill Bennett was in Toronto last week to ring the opening bell at the stock exchange with B.C. mining indus-try representatives.
Not much sun on mining stocks these days, but Bennett’s sales pitch to an investor lunch-eon included reference to two more mines under construction in north-west B.C., the province’s Paci� c Rim trade advan-tage, and revenue sharing with First Nations that is attracting attention of other provinces.
� e Conference Board of Canada has forecast that B.C.’s econ-omy will “lead the coun-try by a wide margin over the near term,” with un-employment declining in 2016.
We’re at the mercy of global forces, but things could be a whole lot worse.

To the editor:� e District of Lake
Country and Mayor Baker must think we are all stupid. For Baker to come out and pat him-self and the rest of coun-cil on the back for keep-ing taxes to 0 per cent I � nd totally deplorable and insulting.
What they have ac-tually done is increase the taxes on the low-er cost housing (mobile homes) by up to 40 per cent in some cases be-cause of the parcel tax of $125 for road improve-ments. � is tax will go on each year for the next 20 years and will in fact go
up as the years go by. � is is a very unfair
tax and what they should have done instead is in-creased taxes for every-one by two to three per cent and used this money for road improvements.
Of course they don’t mention that assess-ments on most Lake
Country properties have gone up—in some cases by over $100,000. � is will mean some will be faced with a big increase in tax on their property.
Also no mention on how we will be pay-ing the $2.5 million they borrowed to buy the CN Rail corridor.
It’s time for a new mayor and council and I can’t wait to turf this in-competent group out come next election time.

No other premier did more to modernize our
province. He led Brit-ish Columbia through a time of major instability, and helped build a stable � scal foundation to allow our province to become the leader in Canada we are today. Without his leadership, it’s hard to imagine what state we might � nd ourselves in.
Perhaps the most cru-cial lesson to draw from Bill’s leadership is this: Do what you think is right, not what’s most popular.
Controlling spending and balancing the budget aren’t always popular; nobody likes being told “no.” But as tough as that can be, it’s the right thing to do. Bill Bennett never
forgot that.His legacy is an un-
mistakable set of accom-plishments through-out the province. From
SkyTrain, to Canada Place and B.C. Place to the Coquihalla High-way, and expanded min-ing and hydro industries, Bill Bennett built much of B.C.’s iconic infra-structure that continues to de� ne the province to this day.
He didn’t just build our province from with-in; he opened it up to the world like no one be-fore. It was only � tting that one of his � nal acts as premier was to open Expo 86—inviting the world to our shores, and welcoming them to the ‘best place on Earth.’
When we lost Bill Bennett, we lost a man whose legacy will live
on for generations. We owe it to him to work each day to build on that foundation, and not for-get the values he em-bodied.
� e Bennett family has invited the public to pay tribute to Bill at a celebration of his life on Jan. 31 at the Delta Oka-nagan in downtown Ke-lowna. It’s a chance to re-� ect on his contributions and thank him for his years of service. I hope to see you there.

Garbage Volunteers Wanted!
Wanted: Interested, enthusiastic individuals to represent business, community and neighborhood organizations on the Public/Technical Advisory Committee for the upcoming Solid Waste Management Plan (SWMP) Review.
The SWMP provides direction on how local governments, residents, and businesses will work to manage and reduce waste. The PTAC will work with the Regional District and its consultants to review policies that will set the direction for waste management for the next 15 years.
The PTAC will meet at the Regional District offices approximately five times over the course of the year. Members will represent varying interests including neighborhood associations, businesses, construction and other industries, and institutions.

Recent media cover-age of the Okanagan In-
dian Band’s e� orts to clear their lands of un-
exploded Canadian mil-itary ordinances has raised the pro� le of an issue that dates back to before the World Wars, but also resulted in what the band is calling mis-leading statements from the Department of Na-tional Defence (DND)
Recently Macleans magazine published a feature on the issue of unexploded ordin-ances left by the Can-adian military on OKIB (and many other First Nations reserves) when those areas were used for military training exercis-es before World War I and II.
But the band says a DND statement follow-ing the article is mis-leading.
OKIB says a story on a Kelowna TV station included a statement from the DND that mis-leads the public about
DND’s contractual obli-gations to clean train-ing areas once they are no longer being used for those purposes.
Speci� cally, the band says DND released the following statement to Global News: “To sup-port the Okanagan In-dian Band’s future de-velopment plans, DND will continue to assess and initiate clearances once the Band has � nal-ized its economic de-velopment implementa-
tion plan and timelines.”OKIB Chief Byron
Louis issued the follow-ing statement on behalf of the Okanagan Indi-an Band:
“� ere is no such re-
quirement, under the terms of the permits, for the Okanagan In-dian Band to submit an economic develop-ment implementation plan or timelines pri-or to DND clearing the lands of UXO [un-exploded ordinance]. In the original agree-ment which allowed the DND to use the OKIB lands for training pur-poses the contract clearly states that, ‘� e Permit-tee [DND] undertakes to repair all damage done to the land and to � ll all holes for the protec-tion of stock and riders.’ Further, ‘[DND] agrees to remove, or dispose of all duds from the per-mit area at the termin-ation of any � ring prac-tice…’ Subsequent num-erous agreements, all signed by the DND state their obligation to re-move UXO from OKIB
lands.”Despite the agree-
ments, two di� erent training areas located on OKIB lands have never been cleaned of un-exploded ordinances.
� e OKIB says the failure to clear OKIB’s reserve lands of explo-sives continues to im-pact the band’s potential uses for those lands, add-ing that recently Aquilini Development and Con-struction Inc. settled out of court with the DND over unexploded or-dinances on their prop-erty which is near OKIB lands and the Aquilini Group is currently clear-ing the military debris from its lands and have applied to the City of Vernon to subdivide for development.

My niece is obsessed with having whiter teeth. She has tried every over the counter product in the drug stores, and had her teeth lasered apparently to make them brighter. I noticed the other night at dinner that she was holding her mouth after eating some cold dessert, and it sure looked like an ice cream headache. Do you think she has damaged her teeth?
Whitening has a place in dentistry, and like just about anything else it is entirely possible to go overboard on the idea. New patients show up at the front desk wanting their teeth whitened. Some are what has been referred to as 'whitening addicts'. Most want it in an hour as the advertising has certainly worked on them. Almost universally their focus is on whiter teeth, not necessarily healthier teeth. We have numerous options. All of them have a prerequisite – which is clean teeth. It sounds like a foregone conclusion, but some will request whitening and not want to bother having their teeth cleaned properly! If there is a layer of plaque coating the teeth, no whitening procedure will work as planned.
Another issue is just 'how white' you want your teeth. We've heard it termed 'Liberace white' which is brighter than gleaming. Dentists have shade charts to match colours on crowns and partials, and many factors such as natural staining of teeth, age, etc. come into play when choosing a preferred colour.
Often patients who are having unrelated cosmetic work completed may choose to whiten their existing teeth and then match up the shade of their new dental work to match their 'new' appearance. You mentioned that your niece appeared to have sensitive teeth if she was grimacing when eating something cold. This isn't unusual, and the severity or duration will be certainly affected by the quantity of bleaching solution applied. Options vary from retail whitening 'kits', to in office bleaching trays with clinically certified gel which must be applied by dental professionals, to take home trays of clinical gel, to the popularized 'Zoom!' whitening that has received much media attention recently. It is frequently advertised as 'one hour whitening' which is possible depending on how many shades are desired. As with any procedure, fees are all over the map. Some systems advocate bypassing the dentist and using 'whitening pens' to do it yourself. We suggest caution. Some systems sold through non dental sources have been found to use abnormally high levels of bleach which may cause burning of the mouth or gums. Some promises made can never be realized because of decades of staining from tobacco, wine, and coffee. We recommend getting your mouth healthy first, and then concerning oneself with the colour. There is an appropriate order, and this one has the patient's best interests at heart!

dian Band’s e� orts to clear their lands of un-
exploded Canadian mil-itary ordinances has raised the pro� le of an issue that dates back to before the World Wars, but also resulted in what the band is calling mis-leading statements from the Department of Na-tional Defence (DND)
Recently Macleans magazine published a feature on the issue of unexploded ordin-ances left by the Can-adian military on OKIB (and many other First Nations reserves) when those areas were used for military training exercis-es before World War I and II.
But the band says a DND statement follow-ing the article is mis-leading.
OKIB says a story on a Kelowna TV station included a statement from the DND that mis-leads the public about
DND’s contractual obli-gations to clean train-ing areas once they are no longer being used for those purposes.
Speci� cally, the band says DND released the following statement to Global News: “To sup-port the Okanagan In-dian Band’s future de-velopment plans, DND will continue to assess and initiate clearances once the Band has � nal-ized its economic de-velopment implementa-
tion plan and timelines.”OKIB Chief Byron
Louis issued the follow-ing statement on behalf of the Okanagan Indi-an Band:
“� ere is no such re-
quirement, under the terms of the permits, for the Okanagan In-dian Band to submit an economic develop-ment implementation plan or timelines pri-or to DND clearing the lands of UXO [un-exploded ordinance]. In the original agree-ment which allowed the DND to use the OKIB lands for training pur-poses the contract clearly states that, ‘� e Permit-tee [DND] undertakes to repair all damage done to the land and to � ll all holes for the protec-tion of stock and riders.’ Further, ‘[DND] agrees to remove, or dispose of all duds from the per-mit area at the termin-ation of any � ring prac-tice…’ Subsequent num-erous agreements, all signed by the DND state their obligation to re-move UXO from OKIB
lands.”Despite the agree-
ments, two di� erent training areas located on OKIB lands have never been cleaned of un-exploded ordinances.
� e OKIB says the failure to clear OKIB’s reserve lands of explo-sives continues to im-pact the band’s potential uses for those lands, add-ing that recently Aquilini Development and Con-struction Inc. settled out of court with the DND over unexploded or-dinances on their prop-erty which is near OKIB lands and the Aquilini Group is currently clear-ing the military debris from its lands and have applied to the City of Vernon to subdivide for development.

To highlight the crisis of student debt, the Okanagan College Fac-ulty Association is giv-ing away 30 cheques for $1,000 to current and former OC students with the greatest student debt load.
� e OCFA is spon-soring the contest with
union dues paid by 302 faculty members and in collaboration with the faculty’s provincial af-� liate, the Federation of Post-Secondary Edu-cators.
� e OCFA is doing this to call attention to the real world e� ects of the B.C. Liberal govern-

My niece is obsessed with having whiter teeth. She has tried every over the counter product in the drug stores, and had her teeth lasered apparently to make them brighter. I noticed the other night at dinner that she was holding her mouth after eating some cold dessert, and it sure looked like an ice cream headache. Do you think she has damaged her teeth?
Whitening has a place in dentistry, and like just about anything else it is entirely possible to go overboard on the idea. New patients show up at the front desk wanting their teeth whitened. Some are what has been referred to as 'whitening addicts'. Most want it in an hour as the advertising has certainly worked on them. Almost universally their focus is on whiter teeth, not necessarily healthier teeth. We have numerous options. All of them have a prerequisite – which is clean teeth. It sounds like a foregone conclusion, but some will request whitening and not want to bother having their teeth cleaned properly! If there is a layer of plaque coating the teeth, no whitening procedure will work as planned.
Another issue is just 'how white' you want your teeth. We've heard it termed 'Liberace white' which is brighter than gleaming. Dentists have shade charts to match colours on crowns and partials, and many factors such as natural staining of teeth, age, etc. come into play when choosing a preferred colour.
Often patients who are having unrelated cosmetic work completed may choose to whiten their existing teeth and then match up the shade of their new dental work to match their 'new' appearance. You mentioned that your niece appeared to have sensitive teeth if she was grimacing when eating something cold. This isn't unusual, and the severity or duration will be certainly affected by the quantity of bleaching solution applied. Options vary from retail whitening 'kits', to in office bleaching trays with clinically certified gel which must be applied by dental professionals, to take home trays of clinical gel, to the popularized 'Zoom!' whitening that has received much media attention recently. It is frequently advertised as 'one hour whitening' which is possible depending on how many shades are desired. As with any procedure, fees are all over the map. Some systems advocate bypassing the dentist and using 'whitening pens' to do it yourself. We suggest caution. Some systems sold through non dental sources have been found to use abnormally high levels of bleach which may cause burning of the mouth or gums. Some promises made can never be realized because of decades of staining from tobacco, wine, and coffee. We recommend getting your mouth healthy first, and then concerning oneself with the colour. There is an appropriate order, and this one has the patient's best interests at heart!

When Jon Rever began his career as a teacher, utilizing tech-nology came down to packing up the class-room and heading down to the computer lab to use computers as type-writers.
Internet was not avail-able in classrooms and the computers were used for word processor with the main source of in-formation coming from textbooks.
It’s a stark contrast to the teachers of to-day who utilize technol-ogy and the Internet as perhaps their most im-portant educational tool. Schools are complete-ly wired for the web and students are encouraged to use their own smart-phones to conduct re-search.
“I think it is de� nite-ly an exciting time for teachers, they have a lot
of incredible options to engage students’ learn-ing,” said Rever, now the director of instruction in charge of technology for the Central Okanagan School District.
Like technology itself, the use of digital teach-ing and learning tools by students and teach-ers continues to evolve. � e old computer labs are gone as is a time when the Central Oka-nagan invested in some 5,000 laptops for middle school students.
“Fifteen to 20 years ago, there was a lot of
focus on teaching kids how to use technology and special applications like Word or Power-Point, but what we found was that approach didn’t really result in learning,” said Rever, who began in his role as the school dis-trict’s man in charge of technology in 2001.
“Where we are right now is focusing on how do we help teachers build technology into their lessons. What it comes down to is how do we in the school system use technology in ways that society is using technol-ogy.
“We want to try to emulate that in our school system so that when kids come through the system we’ve intro-duced them to the tools in a way that they will use them in the real world and in their ca-reers.”
Before smartphones the district opted to out-
� t students with laptops, starting in 2005.
“We basically got to a place, from a � nancial perspective, it was un-sustainable,” said Rever. “So that was stopped and we took those resources and 5,000 laptops and distributed them into schools so more schools could take advantage of them.”
� en the district start-ed to put wi-� into its schools, letting teach-ers and administrators get online and access in-formation to help them teach.
Every teacher and ad-ministrator now has a laptop while all 43 schools in the district have their own wire-less networks, operating under the main network run by the Central Oka-nagan School District.

One of the most memorable � eld trips I ever went
on in school was to Mrs. Craig’s property.
It wasn’t just any old property. She lived on a pond, complete with everything a kid could love. We turned rocks over and discovered bugs.
We captured water in jars and saw what living things were swimming around. We played in the muck and the mud and
discovered the great out-doors.
It was something that has stuck with me, a place I still drive past on trips back to the great white north, recalling that time of discovery and fun.
Did it instill my love of the outdoors, slimy creatures, � shing? It def-initely didn’t hurt.
Maybe some kids in my class dreamed of go-ing to the moon and be-coming an astronaut, but for me playing in the mud and the pond at Mrs. Craig’s place was the best of times. I’ve wanted to be outdoors ever since.
Now, thanks to tech-nology, today’s school kids are having their eyes opened to so many more things and what seems like in� nite possibilities.
Go to the moon? Why not. How about Pearl Harbour in Hawaii or the National Gallery of Canada in Ottawa?
Students in this school district have been there and done that under the
Central Okanagan’s vir-tual � eld trip program.
“It’s unbelievable,” said school board chair Moyra Baxter, who has tagged along on a few virtual � eld trips since the service was � rst of-fered in Central Oka-nagan schools.
“I’m old enough to remember when the thought of anyone go-ing up in space was just science � ction. It was something you would read in comics.
“Now I’ve been in the room when our stu-
dents went to space. � ey sent questions in and the astronaut answered them. I think it’s just amazing and I just wish I could be born again.”
Yes, school � eld trips (let’s face it they were al-ways the best part of school) have been taken to a new level with ad-vances in technology that are allowing stu-dents to take virtual � eld trips all over the world.
� e Great Barrier Reef. Check. � e Indian-apolis Zoo. Been there. � e Royal Tyrell Mu-seum in Drumheller. Done.
Virtual � eld trips in the district are pulled o� by a team of digital media specialists work-ing out of the McWil-liams Centre located in Central School.
A half-dozen teachers, two digital media experts and a vice-principal de-liver the virtual � eld trips among their other roles as digital experts in the district.
Teachers sign up for one of the available trips
on a � rst-come-� rst-served basis and the digital team will bring the conference to the classroom.
Virtual � eld trips range from simple web-site visits to high de� n-ition interactive video conferencing.
All � ve high schools in School District 23 as well as Hollywood Road and Constable Neil Bruce Middle School have access to dedicat-ed life-size HD video-conferencing systems which enable real-time high de� nition inter-active video conferen-cing.
Students’ questions can be videotaped and sent in and answered.
“It’s not that they just go down and see it (on video) and that’s the end of it,” said Baxter.
“� ey can research it and then ask their ques-tions. � e idea is for them to be learning and inquisitive and asking questions.
“It’s a wonderful opportunity that the dis-
trict has been able to get involved in.”

� e virtual � eld trips can come with costs, ran-ging up to $250 per trip. But when it comes to shaping kids’ futures, it seems a small price to pay to open the minds of our youth.
� e virtual trips are one of the many ways the school district is at-tempting to use technol-ogy to help kids learn.
“I think what we’re trying to do in our dis-trict is � nd that balance, trying to harness the technology to improve learning for kids,” said Jon Rever, the school dis-trict director of instruc-tion in charge of tech-nology.
“At the end of the day that is our core business. We’re not interested in technology for technol-ogy’s sake. We want it to be applied to deeply as-sist learning.”
In this case, the dis-trict has done that and beyond. All the way to the moon, quite literally.

When Jon Rever began his career as a teacher, utilizing tech-nology came down to packing up the class-room and heading down to the computer lab to use computers as type-writers.
Internet was not avail-able in classrooms and the computers were used for word processor with the main source of in-formation coming from textbooks.
It’s a stark contrast to the teachers of to-day who utilize technol-ogy and the Internet as perhaps their most im-portant educational tool. Schools are complete-ly wired for the web and students are encouraged to use their own smart-phones to conduct re-search.
“I think it is de� nite-ly an exciting time for teachers, they have a lot
of incredible options to engage students’ learn-ing,” said Rever, now the director of instruction in charge of technology for the Central Okanagan School District.
Like technology itself, the use of digital teach-ing and learning tools by students and teach-ers continues to evolve. � e old computer labs are gone as is a time when the Central Oka-nagan invested in some 5,000 laptops for middle school students.
“Fifteen to 20 years ago, there was a lot of
focus on teaching kids how to use technology and special applications like Word or Power-Point, but what we found was that approach didn’t really result in learning,” said Rever, who began in his role as the school dis-trict’s man in charge of technology in 2001.
“Where we are right now is focusing on how do we help teachers build technology into their lessons. What it comes down to is how do we in the school system use technology in ways that society is using technol-ogy.
“We want to try to emulate that in our school system so that when kids come through the system we’ve intro-duced them to the tools in a way that they will use them in the real world and in their ca-reers.”

� t students with laptops, starting in 2005.
“We basically got to a place, from a � nancial perspective, it was un-sustainable,” said Rever. “So that was stopped and we took those resources and 5,000 laptops and distributed them into schools so more schools could take advantage of them.”
� en the district start-ed to put wi-� into its schools, letting teach-ers and administrators get online and access in-formation to help them teach.
Every teacher and ad-ministrator now has a laptop while all 43 schools in the district have their own wire-less networks, operating under the main network run by the Central Oka-nagan School District.

“At any one time dur-ing a school day, you can have 8,000 to 9,000 stu-dent connections across our 43 schools. � e chal-lenge now that students
have their smartphones is they don’t have to be connected to our net-work anymore. “It’s a challenge and schools are very conscientious about the amount of time kids are using their devices.”
School networks are protected by � rewalls and the use of the Inter-net is logged.
Rever admits it can
raise issues which are dealt with just like any student issue has been over the years. But the district has also moved to empower students to teach their peers about the proper of technology.
� ree years ago, the district held a digital summit that saw senior students discussing issues with their younger peers.
“� at was a huge suc-cess,” said Rever. “Stu-dents relate to their peers far better than adults and we had lots of conversa-tion around this. It was powerful and that sum-mit led to schools adopt-ing learning experiences around digital.
“Middle schools have elective options where students are exposed to
technology.” Instead of a one-size-� ts-all ap-proach, Rever said every school can make its own digital plan.
“In some cases there are schools that are very restrictive in their device policy,” he said. “You will � nd schools that [where] smartphones aren’t al-lowed in classrooms.
“But as a district we
feel it’s important to give local schools the ability to manage that.”
Are kids sitting in the back of the room texting each other about non-school stu� ? Yes, it hap-pens, Rever said. Just like those kids used to pass notes back and forth.
“(We can’t) control all of our kids, all of the time…and I would ex-
tend that to some of the adults in the schools as well,” said Rever.
“But what that says to me is this is a societ-al issue, not only about schools. I worry about it. We are kind of way out on this edge where people are very focused on digital devices and there needs to be some kind of rebalancing.”

Plan to Recycle your Christmas tree It’s always a bit sad when the tree comes down, but you can feel good knowing it will have another life after the holidays. Drop it off before January 31 in the parking lot
at Jack Seaton Park (1950 Camp Rd.) and your tree will be chipped and composted. Gates are open 6am-11pm.
Snow accumulations are a challenge. Roadside parking can significantly
hamper snow-clearing efforts, particularly on the narrower side roads. Residents & businesses are asked to do
their best to leave as much room for the plows as possible on the side roads.

Dog Licence Renewal Dog licence renewals for 2016 have been sent out by the Regional District and are due by February 29th.

Okanagan Rail Corridor The rails have recently been removed through Lake Country on the rail corridor, but the public is reminded that the corridor is undeveloped and not maintained and the spikes and ties may cause hazards until they are removed by Westcan Rail. Please stay off the trail while the work is happening. The District of Lake Country assumes no liability for any damage or injury in using the trail in the present condition.
