To some it is preparing the house for winter and to get ready to move south for the season. However; I fall into the group that stays all year and takes a break now and then. My fellow Board members and I, October is crunching of the numbers time, when we propose a budget for our next year, 2015. Now, the ideal would be not to raise dues and keep everything we currently have, that is easier said then done. As I mentioned last month, we have a rise in costs that we have no control over. Our Association Insurance has raised about 16%, maintenance fees for our amenities and equipment, wages, operation costs, and a few unexpected items such as the dam which needs grouting for approximately $500,000. Now, fortunately we have a great deal of volunteers that have poured over the books and have come up with several creative ways to solve the 2015 budget. My objective is to have the members choose which would be the best alternative for this next budget year. As of this printing, the Finance/Steering Committees have met and discussed their proposal to the Board on September 5th. At the September 26th Board Meeting, an approved proposed budget will move on to the budget hearings held for the membership’s benefit. The dates are October 9th (7pm, CHLL) and 11th (9am, CH). After the hearings the Board will re-group for discussion, and consider a possible other approach to the proposed budget. On October 24th the Board will approve the final budget that will be mailed to the membership for their vote. This outlines the next portion of the process and I encourage all members to try and attend one of the hearings. There will be more professional articles of information given in the paper concerning the budget that will do a much finer job of detail explanation than I am capable of giving. However; I would like to remind everyone of some of the details that have to be considered when proposing the 2015 budget. • Number one is the steady decline of dues-paying members. This decline, obviously, has an impact on our income. We are currently working on various approaches to handle this situation. One being our Marketing Committee headed up by Don Aleksy. In 2009, the budget was proposed with 2,336 dues paying members. The 2015 budget will be proposed based on 2,240 members. • Number two item to consider is the recommended changes proposed to the Operations Budget, which basically keeps everything running as normal. • Number three consideration is the Fixed Asset Budget which will include replacement and maintenance items along with consideration of new requests from our Standing Committees. Number four consideration is if we replace the $17,000, 2013 Operations deficit. Number five consideration is if we propose the 4th year of $16. for the pool loan payment. Number six consideration is a method of how to pay for the $500,000. Dam project. And last but not least, number seven if we have any proposed Fee Schedule adjustments. All of the recommendations and modifications will be considered and decided as a proposal for the membership to vote yes or no. Believe me when I say, the final outcome will not be of any one person’s input but the input of many people and a final decision made by the membership. The August Board Meeting went well from some people’s perspective, but not well for others. Two controversial topics took place with decisions made by the Board. The first being the recommendation to mandate the conversion of all current septic systems to an aerobic treatment system. This recommendation was made by our A&E Committee with a strong belief that this is the direction Lake Carroll should follow. Doug Lieb, the County Health Dept. representative, attended the meeting and gave a short synopsis concerning the advantages and disadvantages of anaerobic/aerobic system. After his explanation and advice not to mandate, but leave it as a volunteer choice and approval by the County on a case by case situation would be best. The Board voted 0-7 not to approve. Our A&E Committee will continue to research information to continue in the direction of a recommendation. The second controversial topic was the expenditure of $16,256.29 for the extension of waterlines and electric service for the addition of (10) more campsites. This request was voted down by a vote of 2-5. Two reasons for failure given was by law we cannot approve a non-budgeted project unless we have members’ approval. Projects that were not approved because a shortage of fund are listed on an unfunded list approved by the membership. If money were to become available we could select projects off the unfunded list since the members voted for this list while approving the budget. The campsite expenditure was not on the unfunded list. The second reason was the addition campsite request did not have full hook-up on their request. Modernization of new campsites should consider full hook-up. Let me say a deep sincere thank-you to Lisa Vanderheyden for her help preparing materials for our presentation of the budget. If you do not know Lisa, she is our Finance Director who is buried in her office with all forms of paper work. There is no way the Finance/Steering Committee or the Board could study and prepare a proposed budget for the membership without the input and help of Lisa Vanderheyden. So, speaking for the Board, I tip my hat for your persistent hard work and cooperation putting our budget together. Thanks Lisa, you’re doing great! You’re the best! Norm Hoffman Board President Prez Sez Due to the number of declared and approved candidates (two) running for the LC Board of Directors this year plus the fact that number equals the number of vacancies on the Board, the normal protocol of electing Board directors as specified in the By-laws Article VI. Section 4 is modified per Article 5. Article VI. Section 4 is changed during the forthcoming election and the provisions of the “No Contest” Election of Directors shall be invoked. Furthermore, “the Board shall thereafter at a regular meeting put forth a resolution designating that the candidates standing for election to the Board of Directors are to be considered elected filling the vacancies created by the expiring terms. What does this mean? Jeff Howe and Jim Ogborn, will be (re)introduced and sworn in during the forthcoming Annual Meeting of the Association on December 7, 2014. Their term will begin immediately following the adjournment of the Annual Meeting. Enough is Enough! FIREWORKS ARE ILLEGAL IN THE STATE OF ILLINOIS By Donna Beyer I can hardly believe LCA still has to address this issue in October! Fireworks are illegal in the State of Illinois. Some members obviously believe since Lake Carroll is privately owned, they can do whatever they want…not so. Lake Carroll supports and enforces the State of Illinois laws. We even included specific guidelines in our Rules and Regulations regarding fireworks (Chap IV. Sec. C.). There were citations issued for illegal fireworks in August and more in September. Over the July 4th weekend there are obviously, and unfortunately, too many fireworks being set off for Security to catch them all. Don’t misunderstand, that does not make it ok just because you may get away with it. At any other time of the year, Security does their best to track down the violators and put a stop to it. Since the July holiday weekend, there have been fireworks set off almost every weekend and even some during the week. Security receives many complaints from Members, both weekenders and full-timers. What you think is fun is causing a major interruption in the peace and calm atmosphere that so many come to Lake Carroll to enjoy, not to mention the added annoyance to the pets that either become upset or aggravated upon hearing the firework noise. Bottom line… FIREWORKS ARE ILLEGAL at Lake Carroll and if caught, you will be subject to the appropriate penalties. REMINDER: ALL BOATS, DOCKS, PIERS, SWIM PLATFORMS, AND WATERCRAFT LIFTS must be removed from the lake BEFORE November 1st each year. Welcome to October, for some we think of fall and making use of the Golf Course or Lake as much as possible before winter sets in. To some it is preparing the house for winter and to get ready to move south for the season. However; I fall into the group that stays all year and takes a break now and then. wise specified due to altered deadlines and adhere to the following guidelines:1. Writers must be LCA members in good standing, reflect their viewpoint, focus on the issues and/or must be of interest to the majority of Lake Carroll members.2. Letters should not contain personal attacks against any individual(s) or businesses and may not express personal grievances or conflicts. 3. Letters containing libelous material or statements, derogatory remarks or obscenities will not be published or are subject to editing after consulta-tion between submitter and editor.4. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.5. Letters are limited to 400 words or less.6. All letters must bear a signature and LCA section and lot numbers.7. The Editor, General Manager, and LCA BOD reserve the right to review to accept or deny publication of any Letter to the Editor and to offer a rebuttal within the same issue.8. Hello again everyone, I hope you and your family are having a safe fall season. On 09-16-14 the Lake Carroll Security Department participated in a trail rescue scenario with the Lanark Fire and EMS. See details and photos on page 1B. Labor Day weekend was very busy; it has been a while since the lake has been opened normally during this weekend. It was great to see so many people enjoying the amenities at Lake Carroll. The Security Department had minimal complaints during this time and no accidents were reported to. I would like to thank the property owners and guest for their patience and kindness during this very busy weekend. Over Labor Day weekend the Security Department issued 15 citations and 37 warnings, checked 33 fishing licenses, 33 creel limit, 222 ATV’s, and 1,534 vehicles at the gate. Security kept a close eye on the marinas and pool and assisted 11 boats. As I stated previously, it was a busy weekend. The deer harvesting program will start at Lake Carroll on October 1st. Please be aware that registered hunters will be out in the woods and you may see more vehicles parked alongside of the roads. Hunter vehicles will have a bright orange 5”x8” pass displayed on their dash to identify them as a registered hunter. This brings me to another topic…I know the deer are enjoyable to look at, but it is illegal in the State of Illinois to use bait to attract deer. This pertains to any and all situations – whether you are a hunter or just a person who loves to have deer come up in your yard, you cannot purposely put anything out that will draw deer. Here is the law:** It is unlawful to make available food, salt, mineral blocks or other products for ingestion by wild deer or other wildlife in areas where wild deer are present.Page 11, of the Illinois hunting rules and regulations. You will be prosecuted by the State of Illinois if you are found to be baiting deer at Lake Carroll. Fall is right around the corner. As the nights cool off many of you will be leaving for warmer destinations and it is time to consider utilizing the low temperature light program the Security Department offers. Several homes experienced major water damage at Lake Carroll last year during the harsh winter. The homeowner places a light in a window with a colored bulb. The light is plugged into a low temperature switch that is plugged into an inside wall outlet. When the temperature in the residence falls below a preset temperature, the light is activated and will be viewed by Security. Then Security will contact you or other contacts you have provided on your Residential Heat Light form. (See more information about this program elsewhere in this issue or contact me if you have any questions) I have seen the devastation water can do to homes here at the lake because of a broken water pipe, something to consider. I would like to wish all the property owners and their guests a safe and enjoyable fall season and DON’T’ FORGET YIELD TO YELLOW!!! Did You Know: All garbage receptacles must be returned to residence within 24 hours of garbage pickup. All garbage must be placed in a proper receptacle to avoid the garbage being distributed throughout the area by local wildlife. Moring disposal offers receptacles and residential garbage service that will return your receptacles to your property. This information is located in the Lake Carroll Rules and Regulations page 37, Chapter IV, Section C. 6. Did You Know: It is illegal to let you dog or cat roam freely at Lake Carroll. Please be courteous to your neighbors. Even if they are not at their Lake Carroll residence, your pets should not be making a mess on their property. Please review the Rules and Regulations regarding pets on page 37, Chapter IV, Section C. 8. in your Rules and Regulations booklet.

We just survived the Saturday garage sales. This year we had cool weather, but the sun came out which made for great shopping for bargains. The totals for vehicles and people who passed through our entrances and received the garage sale packets were over 500 vehicles and almost 1000 people. This year we definitely concentrated on non-resident people who were not shopping (golf outing, visiting family, etc). Security and NW volunteers were at their best representing LC. Mark your calendars for October 29, 2014, 2:30pm at the Lodge. Claire and Luke will be conducting a CPR and Defib demonstration. As you know, Claire Holmberg and Security Supervisor Luke are both certified and trained to be able to teach a refresher classes for CPR. Please try to attend; there will be no charge for their services that may help save a life!!!!. This may be a little early, but I know some of our friends at Lake Carroll are already talking about going south for the season. I know, that’s crazy!!! I would like to mention a few scams that the snowbirds should be aware of when traveling and being in different environments. It’s not just retirees who flock to warm-weather states such as Florida and Arizona as the temperature drops up north. During snowbird season, November through April, scammers also head south to prey on the half-year residents. During snowbird season there’s an increase in scams — and many are done by organized outfits who specifically target older seasonal residents, Be on the lookout for scammers who follow snowbirds to warmer areas in the winter. If you’re among the thousands about to migrate to a warmer climate, beware of these common snowbird scams:1. The helpful mechanic. They wait outside shopping malls or supermarkets, watching for snowbirds (often recognized by out-of-state license plates) to park and go inside. If the cars older or left unlocked, they can pop the hood and disable the vehicle by pulling wires. “When the elder returns, they offer help getting their car started. After driving them to the bank for money to pay for the repair, their main targets are women in their 70s or 80s. Your best option, if you’re not an AAA member, is to call a friend or police to give you a hand.2. Pickpockets. Organized gangs work flea markets and the aisles of stores near retirement communities for a week or so, then move to the next community, says Bob Arno, a former pickpocket-turned-comedic counselor on street crimes. Snowbirds are especially targeted because they tend to carry cash, wear looser-fitting clothing and may have slower reactions. I have personally commented to my wife when we were at a huge flea market in Mesa Arizona. If you’re in a crowd or you see strangers ahead, keep your hand on your wallet or tightly clutch your handbag. Be especially careful when approached by “lost” duos in need of directions. (One distracts you — sometimes with map in hand — while the other dips into your bag.) If possible, keep wallets in a buttoned pocket or in a safety pouch worn beneath clothing.3. ID theft. Store clerks who capture credit card numbers with cellphone cameras or pen and paper and then make fraudulent purchases. It’s a good idea to use only one card with the lowest credit limit for snowbird season purchases and go online regularly to keep close tabs on its activity.4. The bank examiner scam. Milling around outside banks, con artists pose as bank officials or law enforcement agents who are investigating a corrupt teller. They ask you, as a trusted customer, to go inside, withdraw some money and hand it over. Don’t worry, we just need to check serial numbers and mark the banknotes, you’re told that they will redeposit them right away to see if the teller steals any. Of course, they and the cash quickly disappear. Real banking examiners and police don’t need your money for their investigations.5. The lottery winner who can’t collect. In a parking lot, someone approaches you claiming to hold a winning lottery ticket. Only problem, the “winner” is in the United States illegally and can’t go get the money. Just pay me a portion of the jackpot, you’re told, and you can have the ticket. Its number may be “verified” by a passerby stating “I saw it announced on TV last night.” In reality, this person is an accomplice. It’s one of many so-called pigeon drop scams, in which a stranger offers to share a fortune (found money, an inheritance, etc.) once you make your “good faith” contribution. Forget good faith; use good judgment instead.6. The condo caper. Unannounced visits by self-described utility workers or contractors should always sound internal alarms of a possible scam. But a request to enter your home can have more credence when the front-door fraudster claims “the condo association sent me.” The scammers often work in pairs and also pose as exterminators. One may “accidentally” spill liquid or even spray pesticide on you and divert your attention by helping with the cleanup while the other stealthily steals valuables. If there’s one guy, the ‘accident’ can be to lubricate your hand so he can slip a ring off your finger, or offers to clean it for you, Scammers can just pocket the jewelry and run off, knowing that many elders are timid and won’t stop them. So unless you initiate contact or the condo association gives prior notice, never let these folks inside your dwelling.7. Telemarketing cons. Snowbirds can expect an uptick in phony phone calls claiming that they’ve won a sweepstakes or that a grandchild is in a jam and needs a quick wiring of cash. Why? “The energy of boiler rooms moves to snowbird communities” in the winter, scammers buys calling lists of communities that are saturated by thousands of seasonal residents. If you own a condo or second home, it’s easy to get personal info such as your name and age, information that’s dropped into the come-on to make it seem more legitimate. Just hang up. Please, keep watching out for your friends and neighbors out here!!!!

BURNING: Since the grass has gotten dryer, please use caution when burning. You must notify Security of your intent to burn. Do not use gasoline.SKUNKS are not very welcome around the golf course. They tend to tear up turf looking for grubs. Please alert Security if you should see skunk activity.HUNTING: The season is beginning for turkey and deer hunting. Use caution if you should see hunters in their tree stands.FIREPLACE: It’s a good time to have your fireplace cleaned and checked, and short of that, shine a light up the flue to make sure you don’t have any bird nests or anything in the fireplace flue. After all, you probably haven’t used it for about nine months. It’s also a good time to have your furnace inspected and cleaned.DEER: As the corn gets harvested you will see more deer running around, it is also there mating season. Use caution and watch for deer.FARM VEHICLES: Use caution outside the Lake Carroll area, since the corn and soybeans are being harvested. Farm vehicles are slow and usually quite wide, while going down the road, so please use caution.BOATS: Please use caution while taking your boat out. The boat ramps can be quite slick this time of the year. Be sure to ask your friends for help taking out your pontoon. Another couple hands on the ropes help quite a bit at the boat ramp, as well as in your driveway while positioning the boat in your winter parking spot. Remember, safety first.

Our budget process continues to move forward. As I mentioned in my last month’s article, the Board met with the General Manager, the Steering Committee, and the Finance Committee on September 5th to put together a preliminary proposed budget for 2015. By the time you read this, the Board should have made any final tweaks to the proposal and voted to present the preliminary proposed budget to the Membership for comments. Although a consensus was reached, there were items that the Board had a difference of opinion on, so your input will be valuable and will allow us to make any final adjustments before presenting a final budget for your vote at the December Annual Meeting. There will be two budget hearings, on October 9th at 7 PM and October 11th at 9 AM, both in the Clubhouse, where you can give your input, or you contact any Board Member at any time. There is other published information about the specific details of the

proposed budget, so I do not want to repeat that information here. Rather, I’d like to look at the parts of the budget in order to examine some of the issues and constraints that affect putting the budget together, in order to help everyone understand the difficult balancing act that goes on each year. The first portion of the budget is the Operating budget. This is the part of the budget that funds the day to day operation of the Association. It pays the salaries of our employees, it pays the utilities, it buys the food, goods, and materials that the Association uses to provide services, etc. Over the past several years, we believe we have made this portion of the budget as lean and efficient as possible. Any further cuts in this portion of the budget would likely mean cutting services of one type or another. In many cases, savings from cuts made would continue in future years. In a few cases, though, savings might not continue, such as those savings that might result from delaying things like vehicle maintenance. Whereas the Operating budget deals with short term expenses, the next part of budget, the Fixed Asset budget, deals with longer term expenses. Making cuts in this part of the budget is much more difficult due to the long term impact for those decisions. Much of the Fixed Asset budget is used for replacing Fixed Assets as they wear out. Deciding to delay the purchase of a replacement might reduce the budget in the current year, but that doesn’t make the expense go away. Unless we decide to never replace a particular item, that expense will eventually have to be made, on top of the expenses that are already scheduled for other items in future years. As one Committee member put it, delaying a Fixed Asset expense to the future is just “kicking the can down the road.” As far as funding new projects, unless we decide to never do a project, delaying projects only complicates future budget decisions. When sorting the priority of those projects, we try to determine which projects we “must have” by prioritizing projects that may affect health and safety, or projects that will help reduce operating expenses. The final part of the budget is the repayment of the debt we have for the pool loan. There is a portion of this part of this budget item where we have an obligation to pay back the money that we have borrowed. However, there is also a portion of this payback where we have voluntarily chosen to increase the annual payment in order to pay back the pool loan faster. As you may recall, over the past three years we have voted to increase this portion of the budget a total of $48 per member over the amount we are obligated to pay. This $48 is a discretionary expense on the part of the Association which is scheduled to go away once the pool loan is paid off. I would like to thank everyone involved in putting together this budget. Countless hours by many people have gone into this process, including our Committees, our General Manager, LCA Staff, the Board, plus our Members who are never shy about providing us with their input. As we continue to evolve our budgeting process, it is everyone’s contributions that make this a successful effort. It is with everyone’s help that I am able to do my job as the Association’s Treasurer.

People are concerned that they cannot sell their properties as LCA is not marketing itself, one member had some good ideas and Norm passed the caller on to Don Aleksy who is heading up the Ad Hoc Marketing Committee. Don Aleksy commented that Clarence Grant is joining Don’s efforts on this committee and Clarence has a lot of good ideas and a very positive attitude towards LCA.Audience Questions/Remarks: Joanne Harper – 19-25: asked for the data/mapping/engineering behind the Board mandate that is on the agenda to install aerobic septic systems. She recommended that information should be provided to members before moving. Sam Haldeman – 5-164: he is a weekender with a house and commented that he is pleased with his recent experience with the clubhouse – he was seated quickly, treated well and the food was excellent. He is a Civil Engineer and does not understand the move on the aerobic septic system and that we are moving without communication to the membership. He expects as a dues paying member to read about this in the paper and have been provided information(The Board did state that the A&E committee has had articles about the systems). He cannot find any documentation or studies supporting the proposed move and discouraged Board action without education. At this point President Hoffman introduced Doug Lieb the head of the Carroll County Health Department. Mr. Lieb explained that he knew little about aerobic systems when Mike Kaysen approached him about a year ago. Mr. Lieb explained that he has spoken to the people up his chain of command about these systems and to validate if Lake Carroll has the authority to mandate their property owners to move to an aerobic septic system. Chad from Springfield has told Mr. Lieb that he can approve these on a case by

case basis, is only on a voluntary basis and cannot be mandated by the Lake Carroll Association. The Board and meeting attendees thanked Mr. Lieb for his input and timely feedback.Treasurer’s Report: Treasurer Jeff Howe reported that due to the time and effort that the Finance Staff is putting into converting to a new accounting system and the early date of the Board Meeting, the compilation of the July financial statements has been delayed. He thanked Lisa, Deb Stagno and the entire office on their diligence to ensure the move to the new system goes well.General Manager’s Report: General Manager Mike Schmieder addressed questions/remarks on the following topics in his General Manager’s Report:• Mike has interviewed 5 people for the building inspector job and will be holding second interviews next week. In the meantime, Lee Harbison is available, Arlene is taking calls and Mike Kaysen & the A&E Committee has been assisting.• The gaming application started a week & a half ago and we have heard that it could take 4-6 months.• There is an e-cigarettes policy for employees and will look at one for membership as well.• Discussed the 5 ATV accidents which involved guests and will look into what citations were issued.• The motor on the harvester is a concern as water is getting into the motor. John Grotto asked if anyone had talked to the moderator. Jeff responded that he exchanged a couple of emails and had a phone conversation with the moderator. Jeff thought his status as a property owner would have allowed him to participate in the group. Jeff understands the moderator can do what he wants, Jeff is just disappointed he is not allowed to be a member of the group. Dave Soldat commented that his recent Nicor experience was incredible. Joanie Perez commented that she has attended the last two events at the Clubhouse that had bands and the experience was wonderful. The Clubhouse has been busy all summer long with golf events (Thank You Jason). We’ve also hosted meetings, birthdays, weddings, and much more. Not to worry, fall is packed with exciting events, too. It’s not too early to start thinking about Christmas with gifts from the Craft Fair on Oct. 11th. Come enjoy an evening with friends after a round of golf, or sign up to support our local heroes and LCA Members by joining us for a “Star Spangled Salute” on November 1st (fine info elsewhere this issue). We will be having a Halloween party on Friday October 31 with, yes, one more band before New Year’s! The Fort Awesome Band will be playing at the party on Friday Oct.

October sees the end of Tuesday Night Taco Bars, but we will continue with Mexican specials. We will stop serving Sunday buffet/brunch in November, but will resume for the holidays when Santa comes to town on December 7 and 14th. For the month of November we will serve a small breakfast menu on Sunday’s from 8am-12pm. As the season winds down we need to make a few changes due to less patrons. We will be changing to Winter Hours starting November 1st; these changes will be determined by number of golfers and the weather. Come rain or shine we will be holding a Bears/Packers Party on Sunday, November 9th, doors open at 6:30. Wear your colors proudly! Some of you might not have heard yet, but Vicki has left the Clubhouse. Vicki has worked for Lake Carroll for 10 years. She put her heart into Lake Carroll and we all wish her good luck on her new venture. “Vicki - you will be sorely missed.” I am going to have comments cards out for the month of October and November. The Lake Carroll Women’s Club held its first regular meeting of the 2014-2015 club year on Thursday, September 11, at Plumtree Lodge. President Marve Feucht warmly welcomed everyone. After a moment of silence in remembrance of 9/11, the meeting began with the Pledge of Allegiance and Club Collect reading.- 40 ladies were present; 38 members & 2 guests- Officer and committee reports were shared- Our fall fundraising event, the annual Fall Bake Sale, is scheduled for Saturday, October 11, at the clubhouse. We will have baked goods, a 50/50 raffle and flavored popcorn for sale.- Our spring fundraising event, the Derby Tea, is scheduled for Saturday, May 2, 2015. More details to come later . . . but please put the date on your calendars. It will be a new, fun event for all.- Community service projects were reviewed. As a reminder, we are still collecting corks, pop tabs, greeting cards, soup labels, bottle caps, and box tops for education.- Hattie Vicker was recognized as Founder of our Club as we celebrate our 15th year anniversary as the Lake Carroll Women’s Club.

The meeting was adjourned and Vice President Pia Molloy introduced the guest speaker, Kathy Chinouth, a yoga instructor from Lena, Illinois. Kathy and her husband own Bittersweet Yoga. She is all about helping people listen to their inner needs, wants, desires, and helping people realize that ‘to live is a gift; to feel is a blessing.” Kathy gave an interesting and informative talk entitled “Making Yourself a Priority.” She encouraged us to go from ‘invisible to vibrant’ by learning to be comfortable in our own bodies. Kathy encouraged all to:

(1) listen with intention;(2) walk to the edge; (3) listen hard; (4) laugh; (5) practice wellness;

(6) play with abandon; and (7) continue to learn. Hostesses Roseann Stangl, Julie Reddies, and Barb Hevrin were thanked for presenting us with delicious treats with a patriotic theme & setting. Women’s Club meets on the 2nd Thursday of each month at 1:00 p.m. at Plumtree Lodge. New members and guests are always welcome. The next meeting will be Thursday, Oct. 9. Please come join us!

Please mark your calendars early, for October 28th, 2014. We will meet at the Lodge at 10:00 a.m. Small blankets are made by members of the Women’s Club and brought to the Lodge to be finished by tying knots with embroidery thread. This is a really simple project, and a wonderful way to volunteer by doing something that is so rewarding. These blankets can make help give

comfort and a feeling of security to children who are going through a difficult time, such as loss of a loved one or abuse. Second to that being our primary reason for the LCWC Blanket Project meeting is a chance to visit with other Members with the same interest. We are done in a matter of two hours, so not much time for such a worthy cause. Anyone can do this; please join us! Coffees is always on and even a small treat. Don’t be shy. This project was previously known as “Project Linus”. The only thing you need are a pair of scissors. Needles and thread will be provided. Contact Phyllis Davies at 815-541-6455 if you have any questions.

Many of you may have noticed that Soapy is being kept in the round pen which is inside the mini’s enclosure. This is being done for two reasons, first is because she cannot chew up raw carrots anymore. At 29 years old her teeth are worn down and even with regular dental care ( 1 - 2 times a year they are seen by the vet). She can chew up canned carrots and we welcome any donations. Second reason is because she is being treated for an eye injury. It appeared the day after our Open House. Soapy is wearing a fly mask to keep flies off and to protect it from sunlight. The eye is being treated twice a day. It has been determined it is an ulcer. These take a very long time to heal and she may lose her eye site in that eye. We are working closely with our veterinary. The Vet has been out several times to check on her. The mini’s fund has incurred a large vet bill. So far, $600 has been spent. The donations received from the Open House have now had a large portion used up for Soapy’s medical expenses. Donations are welcome any time throughout the year. They can be left at the office addressed to the Lake Carroll mini’s.

We had 971 visitors go through our gates, so including the members and their guests we had well over 1,000 people enjoy finding some great deals. The Clubhouse stayed busy serving their Garage Sale specials. And the Campground “Garage” Sale successfully raised almost $400 for the Campground Activity Fund. Thanks to all who were involved in making this another successful event!

Checks & Low Temperature Light Checks

The Lake Carroll Security Department offers a Home Inspection that requests our officers to routinely take a visible check of your home while you are away. Members of the Lake Carroll Security Department carry out these checks, twice a day on a daily basis. The officer on patrol will do a drive by of your home looking for anything out of the ordinary such as open doors and lights left on. The times when the officer does this will be documented on a daily log sheet; this helps our department establish a time frame in case a problem arises. When something out of the ordinary is found the officer on duty will contact you to rectify the situation. The Lake Carroll Security Department also has a Low Temperature Light Check. The same things are looked for during this check as are during the Home Check. We also look for a low temperature light that is placed in a specific window in the home. These low temperature switches can be purchased at most home improvements stores. Locally, they may be purchased at Menards. The Security Department recommends the use of a colored bulb. These lights work by being plugged into an outlet and the lamp is placed into a window. When the temperature in the home falls below a certain preset temperature the light will turn on. This will let the officer know that the home has a furnace problem or is out of LP. The officer will then contact the homeowner. The Lake Carroll Security Department recommends the use of these lights in all homes that are left unattended during the winter months. The Lake Carroll Security Officer on duty will not normally leave the vehicle while doing these checks. However the officer will leave the vehicle if anything is found out of the ordinary or the homeowner contacts the officer with something specific to check such as a door that may have been left unlocked. *All residential driveways must be cleared of ice and snow. If this is not done, we may not be able to check your home properly, or at all.The fees for this service are as follows: 1. $5.00 a week2. $20.00 a month3. $120.00 a year A form must be filled out if you are interested in these programs. The form can be picked up at the Association Office, from a Lake Carroll Security Officer, or at www.golakecarroll.com (Resources> Document Library>Security Forms).

As most of you are probably aware, there has been a lot of conversation about the 2015 budget process lately with newspaper articles, increased activity on the Lake Carroll users email group, questions and comments directed to Board members and conversations between property owners. This is good because it shows increased awareness and involvement among the membership. Given the importance and urgency of the 2015 budget, we feel it is important, as the chairpersons of the Finance and Steering Committees, to bring property owners up to date on where we are and where we are going with this process. The following is a quick overview. The Finance/Steering committee’s role in the budget process is to work with management to develop a budget and make recommendations to the Board. The Finance Committee is made up of six members chaired by Sandy Sorensen. The Steering Committee, chaired by Tom Stangl, consists of seven members plus a representative from each of the standing committees--Finance, Lake, Clubhouse, Campground, Recreation, Golf, By-laws and Safety. Each of these members has one vote. Mike Schmieder, Joanne Perez and Jeff Howe are non-voting liaisons from management and the Board. Consider that more than 50 people through these committees have been involved in the process. We thank all of you for your time and efforts. This budget process actually started back in March with each of the committees updating their five-year plans for new projects and Mike Schmieder and his staff preparing a preliminary operating budget for 2015. The final five-year plans and operating budget recommendations were submitted July 1st. We had our first Finance/Steering budget workshop with most of the Board members present on August 1st. In that meeting Mike Schmieder presented his operating budget proposal. Mike and each of the committee chairpersons made a presentation on their recommendation for fixed asset requests, both new and replacement (existing) projects. Following that the Steering Committee members prioritized, by vote, each of the recommended new and existing projects into three categories of importance as “must have,” “nice to have” or “not needed.” The next budget meeting was held on September 5th with all Board members attending. Mike presented his final operating budget recommendation and the Finance/Steering Committees presented their final recommendation on new and replacement (existing projects and equipment) assets. The Finance/Steering Committee also recommended the operating budget as presented. The following is an outline of what was recommended to the Board for the 2015 budget: The operating budget presentation has been posted on the website. We encourage you to take a look at it. Too much detail to list here, but the recommended operating budget for 2015 will require an additional $66 per year per dues paying member. If you haven’t, we suggest you read Jeff Howe’s article in the September newspaper, or if you are a member of the Lake Carroll email group, John Grotto’s comments

on why operating costs are going up despite what has been done in recent years to reduce expenses. Most of this year’s additional costs are due to increased labor expense including health insurance for our employees. We support Mike Schmieder and his staff’s efforts to keep costs down. His proposed 2015 budget is based on essentially the same current staffing, with exception of adding two part-time positions. Fixed asset requests for new and existing projects and assets. As described above, in our last meeting we prioritized the new projects and existing projects (replacements) as recommended by the committees and management. We were given guidance by the Board on the amount of funds we should work with for these projects. Our “must have” or first priority project costs were within this guideline. They include existing projects or replacements such as roads, IT systems and campground site improvements, and new projects (requests) such as golf course project #2, a snow plow, south bay sediment removal, weather alert siren and shoreline stabilization of east marina. Of the 29 new and replacement projects recommended by the committees, eleven were prioritized as “must have” or first priority. To fund these eleven projects an additional $22 per year per dues paying member will be necessary. Budget deficit from 2013. Also to be considered is our budget deficit from last year which the association is required to fund. That deficit is estimated to be $17 per year per member. It should also be noted that we are running a budget deficit this year that will need to be funded in the 2016 budget. Fee schedule. The committees and management have reviewed and recommended some changes/increases to fees paid for golf, pool, campground, tube hill and construction impact fees. Most of these fees have not seen increases for many years and are minimal. We feel the increased revenue is needed and should amount to about $20,000 per year or approximately $9 in additional revenue per member that would help offset dues increases. If you are keeping track we are at a recommended dues increase of approximately $96 per year per member. ($66+22+17-9=$96) Pool loan. We are not recommending another increase ($16) in an assessment for repayment of the pool loan as in past years. We do not feel it is necessary as the loan is scheduled to be paid off in 2016 well ahead of schedule. Dam grouting project. The Lake Committee and the Board have done a lot of work on what is necessary to help maintain the lake level and minimize water loss around the dam. We won’t go into detail as this issue has been well explained in several articles in our newspaper. (If you have questions about this project we suggest you contact Joe Rush, Lake Manager, or Don Aleksy, Board member.) As this is so critical to our community – the lake is our number one priority-- this should be separated from the budget and addressed as a separate item to be voted on by

our membership. The cost is estimated to be approximately $500,000. Our recommendation for funding the project is to pay for the project with funds from our Fixed Asset Reserve and return the reserve to a level of $500,000 over a period of five years. This would require an assessment of approximately $30 per year per member for five years. We are recommending in favor of this project. John Grotto, the Board President last year summed up our problem in three words, money, money and money. We have been and continue to be challenged by declining revenues, declining membership and increasing operating costs over the past several years. We have lost 100 dues paying members over the past five years with another twelve this year. This problem has been discussed at the Board and committee levels and much more work needs to be done to reverse this trend. Don Aleksy is heading up an effort to establish a marketing program to promote lot sales and increase membership. This is a very difficult and complex issue and will be a long term effort. It will take several years to reverse this trend and unfortunately will not solve our budget problems in the short term. Please contact Don if you have questions and suggestions. We feel the Board and Management have done a good job controlling and reducing operating costs and in keeping dues increases at a minimum. Our involvement in the budget process the past several years has convinced us that we have done everything possible to control costs without reducing staff, services and the quality of our amenities which we have all come to expect. In our opinion we are now at the point that without additional revenue, we will be forced to make reductions in payroll and services and investments in our amenities and infrastructure. Think in terms of less than 24- hour security, closing the clubhouse in the off season, reduced pool hours, reductions in staff, golf course maintenance, lake expenditures/projects, campground and roads. All these will have to be considered if we are not willing provide the funding. A $90+ per year increase in dues may be a lot to ask, but it is a small price to pay in order to maintain the quality of our amenities and services that we have all come to expect, not to mention property values. It is hard to argue that Lake Carroll is not a great value considering all that we receive. At the end of the day it is all up to you, our members, to decide. Please get involved and give us your support. The budget and budget process is complex and detailed. What we have described above is an overview of the major areas along with our committee’s recommendations to the Board. We encourage you to get more involved by attending the budget hearings on October 9th and 11th. With this year’s election falling under the “No Contest” guidelines of our ByLaws (refer to the article on page 1A), we wanted you to still have the opportunity to read the candidates Questions and Answers giving you some insight as to who they are. Also, for the same reason as above, there will NOT be a Meet the Candidates previously scheduled on October 25th.Education & Employment:HOWE: I have a BSEE degree from the University of Wisconsin and an MSEE degree from Stanford University. I worked for Bell Laboratories for 18 years before joining a startup company in 2000. We were acquired by ARRIS Group in 2002, where I am now the Sr. Director, Systems EngineeringOGBORN: B.S. Degree Upper Iowa University – Biology; Elgin School District – 4 years - Jr. High School Science Teacher and Football Coach – during summers also managed the Streamwood Park District Swimming Pool; For 25 years worked in the Housing, Real Estate and Mortgage Industries; Currently retiredMeet the Candidates Questionnaire1. What is the main reason you decided to run for election to the Lake Carroll Board?HOWE: I have been on the Board for several years now, and feel I can continue to make valuable contributions to the Board and the Association. I feel I help bring a balanced perspective to the Board.OGBORN: My experience as a Board Member from 2004-2009, I continue to have a desire to participate in developing a plan for the future of lake Carroll. I believe the present Board will be tackling some difficult problems in the near future and I would like to help solve these problems.2. What previous experiences have you had that will make you an asset to the Board?HOWE: For many years, I have been involved with the Boy Scouts of America. Initially, I was involved with our Cub Scout Pack as the Cubmaster and was also involved with the Pack committee. Later, I became involved with our Boy Scout troop as the Committee Chairman, who is responsible for the business side of the troop, and then as the Scoutmaster, who is responsible for the program side of the troop. Although my sons are no longer a part of the troop, I continue to be involved at the committee level. At Lake Carroll, I have served on the Finance Committee, and as previously mentioned, I have been a member of the Board since September of 2009. During my tenure on the Board, I have served twice as Secretary and twice as Treasurer.OGBORN: Well-rounded communication skills were developed as an educator. After teaching, these skills were improved and extended through sales, marketing and management in the housing industry. Directing and motivating people in running my mortgage company were essential. Finally because of my past Board

experience, I have developed an understanding of the workings of our community and would like the opportunity to continue towards developing its’ future.3. How have you participated in or followed current events at Lake Carroll to help you promptly take part in making quality decisions if you are elected to the Board?HOWE: I read the Lake Carroll newspaper every month to keep up on perspectives in the community. When I get a chance (being a part-timer limits this a little), I talk to property owners to get a feel of what issues are important to them. I have occasionally attend the Campground monthly potlucks to get a chance to interact with those property owners. And my time spent at Board meetings and as a liaison to Committees makes me acutely aware of many of the issues that the Association is currently facing.OGBORN: As a result of my past experience on the Board, I have served our community as liaison to the Clubhouse, Golf and By-Laws Committees. As President of the Lake Carroll Board from 2006 thru 2008, I was actively involved in working with the Finance Committee in developing the communities’ budget. 4. In your opinion, what are the biggest issues we face in the coming year?HOWE: The biggest issue facing the Association is that income is not keeping up with the expenses. This issue has a number of contributing factors. The loss of dues paying lots increases the burden for the remaining lot owners. Over the last 5 years, the dues increases have been held to a minimum (an average of $20 a year) and fees for the most part have been frozen due to recognition of the weak economy. To achieve these low dues increases has required sharp cutting in the budget, trimming some services, and has resulted in some deficits in recent years. There isn’t much room left in the budget for more cuts, and I believe we need to minimize any additional cuts in services. This means that we need to increase revenues. Since in the past 5 years we have minimized the dues and fees increases, we need to carefully examine what the appropriate dues and fees increases should be in light of our prior restraint in these areas. There are also a set of interrelated issues regarding the Lake itself, such as weed control, algae, water quality, zebra mussels, dam grouting, etc. We will need to carefully work through these issues so that fixing one problem isn’t done in a way that doesn’t adversely affect other problems. In addition, addressing these problems will take money, which just complicates the issue I identified in the previous paragraph.OGBORN:• To work towards developing Long Range Planning not only for the community of Lake Carroll as a whole but also each of our individual amenities.• Continue to keep balance between the fiscal budget and spending.• Continue to keep an ample reserve for unforeseen situations.5. Are you prepared to commit the time and energy it takes to

serve as a Board member and attend monthly meetings?HOWE: Yes, I think my current record on the Board shows that I am dedicated to giving the Board all the attention it needs.OGBORN: In my 6 (six) years as a Board member, I gained insight into what it takes to commit to and complete certain projects. Being on the Board is more than just monthly meetings. Living here full time, I have the advantage of being available daily. I will continue to use my experiences and energies to perform to the best of my ability.6. What are some of your hobbies?HOWE: Jogging, water skiing, downhill snow skiing, camping, deer hunting.OGBORN:• Activities on the lake – Boating, fishing, swimming• Golf • Cooking• Working in the yard and around the house• Travel7. How often do you spend time at Lake Carroll and what do you especially enjoy while being here?HOWE: My wife and I try to make it out to the lake a couple of weekends a month. The kids are out of school and have moved away, but occasionally join us out here. I enjoy spending time boating on the lake, and the very occasional round of golf. I especially enjoy getting away for the stress of the Chicago suburbs and slowing down to enjoy beauty of the area. In addition, there are other weekends I am out at the lake without the family for Board business (although that doesn’t help much with my stress level).OGBORN: Gail and I have been part of the Lake Carroll community since 1994 transitioning from living at Lake Carroll as weekenders to becoming full time residents in 2004. We enjoy and have a rounded understanding of all aspects of Lake Carroll life. We participate in and volunteer for many Lake Carroll community activities and surrounding community amenities. We seem to find new things to see and do every day counting ourselves blessed to be part of Lake Carroll.8. Why should property owners vote for you?HOWE: I try hard to listen to all opinions, thoughtfully consider them, and take all of them into account when deciding issues brought before the Board. On Tuesday, September 16th the Lake Carroll Security Department, along with the Lanark Fire and EMS, held an extrication (rescue) drill on the Lake Carroll Trail System. The scenario was an injured hunter. Once the “injured hunter” was placed in the woods on the north end of the trail, it was up to the emergency team dispatched to locate him. Three ATV’s search for the victim. Once dusk and nighttime set in, this task becomes even more difficult. Once located, additional emergency personnel arrived to assist in assessing and transporting the “injured” to a location where the REACT helicopter could transport him. The LFD’s emergency ATV is an essential piece of equipment for these types of rescues. Lake Carroll if fortunate to have them to assist us. The training was very eventful with many different pieces of equipment being utilized by the fire and EMS. The REACT helicopter also presented a helicopter safety course after the drill. A meeting will be held in the near future to discuss the drill and what was done well and what needs to be improved.

After several years of planning, the Lake Carroll Fishing Club has put in our first “rock reef.” What is a rock reef and why did we put it in? A rock reef, like other structures under the water, provides habitat or cover for the fish population much like a coral reef does in the ocean. It creates an environment for bait fish and other food sources for larger fish to feed on. In the past we have put Christmas trees in selected areas for the same purpose. Rock reefs are a better, more permanent way to provide the needed structure to promote our fish population. The reef, located in the east marina bay off the south point, 150 yards from shore running east and west, is approximately 40 feet long, fourteen feet wide and three to four feet high. The rock is 10 to 12 inches in size. Twelve truck loads of rock were hauled in and dumped near the boat ramp at the east marina. Looking at the picture accompanying the article, you can get an idea of what it might look like under water. With our new work boat, barge and mini-excavator (see picture), we were able to load and haul the rock to the selected location in the lake and push it off the barge with the mini-excavator. With plenty of help from Fishing Club members and one or two of Shaun Nordlie’s crew, we were able to accomplish this in less than two days. The cost of the material for this project was paid for by the Fishing Club. The reef was placed in approximately 13 feet of water and will not create a hazard for boaters and swimmers. We plan to mark the location with buoy(s) so fishermen will know where it is. We did so well with our first reef we plan on putting in another one this fall. Many thanks to Shaun, his crew and nice bunch of “old retired guys” from the Fishing Club for getting this long awaited project completed. By the way, if you are interested in joining the Fishing Club, we would love to have you. Dues are only $20 per year and support many worthwhile projects to enhance our lake community - fish hatchery operations, Kids Fishing Derby, Angel Tree Christmas gift program, monthly potluck dinners, annual golf tournament, fishing tournaments, annual Christmas Party and some new activities planned for next year. You don’t have to be a fisherman to participate. It is easy to join, just clip out the application form in this newspaper and mail us your check. Thank you!

Invasive Aquatics – We need YOUR help…

Anyone that reads the Lake and Natural Resources articles knows we are consistently writing about aquatic invasive species. Many of which can, and do, cause serious impairments to our aquatic eco-system at Lake Carroll. This article is a plea to our members for two things:1) If you remove your boat from Lake Carroll and use it on other bodies of water, PLEASE wash your boat, motor, trail-er, live wells and bilges. Aquatic invasive species general spread as “Hitchhikers” by attaching to boats and trailers. This mode of transport is the likely culprit for the introduction of Eurasian Water

Milfoil and Zebra Mussels.2) WE NEED YOUR HELP locating the newly introduced brittle naiad aquatic plant at Lake Carroll. Please review the attached pictures and notify us of the EXACT location of these invasive plants when you see them. They have shown to very rapidly spread and grow. We are con-ducting an aggressive treatment program to reduce or eliminate their presence and spread throughout the lake. These plants can spread very easily by fragmentation. This means that every piece that breaks off will drift away and re-root in a new location, which causes very rapid dispersal and growth in new areas. We witnessed this first hand this growing season.

Pilot treatments of some heavily infested areas showed very good success in killing the plant, but we need your help in locating areas it’s growing. Throughout the spring and summer season, we conduct routine inspections of the aquatic plant growth so that we can effectively manage aquatic plant populations and their growth. Some is controlled chemically (invasive species) and the others are controlled mechanically with our weed harvester. However, it is impossible to see every plant. Therefore, with your assistance notifying us of what you see, we will be able to more aggressively and effectively treat this invasive. Please do not take this request lightly. Your assistance is greatly needed in document-ing these plants and reducing their spread.

Where did the summer go? Hard to believe that I am already writing an article for the October newspaper and the temperature tomorrow night is supposed to be 40 degrees. With the end of summer comes fall clean-up and preparation for winter. If you have oil that you need to dispose of from your lawn mower or string trimmer, you can bring it by the maintenance shop during the week from 7am to 2:00pm and we will take care of it for you. If those hours are not convenient for you, leave your oil can at the door and we can empty it for you. Some changes due to the shift in seasons will be the port-o-john will be gone from the 3 Tubes area by the end of September, as will the extra one at the West Marina. We will still keep one at each marina throughout the winter. The dumpsters at the marinas will be gone for the year within the next month, but we will still have garbage cans available all winter.

The concession at the West Marina will be closed for the season by the time you read this article. I want to thank everyone for their patronage this year. We tried a few new things this year with expanded food selections and beach toys. We will evaluate this year’s sales during the off-season and be ready to try some new things for the 2015 lake season. The dredge is in the water and we are moving mud. I am hopeful that the experience we gained this past spring will allow us to make great progress this fall in our dredging project. I will update you next month with how the dredge is working and how the project is progressing. Another project that we will be tackling this fall is finishing the fence at the spillway. We currently have a 130 foot gap between fences on both sides of the spillway. We will add fence to close that gap and then install a gate for access when we work to get the fish out of the spillway which we will be doing sometime in October or November. I had my tree guy out in September to look at some trees that need to come down in the camp-ground. While he was there he saw signs of Emerald Ash Borer in some trees while driving out; which means that Carroll County is now infected. For a long time it seemed like they were skip-ping Carroll and Stephenson counties, but we knew that it wouldn’t be long. If you have Ash trees and want to save them I would contact an arborist right away – I am not sure if it is too late, but they would be able to help you. COMMITTEE MEMBERS NEEDED

The Wildlife Committee is seeking two new members. The mission of the Wildlife Management Committee is to self-manage the density of the deer and turkey population and wildlife on Lake Carroll property by Lake Carroll Members. This program will require strict adherence to State and Local game laws. We will require archery proficiency tests for all new hunters and expect all hunters to conduct themselves in a safe manner that is respectful to others and their property. Rules and Regulations Meetings will be held for all wildlife activities that are sponsored by Wildlife Management Committee. If you are interested in applying to be considered for this committee, you can find the application on the general committee webpage at www.golakecarroll.com (you must be logged on to view and/or download the application) or you can pick up an application at the Admin Office. Two great successful events took place in September at the Campground. First; the community bonfire hosted by the campground was a huge success. Over 100 campers and home owners danced and sang to the music provided by Ron Henning. Many stayed well into the morning hours long after the music stopped to continue enjoying the dying fire. A very big thank you to Ron and also to Shaun and his staff for preparing the bonfire area and furnishing wood for the fire. Second; the garage sale was successful beyond our expectations. We raised almost $400.00 for the campground activity fund. A big thank you to all those who donated items for the sale and special thanks goes out to Nancy McCormick for the hard work in organizing it. Congratulations to Chris and Deb De Doers. Recently they invited friends to a weekend of fun at Lake Carroll. Liking what they saw the friends purchased two lots and are now members of Lake Carroll. Just another of the many examples of how the campground is a major component in recruiting new members. Under the heading of corrections; my “Around the Campfire” article last month seem to indicate we would be in line to receive funds to begin the completion of the 500 Pod by adding water and electrical service to the sites where the pads would be constructed. The available of the funds is the result of 2014 fixed asset projects coming in under original estimates resulting in monies being available for some of the project submitted for 2014 but not approved in the original budget. This was misleading statement in the article since no such funds had been approved. This may have led some to think the project was going forward. As it turns out the funds were not approved by the board with the reasoning being it would be illegal to fund a the 500 Pod completion since this was not a project submitted for the 2014 budget and had not been approved at that time. According to legal counsel, a special meeting of the full membership would be required to approve the use of excess funds for the construction of the new campsites. My apologies if my September Newspaper article caused confusion or false expectations. And finally, now that the official camping season has ended I would just like to say how much Carolyn and I enjoyed servicing as host. Our experience has reinforced our long held belief that the nicest people are the users of the campground and we hope our being here as the first resident host has helped in some small way to make everyone’s camping experience better. Several members gathered at the Lodge for our September Fishing Club meeting and potluck. The great smell of brats and Italian sausage filled the air. A special thanks to Bob Knackstedt and Jim Stagno for handling the grilling duties. We had many varieties of food and all were superb. President Bill Comstock called the meeting to order and asked John Quilico to lead the Pledge of Allegiance. Treasurer’s Report Mitch Feucht presented the August, 2014 financial report. A motion to accept the report was made by Frank Malito, seconded by John Schnarr. The report was unanimously ap-proved by the membership.Hatchery Operations Plans are being made to empty the basin below the spillway in October, at which time we will net the fish and return them to our lake.Structure Projects The first rock reef has been built just off the south point of the East Marina. The project got off to a tough start as we were caught in a storm while placing the first load of rocks. Thanks to the fine seamanship driving abilities of Fred Reddies and Frank Malito every-one returned safely. Once the storm passed, we got back to work and everything went very well. Bob Knackstedt set the coordinates and placed the locator buoys. Then the barge was loaded with large stones which were hauled to the reef site and dumped into position. We now have our own fish condos which will provide protection for the fish and hopefully give them a good place to spawn. A special thanks to Shaun Nordlie and his staff, espe-cially Rusty and Rick, for their assistance in delivering the rock and operating the heavy equipment to load and unload the rock. Be sure to check out the Lake Carroll News article on 1B by Tom Stangl. He has provided a thorough analysis of how the reef was assembled along with some great pictures.Other Events A special thanks to Terry Heflin and Bob Knackstedt for the outstanding job of organiz-ing the Fishing Club Golf Outing. The weather was excellent and dinner was served at the Clubhouse. Be sure to keep this fun event in mind next year and join us for a great day of golf and dinner. We are planning to offer a class to teach the basics of fishing and help promote the sport. Fred Reddies is coordinating this project. Fishing Club memberships have begun for the 2015 season. For only $20 a number of activities and opportunities will be opened to you and your family. All memberships purchased until the end of this year will cover through next year. Membership forms are available in the Lake Carroll News, on the Fishing Club’s webpage, or can be obtained from any Fishing Club board member. Besides raising walleye to stock our lake, the Fish-ing Club sponsors many activities such as Kids Fishing Derby, Couples Fishing Event, Golf Outing and the Christmas Party. Christmas Party - December 5. Tickets will go on sale at the next potluck - October 8th. The Trail Club is excited to again sponsor the Night Ride on Saturday, October 18th. In just a few years, it has become one of the highlight events at Lake Carroll. The club has been working to make this year’s event better than ever. Gathering point and check in is at the Lodge between 6:00 and 7:00pm. You might want to think about getting there early to get the best spot in line. As many have learned from the prior rides, the farther back you are in line the more dust you will be driving through. Please make sure the brakes, head and tail lights are working on your machine, as well as having a helmet for each rider, a safety flag, and registration sticker as we will be checking. As mentioned last month, we will be awarding prizes to the best decorated machines. The winner for best decorated also gets to lead the group around the trail. See last month’s Trail Talk article for ways to light up your ATV/UTV. While we wait for it to get dark, think about bringing some snacks to share and a beverage of choice. If you haven’t yet, it will also be a great time to purchase tickets for the Trail Club’s Win Your Dues Raffle. Tickets are $20 each or six for $100. Three prizes will be awarded:1st - your 2015 dues,2nd - $500 cash, and3rd - $250 LCA Gift Card. The actual ride starts around 7:30 traveling counter-clockwise around the trail. If you are not able to ride with us, there are many great locations to come out and watch the parade of lights. It is a spectacular sight to see. If you do come out to watch us go by, we want to see you as well. Bring a flashlight or wave your phone to let us know you are there. Another change we are excited about is that we have secured use of the Lodge before and after the ride. Therefore the Bon Fire will be at the Lodge instead of by the Tube Tow. We encourage all Lake Carroll members to come join us as we return around 8:30.

While we warm ourselves around the fire, pass some snacks, quench our thirst, and de-bate what the best part of the ride was, the winners of this year’s Win Your 2015 Dues raffle will be drawn. Winners do not need to be present but we hope it’s someone in attendance so we can all con-gratulate them. The Club’s last event of the year, the Pack The Pantry Ride will take place on Saturday, Novem-ber 8th. See the separate article with more information on that in this month’s Lake Carroll News. I hope everyone can join us for the Night Ride either riding along or joining up with us at the Lodge afterward. Until then, ride safe and I’ll see you on the Trail!

From the Golf Pro Well the trees are starting to turn colors and the jackets are showing up at the course, it must mean fall is here and the golf season is coming to an end. Once again, we all are hoping for a warm and extended fall. Tim and his crew have, yet again, done a great job of maintaining the course this year, thanks for all of the hard work.This year we did the golf course construction projects in the spring, so this fall we will only be doing our normal maintenance with no hole closures or temporary areas, which is nice. SALES in the Pro Shop are ongoing and the deals in October are getting even better. We will be having even more savings on in-stock hats, bags, balls, men’s and women’s clothes, clubs and more. Some sale items will be as low as 40% or more off of the original price. In November, I will be taking the remaining stock to 2 sales the week before Thanksgiving week, so the inventory will be getting thin quick, so come early for the best

selections of merchandise…remember Christmas isn’t far away. It’s a great time to purchase some gifts for your avid golfers! The meal for the Champs, Runner Ups and their spouses will be taken care of by the Pro Shop; all other attendees will pay for themselves. The event sign-up sheets will be in the Pro Shop, so stop in for some great deals on golf merchandise, golf, or to sign-up for one of these great tournaments. Remember October still has some great golf left. Also, I would like to thank the Pro Shop staff for all of their hard work during the season. These young men have done excellent this year and look forward to having them back next year. Thank You I would like to thank everyone who came to my assistance when my golf cart flipped on its side on the cart path going to hole #14 on the Lake Carroll Golf Course on Tuesday, September 2, 2014. Ladies Golf Leagueby Toni Knackstedt and Barb Hevrin

The Ladies Golf League met for the final event of the season on Wednesday afternoon, September 10. After nine holes of chilly golf, everyone gathered in the clubhouse for a wonderful dinner. While enjoying a delicious lemon bar dessert, Tracey DeCrane, Gail Mitchell and Karen Carby awarded golf prizes to the 1st Place Team of Diane Schipkowski, Kay Koerner, Barb Anderson and Bernie Eberle. The losing team of Tracey DeCrane, Gail Mitchell, Mary Anderson and Diane Rogers won golf lessons from Jason. Flag prizes went to Karen Rutkowski and Betty Moorhead. President Diane Schipkowski ran a short meeting and then thanked everyone for their participation in this year’s league, with special thanks to Nancy Comstock and the 18 Hole Division for running the night’s

events. Birdie and Chip-in winners were announced and presented with pins. She then recognized her board and reps with golf gifts. Her duties complete, Diane turned the meeting over to president elect, Tracey DeCrane. Tracey announced the new officers for 2015:President Tracey DeCraneVice President Gail MitchellSecretary Marve FeuchtTreasurer Barb Anderson Toni Knackstedt and Barb Hevrin will share responsibility for Publicity and Photography. Betty Moorhead will take care of the league booklet – please update her with any changes. The 18 Hole Rep is Kathy Young, and 9 Hole Reps are still to be determined. Tracey DeCrane, Cathy Porzel and Patty Chalupa have volunteered to co-chair the 2015 Lake Carroll Invitational. Discussion followed on moving the date of the invitational to later in July, as to be further from the 4th. It was also decided to extend league play to the 3rd Wednesday in September to avoid conflict with the Fishing Club potluck. The Fun Night concluded with distribution of end of season gifts – golf towels, bag tags, marker pins or socks, and a microfiber cloth. League season if officially over, but hopefully there should be many great golfing days left. Don’t forget to register for next year by April 16, 2015. Until then, enjoy golfing as long as possible!

Thank you to Lake Carroll for a wonderful event day for our annual Vedra Scramble for Education. A special thank you to Jason and his team and to Denise and the Clubhouse crew for providing a great day and meal. The event supports the Forrestville Valley School Foundation, which in turn supports special innovative curriculum projects and scholarships for the Forrestville Valley School District.

Let’s Get to KnowJason Hill

Jason Hill was about 15-16 years old when we first met at the old barn we called a Pro Shop. He was behind the counter and I was asking if he would let me take a cart so I could show my mom our beautiful golf course and maybe a deer or two. He also remembered how he stepped in between me and another guy. I laugh because he was just a smallish 15 year old, stopping two older men from killing each other. He succeeded. Let’s talk about this Jason Hill. He is now 36 years old and is running the Pro Shop. No longer a teenager, and no longer in a small garage,

Jason manages a well-stocked, well-organized Pro Shop. No questions asked. The Pro Shop is a reflection of his dream…a well fulfilled dream. His high school needed a desk, so Thomson High graduated him. It was off to Sauk Valley Junior College where Jason set his mind to earning his PGA card. Not to be a tour pro, but to learn golf course management and teach golf. Hill told me that getting your card is not cheap. In fact it is time consuming and expensive. It took four years, but he was rewarded and is proud to have his card that states he is a PGA Professional. And he paid his own way. Now that is cool. Part of Jason’s background includes a short stint at the Freeport Country Club where he was an assistant. When Lake Carroll was looking for a new pro, it was a no brainer that Hill would apply for the opening. The job did not pay well, but he had to get started somewhere and Lake Carroll fit his needs. The new guy pro was like a young man just out of college. A smart know it all and full of energy. Jason now admits that the experience of being a club pro for 14 years has taught him a lot. Jason pokes fun at himself when saying he is always right; a statement with tongue in cheek humor. Back in the good old days dealing with the old timers was at times taxing for a barely in his twenties young man. They wanted to eat him up. Let’s get off golf for a minute and discuss who he is. Jason Hill lives in Mt. Carroll with his wife and two young daughters ages 15 and 10. On occasion, you will see him with his family and his parents, Laurie and John Hill, at the Clubhouse. They have to come to the course to see him because that is where he spends hours and hours of his time. Jason would love to have taken over his grandfather’s farm and become a farmer, but fate had a different twist for him, and we’re glad it did. From coveralls to golf slacks. Where did he get most of his staff? Where else but Eastland High School. He coached the golf team for about 9 years and many of these students followed him to our golf course. His loyalty to these young people is evident for many are still his assistants with some working to earn their cards. And he is there to help them. Although summer vacations are non-existent, he wants to drive freelance across the West and visit Yellowstone and West Glazier parks. Jason Hill will have a pop or two in the bar, but he doesn’t star there very long. Teaching and golf is much too important to him. Doesn’t matter if it’s an LCA Member, a stranger, or even if it means driving his very good golfer Mother Laurie nuts by over-coaching every swing she takes, the course is where it’s at for Jason. Jason’s parents beam at the thought that their son is the golf pro and manager of a 25,000 round a year championship course in Northern Illinois. Man that is some kind of pride Jason has given his parents. How much influence did Jason Hill have in helping design a premier golf layout? Do this. Get in a golf cart, go from hole to hole and think to yourself this did not happen by itself. You bet he had some influence – some major influence. Jason claims that our front nine rivals any front nine in golf. Dead straight it does. So let’s look back on who we just read about. A high school farmer who became a golf pro, married a lady from Indiana and is raising two young daughters. So who’s keeping score? Hill has to raise funds to keep good employees. So he fights hard getting the Board to approve his budgets. But he wants it to be money well spent and not wasted. He has very little time to play in tournaments with other club pros, which hurts his own game. Competing hones one’s skills, so he sacrifices that aspect to do his job. Over the years, I have invited him to play at many of the glamour courses; he has said no more than yes. Jason ‘s passion and ambition is to stay at Lake Carroll for years and be able to have the POA members brag about their golf course. And they do.

The 4th annual Trail Club Night Ride will happen Saturday, October 18th. ATVers will meet at the Lodge between 6pm & 7pm in preparation for the ride. This event has proven to be very popular with increasing participation each year. One of the best features of this ride is the sight of the string of lights winding along the trail path in the dark of the night. Some members who are not trail users have already discovered they can join in the fun as spectators by parking along certain places on Lake Carroll Blvd. (LCB) or observing from homes located near to the trail. We are encouraging you come out to watch the moving lights. Below is a list of good vantage points around the boulevard shown in order of the passing of the parade. We will be launching from the Lodge at 7:30pm and will travel counter-clockwise around the complete trail. It will take about one hour for the column to make the complete circuit back to the Lodge. You can use this information to estimate when the parade will pass your chosen viewing place. If you want to get the most from this experience you can do the “Grand Tour” by following the progress of the column all the way around the LCB loop. It could become a challenge to pace yourself to be able to see the column emerge into each viewing area.

• Probably the best viewing point is the front porch at Trail Side Store. From here you can see the line move from the top of the hill at the “Ski Hill” entrance to the development all the way around the south border to disappear just to the east of Trail Side.• From the Hatchery and Fawn Lake you may be able to see the line meander through the woods on the far side of the lake – depending on how much leaf cover there is on the trees.• The area around the front entrance gatehouse. Take your choice of watching the line emerge from the woods below the crossing of Association Drive (Offices) or as the line is escorted across LCB and on down the hill along the east border of the development.• In the vicinity of the intersection of LCB and Hidden Ranch Drive.• All along the north border in Sections 25, 26, 27, 28. In Section 25 try the end loops of Homewood, Country Hill and Old Mill. In the other sections set up along LCB from Cottage Hill to the entrance to the West Marina.• You may be able to see the parade from the dam, again depending on the foliage condition.• From the end of the dam the view from LCB will be obscured, but if you scurry around to the Recreation Complex you will be able to see the line climb the hill next to the ski hill run and return to the Lodge.

Many opportunities to enjoy the unusual view. Take your choice or attempt to see them all. As noted in Trail Talk elsewhere, increase your fun by signaling back to the trail riders with a light source of your own; flashlight or some other innovative idea. Finally, even if you don’t join in on the Ride activities please join us for the after-ride activities at the Lodge. A toasty bon fire, snacks and drinks (bring your own and some to pass if you like) AND the drawing for the winner of the Win Your Dues raffle (last chance to buy tickets). Hope to see you with us!

Two Lanark Fire Department members attended a 2 day Truck and Engine Company Operations Course in Chadwick, IL, in May taught by former fire commissioner Bob Hoff of the Chicago FD. Members have trained on numerous topics throughout the year and are at an average of 30 - 40 training hours each. LFD members attended training on September 16th with a mock Hunting Accident at Lake Carroll, in conjunction with

Lake Carroll Security and React helicopter. This training took place on the Lake Carroll Trail System. (See photos page 1B.) Lanark is hosting an EMT Basic course currently in conjunction with Swedish American Hospital and Highland CC in Lanark. An open house is scheduled at the Lanark Fire Department October 11, 2014 from 11:00am-1:00pm. We will have hot dogs and chips available. The public is encouraged to stop by for fire truck rides and goody bags for all who attend. This will be the conclusion of fire prevention week.

Twice-Sold Tales used bookstore is proud to announce its participation in the new Shop Lanark! card program which was unveiled September 27th at Celebrate Lanark! For $10, you can purchase a Shop Lanark! card good for one year. Participating businesses are offering various discounts that apply to your purchase. For example, cardholders receive a free book worth up to 50¢ with each purchase at Twice-Sold Tales. The card can be used at each visit until it expires. Snowbirds are packing to head south, so it’s time to visit Twice-Sold Tales and stock up on thrillers, mysteries, romances and bestsellers to entertain you as you lounge in the warm sun. With prices ranging from 10¢ to $5, you can while away the winter for next to nothing.

Scare up some good stories for Halloween with our mystery and horror sections. From Stephen King, Anne Perry and Dean Koontz to John Sanford and Kathy Reichs, Twice-Sold Tales has the books to thrill you and chill you during this spooky time of year. There’s a goodly selection of children’s Halloween books as well. Twice-Sold Tales is again participating in the countywide Shop Hop November 7, 8, 14, and 15. This year, the Friends of the Lanark Public Library will be offering Merry Reading Centerpieces for sale to decorate your Thanksgiving and Christmas tables. Plenty of holiday cookbooks will be available to provide recipes for wow ‘em desserts, quick and easy breakfasts, or grandma’s homemade pie. Twice-Sold Tales, the gently used bookstore, is run by

the Friends of the Lanark Public Library; proceeds benefit the Lanark Public Library and its programs and collections. The bookstore is located in The Special Touch’s Unique Mall at 504 IL Route 64 in Lanark. Its hours are 9 am to 5 pm, Tuesday through Friday, and 9 am to 12 pm on Saturday.

With our current Membership ID cards having been issued in 2007, it is time to update children’s photos. A then five-year old is now 12 and a ten-year old is now 17…you get the picture. Most kids in our database no longer look anything like the photo on their ID card. Admin Staff is working on updating primary LCA Member’s dependent children 18 years and younger. We need a clear head and shoulders picture with a plain background. No hats, sunglasses, or funny poses/facial expressions. Photos from other ID’s with holograms are not accepted. The preferred method to receive new photos is via email

to [email protected]. If you don’t have this option, the office staff is available to take your photo Monday through Saturday between the hours of 9 AM & 3PM. If you are a new member in 2014 and/or have updated your children’s ID photos within 2014, please contact the office so we can remove you from our list. If all goes as planned, ID cards of LCA Member’s dependent children 18 years and younger may be deactivated as of April 1, 2015 if new photos have not been received.
