along with the timing of demand.
Preparation of shelf of project(SoP) and prioritizatized in order to
meet the demand within the time prescribed in the Act.

Decentralized, Participatory Planning in choice of works:
local bodies responsible for in planning, monitoring & implementation; village
assembly (Gram Sabha) recommends shelf of projects; village bodies (Gram
Panchayats) execute at least 50% of works;

Key provision under MGNREGS• At least 100 days of guaranteed employment to every rural household whose adult members
volunteer to do unskilled manual work subject to the conditions of this Act.

Important issue
1. In schedule –I of MGNREGA , 155 kinds of works/activities have been identified as permissible works, out of
these 100 kind works relate to NRM alone with 71 of the NRM works being water related.
2. In schedule –I of MGNREGA , 155 kinds of works/activities, 44 works are related to individual asset creation.
3. The MWC guideline make it mandatory to spend 65% of total MGNREGA expenditure in NRM works.
4. MGNREGS is world’s largest works based social protection programme with an annual budget.
5. 10 million works taken up each year; >60% for agriculture and allied activities.
6. 30 lakh asset are created through MGNREGA during a financial year.
7. Poor quality of assets
1. Low resilience of infrastructure to flooding and droughts.
2. Low productive benefits of infrastructure .
8. Impact
1. 30- 50% of investments/works are washed away or poorly planned without any resilience benefits for poor.
9. Key reasons
1. Design and maintenance do not factor climate risks.
2. Lack of technical capacity of local implementation agencies.
3. Limited policy focus on infrastructure quality (climate resilient design)
4. Low evidence base for shaping policy
Planning procedure under MGNREGAS.N Step Actions
1 Identification of needs
1. Planning team consisting of Block and GP functionaries.2. consultation at village level.3. panchayat consultation with different stakeholder with special emphasize to
include issues and concern of women, OVGs, SCs, STs etc
2 Identification of Resource envelope
1. Identify resource available locally from different scheme like IWMP, PMKSY etc2. develop convergence plan
3 Preparation of draftDevelopment plan
1. Planning team in partnership with GP will prepare development plan.2. Development plan is to be followed by listing of shelf of project and preparation
of LB .3. watershed & INRM principle are required to be incorporated in the plan.
4 Approval of Gram Sabha

the local economy and improving the quality of lives of people.
g. Indicate whether this will require convergence with any other scheme/programme running in
the State. If yes, then the nature of convergence, how it would be achieved and in which
accounts the requirements of MGNREGA would be maintained
Inclusion of Women & OVGs:
• Identification of vulnerable HH( women headed, single women, physically challenged, PTGs, STs,
SCs, landless, based on SECC & IPPE data).
• Awareness generation and capacity building of women, PTGs, STs, SCs etc on climate change,
climate resilient works planning, monitoring and maintenance of the assets.
• Increase women participation in Gram Sabha during labour budget planning process.
• Increase % share of women in personday generation ( especially on women headed, single
women, physically challenged
• Linking CRWs to institution(SHGs – GPLF) for maintenaning and managing the community assets.
• Support labour budget planning process to identify more, women friendly works & NRM works.
• Ensuring work site facilities during execution of works

plantation of species to address responsibilities being carried out by women
(related to agriculture, livestock , water)
