10 | BIENVENUE À LAFAYETTE

Bienvenue à Lafayette (Welcome to Lafayette) – the heart of Cajun Country. We are the center of Acadiana, the name given to the traditional 22-parish Cajun homeland; officially recognized by the Louisiana state legislature for its unique Acadian and Creole heritage. Greater Lafayette is the Hub City of the region for retail, business, entertainment, banking, technology, energy and health care.

We are proud of our “wildcatter” spirit that has made South Louisiana famous worldwide. Lafayette brags about “Innovation with an Accent,” where fiber is discussed as a technology, as well as a basic food ingredient. With the unique flavor of our delicious Cajun cuisine, distinctive musical sounds, a thriving arts community, and fun-loving festivals, Lafayette has proven to be a place many generations have called home.

12 | BIENVENUE À LAFAYETTE

Lafayette is located between New Orleans and Houston, and many people, after briefly stopping on the way to another destination, end up staying. Once you have attended one of our annual festivals, been invited to a family dinner or conducted a business deal with a cutting-edge company over a seafood platter, it’s hard not to want to call Lafayette home. The appeal of our Cajun Culture is an accent on the work and play that is founded in our French and Spanish history and heritage.

In this directory and community profile, you will find everything you need to know about living, doing business and experiencing the unique culture of Lafayette. From basic facts about taxes, population, and government, to articles on dining, oil and gas, to the communities that make up Acadiana, we will get you started on life in Lafayette. We have all of the amenities of a big city and the charm of a small town. One Acadiana, formerly the Greater Lafayette Chamber of Commerce, has an abundance of information and resources to help make your time in our community one you will not forget.

We hope your stay in Lafayette will be a long one.

APPRENEZ CE QU’EST UNE ACADIANA • MESSAGE DU DIRECTEUR GÉNÉRAL ET DU PRÉSIDENT | 13

One Acadiana, formerly the Greater Lafayette Chamber of Commerce, is the leading force in the improvement of the business environment, the economic health, development, and prosperity of the region.

One Acadiana is the premier economic development organization for the nine-parish Acadiana region located in south Louisiana. With over 1,200 investors, members, and partners, One Acadiana serves as the voice of the regional business community. The organization is located in the city of Lafayette and serves a region of roughly 700,000 people with a vibrant culture and unique entrepreneurial spirit.

We are extraordinarily excited to share that we recently achieved our fundraising goal in The Campaign for One Acadiana. This accomplishment means we now have the funding and leadership in place to begin implementing our bold, new regional initiative for the businesses and families of Acadiana.

This initiative will deliver a new, highly professional, nationally competitive economic development program for the region, which will help manage Acadiana’s current and long-term growth, retain and grow current business, and diversify the economic base by attracting new emerging growth industries and professional talent.

Our 2015 Board of Directors represents a diverse group of businesses of all sizes, across every parish and every major industry sector in Acadiana. As their fi rst order of business, they adopted a 2015 Business Plan focused on the priorities of our members and investors. In addition, they voted unanimously to adopt the new name “One Acadiana” as we embark on this regional transformation.

The Board of Directors will be supported by the guidance and vision of our CEO Advisory Council, comprised of the biggest investors in One Acadiana.

Everyone who is a current member of the Chamber is automatically a part of this new regional organization. We are not creating a separate organization. We are transforming into a regional organization. We will continue to represent our general membership and are excited to provide new regional engagement opportunities.

In addition to leading new regional activities, One Acadiana will continue to provide leadership and coordination for local business issues in Lafayette Parish. Local chambers in other Acadiana municipalities and parishes will continue to provide leadership over business issues in their areas, and One Acadiana will work together with them to help inform the planning and implementation of the new regional initiative.

We are humbled and thrilled by the tremendous support of our members, investors, and partners across the nine-parish area. We look forward to working with you to build a vibrant and prosperous future.

Sincerely,

Lafayette is located along Interstate 10, between New Orleans and Houston, Texas. It is 35 miles north of the Gulf of Mexico, known for its abundance of seafood and recreational opportunities, and 15 miles west of the Atchafalaya Basin, America’s largest river swamp.

Lafayette is the government seat for Lafayette Parish, which is located in the hub of the nine-parish region in the heart of Acadiana which includes Acadia, Evangeline, Iberia, Jeff Davis, Lafayette, St. Landry, St. Martin, St. Mary, and Vermilion Parishes.

A large number of the 230,000 Lafayette Parish residents are called Acadians or “Cajuns.” The name comes from the Acadian settlers who were forced to leave Canada in 1755 and migrated to this region in search of a new home. The Cajuns are famous for their style of cooking, which includes well-seasoned dishes like gumbo, crawfish etouffée, and jambalaya.

Downtown Lafayette initiated a revitalization effort in the 1990s and today is once again the cultural center of the city. The continuing proliferation of restaurants, galleries, shops, museums, bars, and weekly live music events is evident in the vibrant core of greater Lafayette.

Today, about 45 percent of the people in Acadiana still speak French as a second language, although the “Cajun French” dialect has words unique to the area, like “cher,” “canaille,” “boucherie,” and “ca c’est bon.”

Though the area is predominantly Catholic, every major religion is represented in Lafayette, including Protestant, Jewish, and Islamic religions.

Lafayette received its name in 1884 to commemorate the Marquis de La Fayette who fought in the American Revolution. It was originally named Vermilionville in 1821 by its founder, French speaking Jean Mouton.

The 250th anniversary of the birth of the Marquis de La Fayette was celebrated community-wide in 2007.

Two nationally recognized telecommunication providers have established Lafayette as one of the most connected cities in the nation. LUS Fiber, a division of the municipally owned Lafayette Utilities System, and Cox Communications offer TV, Internet, and phone services to homes and businesses in the city. The cumulative networks’ expanded bandwidth plays a key role in Lafayette’s economic development and has garnered regional, state, and national interest. Cox is an established presence with its significant national support base and LUS Fiber is the first Louisiana municipal broadband system to offer communication services over a 100 percent fiber optic network.

With an estimated population exceeding a quarter of a million residents, the centrally-located Parish (county) of Lafayette serves as an economic center for south central Louisiana. The region’s legendary “joie de vivre” and our unique Cajun and Creole cultures are known around the globe, creating an enviable environment in which to live, work, and play.

Lafayette is also home to a world-class workforce, an integrated transportation network, a diversified business base, preeminent high-tech infrastructure, and a metropolitan appeal. This combination of culture and commerce is a powerful magnet for diverse growth in Acadiana.

The city is the center of a region that is both multi-cultural and multi-industrial. “From oil and gas extraction to crawfish farming, we’ve created unique industries while developing technologies that are now the global standard,” states Gregg Gothreaux, President and CEO of the Lafayette Economic Development Authority (LEDA).

Today, Lafayette has diversified by positioning itself as a medical, transportation, entertainment, education, and retail hub. The business base of the parish includes energy services, manufacturing, health care, transportation and distribution, education, information technology, finance, tourism, and other service-related industries. The resilience of Lafayette’s economy is attributed to its entrepreneurial spirit and productive workforce that demonstrates a strong work ethic influenced by southern values. With this foundation, Lafayette Parish is able to nurture an economy that has a low unemployment rate which, in turn, supports a growing population, and fosters a strong real estate and retail market.

Lafayette’s claim to being the “Hub City” of South Central Louisiana is founded on its geographic location as well as what it has to offer the region. Historically, Lafayette has been a retail hub. In the 1950s, the energy industry established headquarters in the Heymann Oil Center, and Lafayette became the administrative base for on-shore and off-shore exploration and production of oil and gas.

The economy, bolstered by the continued presence of the energy sector, has diversified to include information technology, manufacturing, finance, construction, retail trade, transportation, distribution, medical, and health care. From major corporations to small businesses, Lafayette and Acadiana have great representation in all areas of commerce. Acadiana’s top 10 businesses bring in almost $1 billion annually. With the oil and gas service industry still a major player, the “wildcatter” attitude pervades our business culture. Acadiana is known for its entrepreneurial, can do spirit and new businesses are popping up and succeeding every day.

BUSINESS RESOURCES Lafayette Economic Development Authority, created by the Louisiana Legislature, exists to facilitate economic growth in Lafayette Parish. LEDA, guided by its board of 12 commissioners, offers a full-time staff to provide answers, information, and assistance to businesses. LEDA’s mission is to help local companies grow, in addition to market development, and workforce development. The organization also works to recruit companies to the area and assists in the development of new companies in order to diversify the economy within Lafayette Parish. Also on hand to assist businesses in Lafayette is the Louisiana Small Business Development Center located at LITE. The LSBDC provides counseling, seminars and resource information to small businesses.

With a long history rich in technology innovation, from the first GPS satellite to revolutionary advances in drilling and beyond, Lafayette has positioned itself to become a leader in the 21st century world economy.

Lafayette boasts one of the most robust broadband infrastructures in the country, a unique mix of public and private providers, delivering more bandwidth for less money along with greater competition than can be found in major metropolitan areas like D.C. or San Francisco.

Lafayette is set to pioneer the next iteration of the Internet, and its future is brighter than ever.

Community partners, both public and private, have initiated efforts to help Lafayette realize its full potential as the Hub City for fiber-powered innovation.

“Wireless technology was pioneered right here, as a way for oil and gas companies to communicate with their production rigs in the Gulf of Mexico. Lafayette’s entrepreneurs drive our economy, and as we move into a technology-driven economy, our local technology leaders and the Louisiana Immersive Technologies Enterprise stand to continue our growth far into the future. This ability to embrace and apply technology became clearly evident in 2005, when Lafayette voters approved the financing needed to extend fiber connectivity to every home and business within the city.” LEDA, lafayette.org.

LOUISIANA IMMERSIVE TECHNOLOGIES ENTERPRISE Louisiana Immersive Technologies Enterprise (LITE) is the world’s first and only facility created as a public - private partnership that focuses on advanced data visualizations, serious gaming, and the growth of technology. LITE was created as a quasi-governmental organization, governed by a board of commissioners, to strengthen Louisiana’s economy by developing leading edge technological solutions for the oil and gas, health care, and education industries. LITE also works directly with LEDA’s Opportunity Machine to partner with local small businesses to provide them with next-step options to help grow their business and provide new services, jobs, and products that can boost Lafayette’s business power and market viability.

As an entity created by progressive leaders from our own community, LITE has continued to use its expertise in software engineering, animation, and video-game based training simulations to provide research supported alternative training solutions to ensure that our most valuable commodity, our men and women, can continue to work safely and effectively in their chosen industry. LITE enhances training programs by creating Immersive Virtual Learning Environments that recreate the sights sounds and danger of real-life situations. Not only are they an asset to the business community, but LITE has made an

indelible impact in education by offering free workshops, open houses, job shadowing, and internships to students in the local community that focus specifically on STEM (Science, Technology, Engineering. Mathematics) career options and its importance to our economic vitality.

LITE made national headlines in 2014 by introducing the virtual reality training world to Frank’s International, an industry leader and Lafayette based company offering tubular and oil & gas services. In order to improve safety training, LITE developed a software program that creates a virtual environment including situations that could happen on oil rigs.

Several other master-planned communities, some complete with golf courses, like Le Triomphe Golf and Country Club, give residents plenty of options.

Lafayette also offers many options for apartment living; approximately 50 complexes, made up of studio units and one-, two-, three-, and four-bedroom units in all price ranges. Whether you enjoy fast-paced urban living or a quieter country setting, there is a neighborhood for you.

Relocating is a big step. In addition to finding a home, you need to make sure the community you are considering really suits your needs. With over 100 subdivisions within the City of Lafayette, Lafayette is quickly growing with additional dining, cultural and recreation opportunities, and retail space.

LAFAYETTE’S NEIGHBORHOODS Source: coldwellbankerpelican.com

Upper Lafayette Rolling hills, green fields, and country stores characterize the area known as “Upper Lafayette.” Located at the crossroads of Interstates 49 and 10, this area has convenient access to the gateway to the parish.

Many new residential developments have sprung up over the last several years in and around the town of Carencro and along scenic Highway 182. Louisiana Avenue’s lifestyle center offers several options for shopping, with national retailers, and local offerings. Beautiful homes on sprawling lots and “mini farms” can also be found in this area, which hints at its equestrian heritage at the former Evangeline Downs racetrack.

Where the West Begins Accommodating an array of small

neighborhoods, this agricultural section of the parish features wooded areas and authentic homes along the bayou. West Lafayette is also experiencing a great deal of commercial growth, with several

forthcoming subdivisions, while still offering plenty of opportunities for

future development.

Central The Heart of Cajun Country is Central Lafayette Parish. The historic downtown area, along with scores of historic buildings, highlight this area. It’s also home to the CAJUNDOME Convention Center, Oil Center, One Acadiana, and Heymann Performing Arts Center.

The University of Louisiana at Lafayette, the second-largest university in the state, gives this area a bustling college feel. Positioned around the Vermilion River, older neighborhoods add charm and architectural style to Lafayette. Central Lafayette also offers a broad range of commercial development, from trendy restaurants to boutique shopping, bars, cafés, and businesses. If you’re looking for the heart of Lafayette’s city center, this is your neighborhood.

South – Heartbeat of Lafayette Parish Experiencing huge growth both residentially and commercially, South Lafayette Parish is rapidly becoming the place for newcomers. Anchoring South Lafayette Parish are the communities of Youngsville and Broussard. Offering small-town community environments with a rural feel, both towns are just moments away from superb restaurants, shopping and entertainment.

The traditional neighborhood development, Sugar Mill Pond, features homes situated around a town center in Youngsville, while Broussard is known for its historic cottages and hometown restaurants. This area grants you the opportunity to embrace country-style living, while still being conveniently located to work and play.

TRADITIONAL NEIGHBORHOOD DEVELOPMENTS Traditional Neighborhood Developments (TNDs) incorporate a variety of land uses and house types in a defined area. Its development process combines early 20th century planning principals with the socially responsible policies of the 21st century. This comprehensive planning system creates communities that accommodate educational facilities, civic buildings, and commercial establishments, all located within walking distance of residential homes.

A TND hallmark is that they are planned to be pedestrian friendly, rather than vehicle centric. A unique network of paths, streets, and lanes provides residents the option of walking, biking, or driving to real destinations within their neighborhood. This same transportation network functions to calm and disperse traffic in a responsible and efficient manner.

Examples of TNDs:

Energy continues to be a driving force in the world economy. Not only does it fuel our cars, our factories and our homes, but energy has become one of the major factors making up the political landscape of our country.

Lafayette has made a consistent effort to diversify its economy in the past decades and has had incredible success in doing so. However, the heart and soul of the city remains oil and gas exploration and production.

Lafayette is also home to many energy industry events, the largest of which is the Louisiana Gulf Coast Oil Exposition (LAGCOE). LAGCOE is one of the world’s pioneer oil and gas expositions and has been fueling global energy solutions for 60 years, since 1955. One of the largest oil and gas industry expositions in the United States, LAGCOE is held biennially in the very heart of America’s energy corridor: Lafayette.

Innovative engineering and entrepreneurial spirit throughout Acadiana produces efficient and effective solutions for the industry’s ever changing needs. The hard working professionals in Acadiana have real hands-on industry experience which increases industry productivity throughout the world. Just as the energy industry is constantly advancing to meet new demands and

challenges, LAGCOE exhibits and technical sessions are designed to support bold, innovative approaches in the quest for energy. Executives from all over the world travel to LAGCOE to network at the CAJUNDOME Convention Center with more than 400 companies showcasing their products and services.

In 2013, LAGCOE welcomed 416 exhibiting companies from around the world and more than 17,000 attendees from 43 countries and 47 states. Energy industry employees are invited to attend LAGCOE 2015 October 27-29, 2015, for access to state-of-the-art equipment, service, and technologies as well as technical presentations from worldwide leaders in the onshore and offshore oil and gas exploration and production industry. With a waiting list for exhibit space, LAGCOE continues to be a highly sought after event for industry professionals.

Louisiana is the Energy State. Fifty percent of all of the gasoline and diesel that powers our country flows through and from Louisiana. Lafayette is the heartbeat of Louisiana’s energy economy. Not only are we home to great exploration and production companies, we

supply the landmen, the tool-pushers, the survey equipment, the geologists, the legal minds,

etc. If it has to do with serving the energy industry in the state of Louisiana, you can

bet Lafayette is involved.

Lafayette has a bright future as the heart of the energy industry. Even as the push for renewables and solar energy grow stronger, America still depends on oil and gas to fuel its

economy.

Food, language, and music are not the only unique qualities of this area. The French influence in this part of the country provides us with our own unique body of civil law, the Napoleonic code. Louisiana is the only state in the Union to have a civil code of laws with an origin dating back to the French Civil Code of the Napoleonic era.

The large professional service industry in Lafayette is heavily populated with attorneys and legal professionals who practice all aspects of law, including many professionals in the oil and gas industry who hold law degrees but do not practice traditionally. According to the enrollment figures of the Lafayette Parish Bar Association, Lafayette has over 1,100 attorneys in all aspects of practice in this area.

The Lafayette Bar Association (LBA) was officially created in 1972 as a professional association for the legal community. The association is dedicated to providing high-quality programs and acts as an important resource to its more than 900 members. The association is funded through membership dues and professional services, such as CLEs and publications.

The association is a professional membership organization whose mission is to serve the profession, its members and the community by promoting justice, professional excellence, respect for the rule of law and fellowship amongst attorneys and the court.

The Lafayette Young Lawyers Association (LYLA), a section of the LBA, is composed of attorney members who are either under 40 or who have been practicing law for five years or fewer. As One Acadiana represents the business

community, the Lafayette Parish Bar Association is the voice

for the legal community. It acts as a one-stop shop for attorney networking, CLE, and professionalism.

Muchhas changed since then. For starters, we’re now one of the largest law firms in the U.S., with approximately 390 attorneys in 20 offices across thecountry. We also serve a broad range of industries, from energy and healthcare to banking and maritime.

While we’ve certainly changed over the years, what hasn’t changed is our steadfast commitment to communities like Lafayette – and helping ourclients meet their legal challenges, whether they are large corporations in highly regulated industries or small businesses just starting. Perhapsthat’s why The BTI Consulting Group, which conducts hundreds of in-house counsel interviews to identify the top client service firms in thenation, named Jones Walker to its 2014 Client Service A-Team.

Vermilionville 300 Fisher Rd. (337) 233-4077, (866) 99-BAYOU vermilionville.org

Vermilionville is a Cajun and Creole Heritage and Folklife Park located along the banks of the Bayou Vermilion in Lafayette. The historic village is made up of 20 structures, seven of which are original homes of the area that have been moved to our site. In addition to the homes, Vermilionville’s village includes a Native American hut, a blacksmith shop, a schoolhouse, a chapel, and more.

The village’s structures, the artifacts found inside and even the plants on the grounds are meant to represent life for the early Acadian and Creole settlers in Louisiana between the years of 1765 and 1890. Costumed historical interpreters demonstrate traditional crafts, cooking, gardening, and music throughout the village. Schedule a boat tour down the Bayou Vermilion to see Lafayette from a whole new vantage point (weather and water conditions permitting).

Vermilionville also has an eight-room, interactive watershed exhibit, showcasing how humans affect waterways and what the water means to mankind, focusing specifically on the Bayou Vermilion. The on-site gift shop is filled with this area’s locally crafted items, Cajun and Creole music, movies, books, and art, plus beautiful fleur-de-lis items. Yearly memberships are available. Vermilionville is open Tuesday through Sunday, 10 a.m. to 4 p.m. The village is closed on Mondays and major holidays.

Giving back to the community is an act of kindness with no instant guarantees, but a giving spirit always rewards a return in some form or other. While Lafayette is large enough to provide all the cultural, recreational, and economic opportunities that any resident or visitor can want, it is still a city with a small-town heart. The compassion and leadership in Lafayette is evident in its many service organizations. One of the best assets of Lafayette is its residents’ ability to volunteer and help out one another.

One taste of Cajun cooking is all you need to understand what all the rest of the country is talking about. The Acadians started with gumbo and etouffeé, staples that have evolved today into dishes

that are considered fine dining and are copied around the world. Our local chefs have a knack for taking simple ingredients and turning them into spectacular dishes.

Lafayette has the Cajun and Creole flavors you crave, along with the freshest in Louisiana seafood. There is always a little something unexpected – from white tablecloth to white paper napkin, and all of the local cuisine is incredible.

There are plenty of authentic Cajun restaurants that serve up not only good cooking but the whole experience with music and atmosphere. However, the area’s restaurant offerings are not limited to Cajun food. Lafayette’s diversified restaurant arena include Asian, Greek, Indian, Italian, Japanese, Lebanese, Mexican, Thai, and many other styles of cooking.

The city also now boasts several ethnic markets, with prepared food items and ingredients for ethnic meals at home. Local farm-based produce and products are showcased weekly at the Hub-City Farmers Market in the Oil Center, as well as the Lafayette Farmers’ and Artisans’ Market, which is held in the historic Horse Farm and coordinated through the City-Parish President’s Office.

78 | CÉLÉBREZ LES FESTIVALS ET ÉVÉNEMENTS

Music and food are an integral part of the Cajun way of life. This is evidenced by the many festivals held in the region with entertainment provided by Cajun and Zydeco music and irresistible food.

FESTIVALS Although there is a festival somewhere every weekend in Acadiana, Lafayette’s two main festivals represent both the Cajun and Creole culture and its international influences. And, of course, each festival has a food component, so you will not go hungry while dancing the day and night away.

Festivals Acadiens et Créoles Started in 1972 as an effort to keep Cajun and Creole culture alive, Festivals Acadiens et Créoles has grown into a free three-day festival in October attracting people of many different nationalities from all over the world. Festivals Acadiens et Créoles features some of the finest Cajun, Creole, and Zydeco musicians around Acadiana.

The festival is held in Girard Park and also offers authentic Cajun and Creole cooking, rich cultural heritage and art

components, with the Bayou Food Festival, Louisiana Craft Fair, and Louisiana Fold Roots held in conjunction with the music. Visit festivalsacadiens.com for more information.

Festival International de Louisiane Festival International de Louisiane is a community-based, nonprofit arts organization that produces an annual, free five-day visual and performing arts festival in Downtown Lafayette.

Festival International celebrates the French cultural heritage of southern Louisiana, which consists of a combination of French, African, Caribbean, and Hispanic influences.

The festival places special emphasis on highlighting the connections between Acadiana and the Francophone world. Each year, performing visual and culinary artists from Europe, Africa, Canada, the Caribbean, and the Americas are invited to share their talents with Louisiana artists, residents, and visitors.

Since its inception, Festival International de Louisiane has become internationally recognized as a premier presenter of some of the most unique world musicians and performances in the U.S. Popular Louisiana artists such as Aaron Neville, Dr. John, Irma Thomas, Allan Toussaint, Zachary Richard, Sonny Landreth, Beausoleil, Buckwheat Zydeco, Boozoo Chavis, Amedee “Bois Sec” Ardoin, D.L. Menard, Terrance Simien, Gary Clark Jr., C.J. Chenier, Geno Delafose, Marc Broussard, Marcia Ball, Clarence “Gatemouth” Brown, Canray Fontenot, and Buddy Guy have all performed on the Festival stages. For more information, call the festival office at (337) 232-8086 or visit festivalinternational.com.

Mardi Gras A Louisiana tradition, Lafayette has its own style of Mardi Gras, which is the second-largest in the state. The Mardi Gras season features parades, balls, masking, and more, most in a family friendly atmosphere. Krewes begin gearing up for the season months in advance, as do the Southwest Louisiana Mardi Gras, Lafayette, and independent Mardi Gras associations. The festivities kick off each year with the Friday night parade and Le Festival de Mardi Gras a Lafayette at Cajun Field and continue through Fat Tuesday. Surrounding towns all have their

own version of Mardi Gras as well, from the courirs (runs) in the countryside to Eunice’s La Grande Boucherie. For more information on Lafayette Mardi Gras, visit lafayettetravel.com.
