FOREWORD
La Digue, the third most developed island of the Seychelles archipelago is portrayed as an
environmentally pristine island and its habitants take pride in its identity. Throughout the
years, regulations guiding transportation on La Digue have constantly supported the view
that the island should maintain a limited amount of motorized vehicle, a concept that is
widely supported by the Government of Seychelles. This has been further reinforced through
the encouragement of transport owners to shift to more environmentally friendly modes of
transportation on the island.
This document, The La Digue Land Transport Policy sets guidelines for land transportation
in support of the country’s vision to make ‘La Digue the Ecotourism Island Destination of
Seychelles’. There are set procedures for the operation of different modes of transportation
and the building of related infrastructures. The Department of Land Transport, under the
Ministry of Habitat, Infrastructure and Land Transport is responsible for the development
and monitoring of land transport policies while the Road Transport Commissioner is
responsible for the regulation of land transport and enforcement of this policy and
regulations.

tourism island destination of Seychelles, sought after by visitors
and locals alike for its pristine beauty, tranquillity, culture and
friendliness.

1 Introduction
1.1 Transportation Background on La Digue
There are several existing mode of transportation on the Island of La Digue, such as the
traditional modes of ox-cart and bicycles which are greatly encouraged and the more modern
motorized vehicles such as cars, pick-up trucks and buses which are restricted. With
progression in technology, the scope for motorized vehicles have expanded to include not
only vehicles powered by fuel based products but also vehicles powered by alternative source
of energy for example electric and hybrid. Therefore in this document motorized vehicles are
further sub divided into conventional motorized vehicles; (i.e. those powered by fuel-based
products) and environmentally friendly motorized vehicles; (i.e. those alternatively powered
by electric or those powered by both electric and fuel based-products known as hybrid). All
vehicles on the island are licensed for commercial use; private vehicles are not allowed on La
Digue except for bicycles.

The Government of Seychelles envision that La Digue becomes an exemplary eco-tourism
island of Seychelles. La Digue is to set the virtuous example for the rest of the country by
having leading environmentally friendly practices and the La Digue Land Transport Policy
reiterate this concept.
1.2 Existing Land Transport Policy
In general existing land transport policy governing La Digue is geared towards sustaining the
pristine environment of the island. The Government has set the standard at limiting the
number of vehicles on the island and preserving the island’s ecosystem.
Efforts have continuously been made to
promote the use of ox-carts which is fast
disappearing with only two or three in
existence, promote bicycle use and
effectively manage the quota for motorized
vehicles.
One of the main features of such policies is
that no one is allowed to have a vehicle on a
public road on La Digue without the express
permission of the Minister responsible for
transport. With modern situation and
present technology there are areas which
have gradually been amended all of which is
reflected in this document.

1.3 General Objective of the New Policy
The general objective of this policy is to maintain the number and type of transportation on
La Digue while upholding a good level of land transportation services for locals and visitors
alike. It is essential that all road users feel safe and secure when commuting. To achieve this
objective the policy aims for a comprehensive approach towards implementation by all
sectors and further aims to ensure good road safety practices, transparent transport services
procedures and sustainable infrastructure and facilities.
This policy was approved by the Cabinet of Ministers on 1st August 2018 and comes
into force with immediate effect.
1.4 Specific Objectives of the La Digue Land Transport Policy
1. Maintain and monitor the quota on conventional motorised vehicles on La Digue.
2. Support the strategic replacement of all conventional motorized vehicles on La Digue
with environmentally friendly motorized vehicles.
3. Support the development of sustainable energy generators for the island to ensure
that the move to non-conventional motorized vehicles is indeed sustainable.
4. Establish procedures for each category of transport service on La Digue including
public bus, ox-cart, taxis, camions and electric buggy.
5. Provide set procedures for the use of heavy vehicles or machinery on La Digue.
6. Establish good road safety practices.
7. Make it a criteria for a person applying for a vehicle special permit for La Digue to
be able to make a significant socio-economic impact on the Island.

2.1 Road Infrastructure
Policy Statement 1
Standardise the design of road construction methods with proper drainage and lay-bys that is
environmentally friendly for La Digue.
Policy Statement 2
The Speed limit for La Digue is 25 km per hour for all mode of transport.
Strategies to Implement Policy:
a) Harmonize the use of roads by vehicles, ox-cart, bicycle and pedestrians.
b) Install road safety barriers or protection wherever needed to stop vehicles from going
off the roads and also to protect pedestrians and properties.
c) Provide street lights to improve visibility and security at night using the most efficient
energy saving technologies.
d) Design and construct roads in such a manner that it is in harmony with the visual
aspects and aesthetic appeal of La Digue environment.
e) Introduce adequate traffic signs on the roads in a manner that it does not portray
dominance of road traffic on the island taking into consideration international
standards to which Seychelles is party to e.g. the Vienna Convention.
f) Review existing signage in regards to information and directional signs around the
island.

2.2 Motorized Vehicles
Policy Statement 1:
The quota on the number of conventional vehicles on La Digue to 60.
The Road Transport Commission shall maintain this quota, however, any changes in the
increase or decrease in quota shall be done in consultation with La Digue Committee.
Policy Statement 2:
Vehicle owners on La Digue shall acquire a Special Vehicle Permit prior to owning and
operating a vehicle on the island. Failure to do so is in violation of the Road Transport Act
section 24 (i) which may result in the confiscation of the vehicle and legal actions taken.

Strategies to Implement Policies:
a) Enforcement of the existing Road Transport Regulations by the Road Transport
Commission and the Seychelles Police.
b) Ensure all La Digue transport owners and drivers follow a road safety training course.
c) Enforce and monitor existing vehicle permit holders in line with their vehicle permit
conditions and take appropriate actions if the Committee sees that:
1) The permit holder is not discharging its responsibilities as per the initial
conditions agreed;
2) The activities undertaken by the permit holder is not bringing any socio-economic
benefit for the residents and tourists on La Digue after constant monitoring and
assessments, and ;
3) After committing offences in line with the Road Transport Regulations and the
Demerit Point System the vehicle permit may be revoked and the vehicle removed
from the island through the enforcement of relevant authorities.
d) Ensure that vehicle permit holders are audited by the La Digue Transport Inspector on
a monthly basis.
e) Ensure that all vehicles are tested once a year by the Vehicle Testing Station (VTS).
2.3 Bicycles
Policy Statement 1:
Inhabitant of La Digue are permitted to own and operate electric bicycles on the Island.
Policy Statement 2:
Bicycle hirers are permitted to operate two (2) electric bicycles per hiring fleet.

Policy Statement 3:
Person below the age of 16 years shall NOT be allowed to ride electric bicycle on La Digue
subject to amendment of the Road Transport Act.
Policy Statement 4:
Electric bicycle imported on La Digue shall not exceed 300 watts, to be controlled through
Import Permit. Diguois purchasing electric bicycles locally shall ensure their electric bicycles
does not exceed the 300 watts capacity. Electric bicycles exceeding 300 watts shall be
removed on the island.
Policy Statement 5:
Helmets are compulsory with the hiring of bicycles effective 2019.
Policy Statement 6:
Bicycle hirers on La Digue shall start operating with a fleet of not less than 10 bicycles and
shall not exceed more than 70 bicycles.

Strategies to Implement Policies:
a) Ensure that privately owned bicycles are properly licensed and insured.
b) Develop guidelines which encourage quality of service by all bicycle hirers.
c) Ensure all hirers and private bicycle owners test their bicycles at least once a year.
d) Ensure all bicycles are in good working conditions, have the appropriate lights,
reflectors and any other specifications required to be on public roads.

e) Ensure all bicycle hirers operate within the specifications of their license.
f) Ensure all bicycles in the rental fleet are fitted with a BH disc to distinguish them
from privately owned bicycles. Ensure the BH disc are colour coded- every year a
different colour shall be used to distinguish those that have paid their licence and
those that have not.

g) Ensure all bicycle hirers provide a contract to the clients.
h) Reinforce the code of conduct for all bicycle hirers to be well groomed, to have an
identification badge and to conduct themselves professionally at all times.
2.4 Ox-carts
Policy Statement 1:
The Government shall promote the revival of ox-cart on La Digue as a tourism attraction by
creating an incentive scheme for ox-cart operators.
Policy Statement 2:
Ox-cart operators are exempt from paying a license, but shall be registered by the Seychelles
Licensing Authority as per the ox-cart Regulation.

Strategies to Implement Policies:
a) Encourage ox-cart operation to venture into wedding business and concentrate
operation at L’Union Estate due to its non-hard surface terrain which is ideal for
the health of the oxen.
b) Make it obligatory for an ox-cart driver to be at a minimum age of 18 years to
drive an ox-cart.
c) Ensure all working oxen are examined for free, twice a year by a veterinary
physician to safeguard their state of health as part of the incentive scheme for ox-
cart. The Committee will monitor and ensure that no animals are facing cruelty or
being mistreated.
d) Ensure that the owners and drivers of ox-cart makes it their responsibility to
collect their animal waste on the public road.
e) Ensure ox-cart structures minimize undue burden and pain on the oxen.
f) Ensure ox-cart structures are in good and safe condition always.
g) Provide designated parking spaces for ox-cart operators.
h) Reinforce code of conduct for all ox-cart operators to be well groomed, and to
conduct themselves professionally at all times.
2.5 Heavy Vehicle/Machinery
Policy Statement 1:
The Road Transport Commission shall monitor the number and composition of heavy vehicles
/machineries on La Digue.

Policy Statement 2:
Permission shall be sought from the Road Transport Commission prior to changing the
number or composition of the heavy vehicle/machinery on the Island.
Policy Statement 3:
It is obligatory under the Special Permit Regulation and licence conditions for all owners of
heavy vehicle/machinery on La Digue to form part of an Association for better control of the
service and shall provide a service to anyone who makes a request to use heavy vehicle
/machinery on the island.

Strategies to Implement Policies:
a) Encourage the use of heavy vehicles/machineries that already exist on the island by
developers.

b) Ensure heavy vehicle/machinery usage on public roads of La Digue are restricted and
supervised by La Digue Land Transport Officer, the police or any authorised
enforcement agency.
c) Encourage heavy vehicle/machinery owners to make their rates reasonable to
encourage contractors from Mahé and Praslin to use existing vehicles on the island
instead of having to bring their own.
2.6 Transport Services
2.6.1 Omnibus Services
Policy Statement
Operators of Omnibus on La Digue shall provide public bus transport services to the
inhabitants of La Digue on a continuous basis from Monday to Sunday.

Strategies to Implement Policy:
a) Ensure that the omnibuses follow a published schedule time table as decided by the
Road Transport Commission.
b) The buses may carry out contract services outside their schedule of operation as long
as it does not affect the public service schedule.
c) Establish a set fee for omnibus public transport services, which is regulated by the
Road Transport Commissioner in consultation with the Committee.
d) Ensure that omnibus drivers shall have a class 6 driving license and be of minimum
age of 24 years as per the Road Transport Act.
e) Establish code of conduct for all omnibus drivers to be well groomed and conduct
themselves professionally at all times.
2.6.2 Camion Services
Policy Statement
Camion operators shall provide a service to the general population of La Digue and provide a
service to transfer visitors at a fee that is agreeable by all parties.
Strategies to Implement Policy:
a) Ensure that camion operators continue to provide contract services including transfer
of groups of tourists and hotel transfers.
b) Ensure that camion drivers shall have a class 6 driving license and be of minimum
age of 24 years as per the Road Transport Act. Photo: Camion Service

c) Establish code of conduct for camion drivers to be well groomed and conduct
themselves professionally at all times.

2.6.3 Pickup Truck Services
Policy Statement 1:
Pickup truck operators shall provide commercial services to the inhabitants and developers
on La Digue at a reasonable published fee.
Policy Statement 2:
Pickup truck on La Digue shall be of an unladen weight of not more than 3 tons.

Strategies to Implement Policies:
a) Make it mandatory for all pick hirers to form part of the La Digue Pickup Association
for better control of their services.
b) Establish code of conduct for pickup truck drivers to ensure they conduct themselves
professionally at all times.
c) Ensure pickup truck drivers have the right category of license to operate the
appropriate capacity pickup truck.

2.6.3 Taxi Services
Policy Statement 1:
The quota for taxi operators on La Digue is 8 taxis.
Policy Statement 2:
Taxi operators on La Digue shall respect the Taxi Regulation as per the Road Transport Act,
Licence conditions and Taxi Policy in place.
Policy Statement 3
Taxi seats on La Digue only shall increase from 9 to 11 seats, subject to amendment of the
Taxi Regulation.

Strategies to Implement Policies:
a) Ensure taxi operators provide taxi services to both tourists and locals.
b) Ensure that all taxi drivers have a receipt book available, as per the Taxi Regulation
requirements.
c) Ensure that all taxi drivers remain well groomed and conduct themselves
professionally at all times as per the taxi code of conduct.
d) Ensure that all taxi drivers respect their code of conduct at all times.
e) Ensure that all taxi operators have a second driver to ensure continuity of service.
f) Ensure that all taxi operators do not have permanent logo on their taxi other than the
taxi sign. (Logos can be placed temporarily on the taxi when there are special groups
and removed after BUT the taxi roof signs must stay in place.
2.6.5 Electric Buggy Services
Policy Statement 1:
The moratorium on electric buggy on La Digue is maintained. No new applications shall be
considered, until a transport assessment is undertaken.
Policy Statement 2:
Only one special permit per person or tourism establishment is allowed. A person with an
existing special permit for owning a vehicle shall not be granted a permit to own an electric
buggy if he/she is the owner or co-owner or shareholder in a tourism establishment.
Policy Statement 3:
Electric buggy licence conditions on La Digue is maintained and shall also allow operators to
provide a service to other tourism establishments which does not have any transportation.

Policy Statement 4:
Buggy drivers shall be the owner or a staff of the hotel establishment irrespective of the
nationality. Unauthorised drivers outside La Digue shall not be permitted to drive the buggy
on the island.
Strategies to Implement Policies:
a) Ensure all buggy shall be electric, new and right hand drive when imported.
b) Ensure electric buggy are certified road worthy by the Vehicle Testing Station (VTS)
and equipped with features including but not limited to lights, seat belts, reverse
lights, reverse plate lights, side mirrors, front mirrors etc. (Annex 4: Electric buggy
specification).
c) Ensure electric buggy are registered and licensed by the Seychelles Licensing
Authority for use on public roads.

d) Ensure all electric buggy shall have an insurance to at least a ‘third party cover’
e) Ensure buggy drivers shall hold a Category 2 Driving Licence.
f) Ensure all buggy drivers are well groomed and conduct themselves professionally at
all times as per their licence conditions.
g) All electric buggy shall have capacity to carry baggage.
h) All electric buggy shall be made of aluminium or stainless steel quality to ensure
compatibility with La Digue climate.
2.7 Special Permit Procedures
2.7.1 Issuance of a New Permit
Policy Statement 1:
Any Diguois who wishes to be considered for a special permit to own and operate a vehicle
on La Digue shall submit a request to the Road Transport Commission for consideration.
Policy Statement 2:
Special permit shall be considered only for an economic activity which plays an active role in
the development of La Digue, benefits Diguois and is not for individual private purposes.
Policy Statement 3:
Vehicles introduced on La Digue shall not be older than three (3) years old and shall be in
good condition, although new vehicles are preferred.
Policy Statement 4:
It is mandatory for new motor vehicles introduced on La Digue to be hybrid or electric
vehicles.

Policy Statement 5:
It is an offence to bring an unauthorized vehicle on La Digue without prior approval from the
Road Transport Commission.
Strategies to Implement Policies:
a) Establish a La Digue Land Transport Committee to manage and consider
transport matters under the guidance of the Deputy Road Transport Commissioner
for La Digue.
b) Establish an Appeal Committee comprised of three (3) members, which will be
chaired by a person appointed by the Minister responsible for Land Transport.
The Department of Land Transport shall sit on the committee and the committee
shall convene as and when there are appeal cases.
c) Ensure that the permit holder shall be the owner of the vehicle and is a Diguois or
the person is a permanent resident1 on La Digue and has economic business
activities.
d) Ensure all current vehicle owners on the island provide a service to the
community and continue to play an active role for the socio-economic
development of La Digue and that they are registered for commercial use.
e) Consider the exemption of a further 50% on applicable tax for special permit
holders who buys hybrid or electric vehicles.
f) Ensure the unladen weight of a vehicle destined for the island shall not be more
than 3 tons except for special purpose vehicle or plant.
g) Ensure owners of an accommodation establishment follow the same procedure for
a permit to own and operate an electric buggy. However the condition of the

electric buggy shall be according to the specification set in the electric buggy
section.
2.7.2 Renewal of a Permit
Policy Statement 1:
Existing permit holder shall submit request for renewal to the Deputy Road Transport
Commissioner for La Digue at least two months prior to the expiry date of the permit.
Policy Statement 2:
An existing special vehicle is transferable upon the sale, transfer of business to another
party or inheritance of a business.

Strategies to implement policies:
a) Ensure permit renewal is endorsed by the Committee and recommendations submitted
to the Road Transport Commissioner for approval. Once application is processed and
final decision is made, the Road Transport Commission shall inform applicant
accordingly.
b) Ensure special permit licence shall be renewed every year.
c) Ensure electric buggy owners shall follow the same procedure for the renewal of their
permit.
d) An existing permit will not be renewed if the holder has stopped the economic
activities that he/she was undertaking.
2.7.3 Temporary Permit
Policy Statement 1:
Temporary permits for special purpose vehicle/plants are permitted for a maximum period of
12 months.
Policy Statement 2:
Temporary permits shall be allowed only in extreme cases where the heavy
vehicle/machinery required to undertake the job are not readily available on La Digue or are
not available at the time of request.
Strategies to implement policies:
a) Contractors undertaking big projects or governmental organizations e.g. PUC,
MHILT, Ministry of Environment are eligible to request such permits. However,
contractors are advised to make use of existing pickups on La Digue.

b) Issuing of requests shall be assessed with all due merit by the Deputy Road Transport
Commissioner for La Digue and the Committee and recommendations sent to the
Road Transport Commissioner.
2.7.4 The Revocation of a Permit
Policy Statement
Vehicle Special Permit shall be revoked upon violation of the conditions of the permit,
violation of the Road Transport Regulations, Road Act or Vehicle Permit Regulations for La
Digue.
27 The La Digue Land Transport Policy
In order for a revocation to be considered, the following procedures shall apply:
a) The Deputy Road Transport Commission for La Digue must receive a complaint.
b) The Deputy Road Transport Commissioner for La Digue must have recorded a
violation of the conditions of permit, the Road Transport Regulations and Road Act.
An investigation is then carried out and submitted to the Committee for consideration and the
decision is communicated to the Road Transport Commission.
In the event that the aggrieved person is not happy then he/she can refer his case to the appeal
committee, whereby a final decision can be provided after proper assessment is made. Its
decision will be sent to the Minister for his consideration.
The main criteria which should be considered for revocation of a Permit are as follows:-
a. Whether the conditions set as a permit holder is being abided to or not;
b. Whether there have been any relevant substantiated complaints with regards to the
operation and service being provided by the permit holder contrary to their
conditions of the Special Permit;
c. Whether service providers are providing a service to the resident and tourists.
d. Whether they are providing an economic benefit for the Island;
e. Whether the service provider has or is continuously violating any Road Transport
Regulations;
f. Whether investigation report made by the Competent Officer proves that the
permit holder has violated the conditions set for the Special Permit;
g. Whether a court has convicted the special permit holder or his employer in
relation to the vehicle permit or the road transport violations committed.
Where necessary warnings shall be issued. After warnings has been issued, the permit will be
revoked depending on the offence.

2.7.5 Replacement of Vehicles
Policy Statement 1:
Permit holders shall submit an application in writing to the Deputy Road Transport
Commissioner for La Digue accompanied with all details and specification of the vehicle
they intend to use.
Policy Statement 2:
It is mandatory for all vehicle owners to make the transition from conventional vehicle to
hybrid or electric vehicles when replacing their old vehicles with new ones, with the
exception for heavy vehicle/machinery by 2020.
Policy Statement 3:
Vehicles introduced on La Digue shall be new or not older than three (3) years old.
Strategies to implement policies:
a) Ensure Second hand vehicles are certified to be in good condition by the Vehicle
Testing Station (VTS) prior to being shipped to La Digue.
b) Ensure vehicles on La Digue are not older than 7 years old except for heavy
machinery/plants in line with the importation policy. Vehicles older than 7 years are to
be replaced by hybrid or electric vehicles.
c) Ensure vehicle do not have an unladen weight exceeding 3 tons except for heavy
vehicle/machinery. The Road Transport Commission shall communicate approval or
non-approval of the request after due consideration by the Deputy Road Transport
Commissioner for La Digue and the Committee.

2.7.6 Parking Facilities
Policy Statement
All vehicles on La Digue shall be parked at designated parking areas.
The policy for parking facilities on La Digue is to:
a) Ensure passenger pickup/ drop offs and vehicle access onto the Jetty are monitored
and controlled by the Seychelles Ports Authority and Police or any other authorised
legal enforcement body.
b) Ensure that all pickup of passengers are done at the designated areas which are
controlled the authorised legal enforcement officers.
3. Policy Implementation
3.1 Legal Framework
Land Transportation on La Digue is governed by the Road Act, the Road Transport Act and
any subsidiary Regulations. This is monitored by the Road Transport Commission and
enforced by the Police and Traffic Patrol Unit.
The La Digue Land Transport Policy gives directives for other transport procedures which
are not specified in the Road Transport Regulations. The Department of Land Transport and
the Road Transport Commission monitors the implementation of the policy, and where
necessary draft regulations to support its implementation.
3.2 La Digue Land Transport Committee
The La Digue Land Transport Committee under the guidance of a proposed Deputy Road
Transport Commissioner (La Digue) is to manage and consider transport matters on La
Digue including bicycle (conventional and electric) in close consultation with three (3) other
partners to be nominated.

3.3 Deputy Road Transport Commissioner (La Digue)
The post of a Deputy Road Transport Commissioner for La Digue is to be created to increase
the mandate and provide more power to the person responsible for monitoring and
enforcement of transport matters on the island. The mandate is but not limited to regulate
and monitor the transport system, conduct customer surveys and investigate customer
complaints to give feedbacks to the Road Transport Commission and the Department of Land
Transport. The role is also to assist the Seychelles Police and Seychelles Licensing
Authority with enforcement of Road Transport regulation on La Digue.
3.4 Policy Review
The Department of Land Transport shall review the policy for land transportation on La
Digue every five (5) years. Nonetheless, urgent policy matters in regards to subsidiary
amendments shall be tabled at the Cabinet of Ministers prior to be reviewed after
consultation with all stakeholders.

ANNEX 5: CODE OF ETHICS FOR TRANSPORT OPERATORS ON LA DIGUE
The code of ethics for transport operators on La Digue Island has been devised by the
Department of Land Transport in consultation with stakeholders. This code will serve as a
Service Level Agreement required to be complied with by all transport operators on the
island including bicycle hirers. Thenceforth, to ensure effective compliance with the code,
the Department of Land Transport has develop the following ethics guidance:
Physical appearance
A licensed transport operator is expected to:
1. Always be well groomed (smart casual outfits, no flip flops, hair neat and tidy, clean)
and be professional whilst on duty.
2. Be courteous and helpful.
3. Act in a professional manner whilst on duty. Avoid fight or quarrel with any
passenger, client, other operators or other person whilst on duty.
4. Uphold a good reputation of La Digue as a tourist destination by ensuring no act of
prejudicial image to the tourism industry of Seychelles.
5. Not leave a passenger unattended before the completion of a trip or contract.
6. Have a good public relations approach (value) and maintain friendly relations and
cooperation with other transport operators and tourism establishments.

7. Not solicit for passengers or clients.
8. Carry a receipt book at all times and issue receipt upon the client’s request.
Operational conduct
A licensed transport operator is expected to:
1. Carry on business in a professional, integral and courteous manner to ensure that the
safety, comfort of customer is paramount.
2. Maintain and ensure that the vehicle or bicycle is kept in a good and clean condition
which poses no danger or compromise the safety of customers or staff.
3. Always have on oneself an identification badge and produce it upon request.
4. Be punctual when undertaking pre-booked hires.
5. Have a valid license in accordance with the specified transport license activities being
undertaken.
General Conduct
1. Transport operators shall observe all the road transport regulations pertaining to the
operation of motor vehicle on the public road.
2. Transport operators are expected to be fluent in Creole, English and French. Drivers
unable to speak either of these languages should have a card with signs such as hotels,
guest houses or port amongst others as a means of communication.
Consequences for Non Compliance
1. Transport operators shall be liable to penalties, which shall be laid out for any
disciplinary offences such as overcharging clients, rudeness to clients, deviating
clients etc… if they do not follow and adhere to the above mentioned Code of Ethics.
