This article is to help you understand what we’ve seen, why we believe it’s been the problem it has, and what is being done to address the growth. First of all, there are varying opinions on the aquatic plant community at Lake Carroll. Many members can’t stand to see a “weed” in the lake and they want it killed. While others do not want ANY plants killed at all. For a few years now, we’ve been writing articles on our management plant for aquatic plants. This plan incorporates chemical treatments of invasive non-native species and mechanical cutting and removal with our weed harvester for the beneficial native plants. The reason we do NOT chemically treat all of the plants (or some say weeds) is that the native plants we NEED and WANT to grow. They utilize nutrients that would otherwise be used for planktonic algae blooms. They provide habitat for fish and invertebrates (bugs), as well as produce life-giving oxygen to the ecosystem of the lake. These are important to the health of our lake’s ecosystem. Our program is established to MANAGE native plants, not eradicate them. On the other hand, the non-native plants can be detrimental to the long-term health of the lake, and the fishery. Therefore, we treat these plants to reduce their biomass, while working to manage the beneficial native plants. Now the question arises, “Why do we have this issue now in 2016 and what is being done about it?” If you recall, the winter of 2015/2016 was extremely mild. Ice didn’t form on the lake until late December or early January. Along with the late ice very little snow cover fell on the ice. These conditions allowed for the winter growth of curlyleaf pondweed that we are facing today. Curlyleaf pondweed is known to grow all winter long and even under the ice. Although this plant can reproduce by seeds, its main reproductive means is through the production of dormant vegetative propagules called turions. Each plant can produce hundreds of turions and water currents can disperse them around the lake. Turions remain dormant in the sediment through the summer until cooling water temperature triggers their germination in the fall. The germination rate of turions is very high, with some estimates indicating between 60-80% germination. In addition to the turion issue we continue to experience increasing water clarity, which allows plants to grow in areas we’ve not experienced in the past. We consistently observe water clarity upwards of 20 feet deep into the lake. What this means is that light is penetrating at least 20 feet deep most of the year. Plants need light to grow, and therefore, are now growing in much deeper water than previously observed. Again, with the conditions we had last winter we believe it was the “perfect storm” for aquatic plant growth through the winter. Also, this is not only a “Lake Carroll” issue. Many lakes throughout central and northern Illinois are experiencing similar issues with excessive aquatic plant growth this year. Now the question of “What are we doing about it?” is frequently asked. While some members may feel we are not being active enough working through this problem, I’ll outline the efforts currently put forth to address the issues. In the past, in a bad year, we’ve had around 30 surface acres we would treat using chemical application. Along with this the harvester would work mornings, on calm days when winds were light, to harvest the various areas of the lake, routinely 5-day work weeks. This season, we’ve chemically treated nearly 60 acres for Eurasian water milfoil, curlyleaf pondweed, and filamentous algae. In addition we have hired an outside contractor to assist with the treatment of another 93 acres in various areas throughout the lake. After this is complete, we will still continue treating problematic algae, as well as the expected growth of Brittle Naiad, which doesn’t usually become visible until late July through September. The weed harvester has been in the water since before Memorial Day, running 14 hour, double-shift days. The machine’s top speed for transport to an off-load site is 3 miles per hour, and the cutting speed is 1 mile per hour, or less. I anticipate it will take more than one season’s application to reduce the growth of the curlyleaf pondweed we’ve experienced this year. With that, I’ll be requesting increased operational funds for assistance with chemical treatments for next year. I have also received a quote for a custom spray tank for our in-house operation to improve the efficiency of our program, as well as the safety of the operator doing the applications. The fixed asset budget is already done for this year, but I’m going to request this $4,000 be added to the lake’s fixed asset request for funding for 2017 anyway. Along with the chemical applications, the Facilities Manager and I are already working on future weed harvester off-load sites, as well as other ways to improve the efficiency of the harvesting operation as we move forward. While we know lake plants directly impacts the members, those that do not want a chemical treatment program and those that want all the weeds eradicated, we hope this article helps you to understand the current conditions, as well as how we are addressing them now and for next year. In other words if you have turned 18 after January 1, 1998 you must have a valid Boating Safety Certificate to operate a watercraft in the State of Illinois or when your 12 year old child or grandchild turns 18 they will need the Boating Safety Certificate. Constructive criticism is acceptable; suggestions on alternative solutions to the concerns are appreciated.5. Letters are limited to 400 words or less.6. RULES & REGULATIONS The current copy of the Rules & Regulations is available at the Front Desk or may be accessed through the official LCA website: www.golakecarroll.com. Click on Resources>Document Library>Membership-General Info> or Resources>Governing Documents>TITLE V. At this point you may view Association Rules & Regulations., A&E Building Regulations and other membership documents are also available. If you have questions, please call the Office.ASSOCIATION DUES All Association dues, assessments and fees must be current to be eligible to use the Lake Carroll amenities. Photo ID Membership cards must be presented at the Golf Course, Swimming Pool, Campground, Ski Hill, etc. If you are paying your Association dues on a quarterly basis, the 1st & 2nd installments must be paid to use the amenities. Third Quarter Payments will be due by July 31, 2016. Quarterly bills will be sent the last week of June. Bills for the May 2016 mowing will also be sent during this time period. They will also be due on July 31, 2016.INFORMATION SHEETS New owner packets are sent to our new property owners upon receipt of a copy of the recorded deed, which should be accompanied by the transfer fees (seller is responsible for $150 & the fixed asset reserve fee of $450 is to be paid by the purchaser) and any other outstanding dues or fees. A 2016 Information Sheet is included with this mailing. This form must be completed and returned to the Association Office. Photos are needed for the Amenity photo ID cards. Decals and guest passes will be processed when we have your information. All vehicles belonging to the property owner and used at Lake Carroll must have a current Association decal displayed. Also, be sure to provide the required registrations and proof of insurance on vehicles, watercraft, ATV’s, golf carts and snowmobiles Members in good standing are the only persons eligible for registration privileges. A current Visa/MasterCard form must be on file at the Association Office authorizing the use of your card for marina concession purchases. Payments of Marina concession invoices are due within 15 days of purchase. Bills will not be sent. If no payment is received at the Association Office within the 15-day timeframe, the amount due will be processed with the Visa/Master Card information on file. If no payment is made within the 15-day timeframe and there is NO Visa/MasterCard on file, the Association may curtail your privilege of utilizing this method of payment at the Marina. Questions regarding this procedure may be directed to the Front Desk, 815-493-2552 x10. You may also pay for your marina concession purchases at the time of sale with cash, check, or you may use your Visa, Master, Discover, or American Express cards.BOATER REGISTRATION CARDS There are approximately 313 registered watercraft at Lake Carroll that have a 6/30/2016 expiration date with the IDNR. The Department of Natural Resources DOES NOT send out watercraft renewal notices. It is your responsibility to make sure your watercraft registration is current. Please refer to our website www.golakecarroll.com >Amenities>Lake & Natural Resources> Watercraft Registration Online Renewal System to link to the IDNR to register online. When you receive your new state of IL logo, you will also receive your new Watercraft Registration card which will have a new expiration date of 6/30/2019. This card is approximately 3”x 5”. The Association office must have a copy of this card on file. Please take the time to bring it to the office (we will copy it) or email a copy to us so we may update your records (be sure it is clearly legible). You will not receive your watercraft decal next year until we have a copy. Provide it now before you file it away & forget where you put it. There are approximately 140 additional registered watercraft that have applied for, or in a few cases reapplied for, registration with the State of IL. We have your applications for registration on file. You should have sent these into the State with the proper paperwork & monies. The State will then send you your current watercraft decal and registration card (approximately 3” x 5”). The Association will require a copy of this card when you receive it. Future decals will not be issued until we have a current card on file. Insurance information needs to be updated each year – when you receive your notice from your agent – send us a copy of the new policy for the upcoming year. We thank you for your cooperation.

When using the marinas during the summer months, please consider carpooling on the weekends, space is limited at times due to amount of people enjoying our lake. ATTENTION: On January 1st 2016 the State of Illinois implemented a new law stating any operator of a watercraft born on or after January 1, 1998 must have a valid Boating Safety Certificate issued by the Department of Natural Resource. In other words if you have turned 18 after January 1, 1998 you must have a valid Boating Safety Certificate to operate a watercraft in the State of Illinois or when your 12 year old child or grandchild turns 18 they will need the Boating Safety Certificate. This is a State law and will be enforced at Lake Carroll. More information and the ability to obtain your certificate visit dnr.illinios.gov / Boating Safety Education. Memorial Day Weekend went well from a Security standpoint. The Security Department only received 1 complaint. No accidents were reported on the trail. An incident was re-ported at the West Marina - a subject trying to dock his boat collided with the boat moored next to him, causing minor damage. The IDNR was contacted and filed a report. During Memorial Day weekend the Security Department issued 14 citations and 39 written and verbal warnings, checked 44 fishing licenses and creel limits, checked 1526 vehicles at the gate, marinas and pool, checked 88 ATV’s, and assisted 16 boats. The boat patrol officers, have asked me to clarify the state of Illinois regulation of the use of an orange flag while towing a skier or tuber. This flag should only be flown when your watercraft is towing a skier or tube. This flag is not meant to be flown at all times, only when towing a skier or tuber. The flag does not need to be flown when the watercraft is anchored. When the flag is flown at all times it defeats the purpose of utilizing the flag in the first place. Let me remind everyone, fireworks are ILLEGAL at Lake Carroll. There are property owners and pet owners who do not enjoy fireworks, if you choose to light fireworks; you will be issued a citation. See picture Fishing at the marinas is a popular pastime during the summer. When fishing off the docks at the East and West Marinas, please be considerate of other people who are not fishing, give them room to get where they are going, try not to leave to much equipment lying on the docks. I always receive complaints from boat owners at the marinas stating disregarded line, lures, and hooks being left on buoy ropes or boat covers. This is not only inconsider-ate, but dangerous to the boat owner. When fishing from the docks, you cannot fish from a boat moored at the marinas unless you own the boat, this will be considered trespassing and you could be cited. I would like to wish all the property owners and their guests a safe and enjoyable summer season and DON’T’ FORGET YEILD TO YELLOW!!! Did You Know: All piers, docks, boat lifts and swim platforms must have section and lot numbers and reflective devices above the waterline and visible from the lake. This informa-tion is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 53.07 (D). Did You Know: ATV’s are prohibited from crossing private lots and can only use Lake Carroll roadways to access the trail system? This information is located in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 53.02 (B) (5-6). Did You Know: All garbage receptacles must be returned to residence within 24 hours of garbage pickup? All garbage must be placed in a proper receptacle to avoid the garbage being distributed throughout the area by local wildlife. Moring Disposal offers receptacles and residential garbage service that will return your receptacles to your property. This in-formation is located in the Lake Carroll Governing Documents Title V. Rules and Regula-tions, Chapter 50.06 (F) (2). Did You Know: It is illegal to let you dog or cat roam freely at Lake Carroll. Please be courteous with you neighbors. Even if they are not at their Lake Carroll residence your pets should not be making a mess on their property. Please review the rules regarding pets in the Lake Carroll Governing Documents Title V. Rules and Regulations, Chapter 50.06 (H).

July’s article is a must read if you are going to own and operate a boat on our lake, or be a passenger in a boat on Lake Carroll. Don’t overload your boat, know the capacity. Make sure you have lifejackets for every person in the boat, and make sure they are the appropriate size for each person. Children should be wearing their lifejackets. If you are pulling a skier or tuber, it’s a good idea to have either your spotter, or someone else on the boat, preferably a good swimmer wearing a life jacket and ready to jump in the water at a moment’s notice. What if injury would occur to the person you are pulling? Are you ready to immediately have a person or two jump in the water and save their life? Many people don’t think of that. Everyone is using the required orange safety flags, and that’s great. One flag up if you’re pulling someone behind your boat and two flags up when that person has fallen into the water. Now when you’re following someone pulling a skier or tuber, do not follow very closely, nor follow directly behind them. If they should fall in the water, you may not notice them quickly enough and could cause some serious injury. If you have a jet ski and you are allowing a visitor to ride it, please give them the proper instructions on our lake safety rules such as our no wake zone’s, speed limit, and our counter clockwise direction of travel rule. If you are out for a leisurely ride, as most people are, please be very aware of people pulling tubers or skiers and jet skis. All these crafts may be making sudden and unexpected turns in front of you. After you’ve had your fun let’s talk about taking the boat out of the water. Many people have a real problem with this. First of all have all your passengers get out of your boat before you try and put it on the trailer. This will make the boat lighter and easier to slide onto the trailer. For the person standing in the water hooking the winch strap onto the front of the boat, please be aware that the take out areas can become very slippery. You don’t want to slip and slide down underneath the trailer. What if you’re just pulling back into your boat slip and it is very windy ...what do you do? Try to go into the wind when you’re pulling into your slip. That might mean pulling in to the marina area and going past your parking area, only to turn around facing the wind and then pull into your slip. Keep the wind blowing in your face and you will have better control. When the wind blows against your back, the wind has more control over your boat. Once you’re pulling in, it seems that half the people want to help you get the boat docked, and the other half stand up and scurry around to find shoes and whatever else they brought with them, preparing to exit the boat. This causes confusion and the captain of the boat cannot see where they are going. Best to ask everyone to remain seated, and have one person stand up and either throw a rope to the people on the dock to help you, or grab one of the poles to pull the boat close enough to the dock to tie up. Whatever you do, please do not sit on the very front bow of the boat or stand on the front swinging a docking pole around trying to hook onto something. You are destined to fall in the water right in front of the boat, or worse yet between the boat and the pier = Instant Disaster. In closing, have respect for the boat owner. Don’t just exit the boat and run for your car. Stop and ask if you can help cover the boat or carry anything to the car or house? You might ask the captain if he or she would like some help snapping the cover back onto the boat. It’s much easier with another pair of hands to help you. Let’s all have a fun boating season, and let’s all stay safe!

NOT YOU’RE GRANDMOTHERS SWEEPING This month I would like to have a conversation about, Sweeping. No, not the garage floor or the sidewalk, but sweeping a loan. In the Lake Carroll Association, most of our income is in the first few months of the year. Many members pay their dues assessment once a year. Others pay them quarterly. Thus, there is a large amount of money coming in a very short time period. These monies will be used over the course of the entire year. So for a period of time LCA has more money on hand than the amount of bills to be paid. A few years back the Board of Directors talked to the bank carrying our loan and asked if we could pay extra money on the loan during

these times of extra money. Then, when we need to use the money we could borrow back what we had paid, not to exceed the loan balance at the beginning of the year. When our annual payment came due we would make that, thus lowering the balance. The net effect of this would be much less interest we would have to pay over the entire year. Amazingly, the bank agreed to let us do this. This is called SWEEPING A LOAN. LCA has a loan on the books for the deposit on the Nicor installation. We owe the bank $390,000, but on our statements we are showing that we owe nothing. That is because we have swept the loan down to $0. As the year goes on and our expenses begin to be more than the current cash, we can borrow back this money to pay bills, but in the meantime our interest expense is zero. We are now at the first of July and we have no money borrowed, so effectively our interest rate is half of what it would be under a conventional loan. The interest rate on these loans is usually no higher than on a non-sweep loan. This is a very effective way of making the most of your money. The bigger the loan, the bigger the savings. We used this program on the Pool loan also. So when you hear someone say we are sweeping the loan, this is what they are talking about. Summer is in full swing and it is good see that many of you have been taking the time to come out and enjoy the amenities. The lake, campground, golf course and clubhouse have all been very busy so far this year and in all cases, considerably busier

than last year. By the time you read is, the fourth of July will have come and gone and as we move into the middle of the summer, I have much to report on. The USDA and IDNR granted us a permit to conduct a charity goose harvest here at Lake Carroll. Lake Carroll provides a very desirable environment for the Canada Goose and though many of the birds you see are migrating to or from various places, many of them come for a visit, and they never leave. The Geese who overstay their welcome are called resident geese and having too many creates a number of problems for the Lake as well as the Membership. Wildlife is welcome here and in most cases we do all we can to promote and protect the habitat for numerous species. Our goose population, even by the DNR’s standards, is higher than recommended for the size of our property. The permit was issued and the round-up was held in late June. I’m glad to report that nearly 80 birds were removed, processed and donated to food banks in Northern Illinois. I would also like to take this opportunity to address some concerns and give you an update regarding our Lake. Currently, our main concern and focus is on the weeds which is a bigger problem this year than ever before. The mild winter and early spring gave the weeds a head start this year and large quantities of native and non-native aquatic plants have thrived along the shoreline as well as in depths up to 22 feet deep. Over the years we’ve had to treat and cut weeds along the shoreline, but never before have we experienced such weed growth in deeper parts of the lake. Joe Rush, our Lake Manager has been working overtime trying to chemically treat as many of the affected areas as possible and an Aquatic Plant Contractor has been hired to treat approximately 100 additional acres on June 21st. Doug Rominski, our Facilities Director and his staff have also been working tirelessly using our weed harvester 14 hours per day to remove the weeds. Joe Rush has provided detailed information regarding our weed maintenance program and if you don’t fully understand how we attempt to deal with the problem, I urge you to read his very informative article on page 1A in this edition of the Lake Carroll News. By the time you read this, we will have already held the first of several budget related workshops and meetings regarding the 2017 budget. As the process begins, I would like to take a moment to thank the many volunteers who will invest hundreds of hours into this process. The Fixed Asset Budget, the Operating Budget and the Fee Schedule will be discussed and presented during these open meetings. You will have the opportunity to ask questions, offer input and be part of the process and I encourage you do so. The New Lodge continues to be a topic of much discussion among Property Owners, and it should be. Over the past several weeks, some Members who oppose the new Lodge project have gone to great lengths in an attempt to cause confusion. They have posted flyers and used the LCowners group e-mail to ask questions like; if we get a new lodge, where will the money come from to replace air conditioners, lawn mowers, execute building repairs, dredge the lake, etc. You’ll understand how bogus those questions and claims are if you take the time to attend one budget meeting or hearing this summer. I feel it is my responsibility to listen to what the Membership wants and needs, and to make sure you have accurate information so that you can make informed decisions. I also feel it that is not my responsibility to get politically involved or to take one side or the other, on many issues. I want to provide objective, factual information to the Board of Directors, as well as the Membership so that quality decisions can be made. Much of what you read on LCowners e-mail group site is simply not accurate. I know, because I attend about every meeting there is and hear the facts as they’re revealed. It’s disheartening at times to see bad information hurled at the Membership by people who have an opinion but no real facts. Much of what you’re reading is what someone heard, or at times, what they think they heard on the e-mail site. Please go to the Committee Meetings, the New Lodge Presentations, the Budget meetings and Hearings and get real information. If you have a question about “something you heard” please feel free to call me and verify it. On another note, due to time and space limitations, I usually choose a topic or two to address in my Lake Carroll News Article. of the Lake Carroll Association Board of DirectorsJune 4, 2016

Recently, someone anonymously posted a flyer on the informational posters for the Lodge Replacement which are displayed at the Clubhouse. The flyer requested that you contact the Board of Directors and ask where the money was going to come from to address a number of other projects here at Lake Carroll. No one has contacted me, but I thought I would proactively try to address the question posed by the anonymous poster. I am currently the Secretary for the Lake Carroll Association, but have written articles in the past about budget and money issues as the Treasurer for the Association. This article answers the question based on that prior experience and knowledge of the Association’s financial status. In the past, I have explained how the Association’s budget is made up of 3 different parts. That discussion is very relevant to the current topic. As a reminder, our budget is made up of Operations, Fixed Assets, and Debt Repayment. The intent is to treat the Lodge Replacement project as a capital improvement project to be funded out of the existing Debt Repayment portion of the budget, due to the large expense involved for this project. But to put things into a bit of perspective, the annual budgeted expenses of the Association is about $5,500,000. The bulk of the budget is for Operations at

about $4,200,000. Next is the Fixed Asset expense, which is about $1,000,000. Finally, the Debt Repayment portion of the budget is $300,000, or only about 5.45% of the entire budget. None of the items that the anonymous poster asked about are affected by the Debt Repayment portion of the budget, but rather are funded out of Operations or Fixed Assets. For example, 2 of the items that were asked where the money was going to come from to fund them were lake weeds and lake dredging. These items are funded out of the Operations portion of the budget. It was true that the for several years, the budget was underfunded and the Association was operating a loss which affected funding Operations programs such as these. A lot of the financial problems in recent years can be traced to efforts to defeat and cut the 2010 budget and the resulting unrealistic budgets in the following years. But with the dues increases that took place for last year and this year, the General Manager feels he is now in a position to meet the budget and the Association is back on track for providing all the services required to run the Association. The anonymous poster also asked about the sand filter for the pool. This refers to some maintenance and repairs that needed to be done to the filter that was discovered while preparing the outdoor pool for the summer season. This type of expense is covered as an Operations pool maintenance budget item. The repairs have been done and the bill has been paid, so it isn’t clear why this non-issue is on the list. The remaining items that are on the list are Fixed Assets items. A significant portion of the Fixed Asset budget is used for replacing items that the Association already owns. Every time the Association purchases a Fixed Asset, it estimates its lifetime and schedules its replacement. The replacement scheduled is reviewed each year for any necessary adjustments, and items due to be replaced in the next year are placed on the Fixed Asset budget to be voted on by the Membership. This routine funding of replacements takes place every year, and applies to a number of items that the anonymous poster inquired about. The items include, along with when they are scheduled to be replaced, are Clubhouse HVAC (2018), Clubhouse roof (2023), Pool HVAC (2025), Ford tractor (2017), and mower replacements (several replaced in recent years, including 2 in 2016). If any of these, or other Fixed Asset items break down before the scheduled replacement year, a determination is made whether to repair it under the Operations maintenance budget or replace it early using the Fixed Asset Reserve Fund (FARF), which is one of the purposes of this fund. The list also included the roads program and parking lot repairs. These are also primarily covered under the Fixed Asset budget. About a third of the Fixed Asset budget is used every year for the Roads program. In addition, some minor patching of roads and parking lots is included as a $20,000 line item in the Operations maintenance budget. It is curious to note, though, that some of the people claiming we don’t have enough money to repair our roads are the same ones that have suggested several times in recent years that the Association should cut or eliminate portions of the Roads programs. So it is hard to tell if they are for or against keeping our roads in good condition. Another Fixed Asset item on the list was dam grouting. It is not clear when this will need to be done again or how much it will cost, but based on past experience it could be an expensive project. But this is another sort of thing that the Association has the FARF for. The FARF has about $500,000 in it right now, and can be used to level out the funding for large projects like this. We could complete the project in a year, and if there isn’t enough funding in the Fixed Asset budget to pay for the project, the balance could be funded out of the FARF, and the balance then built back up over subsequent year. This is how previous dam grouting projects were handled, and probably how they will be handled in the future. A final item on the list was expansion of the Clubhouse bar. This isn’t even a real project yet, and is more of a “want” than a “need.” It is something the Association management and the Clubhouse Committee are looking into, but if something like that were to happen, depending on the scope it would have to go through the Association’s long range planning process just like any other Fixed Asset project or would have to be handled like a Capital Improvement project like the Lodge Replacement. It isn’t entirely clear why the anonymous poster put together this list of items and asked how they will be funded. We have well established policies and procedures for funding the Association which seems to answer the question posed. It seems like the anonymous poster is trying to imply the Association can only do one thing or the other, essentially trying to use scare tactics. The CEO for the company that I work for has set as one of our core company values the phrase: “AND” not “OR.” This means we have to work together to figure out how to accomplish everything that needs to be accomplished without pitting one project against the other. I think the Association should try to keep this same value in mind also. It seems ironic that the opponents to the Lodge Replacement project say we should prioritize maintaining the amenities that we already have. That is precisely what the Lodge Replacement is trying to accomplish, and is way overdue in doing so. As I said near the beginning of this article, the Debt Repayment portion of the Association’s budget is just a small fraction of the overall budget, so whether the project proceeds or not will have virtually no effect on the rest of the budget.

Introduction Last month’s June Newspaper had a great deal of specific information concerning the Lodge, conceptual drawings along with costs and how we intend to pay for the amenity and what the investment means for our community. One of the questions I was asked recently was the name given since we have been in reference to a Lodge. The official name is “Plumtree Lodge and Recreational Center”. The Lodge Ad-Hoc Committee discussed this question at length several times and, as a committee, majority settled on the title as I outlined. When the articles of information started we referred to the “Lodge” because we knew everyone would know what amenity we were discussing. Outsiders from our community know the Lodge as Plumtree as designated on the Illinois road maps and insiders know the transformation toward recreational activities have opened new horizons for the amenity, thus the name “Plumtree Lodge and Recreational Center.” However; it is

important to note the future of this facility will take on the duties for all of our Association members as our community center. Community Center is a term that many of us are familiar with in communities around Illinois. On May 20th, the Board of Directors passed a motion that read, “Move to approve the preliminary plans and conceptual design of the new ‘Plumtree Lodge and Recreation Center’ projected cost of $4,150,000, as recommended by the Ad-Hoc Community Center Committee, for presentation to the members for an informational campaign and for membership vote.”

New Lake Carroll Lodge Article I was the history of the Lodge, Article II described the creation of a modern facility, Article III discussed the latest engineer report from 2013 and the breakdown of cost for the membership. All three articles may be found in the past months editions of the Lake Carroll newspaper and are also posted on the Lake Carroll Website. The past month of June the newspaper had a detailed insert that answered many of the common questions, showed conceptual design and explained cost of the project. In addition, billboard displays have been posed at the Clubhouse, Lodge, Pool, Campground and the Conference Center giving the information for all the membership to observe. This month more informational meetings will be held by the committee to inform and answer questions from the membership concerning the project. Meetings will be held on July 2, July 23, August 13, and September 3rd at 10:00 am at the Lodge. Please plan to attend at least one of these meetings.

Fact or Fiction There has been a great deal of discussion as to where the debt repayment money should go if the Lodge were voted down. This is a discussion that could have many misleading rumors or conjecturing by the membership. The number one thing we should remember first is how the Lake Carroll budget policy works. Many members confuse the issue by saying we should put our emphasis, for example, on roads, or more emphasis on maintenance items, or we need new items for the pool or Clubhouse, etc. There are three major divisions of the budget that when presented annually is represented by a pie chart so members can see visually where the money is divided: First we have operation costs determined by an operations budget that Mike Schmieder (GM), staff,

and the Finance Committee work out to present to the membership with the approval of the Board. Maintenance falls into this category of operations along with many other divisions, for example employee compensation and insurance. Maintenance in recent years has added more money to the budget and yet, has been ending the year recently in deficit. It is true that more money is needed in this area. Second we have fixed asset costs determined by a fixed asset budget that is developed by all committees input with the Steering Committee and Finance Committee coming up with a recommended budget approved by the Board to present to the membership. Roads fall into this category as a fixed asset expenditure. The roads budget has been on a steady increase for many years, in 2012 we spent $278,209, 2013 we spent $284,316, 2014 we spent $301,668, 2015 we spent $326,179 and in 2016 we plan to spend $350,000. This steady increase will continue according to the current Lake Carroll Road Plan out to 2023. At this point, we see no decline in the expenditure of this part of our budget. The Fixed Asset part of the budget has two categories: one is replacement of fixed assets already in existence, all having a life expectancy, for example our snow plows or lawn mowers. Second are new items that committees would like to see added to our community, example being our weather sirens. Third part of the budget is debt repayment which is determined by possibly previous budgets that may have some payback; for example if we borrow money from our reserve account or we have taken a loan from a bank or loan institution that has loan payments over a period of time; example the pool loan. Currently the pool loan has been paid off in full. One of our first Capital Improvement Loans from a financial institution was for the Clubhouse. Thanks to the membership for their support and vote for this project the loan cost the members about $52 per member. Our second Capital Improvement Loan from a financial institution was for the Aquatic Complex. Thanks to the membership for their support and vote, a $20 bump with a payment of $72 per member was passed. Now, the Aquatic Complex, took on added support from the membership because the majority wanted to pay off the loan sooner. Four consecutive years the members supported an additional $16 to go toward debt repayment for the Aquatic Complex Loan, bringing the total payment per member to about $136. Now if I may go back to the budget for a second. What is confusing for many is we can not mix the money in the budgets as illustrated by the pie chart. We do not buy a new lawn mower out of the operation budget or pay insurance or salary out of the fixed asset budget, nor can we use money voted by the membership for debt repayment and use it for roads, maintenance or saving for the dam. The annual membership approved dues allocated to the three categories (operations, fixed assets and debt) dictates the purpose and use of that money. Thus, even though you may hear debate, the $136 debt repayment money that will cover our Third Capital Improvement Project (the Lodge) with the members support and a YES vote has but one place to go. With a YES vote, the debt repayment money will be used to pay off the loan for the new “Plumtree Lodge and Recreation Center”. If a NO vote takes place the $136 will go back to the membership because the pool loan is now complete. The debt repayment money may only be used for one of those two choices, and not to be put into fixed asset projects or to support the operations budget. One other question I would like to answer. Some have asked, “What does the Association use for collateral when securing such a loan?” Usually after negotiations this is determined. For example the Aquatic Complex Loan used the Clubhouse and Golf Course as collateral. Preliminary discussions lean toward that same scenario for the loan to build the Lodge.

New Plumtree Lodge & Recreation Center It is understood that people sometimes have difficulty sharing a common vision when they may not partake in what is being proposed. My family is one that has attempted to make great use of ALL of the amenities that Lake Carroll has to offer, which is why we bought property there. We also reside 95 miles away and on average spend about 110 nights a year at the lake. I would ask everyone to think about what a $136.00 a year is really buying you. Do you not believe that your property would be more attractive with that new amenity on site? Furthermore it’s not about just providing entertainment for the kids, it’s about a gathering place for all to enjoy a sense of community. Our family has spent countless hours at the existing lodge and met many other great families (now friends) there. Our daughter learned to ski there, in fact skied 14 times the first time we year we were members. While I don’t believe that kids should be “running” around the clubhouse bar that should not exclude them or their families from “hanging out” Friday, Saturday or any other time because of that. We bring family and friends out at times and play board games and rent movies. However, it would be nice to have access to a place to meet up with other families and friends to share more experiences. Why do we have a clubhouse? Why not just grab a six pack and sit in your living room? That might cut some overhead…Really? Not everyone who boats… golfs, not everyone who golfs… swims, not everyone who swims…hunts and so on. So while it is not “Lodge Carroll” without the Golf course, aquatic center, trails, hunting and yes the lodge and ski hill, it is just “Lake Carroll” a community that would offer the same amenities as many of the surrounding lake communities for similar dues. I would challenge people to really consider why they were drawn to Lake Carroll in originally, for our family it was because of ALL of the amenities. Is the goal of lake Carroll to be a “55 & Older” or “FAMILY” community? Shouldn’t we want to draw in younger families for the future? Consider your properties value now and in the future if we do not take care to keep Lake Carroll a true FOUR season community. Respectfully submitted,Jay & Carrie Bell 5-52

Spending vs. Saving Sitting at a board meeting last fall, I watched as board member Norm Hoffman got up and wrote 2 words on the board. The 2 words were SAVING & SPENDING. Mr. Hoffman went on to say, “Lake Carroll has 2 problems, we like to spend too much and don’t know how to save, and because of this the membership doesn’t trust the board “ I am not sure where you stand Mr. Hoffman, you talk about spending & saving but you are in favor of a 4-5 million dollar lodge. Article 2” We want to build a new lodge”. Again a want Now we hear the Lake Committee will be asking for 1 million plus to be spent on the lake over the next 3-4 years. This will be used for dredging, weed spraying and weed harvesting. Well

this is something that needs to be done. The dredger is a total failure; it is time to bring in a professional company. Weed harvester is too small and won’t cut low enough to get the job done. Spraying is another job that needs to be outsourced to a professional company. So my next question is, where will the 1 million come from for the lake? Let me take a guess, another $100 plus dues increase or a special assessment. So I hear tell this is already being kicked around. This is the reason the board should ask the membership to keep the $136 on our dues. However, if approved by the membership it would have to go into a building reserve fund that the board would have no authority to spend or borrow against without property owner approval. As you said Norm, “the membership doesn’t trust the board”. Where will the money come from for the next dam grouting project? How does the board plan to fix the roof and HVAC units at the clubhouse? I hope many of you saw the lake at 3 tubes on 6-15-16 after the heavy rains, it is a mess. I could go on and on The point of this is, BOD will not save anything. So we the property owners will have to create a savings plan. By putting the $136 into a reserve account we can save apx. 300K per year and from the looks of things we will need all of it to make the needed repairs to our infrastructure.Tom Miller 3-379

Dear editor, We are writing to express our support of the new Plumtree Lodge and Recreation Center. Since building our home at Lake Carroll in 2013 we have enjoyed all of the amenities the community has to offer and have been amazed at the value we get for our annual dues. Prior to moving here, our annual dues for our condo association in DeKalb were $2,000. That included NO amenities, only road maintenance, plowing, landscaping and mowing. If we can build a new multi-functional, family oriented Lodge without increasing our dues we feel this is a win/win. As full-time Lake Carroll residents we use the Lodge and pool complex an average of 3 times per week. The current Lodge not only is old and non-compliant with current codes, it is awkwardly laid out and is frankly embarrassing to take guests to. Several young families have recently built homes in our section and are excited at the prospect of the proposed Lodge. Families like these are the future of Lake Carroll and in order for our community to thrive and prosper we should be mindful of what will attract more families like these. Neighboring lake communities that compete with Lake Carroll for these young families feature lodges similar to what is being proposed here. We understand that several years ago the proposal to build the new aquatic center was quite controversial. Thank goodness the membership saw fit to approve that improvement; many of us would not have chosen Lake Carroll as our home without it. Lastly, we would like to thank the forward-thinking committee

members who have spent countless hours working on the plan and thoughtful design of this Lodge. We have attended some of their informational meetings and seen firsthand how responsively questions are answered and members’ suggestions are considered in the plan. SUPPORT AFFORDABLE PROGRESS I was initially very opposed to the idea of a new Lodge but I have changed my position180 degrees in support of the new lodge after viewing the facts. We all want to be fiscally responsible and keep dues affordable. Improving Lake Carroll amenities is a good investment both financially and in terms of the Lake Carroll experience. Improving our facilities also goes hand in hand with improved property values.1) We need to think progressively and look to the future if we want Lake Carroll to thrive and improve.2) We can afford this. The cost is nominal (only $136 per year per lot). We have a large membership. With that comes the ability to share the cost among many and build something substantial at a very minimal cost per member. The lodge will be a great, central attraction and focal point to Lake Carroll. Since we have retired the pool debt, we are now replacing that former cost with a new investment in it’s place.3) The benefit vs cost per member is dramatic. Everyone who utilizes this new lodge facility, the concession stand, event rooms, the fitness center, pool, etc will benefit greatly. The dues are a great bargain as is, and adding this facility will be an exponential increase in that bargain.4) We need a quality fitness center. If we have a quality fitness center with professional equipment it can change everyone’s life who is able and willing to participate and utilize it.5) We need a quality facility for events.6) We need a concession stand.7) We need to elevate Lake Carroll to current minimum standards for a quality resort facility. An organization as large as Lake Carroll is expected to have these types of accommodations. We can lift Lake Carroll to an appropriate level of quality in line with other Lakes, resorts, etc. if we make this affordable, shared investment.8) Together we can do something great for our present generation as well as leave something great for many future generations. The present building has lived out it’s serviceable life span. Many of us including myself have good memories of the old lodge. Time moves forward however and life improves for those willing to commit to a better future via forward movement. Let’s make some new memories and commit to an improved Lake Carroll!Thanks. It is great to hear discussion concerning one of the largest investments our community has undertaken. History shows the investments the Association has made in the past have brought added value to our community. Points to clarify in this month’s letters:

1. The $136, debt repayment, has provided Capital Improvement that is securing our community into growth and revitalization.

2. One writer connected by saying, “we came here originally because of all of the amenities.”

3. Another member wrote that after objectively viewing the facts, they have changed their views 180 degrees and that improving Lake Carroll amenities is a good investment. It is interesting to note, some of the members attempting to lead the negative attitude and vote “NO” for this project have had a closed mind from the beginning and have not attended any of the meetings or presentations to view the facts concerning this project. Yet, they call their opinions the facts.

4. The “NO Group” is persistent in trying to confuse the Members by suggesting that if we purchase a new Lodge, we will not have any money to maintain our operation. This is not true and very misleading.

5. We agree paying off the old debt before incurring a new debt on a major capital improvement project is fiscally responsible. The $136 current payment per member is our Capital Improvement Savings thanks to the membership that has built this payment up since 1998. If the membership chooses to vote NO, the money will go back to your pocket and future Capital Improvement Projects will start with $0.

6. Facts are “Saving and Spending” has always been an issue. As Boards change, priorities and philosophies may change. There are members who do not trust the Board, and there are members who do trust the Board. These differences in TRUST often correlate to the changes in the Board personnel.

7. In the recent past we, at one time, had saving accounts for roads and the lake. The Board at the time decided to put the money in fewer accounts. This marks the strength of our current Fixed Asset Reserve Account, which has helped us on numerous occasions, one being the dam. Saving money for the Association and the membership has been a tough sell, as shown last year when the membership rejected saving $10 for the Capital Improvement Fund, which currently has a zero balance.

Lake Carroll Women’s Club met at the Clubhouse on June 9th for our end of year luncheon. Vice President Pia Molloy welcomed the 35 members present prior to lunch being served. President Lana Soldat called the meeting to order following a delicious lunch. One guest, Cassidy Logemann who was our $500 Women’s Club Scholarship recipient, was introduced. Cassidy spoke to the membership and personally thanked the club for this award. Cassidy will be attending SIU Carbondale in the fall, studying business management. Lana recognized 8 club members with June birthdays: Pat Wienecke, Mary Ann Gibus, Pia Molloy, Donna

Aleksy, Julie Reddies, Gloria Schmieder, Barb Casey and JoAnn Gariff. End of year reports were given by the Program, Membership, Handbook, Ways & Means, Hostess, Inventory, and Revisions Standing Committees. Ways & Means co-chairs Gael Will and Bonnie Ewing thanked their committee and all members for helping with the fall bake sale which raised $1,186 and the spring Chili Fun Night which raised $1,790 for a grand total of $2,976.45 raised this year. Lake Carroll Women’s Club uses these funds to provide Community Service to many local organizations. Reports were given on our service to the Food Pantry, 4-H, Carroll County Senior Center, CASA, Good Samaritan, Eastland Scholarships, and the Blanket Project. Marve Feucht reported that we will no longer be collecting bottle caps as we have lost our venue for accepting them. PLEASE SPREAD THE WORD THAT BOTTLE CAPS WILL NO LONGER BE ACCEPTED IN THE BINS AT THE CLUBHOUSE AND LODGE. Janet Campana reminded the membership of our August 10th birthday party to be held at Good Samaritan in Mt. Carroll. We will be decorating pens to give as favors. President Lana thanked Pia Molloy and Brenda Schnarr, out-going vice president and treasurer, for their 2 years of dedication and service to Women’s Club. She presented each of them with a red rose. Lana then introduced our new vice president Gael Will and new treasurer JoAnn Gariff and installed them as officers of our club. Gael and JoAnn were also presented with red roses by Lana. New committee chairs and members for the upcoming year were also announced. The new Board will meet on July 12th and the next Women’s Club Meeting will be held at the Lodge on September 8th. New members are always welcome and encouraged to join us! Following the meeting program chairman Pia Molloy introduced Tom Stangl and Jim Molloy who presented an informative overview of the proposed new lodge which would serve as a combined multi-functional community center for the Lake Carroll community. Questions were asked and answered and everyone left with a better understanding of what is being proposed.

Following is a synopsis of this month’s activities. I have identified those items that are of importance or that are not necessarily obvious. I have not in-cluded the normal day-to-day activities or those items that are covered by the Treasurer and others. Please also refer to the staff reports that have been provided. The order is by department/category.1. Report on directives from the May 20, 2016 BOD Meeting. a. None2. Administration: a. The Quarterly Committee Chair-Board Presi-dent meeting has been scheduled for Saturday, June 25, 2016 at 9:00am in the Conference Center. All Committee Chairpersons and Board Members are invited to attend and participate. b. An updated copy of the Fixed Asset Expendi-tures – Cash Status report is included in the Board Packet under Treasurers Report. c. Progress regarding the installation of four (4) weather alert (Tornado) sirens has continued. All four sirens have been installed and were bat-tery tested in May. Com-Ed has completed run-ning the power to the poles in sections #21, #23 and at the West Marina. These three sirens will be tested and will go live on Friday, June 24th. Addi-tional trenching and power line installation needs to be completed for the ski hill tower location and should be completed by mid-July. d. HGTV, which had planned on filming an epi-sode of “Lakefront Bargain Hunt” here at Lake Carroll, informed us that our location will not be used as planned. No other information was made available. e. A copy of the Final Administrative Decision from the Illinois Property Tax Appeal Board is at-tached to this report. 3. Safe Workplace Committee & Cinci-Safe Pro-gram: a. The Safe Workplace Committee met on Wednesday, June 1, 2016. Matt Ripplinger was in attendance. Further discussion was had regarding random drug testing. The minutes from the meet-ing are attached to this report. 4. Sales of Lake Carroll Owned Lots: a. Inquiries regarding the LCA’s Lots to Offer program remain steady. I’ve been averaging about one inquiry per week regarding our Lot Sales pro-gram. We currently have four sales pending and we

closed on two lots since the last Board meeting. We’ve sold nine lots so far in 2016 and twenty-three since the program began in April, 2015. A summary of the 2016 sales is attached to this re-port. 5. Accounts Receivable & Front Desk: (see attach-ments) a. See updated 2015 dues status report which is attached. -DPE’s collected thru 6/21/2016 – 1,953.45 -DPE’s collected thru 6/21/2015 – 1,958.71 -Variance between 2015 & 2016 – 5.26 Behind Last Year -DPE’s budgeted for 2016 - 2,210.00 -DPE’s projected for 2016- 2,210.00 b. Fifteen (15) Ownership transfer transactions were processed between May 16, 2016 and June 17, 2016. Four of these transactions were homes and eight (8) were for undeveloped lots. Two of these were Association owned lots. c. Through 6/17/2016, 575 Natural Gas Permit Fees have been deposited totaling $143,750.00. d. Michelle Burton, our second of two new full time desk clerks started on June 13, 2016. Wel-come to the Lake Carroll Team Michelle.6. Finance & Human Resources: a. Finance: i. Preliminary Financial Statements for May, 2016 have been completed and will be included in the Board Packet. The Board will be asked to ap-prove these statements at this month’s meeting. ii. Audit – the Board will be asked to accept the final Audit for 2015 at the June 2016 Board meeting. iii. The Gaming Machines generated $2,447.63 in income for Lake Carroll during the month of May, 2016. This amount is higher than we antici-pated and $947.63 higher than we budgeted for May. See attached report. iv. Membership / IMIS - on hold for Lisa’s part until the first part of August. Lisa, Deb, and Myself have been invited to an IMIS meeting in July - it is a meeting designed for managers, not really the end users. Timing may be tricky as it is being held in Chicago the day before the July Board Meeting, but, we will try to attend. v. Front Desk - Peggy is working out great. She is already handling the Front Desk by her-self (well, with Julie as a backup in case she gets stuck). Michelle Burton started this past Monday.

We think she is a good fit, and seems to be do-ing quite well. In the next couple of weeks, Julie, Missy and Lisa will meet to start the transition for Missy into Julie’s position. vi. Summer hiring is about completed. Joyce assisted greatly with these tasks. b. Human Resource: i. Front Desk - Peggy is working out great. She is already handling the Front Desk by her-self (well, with Julie as a backup in case she gets stuck). Michelle Burton started this past Monday. Information Technology: a. No specific report9. Communications: a. Five “Letter to the Editor” articles have been submitted for publication in the July LCN. See at-tached. b. Just as a reminder, Donna Beyer, our Commu-nications Director works tirelessly, usually behind the scenes to create just about everything you see, read and fill out here at Lake Carroll. In addition she manages the schedule to meeting locations for all the Committees, Board meetings, Club Meet-ings, presentations, etc. It’s rare that she is ever thanked for reserving your meeting room, creat-ing a flyer, helping me in too many ways to men-tion, updating the website, updating the electronic signs, etc., etc. So, Donna Beyer, thank you for keeping me and everyone on task, on schedule and well informed. Your unseen efforts are very much appreciated. A few things Donna has created or worked on lately includes the Ladies League Booklet and In-vitational logo created in 2015, an ad for the Voy-ager quarterly magazine, Mom-Prom Punch Cards, Name Cards, and décor signs, the New Plumtree Lodge insert for June 2016 LCN, New Lodge flyer to advertise meetings,help with New Lodge PowerPoint Presentation, uploaded all known meetings for New Lodge to web calendar, updated Trail Info Line

for Season Open; Closed for Conditions, Created and updated summer flyers for Recreation, Golf, and Clubhouse, create and maintain multi-ads to conserve newspaper space, reprinted and cut ad-ditional guest passes for pool and formatted and uploaded most recent Contractors List to web-site. 10. Facilities Management: a. Pot holes within Lake Carroll have been cold patched. b. The 2016 Road Maintenance project was com-pleted on Thursday June 9, 2016 at which time Civil Constructors removed their equipment. Thanks to the lower cost of petroleum and the Board increas-ing the budgeted amount for the roads, we were able to install almost twice as much asphalt as Terry Derdzinski had planned on. They were able to lay new asphalt from a point just northwest of Three-Tubes all the way to the Maintenance build-ing. The entire north end of Lake Carroll Blvd. is now complete and the roads in sections #19 & #20 were repaired. c. The storm and heavy rainfall on June 15th caused significant damage to our ATV trails. The north side of the lake was hit the hardest. There are many washouts that are 12” or greater in depth. Additionally, there are exposed electrical lines across the trail (just north of 25-35). Com-Ed has been called to repair this issue and we have been working every day to remove downed trees repair the rest of the trail. The trails where closed on 6/16 and will reopen when there are safe. 11. Lake Management/Wildlife: a. The lake level as of June 17, 2016 was 740’ and 1”. b. Besides the nearly 60 acres of algae, milfoil, and curly leaf we have already treated in-house, we hired the assistance of an outside contractor to provide chemical treatments to curly leaf pond-weed and Eurasian water milfoil on another 93 sur-face acres around the lake. This treatment is taking place June 21st. We will still need to provide in-house treatments through the rest of the summer for algae as well as brittle naiad and any other ma-jor problem areas that may arise. c. The weed harvester is in working 14 hour shifts Monday through Friday. They have cut the south bay, east marina, section 4 shoreline, and are now cutting the north end working their way to the 3-tubes area. – CONTINUED ON PAGE 16A –

d. Joe secured costs for some new equipment for the in-house aquatic plant treatment program that will help us treat more area in a short amount of time as well as increase the safety to those work-ing on the treatment program. The costs are under $4,000. We’re too late for the FAB program for 2017, so we’ll need to determine how we get this equipment purchased as it would greatly help us in our efforts to control the weeds. e. As stated last month, Joe contacted 6 dif-ferent dredging companies to discuss possible options for hydraulic dredging. We met with a representative from Brenner Dredging, and the meeting was a very positive discussion and brain storming session on how to approach the needed dredging in 3-tubes, East marina, and Zier Road coves. Budget numbers to complete the project were approximately $750,000. The project design and scope would still need to be defined for better pricing estimates. We will continue to meet with the other contractors as well in the near future. The contractor stated they are also capable of dredg-ing throughout other areas of the lake, but cost per cubic yard for removal does increase depending on the methods and distance to pump. f. Weir and piezometer measurements were con-ducted again this month, and are continuing to maintain. Joe has constructed a list of maintenance needs that will be forwarded to the facilities direc-tor to address. g. The lake level maintained pool level or higher throughout the year thus far. I anticipate it han-dling any summer dry weather better than we have ever done. h. The egg-oiling program is coming to an end. Eleven nests with 60 eggs were oiled in the pro-gram this year. There were several other nests de-stroyed by predators as well. A special thanks to Tom Stangl and the Lake Carroll Fishing Club for their efforts. i. After hours upon hours of work on appli-cations, application revisions, meetings, counts,

and public forum discussion with board a vote, we have been approved for another Goose Charity Harvest for 2016. We are permitted to remove up to 175 birds from the property with the assistance of the USDA and IDNR. The costs will not exceed $4,000. The work will be performed by USDA and IDNR with assistance from Joe, Luke and mem-bers of the security department. 12. Building Inspection/Architectural & Environ-mental: a. At the Board’s request, I have attached Doug’s monthly report for your review.13. Golf Operations (Pro Shop): a. Weather has been very cooperative this season so far, and our play has been very busy. The holi-day weekend was very busy and our weekday play has also been up. b. Memorial Day Scramble and Father’s Day Scramble were filled to capacity and the upcom-ing LCA Big Cup has approximately 100 players signed up as of today. c. June 4th was the Pearl City Booster outing, and 140 players participated in this event. This weekend is typically the slowest weekend of the summer, due to graduation parties and it being the weekend after Memorial Day and this event made for a very profitable weekend for both the golf course and the Clubhouse. Weekend outings do cause inconveniences to our members, but our re-ciprocal list is very extensive and filled with great golf courses for our members to play when we are closed. d. Rolling Hills also had their outing on June 10th with over 110 players, a little less than last year. Both the PC Boosters and the Rolling Hills outing went off without a problem and Jason believes that both groups will return next year. e. Junior League, Camps and Clinics have started and participation appears to be right on pace with last year. f. We have many events coming up including the LCA BIG CUP, WCCI Golf Outing and sev-

eral small groups of 20-36 players throughout the next month. We also have the July 4th weekend events, night golf, Firecracker Scramble, Senior club Championship, Ladies Invitational, Super Se-niors, Junior Tournament, Club Championship and the POA Big Cup. The next 30 days promise to be extremely busy.14. Golf Maintenance: a. The golf season is in full swing and so is Tim and our Golf Maintenance department. One of the main reasons our course remains in great condi-tion is because of these guys. Mowing, trimming, grooming are all necessary, every day of the week and I appreciate Lee Flickenger’s efforts to keep all of our equipment in good running order at all times. b. The new tee and bunker complexes on holes #15, #16 and #18 look tremendous. c. The June 14th storm created a temporary mess on the golf course with downed branches and tree limbs. The maintenance staff worked hard to clean it as quickly as possible. Two trees, on the golf course were lost as a result of the storm. d. An irrigation pump had to be pulled due to nec-essary repairs. The pump has since been repaired and reinstalled. 15. Clubhouse Operations: a. Several banquet events and outings have been held at the Clubhouse over the past 30 days. De-nise, Mel, Daniele and the staff have been well prepared and have executed these events very well. b. In addition to the banquets, the dining room and bar have also been busy so far this year. The new menu which was rolled out in April, along the daily and nightly features has been well received. c. Last month I was very glad to report that our food cost was 45%, the lowest it had been in over a year. Mel’s hard worked paid off for us again in May as our food cost came in at 43%. So you know, our budgeted food cost is 46%. Thanks Mel and keep it up! d. The Clubhouse Kitchen was inspected by the

Carroll County health department on March 31, 2016. We received a score of 98 out of 100. e. The Clubhouse and the Lodge were inspected by the Liquor Control Commission on May 4, 2016. No violations were observed. 16. Recreation Complex Operations: a. Aquatic Complex: i. The pool was opened for the season on May 28th and was extremely busy over the Memorial Day weekend. 258 people enjoyed the pool on May 28th, 313 on May 29th and nearly 450 on Monday, May 30th. ii. The new sand filter was installed on June 8th and is functioning normally. iii. The Indoor pool continues to run smoothly with no significant maintenance issues to report. b. Recreation: i. The Fitness Room was used 237 times be-tween May 15 and June 15, 2016. ii. The first Session of Swimming lessons took place June 6th- June 16th with about 50 partici-pants. iii. The Recreation department is getting ready for Kick off to Summer party on June 18th and first session of Kidz Camp which will start June 20th-June 24th. The biggest session of camp yet with 76 kids total. iv. The Lodge game room is now open daily from 12-8pm, based upon the Private Party rental schedule. Items are available to check out at the Aquatic Complex for usage (pool sticks, ping pong paddles, Wii remotes, etc.). c. Ski Hill: i. Closed for the Season 17. Campground: a. Work on the Pod 5 expansion has begun and letters are being mailed to existing campers so that site assignments in the new pod can be made. (see attached letter)18. Equestrian Area(s):

Congratulations to all of our winners this year. I hope all who came enjoyed the tourney this Father’s Day Weekend. Through the generosity of Jamie and Jeanette George of Trophies by George we were able to provide trophies for our first place winners with ribbons for second and third place. Millers Sport Center and the Fishing Hole Bait and Tackle generously supported us by providing prizes including rods and reels for our participants, along with worms for bait. Deb Miller also provided each participant with a tee shirt. Thank you to all these businesses for supporting the Kids Derby again. Our thanks also to the Fishing Club members and spouses who helped set up the event, man the docks, register the kids, and for providing the treats we had for all. We also hope you can join us the second Wednesday of each month for the Fishing Club meeting. We meet at the Lodge at 6pm to enjoy a dish to pass potluck meal along with the meeting.

We had a beautiful day for the Fishing Club’s Kids Fishing Derby on Saturday, June 18th. This year there were over 70 young participants, along with their parents and grandparents joining us for the fun. Bill Comstock started the Derby at 9am and though the fishing seemed very slow, several lucky kids made it to the 11am finish with recorded catches for the day.

We had a great turn out at our potluck meeting this month of about 100 people. Naturally with that many participants there were plenty of side dishes and desserts for all to enjoy. Luckily Mitch ordered enough fried chicken to add to the delicious dinner dishes and insure all had a great meal. Great job again Mitch, thanks. Our President, Bill Comstock, was out of town this month so Tom Stangl took the reins to MC our meeting which came to order at 7pm with the Pledge of Allegiance. Tom asked if we had any guests. Rudy and Dagmar Zvonek introduced themselves to the group. Welcome and come again. Mitch Feucht gave the group the Treasurer’s report which, as usual, was to the penny. Motion to accept by Barb Anderson, second by Frank Malito and accepted by the group. Fred Reddies then gave the Hatchery report and stated he had ordered a minnow delivery for the fry in Fawn Pond for this week. He also asked to thank Lenny Masella for his work on repairing the nets we use to capture the walleyes in the spring. They are not treated gently and always need attention. Thanks Lenny. Fred also wanted to thank Bruce McDonald for his addition to the Hatchery tanks 4 and 5. Bruce came up with some skimmers that prime the circulating pumps in the tanks and eliminate the hose and screen returns we had previously. The hose and screen returns got in the way when netting the fish in the tanks. The skimmers also insure that the pumps keep their prime and insure they will not “run dry” which could damage the pumps. Bruce mentioned he was not quite done yet, but the idea is great and should eliminate some hassles. Thanks Bruce, great idea. Tom also thanked Fred for the countless hours he has spent this season babysitting the Hatchery operations. Thank you Fred. Tom noted that on May 21st we placed about 100 Christmas trees in the lake for fish

structure. He wanted to thank the volunteers that came that day, which made the job into about 3 hours. Thank you all. Tom also stated that the board was working on an updated structure map. This update should include the added reef structures and added Christmas trees. Mitch has been in contact with the Association about the update as this has not been done for a few years now and is way overdue. Tom stated he would get together with Bob Knackstedt to verify some locations. We also want to have the updates available at the Hatchery with a posted map of structure. We hope to have maps again available at the Association Office. Tom mentioned the upcoming events the Fishing Club is sponsoring this year.Kids Fishing Derby July 18th. A great event, bring the kids and grandkids, prizes, games and awards. Registration at 9am. that day. We have sign-up sheets at the Hatchery for volunteers. Registration, dock workers, treats. If you’d like to help please sign up.Fishing Club Golf Outing August 27th, 1pm.Fishing 101 Class July 30th at the Lodge 9-11 adults, 12-2 kids. Come learn fishing basics.Couples Fishing Derby August 8th. Just for fun, join us if you can.Christmas Party December 10th. Tom let us know that the Goose round up should be happening this June at Lake Carroll with approval from the Illinois DNR. The Fishing Club and others at Lake Carroll have donated to make the effort less costly for the Association. Tom noted that the goose egg addling program which he participated in gives validation to the round up program and helps to secure the round up with the DNR. Mike Siciliano has organized another Day at the Races at Arlington Park on August 25th. He stated he has reserved a bus for the day to accommodate 50 people at $35 a couple. 1. Lake Carroll Rules and Regulations: All Lake Carroll Rules and Regulations must be followed during tournaments. Any citation issued by Lake Carroll Security during a tournament will result in team disqualification.2. Entrance Fee and Payouts: Any boat with a valid Lake Carroll sticker and property owner can enter a tournament. At least one participant from each team must register and pay the tournament fee of $20 per angler with a minimum of $40 per boat before each tournament. From each entrance fee, $5 per boat per tournament will be donated to the Lake Carroll Fishing Club for fish restocking or for tournament supplies. For each tournament except the season’s final tournament, $20 will be held back from the pay-out to be paid out during the season’s final tournament. All remaining funds will be paid out each tournament. 3. Mandatory Pre-Tournament meeting: There will be a short meeting 20-30 minutes prior to each tournament to review tournament rules and lake conditions, draw take-off numbers and identify the take-off boat. All tournament participants are required to attend the pre-tournament meeting.4. Tournament Start Time: The tournament will start when the pre-tournament meeting has concluded. 5. Tournament End Time: A team’s boat must be inside the West Marina’s no-wake buoys prior to tournament end time as specified during the pre-tournament meeting in order to weigh their fish. All fish culling must be done prior to this time or disqualified.6. Take-off Rules: For the safety of Lake Carroll boaters, at the discretion of the Lake Manager, scheduled takeoffs will be enacted at the start of tournaments. Printed numbers will be randomly drawn and issued to each boat at the beginning of the pre-tournament meeting. Any boat not registered 20 minutes prior to the scheduled take-off time, will not be eligible for a takeoff number and will be released after the last takeoff number on a first come, first serve basis. Once the pre-tournament meeting has ended, anglers will proceed to the no-wake area. By prominently displaying their numbers in the air, boats should make a best efforts attempt to line up from lowest number to highest with the boat holding the lowest number closest to the take-off boat (defined as the boat assigned to release boats as specified during the pre-tournament meeting.) The take-off boat will be either from the team drawing the last number or an angler registering after the 20 minute cut-off. The take-off boat will locate in a central area and release boats in numerical order. Upon release from the take-off boat, each boat may take-off in single file after idling past the take-off boat, keeping at least 100 feet between any previously released boat. Passing of previously released boats is prohibited until a previously released boat is on plane or 500 feet (the equivalent of three average Lake Carroll lots) outside of the no wake area. No boat can exceed the lake speed limit of 40 mph. Any violation of the take-off rules or failure to heed the instructions of the take-off boat will result in tournament disqualification.7. Live-well Inspection: In order to preserve the health of the fish, each boat will be required to have a working live-well and will be subject to inspection before take-off. Any boat without a working live-well will not be permitted to fish the tournament.8. Limits and Minimum Size: Each team is allowed to weigh-in any combination of five live largemouth and/or smallmouth bass measuring no less than 14 inches in length when measured with a tightly closed mouth. Dead fish do not count. At no time during a tournament should a tournament participant boat have more than five fish in their live-well. Any violation of this rule is considered a violation of Lake Carroll rules and will result in team disqualification.9. Courtesy Bump: Any participant can request a tournament committee member to measure a fish in their live-well suspected to be below the minimum length requirement. Prior to bringing fish to the weigh-in scale, a participant may request a tournament committee member (or designee) to measure a fish using the committee’s designated measuring board. Any fish found to be below the minimum length will be immediately returned to the water but the team will NOT be penalized or disqualified from the tournament for the short fish. Any team bringing a short fish to the scales without a courtesy bump will be disqualified. 10. Weigh-in Procedures: In order to preserve the health of the fish, anglers desiring to weigh fish will only be allowed to transport their fish from their live well to the scales with a bag provided by Lake Carroll. These bags are located next to the weigh-in scale and are allocated on a first come first serve basis. After weighing fish, the fish must be immediately returned to the lake and the bag returned to the weigh-in area.11. Live Bait: Live bait not permitted 12. Three Lot Courtesy Rule: Any angler moving into a new spot should allow an angler already in that spot a minimum of 500 feet of space (the rough equivalent of three average sized Lake Carroll lots.)

The Yacht Club members kicked off the summer with a “Float Your Boat” outing on a beautiful Saturday afternoon in June. Members sailed their “yachts” to the three tubes area, dropped anchor and tied together. Time was spent sharing appetizers, conversation and laugher. Several stayed into the early evening to take in the beauty and serenity of our surroundings. The time together was enjoyed by all.

Summer is in full swing at Lake Carroll with swimming lessons, Kidz Camp, Family Fun Nights, volleyball & bags tournaments, live musical entertainment, and more! Be sure to mark your calendars for the upcoming events we have going on this summer to take full advantage of the recreational events at Lake Carroll! Hoping you and your family had a very happy and safe 4th of July! AQUATIC COMPLEX Outdoor pool hours: open M-F 12:00-8:00pm for open swim, adult swim M-F 7:00am-10:30am. Sat and Sun adult swim 8:30am-10:30am, open swim 11am-8pm. Swimming Lessons have started and are going very well. The first session has come and gone, overall about 40 kids were taught.

Second session will be taking place by the time this article is published – June 27th- July 8th, but it’s not too late to sign up for the third session – July 18th- August 29th. See swim lesson photos elsewhere in this issue. Hosting a family reunion, birthday party, or other event and want to do something fun and different? The Lodge and/or Aquatic Complex makes a great place for a private rental, it will be a great time for all! Call the Aquatic Complex office at 815-493-8549 ext. 10 for more details. RECREATION NEW! GAME ROOM HOURS at the Lodge are 12-8pm daily (exceptions are posted due to private events). Paddles, pool sticks, and Wii remotes must be checked out at the Aquatic Complex and returned upon finishing. All children must be supervised by an adult while using the game room. Family Fun Nights have been taking place at the Lodge on Friday nights. July Family Fun Nights July 15th and 22nd, see ad for more details and future dates. Take advantage of these fun opportunities, summer goes by too fast to miss out! July 15th will be a special Family Fun night as the Carroll County Farm Bureau will be coming out with some extra special fun your family won’t want to miss! “Bringing the Farm to You!” Kick-Off to Summer Party took place on Saturday June 18th. Many enjoyed the “Just for Kicks” band that played on the Lodge deck and kids enjoyed a late night swim till 10pm. First session of Kidz Camp took place the week of June 20th- 24th. Our biggest Kidz Camp week ever took place with 76 kids participating in this fun-filled week. Be sure to check out the pictures in next month’s paper. It’s not too late to sign up for the August session! RECREATION FUTURE EVENTS - July 2nd Patriotic Bags and Volleyball Tournament - July 22- July 24th Fun in the Sun Weekend See page 1B for the weekend’s agenda! You won’t want to miss this fun-filled weekend, we have something for everyone! Fri 7/22: A Family Fun Night will kick off the weekend. Sat 7/23: A jam packed day of a Volleyball tournament, bags tournament, 5k walk/run, jumping inflatables, DJ by the poolside with late night swimming till 10pm! Sun 7/24: Finish the weekend with a free ice cream social, face painting, and crafts at the Lodge. The Lanark Fire Department will also be out during this time with fire education for kids with the smoke house and tours of fire truck. - August 13th Luau at the Beach. The Gulligans band will be playing from 6-10pm at the beach. 6-7pm will be a special duo set. You won’t want to miss hearing music from this great band!! June has come and gone in a flash, and it was a very busy month. We had great turnouts for all of our outings and tournaments held throughout the month, which included the PC Booster, Rolling Hills Outing, Campground outing, Father’s Day Scramble, LCA Big Cup, WCCI Golf Outing and Lake Carroll vs Lena at Wolf Hollow. Thanks to all who participated in these events. June also was the start of Junior Golf League and the Junior Camps and Clinics. Don’t worry if you missed the June sessions, we have 2 July Junior Golf Camps still open for signup. July will be an even busier month around the golf course starting off with the 4th of July weekend events, July 1st Nite Golf and July 4th Firecracker Scramble. With the course being so

busy, making tee times will be very important to everyone wanting to enjoy the course. I also have included a schedule of events in the paper, along with flyers for the upcoming events. It seems our league play has just started, and yet it’s now July! Our first Fun Night was held on June 1, with 37 ladies participating

in the scramble. Golfers from all divisions of our league, along with guests, took a roll of the dice to determine a blue, white, gold or red tee box. And the winning team consisted of Alex Moutrey, Anna Hennings, Teresa Lindsey and Jean Myers. Longest putt on Hole #1 went to Karen Carby, and longest putt

on Hole #9 went to Barb Anderson. Our President, Gail Mitchell, ran a short meeting taking care of

business and informing all of upcoming events. Wednesday, June 29, is the Red, White and Blue Scramble followed by the Ladies Invitational, “Golf Olympics” on Wednesday, July 13. It promises to be great fun, so plan on attending. Gail also expressed our thanks to the Clubhouse for a great meal, Jason and Mike for their help with the event, and the 9 Hole AM ladies for hosting the first Fun Night. Other dates to put on your calendar are: August 3, Charity Night; August 17, Big Break; and September 7, Final Fun Night. Mondays are always great fun as the Traveling Ladies head to other nearby courses. If you’re interested, please sign up at the bulletin board in the Clubhouse. Carrol AbelMarch 1, 1924 – May 21, 2016

Carrol Abel, a longtime resident of Lake Carroll, passed away peacefully on May 21, 2016. She was preceded in death by her husband, Fred Abel. She is survived by 6 children, 16 grandchildren, and 11 great grandchildren. Funeral services were private. A memorial service will be held at the Lanark United Methodist Church at 11:30 on June 11.

ATTENTION: On January 1st 2016 the State of Illinois implemented a new law stating any operator of a watercraft born on or after January 1, 1998 must have a valid Boating Safety Certificate issued by the Department of Natural Resource. In other words if you have turned 18 after January 1, 1998 you must have a valid Boating Safety Certificate to operate a watercraft in the State of Illinois or when your 12 year old child or grandchild turns 18 they will need the Boating Safety Certificate. This is a State law and will be enforced at Lake Carroll. More information and the ability to obtain your certificate visit dnr.illinios.gov / Boating Safety Education.

Our lot referral program has been in existence for more than a year now and that means those Members who referred a new property owner resulting in a lot sale and a year of dues assessment payments, have now received their $500. As of mid-February, LCA has paid the $500 reward to seven Members. You, too, could receive $500…read on to learn how! Over the past several years, Lake Carroll Association has unwillingly acquired dozens of Lots through our ongoing foreclosure policy or through past due amount settlements. The Association pays Real Estate taxes on these properties and needless to say, there are no Dues Assessments levied upon or collected for these Ownerless lots. One way of soliciting these properties at little or no cost is to enlist and incent our current Membership for referrals who ultimately purchase a Lake Carroll Owned lot. Currently, The Association owns fifty-seven (57) single lots and thirty-nine (39) double or triple lots. Nearly all of these lots are considered buildable and all of them are very reasonably priced. We are not looking for you to provide us with leads or phone numbers so that they may be marketed to. Instead we are simply making an offer to reward you with $500 if you have a friend or family member who purchases one of the lots currently owned by the LCA.HERE’S HOW THE PROGRAM WORKS: If you know someone who has expressed interest in becoming a Lake Carroll Member, please have them contact me at the Association Office. Attention All Watercraft Owners: Last year the State of Illinois implemented a new law regarding the display of safety flags for watercraft who are towing skiers, tubers, wake boarders, etc. Here is a reminder for this law: “The operator of any watercraft that is towing a person or persons shall display on the watercraft a bright or brilliant orange flag measuring not less than 12 inches per side. The flag shall be displayed at the highest point of the area surrounding the boat’s helm as to be visible from all directions, continuously, while the person or persons being towed depart the boat in preparation for towing purposes other than the activity described in this section is prohibited.” 625 ICSC 45/5-14.

Several years ago, Lake Carroll mandated the use of an orange skier down flag to be displayed only when a person being towed, went down. State laws supersede our Rules and Regulations and Lake Carroll watercraft will be required to display the flag at all times when towing a person. The recent State law is concerning in that it alerts other boaters that you may be towing a person but does not alert them when a person has fallen and is no longer being towed by the boat. The Lake Carroll Safety Committee discussed this matter at length at their March 14, 2015 meeting.

The Lake Carroll Skier Down Flag is MANDATORYin addition to the State law stated above.

Therefore, by State law, all watercraft towing a person or persons shall display a flag throughout the duration of the towing activity. Additionally, you are required to raise and wave a skier down flag when a person, or persons, being towed has fallen into the water. Doing so is the only way to differentiate between towing a person and having someone in the water who may be dangerously vulnerable to other boats in the area. An example of concern would be towing two people on one tube and having one person fall off. The State law requires one flag being displayed at all times, but offers no distinction or warning to other watercraft that another person is in the water and no longer attached to the moving boat. The Admin Office has both the orange flags which are compliant with the State law that can be attached to the windshield of your watercraft and the Skier Down Flags in stock and available for purchase at the LCA Office, as well as at the West Marina Concession once they are open for the season. We have been very fortunate that we have had no serious injuries involving a person in the water and moving watercraft. The reason we have been so fortunate is due to the cooperation of all Lake Carroll watercraft owners, the diligent use of the orange colored safety flags, and the practice of safe boating technics. The Lake Carroll Fishing Club enjoyed the monthly potluck dinner meeting on Wednesday, April 13th. Welcome back “Snowbirds!” One hundred and six members and guests were in attendance. Our meal included Ham, along with the Chicken, various sides, and desserts brought by the members. Thank you to Gary Gariff for providing the delicious ham; it really helped us out as with over one hundred attendees the chicken was running out. After the Pledge of Allegiance, Bill Comstock called the meeting to order. New members were introduced: Tony & Nancy Prosaic, Tom & Karen Zakasck, and Patrick & Lisa McQuilkin. Treasurer Mitch Feucht provided our monthly financial report which was accepted by the members. Mitch noted that the club has 150 members to date. Mitch also let us know we purchased 2 pairs of waders that will replace some aging ones. Extra wide I think for our buda waist lines. Bill Comstock gave special thanks to Stan Suchocki for all his work down at the Hatchery, keeping things tidy for us. Bill mentioned that we had our first Open House the 10th of April with over 100 visitors. All in all, a great success. The kids had fun checking out our “show and tell” fish in the tanks and listening to the tour guides explain our functions. Thank you all who helped out and provided the delicious treats. Thanks for the jelly beans Bruce. Fred Reddies gave us a less than exciting Hatchery report with about 200k eggs in the jars to date. We have had a less than average success this walleye spawning season with cold temps in the water and less fish in the nets than in previous years. Kind of weird really as we put nets out early since the ice was out early. Just haven’t gotten the numbers of fish, walleye or others, as we have previously. The second Fishing Club Hatchery Open House was on Sunday April 17th. The meeting was adjourned at 8:30pm. We had our 50-50 drawing with 3 winners: Helen Bremer - $65, JoAnn Gariff - $40, Joe Czurylo - $20 We hope you will join us at our monthly monthly potluck dinner meeting the second Wednesday of each month at 6:00pm, as well as the other events we sponsor during the year

Last month’s Poker Run was a fun time. We had a good turnout, the weather was perfect, the trail was in great shape, and the food and company at the end was awesome. Congratulations to those who came in with the winning hands.

For those who have never experienced the trail , the Trail Club is offering you the opportunity to take a ride on a portion of it at our next event. Our annual Free Trail Rides Day is on Saturday, July 16th between 10:00 am and 2:00 pm. Gathering point is the Tennis Courts by the Lodge. If you have never been on the trail or taken a ride on an ATV or side by side, plan on coming out and taking advantage of this opportunity. If you have a multi-seat machine and would like to volunteer some time offering rides, we would greatly appreciate it as well. We always have a great time and the excitement of first time riders as you take them through their first mud hole or splash through one of the creeks, reminds us all how lucky we are to have this awesome amenity! Hopefully the trail will be reopened after the heavy rains in min-June by the time you are reading this. The Club would like to thank the Lake Carroll Maintenance crew for an amazing job to quickly repair washed out areas and groom the trail as quickly as possible so that it can be reopened as soon as possible.
