NEW “BI-PLANE LAB”FOR HEART & STROKE PATIENTS OPENS AT VALLEY BAPTIST
IN HARLINGENHARLINGEN – A new “bi-plane” Cardiac Catheterization
Laboratory to treat Valley heart and stroke patients has opened at Valley Baptist Medical Center in Harlingen.
T h e n e w “G.E. Innova IGS 630” bi-plane lab, com-bined with Val-ley Baptist’s o r ig ina l b i -plane lab from 2012, will give the Valley in-creased capacity to treat heart patients, including those needing “electrophysiology studies” for problems with their heartbeat. The two bi-plane cath labs also enhance treatment for stroke patients; including through“3D road mapping”of the brain.
With the addition of the second bi-plane suite, the growing Harlingen-San Benito-La Feria area now has the ability to treat two heart or two stroke patients at the same time using advanced dual-camera technology (Valley Baptist has a total of four cath labs, and two of those labs are now “bi-plane” suites).
Dr. Frank Mazzola and Dr. Luis Eguia, Cardiologists, will be conducting specialized electrophysiology studies – to help determine how to treat problems with the rhythm of the heart -- in Valley Baptist’s first bi-plane lab. During these proce-dures, electrodes on the end of a flexible tube are threaded into the heart, to gather information on the electrical activity of the heart.
Valley patients will benefit from the new bi-plane lab through more precise treatment, as the technology allows physicians to see inside the blood vessels in a level of detail not before possible, through state-of-the-art, three-dimensional imaging. Unlike other cath labs, the new lab is equipped with two cam-era arms instead of one, allowing physicians to see tiny blood vessels from two angles or “planes”. This gives doctors more options to treat blockages and other problems in the blood ves-sels. For the patient, it means less radiation and less “contrast dye” has to be used during the procedure.
For stroke treatment, the Valley’s only two Endovascular Neurologists, Dr. Ameer Hassan and Dr. Wondwossen Tekle, have used Valley Baptist’s bi-plane lab to perform the Valley’s first and only treatments of stroke and brain aneurysm patients with stroke-reversing medications and tiny medical devices delivered through a catheter (thin tube inserted through blood vessels going to patient’s brain).

“SOUTHWEST DRAIN EXTENSION PROJECT”Sealed proposals addressed to City Manager Sunny K. Philip, City of La Feria (City), TX will be received at 2:00 P.M., April 3, 2014 at City Hall, 115 E. Commercial Ave., La Feria, TX for: SOUTHWEST DRAIN EXTENSION PROJECT, in accordance with the plans and specifications prepared by Ferris & Flinn, LLC., 1405 N. Stuart Place Rd, Harlingen Texas 78552. Bids will be publicly opened promptly at 2:00 P.M., April 3, 2014 at City Hall and any bids received after 2:00 P.M. will not be considered.
Specifications and bidding documents may be viewed and obtained from SWG Engineering, LLC, 611 Bill Summers Intl. Blvd., Weslaco, Texas 78596 Phone: (956) 968-2194 on or after March 14, 2014 on deposit of One Hundred ($100.00) per set, which sum will be refundable, provided: (1) All documents are returned in good condition not later than 48 hours prior to the time for receiving bids; or (2) The Contractor submits a bid and all documents are returned in good condition not later than five days after bids are received.
All proposals shall be accompanied by a cashier’s or certified check upon a national or state bank in the amount of five percent (5%) of the total maximum bid price, payable without recourse to City of La Feria or a bid bond in the same amount from a reliable surety company, as a guarantee that Bidder will enter into a contract within ten days after notice of award of contract. The bid security must be enclosed in the same envelope with the bid. Bids without check or bid bond will not be considered.
The City of La Feria reserves the right to reject any or all bids, or to waive any informalities in the bidding. Bids may be held by the City for sixty (60) days from Bid Date for the purpose of reviewing the bids and investigation of the Bidders’ qualifications. The notice of award of contract shall be given by the City within 60 days following the opening of bids.
Bid documents may be examined at the City Hall of La Feria.
Bidders may modify and/or withdraw their bid any time prior to the bid opening, as long as all other requirements of the bid documents have been followed.
A pre-bid conference and project site visit will be held 2:00 P.M., March 26, 2014, at La Feria City Hall.
The City of La Feria Section 3 Policy seeks to ensure that to the greatest extent feasible, training, employment and contracting opportunities created by the City’s receipt of federal housing and community development funds are made available to “Section 3 Residents” and “Section 3 Businesses”. The awarded construction contractor will be responsible for meeting the requirements of this policy. The City’s Section 3 Policy is included in the bid documents.
Attention is called to the fact that not less than, the federally determined prevailing wage rate (Davis- Bacon and Related Acts) contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, age or national origin. PUBLIC NOTICE Town of Combes
FAIR HOUSING STATEMENT
The Town of Combes, Texas, hereby declares its support of fair housing practices. It is hereby declared to be the policy of the locality to bring about, through fair, orderly, and lawful procedures, the opportunity of each person to obtain housing without regard to race, color, creed, religion, sex, national origin, physical or mental handicap, marital status, parenthood, or age.
It is further declared that such policy is established upon the recognition of the inalienable rights of each individual to obtain housing and further, that denial of such rights is detrimental to the health, safety, and welfare of the inhabitants of the locality and constitutes an unjust denial or deprivation of such inalienable rights which is within the power and the proper responsibility of government to prevent.
The locality has a Fair Housing Policy that may e examined and copied by interested groups or individuals during office hours. The month of April has been proclaimed “Fair Housing Month”; copies of the official proclamation are available at the Combes municipal offices between the hours of 8:30 A.M. and 4:30 P.M., Monday through Friday.
POLICY STATEMENT ESTABLISHING NONDISCRIMINATION BASED ON HANDICAPPED CONDITIONS
The Town of Combes announces that it has adopted a policy of nondiscrimination based on handicapped conditions concerning access, participation, and benefit of programs and activities operated or conducted by the locality. This policy is in compliance with the requirements of Section 504 of the Rehabilitation Act of 1973, as amended in 24 CFR, Part 8, “Non-discrimination Based on Handicap in Federally-Assisted Programs and Activities of HUD,” dated June 2, 1988. Interested individuals or groups may obtain copies of this policy statement by calling the Town Administrator, who has been assigned to coordinate compliance with this policy and may be contacted at (956) 425-7131.
POLICY STATEMENT ON PROHIBITING THE USE OF EXCESSIVE FORCE BY LAW ENFORCEMENT AGENCIES
The Town of Combes announces that it has adopted a policy prohibiting the use of excessive force by law enforcement personnel within its jurisdiction against an individual engaged in non-violent civil rights demonstrations. This policy is in compliance with Section 519 of Public Law 101-44, 1990, U.S. Department of Housing and Urban Development Appropriations Act. Copies of this policy statement may be obtained by calling the Town Administrator at (956) 425-7131.

In order to comply with the requirements of the Texas Community Development Block Grant Program (TxCDBG) and of 10 T.A.C. FAIR HOUSING STATEMENT
The City of Santa Rosa hereby declares its support of fair housing practices. It is hereby declared to be the policy of the locality to bring about, through fair, orderly, and lawful procedures, the opportunity of each person to obtain housing without regard to race, color, creed, religion, sex, national origin, physical or mental handicap, marital status, parenthood, or age.
It is further declared that such policy is established upon the recognition of the inalienable rights of each individual to obtain housing and further, that denial of such rights is detrimental to the health, safety, and welfare of the inhabitants of the locality and constitutes an unjust denial or deprivation of such inalienable rights which is within the power and the proper responsibility of government to prevent.
The locality has a Fair Housing Policy that may be examined and copied by interested groups or individuals during office hours. The month of April has been proclaimed “Fair Housing Month”; copies of the official proclamation are available at the Santa Rosa City Hall between the hours of 8:30 A.M. and 4:30 P.M., Monday through Friday.
POLICY STATEMENT ESTABLISHING NONDISCRIMINATION BASED ON HANDICAPPED CONDITIONS
The City of Santa Rosa announces that it has adopted a policy of nondiscrimination based on handicapped conditions concerning access, participation, and benefit of programs and activities operated or conducted by the locality. This policy is in compliance with the requirements of Section 504 of the Rehabilitation Act of 1973, as amended in 24 CFR, Part 8, “Non-discrimination Based on Handicap in Federally-Assisted Programs and Activities of HUD,” dated June 2, 1988. Interested individuals or groups may obtain copies of this policy statement by calling the City Administrator, who has been assigned to coordinate compliance with this policy and may be contacted at (956) 636-1113.
POLICY STATEMENT ON PROHIBITING THE USE OF EXCESSIVE FORCE BY LAW ENFORCEMENT AGENCIES
The City of Santa Rosa announces that it has adopted a policy prohibiting the use of excessive force by law enforcement personnel within its jurisdiction against an individual engaged in non-violent civil rights demonstrations. This policy is in compliance with Section 519 of Public Law 101-44, 1990, U.S. Department of Housing and Urban Development Appropriations Act. Copies of this policy statement may be obtained by calling the municipal offices at (956) 425-7131.
