    Foreword

    The Department of Engineering Services of the Ministry of Works and Human Settlements ispleased to publish "Labour and Material Co-efficient (LMC) -2011/1.

    This Document forms the basis for the analysis of rate and the Bhutan Schedule of Rates-2011.The purpose for publishing this document is to provide the users an understanding of howthe rates are calculated.

    This Document shall be read together with BSR-2011 and the specifications for Electrical works.(SEW)- 2009.

    I hope this document will prove useful to all the users within Bhutan.

    The BSR (both Civil and Electrical) ‐2011 is prepared and published primarily as a tool 

    to  assist  in  the  estimation  of  project  costs.  Due  to  difficulty  in  obtaining 

    comprehensive and accurate rates from base towns, and the associated complexity in 

    their  analysis,  the  BSR  reflects  only  suggestive  averages  and  not  accurate  current 

    market rates. Material and  labour rates also fluctuate frequently, and by the time of 

    the publication of this book, many rates would have already changed. Hence users are 

    advised  to  refrain  from using  the BSR  for  the purposes of  filling  tenders, evaluating 

    tenders, awarding works and/or making contractual payments. The publisher is in no
