Land Use Committee Purpose

Be watchful of impending developments identify concerns for BoD consideration (fact sheets, pros &

cons, recommended positions) be proactive and work with local government to shape future

policies on Land Use consistent with LACA goals Be Technical Advisor to the BoD on land use issues,

best practices, and emerging technology important to the preservation of the watershed

Respond to tasking from the BoD

In order toassure that the current and future land use in the Lake

Anna watershed supports the preservation of Lake Anna and it's watershed as a safe, clean, and beautiful resource

through education, advocacy, and community involvement



LACA Land Use VisionAs Approved by LACA BoD on 2 Feb 06

Implement and enforce village center concepts to channel economic and commercial development to pre-planned sites along transportation corridors

Encourage provisions to deny development until infrastructure to support the development (roads, water, sewer, utilities, rescue, fire protection, etc) has been addressed

Encourage more cluster development in future subdivisions to reserve and protect green space without growing overall net density,

Restrict building in flood plains and adjacent margins to better control run-off, erosion, and pollution

Achieve better discipline over subdivision mass drainfields, sewage treatment plants, and water works with operations and maintenance vested with the country

Establish shoreline development standards similar to Louisa that protect the water quality, advance safety, and avoid waterfront clutter on all Lake Anna shoreline

Improve roadway margins for passability to allow emergency vehicles to operate safely

ABOUT ALCOHOL AND BOATING REGULATIONS IN VIRGINIALouisa County Approved Placard

UNLAWFUL ACTS – BOATING GENERAL Reckless operation of boat, water skis or aquaplane Operating or giving permission to operate an unregistered motorboat Operating or giving permission to operate a boat with an expired Certificate of

Registration Operating a motorboat with unauthorized number or improperly displayed

Registration Number Failing to produce the Certificate of Number when required Operating an out of state motorboat more than 90 days in Virginia without

transferring registration Failing to report a change of address of a registered motorboat owner with 15 days Failure to report loss or abandonment of a registered boat within 15 days Failure to exhibit lights as required by law between sunset and sunrise An involved vessel operator failing to give name and address at the scene of an

accident or failing to file an accident report within 10 days A vessel operator failing to stop and render assistance to boaters in distress Towing a water skier not wearing a USCG approved life preserver without an

ABOUT ALCOHOL AND BOATING REGULATIONS IN VIRGINIALouisa County Approved Placard

UNLAWFUL ACTS - PWC Any person under 16 years of age operating a Personal Watercraft (PWC), or the custodian of the PWC to

knowingly authorize use (except any person age 14 or 15 may operate a PWC if they have successfully completed an approved boating education safety course and carry proof of successful completion of such course, and show this proof upon request by a law enforcement officer

Operating a PWC without the operator, each rider, and anyone being towed by a PWC is wearing a Type I, II, III, or V USCG approved personal flotation, device. Inflatables are prohibited.

If the PWC is equipped with a lanyard-type engine cut-off switch, the lanyard must be attached to the person, clothing, or personal flotation device

Operating a PWC after sunset or before sunrise Operating a PWC while carrying passengers in excess of the number for which the craft was designed Reckless operation of a PWC in a manner to endanger the life, limb, or property of any person -- including

(1) weaving through other vessels which are underway, stopped, moored or anchored while exceeding a reasonable speed: (2) following another vessel or skier, crossing the path of another vessel or skier, crossing the path of another vessel more closely than is reasonable and prudent; (3) crossing between the towing vessel and a skier; or (4) steering toward an object or person and turning sharply in close proximity to such object or person in order to spray or attempt to spray an object or person with the wash or jet spray of the PWC

Failure to maintain “no wake” speed whenever within 50 feet of docks, piers, boathouses, boat ramps, people in the water and vessels other than PWCs. PWCs may tow a skier with a rope less than 50 feet. No wake speed is defined as “The slowest possible speed required to maintain steerage and headway”

SAFE BOATING, ALCOHOL AND DRUGS It is a CRIMINAL OFFENSE for persons 21 and older to operate watercraft with blood alcohol

concentrations of 0.08 percent or more It is a CRIMINAL OFFENSE for persons younger than 21 to operate a watercraft with any measurable

alcohol level Persons age 18-20 arrested buying, possessing, or drinking alcohol can be fined up to $2,500, loose their

privileged to operate a watercraft or other vehicle for 1 year, and be sent to jail VA Implied Consent Law – you must submit to a breath and/or blood test to determine the amount of

alcohol and/or drugs in your blood. Unreasonable refusal constitutes grounds for the revocation of privilege to operate a watercraft on the waters of the Commonwealth
