History• Successor to former District

Foundation established in the seventies

• Set up to raise funds for emergency disaster relief

• Originally not a registered body -funds raised could only be from Lions -RM 10 per member from members’

subscription

• Recommendation of LRP Committee in 1997/98 to: - establish registered Foundation with tax exempt privileges - necessary as Singapore Lions Clubs to form separate

District 308-A1 in 1998

• Unanimous approval of resolution to form District Foundation at 4th District Convention- April 2002

• Received IPC status in 2005. Renewal after Oct. 2006 subject to agreement of LHE and LBSA to subsume their IPCs under LCSF

• Constitution and By-Laws approved and first Board of Directors elected – 5th District Convention, April 2003

• Registration with ROS and Commissioner for Charities in 2003

• All District 308-A1 Clubs are members

Purpose• To establish a central

organization for fiscal resources generated by Lions fund-raising activities

-unite Lions in community service-eliminate public confusion in

competing charitable causes-encourage donors’ loyalty

PurposeSubject to validity of IPC status:

• To extend scope of Lions fund-raising activities

• To secure tax exempt donations through LCSF for a range of clubs’ fund-raising projects and service activities eg.

- scholarships to poor students- financial assistance to families in need- local application of LCI programmes, eg.

Lions Quest & Gift of Sight, etc

Purpose• To establish the Foundation

Endowment Fund from donations raised not designated to any specific charity to:

-fund Lions service activities in Singapore, including LHE, LBSA and other Lions projects

Sources of Funds• Annual subscription of maximum $10

per year as part of District Dues• Transfer of funds from former

District Foundation• Funds raised by Lions clubs in District• Direct donations• Income from interests earned from

existing accumulated / Endowment Fund

Management of LCSF• Management Committee: - comprises 10 elected Lions, the District

Governor and the Immediate Past District Governor

- members elected to 2 year term, half of whom are elected at each AGM (not later than September each year)

- Committee elects Chairman, Vice Chairman, Secretary and Treasurer from amongst themselves

- FY begins 1st July and ends 30 June

How Lions clubs can raise funds for LCSF…

• Designate funds raised to any other charitable causes in Singapore.

(Tax exempt donations to Lions Home and LBSA to be channeled directly to them)

• Directly for the Foundation - accumulated in the LCSF Endowment Fund & generate income to support Lions activities

Disbursement: Chairman & DG may jointly approve up to S$10,000 disbursement at any one time for emergency relief

• Fund deserving Lions service projects & activities that are:

- beyond club/clubs’ capacity- geographical coverage- far-reaching benefit- manpower requirement beyond

• Disbursement of funds through applications by Lions club/clubs

- Submission of application form to Foundation secretary through the District Governor

- Application criteria to be complied with- Decision to award funding made by

LCSF Board based on endorsement of the District Governor
