Overview/ Status of Unorganised Labours in India: With the huge geographical spread and magnitude of populations, India has a very huge working population of 406 million (based on NSSO Survey 1999 2000). Almost 92% of this workforce is in unorganized sector. There are numerous occupational groups pursuing economic activities from generation to generation without formal schooling and are spread across the country with diffused employer-employee relationship. The occupation wise distribution of employment indicates that 62% of the workers are engaged in agriculture, 11% in industry, and 27% in the service sector. A characterized feature of the employment situation in this country is that the percentage of workers employed on regular salaried employment is just 16%. The bulk of the workforce is either self-employed (53%) or employed in casual wage employment (31%). 2. Socio-Economic Status of Andhra Pradesh: Andhra Pradesh is the Indias fifth largest state in terms of geographical areas and population. It has 23 districts and a population of 75.7 million, which is 7.37% to national population of India according to the census of 2001. The decadal growth rate (1991-2001) of population in state has sharply come down to 13.86% from 24.2%, which is quite lower than the national average of 21.34% (2001). The state being the important agriculture and industrial state of India, the work participation rate is 45.05%, which is higher than 38.03% of all India. The female workers participation rate is 37.7% (2001). The percentage share in the organised sector employment is estimated to be merely 6.6% (Mar 1991) and large chunk of 93.4% workers are employed in the unorganised sector in the State.

3. Project Proposal: The Concepta. Project Overview: The primary reason for implementing this project is to ensure that workers of unorganized sector are able to find stable employment. Vijayawada city the third largest in Andhra Pradesh is one of the fast growing cities in India with its current population touching more than 2.5 million. Its prominence as major trading business centre has earned the title Business Capital of Andhra Pradesh. The city is situated along the Chennai-Howrah and Chennai Delhi Railway route. This is the largest railway junction is South India. It is the busiest railway Junction in India and is the second biggest in Asia. It is the only station having five entrance gates with booking counters. Vijayawada, also called Vidyala Wada place of education, occupies a large number of educational Institutions. A foreign Ambassador has named the City as The Educational Sahara. The fact that the city has been well connected by road and rail makes it the main hub of commercial activities. b. Vijayawada is a municipal Corporation and is divided into 59 political wards. An elected body headed by the Mayor performs the Administration of the Corporation. The rates of growth of population experienced by Vijayawada Urban Agglomeration during 1991 and 2001 will continue in future though at a lesser rate. The projections indicate that the agglomeration would house a population of 14.5 lakhs in 2011 and 19.9 lakhs in 2021 including the population of the city. One of the important and predominant reasons for this high growth is the growing ratio of migrating population from the nearby villages. Vijayawada is famous for automobile bodybuilding, garment, iron and hardware small-scale industries. Small-scale automotive industries 'Jawahar Autonagar', was the largest automobile township in Asia for some time. It is also one of reasons for the high scale of migration from villages to Vijayawada. This migration has resulted in lots of slums settlement in and around the city. This project will be reach out to the skilled labours especially construction workers and daily wage labourers found in the slums.c. NCT LabourWeb: NCT aims at making and maintaining LabourWeb a professionally managed social enterprise which will aim at improving the earning capacity of the skilled and semi-skilled workers in the unorganized sector who constitute more than 90% in Vijayawada. It is an innovative enterprise for improving the lives labourers and customers. d. This project aims at improving the living conditions of the unorganized sectors in Vijayawada city by providing them with opportunities to work regularly and continuously. NCT aims at engaging them in an institutional framework that encourages greater accountability. NCT remains a facilitating organization and thus provides a platform for workers and the customers to choose and interact with each other in a professional and transparent manner. e. Methodology:

NewBeginninsg will collect the address and professional details of each workers of unorganized labours such as Painter, Mason, Carpenter, Electrician, Drivers, Plumber, Cook, House Maid, Cleaner, Gardener, sales person, etc. Kindly see the annexure for the complete list of workers.

The new initiative will be widely published in TV & Print Media for a few days on alternative days. This gives awareness on the LabourWeb among the working group and also customers.

The City will be divided into three zones and will be monitored by one staff each. Thus, the project will have three staff on the field.

All the collected details of the workers will be maintained with the Centralised Coordinating Centre (CCC). The CCC will have three data entry staff who collect the data from the workers, and also who attend the phone calls from the clients and the same has been entered into the call register. This entry will be further passed on to the zone Team Leader. It coordinates the entire process from registration to completion of works. The Project has a Project Director who monitors the day-to-day calls received and the information received and passed on and the response to the call. He visits the clients after the works done and gets feedback from the clients. The PD is the responsible person for the successful functioning of the project, his team and he are responsible to the Management Team of the Organisation The Centralised Coordinating Centre (CCC) will monitor and assign works to the registered members based on experience and proximity to the work site. The CCC will take the calls from the customer and gives details of the registered workers living within the area of the customer. The Coordinator makes primary visit to the place of the customer and learns about the work and the need to be done. After analyzing the nature of the work, he informs the customer about the cost of the work. If it is agreed, the work is done and the payment is made to the Coordinator on behalf of NCT-LabourWeb. LabourWeb will design a specialized database programme which will contain all the details related to each registered member, details of number of works assigned on a daily base, wage paid, insurance details, savings, remarks etc. Every completed work has been monitored and assessed the professionalism of executing. In case of any complaints on the work or if it is not done properly and a redoing becomes a must, NCT will do the work free of cost in the second time. Such incident will be taken very seriously since it affects the credibility, efficiency and professionalism of the Organisation.

All the registered members will be given Identity Cards, which is mandatory for them to carry along with them as they go for work.

NCT will get into agreement with city based Corporate Hospitals for the treatment of registered members for those ailments which are not covered by mediclaim policies

NCT LabourWeb will charge Rs. 10/- towards registration charges from the workers.

NCT-LabourWeb also charges a nominal pay of Rs. 30/- towards user charges from the clients.

LabourWeb will offer assistance to the growing professional class and mid-sized business community who find it difficult to access the unorganised labour sector. The NCT LabourWeb becomes an answer to this growing demand by providing simplified access to qualified, reliable, skilled workers. LabourWeb will provide capacity building trainings to the skilled workers so that they are professionalized and are advanced in skills.

g. Project Sustainability & Impact: Each registered user should contribute 10% of their weekly earning as part of enabling LabourWeb sustainability, which will be used to pay salary to the staff after the funding period comes to an end. Of the remaining earned wages, it is mandatory for the workers to save 50% of their earning with NCT-LabourWeb. Of the saved amount, 40% will be used for saving in the individual bank account and the remaining is towards payment of insurance premium. The user charges charged from the clients also become a reserve to be used for the maintenance of CCC and payment of honorarium to the staff from the time when funding stops as part of the agreed project period. NCT will implement the welfare schemes for the unorganized workers initiated by the Central and State Governments. Every registered worker will be given further trainings and become more professional in their work increasing their working and delivering capacity. Every assigned work will be closely monitored and verified to the satisfaction of the client. In case of any discrepancies in the works undertaken, it will be redone free of cost. This will increase the credibility and trustworthiness of LabourWeb among the public. This goodwill will be our greatest asset in the years to come. The project will create a strong social security and an identity to the unorganized workers, in addition to providing them with opportunities to continuous work. NCT firmly believes that the living standard of the unorganized workers will surely be enhanced within a short span of time as they keep working regularly and earning good income. NCT will initiate the same kind of project across Andhra Pradesh covering big and medium cities and small towns for providing continuous employment opportunities to the unorganised workers.

Towards a better world for everyone to live in - NCT moves towards its mission statement. The project can be adopted by any other NGOs and implemented in any cities in the world with greater success. It is the greatest sustainable viability of the project.

i. Monitoring

i.i Management Structure of the Organisation: NewBeginnings Charitable Trust is governed by an Executive Committee of seven members with a rich experience of project implementation and monitoring. The Committee is responsible for the successful implementation of the Project. The Chairman of the Trust who is also the President of the Committee is responsible to the Executive Committee. i.ii Administrative Team: AT is responsible to run all the activities stated as per the project; to raise the funds for the same from local as well as foreign donors with corroborating accounting and project reporting thereof. Administrative Team consists of the Project Director, Coordinators, and two representatives of target group one of whom should be a female member. The Administrative Team meets following the CORE TEAM Meetings on a monthly basis.i.iii Core Team - Monthly Planning, Implementation and Evaluation (PIE): The running of the project is evaluated on monthly basis by the CORE Team; once a month, by the Core Team consisting of directors, representatives of the Target Group, and the co-ordinators of various departments. This has been proved to be one of the effective means of checking the progress of the project in order to achieve the designed and result as per the project. i.iv Field Team Weekly Evaluation: The project team who are responsible for the implementation of the project on field will have weekly evaluation of the project to study and understand the progress of the project implementation. This has become one of the proven important aspects in effective project implementation since the progress of the implementation of the particular project is studied on weekly basis. The team evaluates the progress of the project and plans for the week ahead. Any difficulties faced on field is brought to the notice of the administrative team. This is team consists of the project director, project coordinator and his team members. i.v Finance Management: As far as the finance management is concerned, the sanctioning authority is the Chairman/ Treasurer, assisted by directors, coordinators, and internal auditor. The sanctioning is done according to the expense envisaged in the project budget.

The fund for a particular activity is applied to the Chairman by the concerned coordinator in a requisition form. The Chairman in turn sanctions the amount needed as per the annual budget prepared by various departments and approved by the Core Team. Before it reaches to the sanctioning authority, it will be well scrutinized by the concerned director. The bills and vouchers and other corroborating documents are to be submitted to the finance department within one week of receiving the payment. At the end of every month, the Account Manager presents the account, audited by an internal auditor, to the Core Team. There is also annual statutory auditing, and the returns are filed with Income Tax Department and the Ministry of Home Affairs.ii. Result-Oriented Report: NewBeginnings is prepared to submit a result-oriented report to the donor at the end of completion of the project. As part of means of verification, related data will be collected and proper registers will be maintained. Once in six months, an internal evaluation of the project is being conducted with the help of outside experts. The said report will be submitted to the donor.K. Implementing Organisation NewBeginnings Charitable Trust: NewBeginnings Charitable Trust is a registered charitable NGO as per Indian Charitable Act. The Trust was started with the coming together of four professional social workers who have been in this field for more than 10 years. The felt in need of the professionals has been the force behind establishing Trust. The team has been working together for the last 7 years and has built extensively its own network of partners spread across India. L. Achievements/Projects Implemented: NewBeginnings believes in community ownership of taking responsibility to grow within. NCT designs and implements developmental programmes with the aim to make thetarget group empowered economically and politically with the lasting and tangible substantial impact on the target group. Every programme is designed in consultation with the target group and is designed for producing sustainable impact on the lives of the target community. It has been the culture of NCT to create locally informed leaders for taking further the activities even after the project is completed as per the proposal designed.Kondapally Quarry and related: It was full of migrated families working in stone quarries located on the outskirt of Vijayawada. There are more than 2000 migrated families most of them of are from Orissa, living in different hamlets as groups. NCBT began the work in 2004 even before the Organisation was formed into a legal Organisation. To make them economically empowered, and to meet this aim, NCBT began the vocational skills trainings to them. Having a trained skill in their hand has made lot of changes and now, more than 80% of the families went back to their native places and living a happy life working on their own setting up their own production unit at homes. This is one of the remarkable achievements we accomplished in the recent years.

With the success of the project in Kondapally quaryy, NCT started skills trainings at Chimakurthy for the women working in stone quarries, Dharmavaram a settlement of Yanadi Colony a semi nomadic indigenous community, Dalitvada, Yanadi colony (Ongole), all these project sites are from prakasam district. NCT concentrated in Prakasam district primarily for the reason that this district is one of the coastal districts where the Yanadi community is found at large number and the availability of stone quarries. NewBeginnings evaluates the project on a weekly and monthly basis and assess the impact of the project from the initial stage of the project. NCT submits quarterly project and financial report to the donor during the project period and continuous dissemination of annual reports even after the project period ends.Andhra Pradesh - Districts Map

Vijayawadas MapThe prerequisite for the skilled labourers to become registered members in the project is that every member should make an explicit promise that he/she would send his/her children to school without stopping at any stage. It is mandatory and binding.
