Thank you for coming to this exhibition of our ideas for the new Laindon Centre masterplan. The proposals shown today have been shaped by information gathered from earlier presentations and canvassing questionnaires. Swan is proposing a mixed-use scheme to provide a new food store, flats and family homes, together with the re-provision and enhancements to existing uses such as business, health and community uses. The regeneration of the centre will lead to a successful integration of the facilities to improve the vitality of the town centre, making it an attractive destination where people will want to live, visit and work. How we have set out the presentation today: THE TEAM Pollard Thomas Edwards is an architectural practice of about 150 professional and support staff, specialising in creating new neighbourhoods and revitalising old ones. We have extensive experience of designing homes, schools and nurseries, health and community centres, shops and workplaces to make our cities, towns and villages into thriving and sustainable places to recreate, exercise and enjoy civil life. swan C.F. Møller is one of Scandinavia’s oldest and largest architectural design practice. The Nordic approach to urban planning and design is characterised by simple, creative and functional solutions to everyday living. Public realm plays a key role, and architecture is harmoniously integrated with its surroundings and buildings are designed with practical sustainability and today’s modern lifestyle in mind. Swan Housing Association was formed in 1994 and operates across East London and Essex, where it owns and manages over 11,000 homes. Swan has a long history of bringing about regeneration in Basildon and is currently working with its regeneration partners including Basildon Borough Council and the Homes and Communities Agency on a number of key projects in the Basildon area. Swan owns around 1500 homes around the Laindon Centre and is committed to bringing about this long awaited regeneration. Newington are community consultation specialists and are responsible for the consultation programme and resident engagement for this scheme. We believe that the proposal will strengthen laindon and provide a much needed sense of a centre to laindon.

the laindon shopping centre needs something vibrant and modern.

The design of the proposed buildings endeavours to strike the balance between being modern and respecting the wider context. The development employs a rich roofscape and material palette to give a distinct character and identity.

echelon parking along the high street, with cars reversing into the road, could be problematic.

The addition of on-street parking is essential to creating a successful high street. The proposed new carriageway width will allow for cars reversing back onto the road with enough space to allow a flow of cars to be maintained. This, along with an overall reduction of speed, will allow for reversal onto the High Road.

reducing the current dual carriageway to one lane could cause congestion.

capacity studies of the proposed design indicate that the new road is well within capacity. Further detailed design work is being carried out and the final proposal will be subject to approval from essex Highways.

adequate crossing points need to be provided.

The new laindon high street design will include a crossing point at the southern roundabout, one centrally placed to allow access to the north-bound bus stop and one at the northern end providing access to the new NHS Health centre.

it's important to provide a range of shops.

Whilst the retail will have to be flexible enough to meet market demand, it is Swan's overriding objective to create a vibrant high street including a range of shops.

the provision of parking spaces needs to be adequate and controlled.

The provision of retail car parking spaces will include the large parking area south of the new food store. Details of control measures will have to be agreed with essex Highways but will include considerations of how commuter parking is best avoided.

the War memorial needs to be suitably placed.

The War memorial will retain its current location and a memorial garden is to be created using the new landscaped stairs as potential seating area for memorial events.

the relationship between the food store and the high road is important.

The current proposal has enhanced the relationship between the new food store and the High Road by aligning the entrance of the food store with the direction of the High Road and making car parking area more accessible.

access to nhs visitor parking spaces is important.

The new location of the NHS Health centre will improve access to visitor parking on the High Road and will also benefit from the new location of car parking opposite at the new food store.

deliverability of the scheme. Swan is a key stakeholder in the laindon area with significant interest locally. Swan’s team is working hard with local partners to secure all necessary approvals needed to realise the vision and to deliver the scheme.
