    Badung Officials Movet o I n c r e a s e T a xR e v e n u e s f r o mRestaurants ProvidingLive Music in Bali

    T h e f i n a n c i a lmanagers of the Badungregency - where most of thehotels, restaurants and

    entertainment venues areconcentrated in Bali, areseeking to increase taxrevenues earned from nightspots.

    According to Radar Bali,the Badung Tourism Office andBadung Financial Administrationare creating new regulations fornightspots that will include highertax liabilities for that line ofbusiness.

    Cok Raka Darmawan, thechief of the Badung Tourism Office(KaDisparda), said the new ruleswould be issued shortly viaregulation issued by the regent.Those regulations will clarify what

    is meant by a nightclub and adisco thereby compelling manyBali businesses now operating asrestaurants and bars to bereclassified as nightclubs anddiscotheques.

    When in place, the newregulations will precipitate areview by both tourism and taxo f f i c i a l s , r e q u i r i n gestablishments offering livemusic to be reclassified into ahigher tax bracket imposing12.5% tax charges on all sales.

    These field check will beconducted during eveningbusiness hours and reviewfacilities. If there is musicalequipment for bands, then theseplaces are nightclubs, explained

    tax on sales while discos and nightclubsmust pay a sales tax of 12.5%. Initially,the areas targeted for inspection are inKuta, Legian and Seminyak, with otherareas of the Badung regency to follow inthe near future.

    According to current dataprovided by Darmawan, there are 284restaurants and 351 bars registered inthe Badung regency. The Badungtourism official expects the number of

    restaurants registered in Bali to declineas some restau ran ts becomereclassified as nightclubs and discos.

    The doors to the HeartAttack Grill warn that eating off themenu may be hazardous to yourhealth; and the warnings appear tohave come true for one diner.

    The eatery's owner Dr JonBasso, who is not a medical doctor,says he thought it was a joke when awaitress told him a customer wassweating and shaking.

    "A nurse came to me andsaid 'Dr Jon, we've got a patientwho's in trouble'. The gentleman

    could barely talk. He wassweating, suffering", he told a localnews station.

    Despite the serious nature ofthe incident, fellow diners reportedlythought it was just another part of theshow.

    "I actually felt horrible for thegentleman because tourists weretaking photos of him as if it weresome type of a stunt", Dr Jon said, n't

    day again folks and lets rip for another run at the weekly. The footylast weekend didn't end as well as I first thought and if the way theGreater Western Sydney played is any indication on how they areG

    planning to run this season, I'd say look out to the rest of the teams. I'msure a heap of us got the desired craving fix and enjoyed watching thegames with good friends. Being that it's that time of year again, I thinkwe all should start looking at registering in our local footy tippingcontests. I believe, as is usual, The Kuta Townhouse is running itsyearly contest with the addition of a new N.R.L tipping which is a first for

    the place. The powers that be have realized there are many people that frequent the many different placesthat telecast the N.R.L code and have agreed to get on board with a tipping comp for the same. One thing Iwill say is that the after party will be just as big, as is usual for the Town Houses and is well worth thenomination for the season. If I had to pick an N.R.L team it would have to be the Manly Sea Eagles, so let'ssee if they can hold the top spot in 2012. What a great time of year to be a resident of Bali. Get in to your localand get your name on the list for the 2012 season tipping.

    Shifting forward this week I did watch a funny episode unfold while kicking back at a haunt on thestrip. As most of you know, or have seen the local council is, and has been renovating the main street of Kutafor some time and have gotten an excellent result in my book. There is one section of the road that has beencompleted for a while now, so I thought, I would take a position near there so as to not have to deal with thenoise of construction etc etc, anyways there was a group of officials all looking at this particular section ofroad and measuring from one side to the other and deliberating on a game plan as by the looks of things theyneeded to get a service line under that section and after a while a few workers started scratching around andlifting road pavers exposing the substantial concrete footing underneath. Now these local worker guys hadto smash it up and get their line in, then I'm guessing re-build the footing and re-lay the road, which is whatthey chipped away at. I watched these guys along with most of the other people in the place from time to time

    and saw they were slowly making progress demolishing this concrete and didn't seem to be too rushed or ina hurry to get it done as there was at least 100 metres of it that needed doing. They just plonked away, asthey do, at the job basically. After a few hours of this, a group of Australian blokes that had been watchingthese blokes work, had thought it best that they showed the local boys how an Australian would get the jobdone and with this, one of them has put his beloved beer down, walked out to these guys, chest puffed out,rolled up his sleeves, taken another puff on his cigarette and proceeded to smash away with a pick axe atthe heavy concrete footing. Sparks where flying, concrete was breaking with each swing and after about fiveminutes this idiot was out of breath and puffing like an old mally bull, and basically was now in need of a sitdown under a shady tree to recover for a few days. He hands the pick back to one of the local workers and asbest he can between gasping for breath and sweating like the proverbial, utters that's how we do it inAustralia I don't exactly know what the local lads thought but I could see that they understood this f***wittwouldn't last for the duration of the contract, as working in a heavy humid environment requires a certainnon rushed attitude. Anyways, our hero heads back to the bar and sits back down, and trembled through therest of his beer before leaving with his mates. I have a feeling he would have laid down for a while to recoveras soon as he returned to his hotel room. It was a very funny thing to witness.

    I went back to the same spot almost a week later and surprise surprise, the local crew had almost

    completed the project, pipe in place, concrete re-built and paving stones back in their place, all withoutbreaking a sweat, and based on the monthly wage they get, id suggest a damn site cheaper than you coulddo it anywhere else in the world. When in Bali understand, these people work very hard for their coin and it'sprobably not best to try to show them how you think it should be done. Sit back, relax and enjoy your timehere. Don't sweat the small stuff.     The world's first "test-tube" meat, a hamburgermade from a cow's stemcells, will be producedthis fall, Dutch scientistMark Post told a majorscience conference.

    Post's aim is to invent anefficient way to produce skeletalmuscle tissue in a laboratory thatexactly mimics meat, andeventually replace the entiremeat-animal industry.

    The ingredients for his firstburger are "still in a laboratoryphase," he said, but by fall "weh a v ec o m m i t t e dourselves tom a k e ac o u p l e o fthousand ofsmall tissues,

    Conventional meat anddairy production requires moreland, water, plants and disposal ofwaste products than almost allother human foods, they said.

    The global demand formeat is expected to rise by 60

    percent by 2050, said Americanscientist Nicholas Genovese,who organized the symposium.

    "But the majority of earth'spasture lands are already in use,"he said, so conventional livestockproducers can only meet thebooming demand by further

    expansion into nature.The result would be lost

    biodiversity, more greenhouseand other gases, and an increasein disease, he said.

    In 2010 a report by theUnited Nations EnvironmentProgram called for a globalvegetarian diet.

    "Animal farming is by farthe biggest ongoing globalcatastrophe," Patrick Brown ofthe Stanford University School ofMedicine said.

    "More to the point, it'sincredibly ready to topple ... it's

    c h a n g e dfundamentally for millennia,"he said.

    "There's been a blindspot in the science andtechnology community (oflivestock production) as aneasy target."

    Brown, who said he is

    funded by an Americanventure capital firm and hastwo start-ups in California,said he will devote the rest ofhis life to develop productsthat mimic meat but are madeentirely from vegetablesources.

    Marchand rode 24.251kilometres around an indoortrack to establish the first-everhour performance in the 100-years-plus category.

    "I could have gone fasterbut I didn't want to," Marchand,who was given clearance by hiscardiologist in France beforemaking the attempt, at theInternational Cycling Union (UCI)

    track in Aigle where hespent a week preparing.

    "I'm not playing at being achampion," he said. "I just wantedto do something for my 100thbirthday."

    Ida Bagus Surakusuma, predictsthat the government will work tostimulate the MICE market for Baliin 2012.

    In keeping with thePresident's instructions tostimulate the MICE sector,Cabinet Ministers have beenordered to not only promote

    conventions, but alsowork to bring incentives andexhibitions to Indonesia.

    A c c o r d i n g t oSurakusuma, more popularlyk n o w n a s L o l e c , t h egovernment's focus on MICE inBali will provide businessopportunities for professionalconference organizers (PCO).

    L o l e c s a i d t h egovernment has prepared acertification program for MICEoperators as one of the steps toimprove the skills of this sector ofthe national tourism economy.

    Because of the economic

    i m p a c t o fM I C E a n d t h ee m p l o y m e n topportunities thatresult, Lolec called onthe Government toreduce the feescharged to the MICEsector. Citing two

    examples, he said thetax on alcohol mustbe simplified andprocedures eased fort h e t e m p o r a r yimportation of goodsused in hosting MICEevents in Bali.

    According toINCCA, there were 140 MICEevents in Bali in 2010. Lolecpredicts that number to increaseby 30% in 2012.

    Lolec is optimistic thatMICE business to Bali in 2012 willremain unaffected by the ongoing

    global economic crisis.H e a l s o s a i d t h a tinfrastructure projects nowunderway, such as the underpassproject in Kuta, would reduce thedifficulties posed by traffic jams in2013.

    The Duke and Duchess of Cambridge are reallygetting dolled up for the f irst anniversary of theirroyal wedding.

    There are super-hot chillivarieties. And then there's thes w e a t - i n d u c i n g , t e a r -generat ing, mouth-on-f ireTrinidad Moruga Scorpions.

    With a name like that, it's notsurprising that months of researchby the experts at New Mexico's State

    University's Chile Pepper Institutehave identified the variety as the newhottest pepper on the planet.

    The golfball-sized pepperscored the highest among a handfulof chilli breeds reputed to be amongthe hottest in the world. Its meanheat topped more than 1.2 millionunits on the Scoville heat scale,while fruits from some individualplants reached two million heatunits.

    "You take a bite. It doesn'tseem so bad, and then it buildsand it builds and it builds. So it isquite nasty," Paul Bosland, arenowned pepper expert and

    director of the chilli institute, saidof the pepper's heat.R e s e a r c h e r s w e r e

    pushed by hot sauce makers,seed producers and others in thespicy foods industry to establishthe average heat levels for super-hot varieties in an effort to quashunscientific claims of whichpeppers are actually the hottest.

    That's something thathadn't been done before, Boslandsaid.

    "The question was, couldthe Chile Pepper Institute establishthe benchmark for chilli heat? Chilliheat is a complex thing, and the

    industry doesn't like to base it on justa single fruit that's a record holder.It's too variable," he said.

    The academic institute isbased at the university's agricultureschool and is partially funded byfederal grants, as well as someindustry groups depending on theproject.

    The team planted about 125plants of each variety - the TrinidadMoruga Scorpion, the TrinidadScorpion, the 7-pot, the Chocolate 7-

    pot and the Bhut Jolokia,which was a previous record-holderidentified by the institute and certifiedby Guinness World Records in 2007.

    Randomly selected maturefruits from several plants within eachvariety were harvested, dried andground to powder. The compoundsthat produce heat sensation - the

    capsaicinoids - were then extractedand examined.

    During harvesting, seniorresearch specialist Danise Coonsaid she and the two students whowere picking the peppers wentthrough about four pairs of latexgloves.

    "T h e ca p sa i c in ke p tpenetrating the latex and soakinginto the skin on our hands. That hasnever happened to me before," shesaid.

    Chilli peppers of the samevariety can vary in heat dependingon environmental conditions. Morestress on a p lant - hottertemperatures or less water, forexample - will result in hotter fruit.

    The Tr in idad MorugaScorpion's new notoriety is alreadymaking waves in the industry andamong those who love their hot,spicy foods.

    "As with all the previous

    record holders, there willbe a run on seeds and plants," saidJim Duffy, a grower in San Diegowho supplied the university withseeds for four of the super-hotvarieties.

    Not even Duffy or theresearchers would dare to pop awhole Trinidad Moruga Scorpion

    in their mouths, but there areplenty of videos on socialnetworking sites where heat-loving daredevils have tried.

    The blood flow increasesand the endorphins start flowing.Their faces turn red, the sweatstarts rolling, their eyes and noses

    water and there's a fierysensation that spreads acrosstheir tongues and down theirthroats.

    "People actually get acrack-like rush," Duffy said. "Iknow the people who will eatthe hottest stuff to get this rush,but they've got to go through the

    pain." Pepper experts saidthere are a handful of peoplewho are crazy enough tosubject themselves to the pain,but the rest just want to try outthese super-hot peppers ontheir friends or make killer hotsauce - and it doesn't take awhole pepper to do that.

    More bang for the buckis how Bosland describes it. Hesaid a family could buy two of

    the super-hot peppers to flavourtheir meals for an entire week.

    The beauty of the peppersis they're not only the hottest in the

    world, but they're also some of themost flavourful peppers, Duffysaid.

    " Y o u c a n m a k e abarbecue sauce or a hot sauce ata mild to medium level using smallamounts of these peppers and itwill be so darn addictive that youwon't want to put your spoondown," he said.

    "You'll want to eat and eatand eat."

    Job Interview Question.A major International company was looking to

    Wozniacki loses respect for NavratilovaFormer world number oneCaroline Wozniacki hit backat Martina Navratilova onMonday for claiming that theDane had never deserved tobe top of the tennis rankings.

    Wozniacki also suggestedsh e h a s l o s t r e sp e c t fo rNavratilova, regarded by many as

    the greatest woman player ever,implying that her TV commentatingsought to stir things up and that itwould be better to "think a little bit."

    "I would never say Martinawas number one when there wasno-one playing," Wozniacki said,"or that she was the best when no-one was playing. That would bedisrespectful."

    Her comment was an echoof Navratilova's remarks at anAustralian Open press conference,in which the 55-year-old legendsaid: "Clearly nobody feelsWozniacki is a true number one."

    Navratilova, whose 18Grand Slam singles titles wereachieved when the women's gamehad less depth, also criticised themodern ranking system whichplaced Wozniacki at the top for 68weeks.

    This places too muchemphasis on the quantity of winsr a th e r th a n th e i r q u a l i t y ,Navratilova said, suggesting fellowCzech Petra Kvitova, Wimbledon

    champion and winner offive other titles last year, shouldhave become number one instead.

    When Wozniacki wasasked if she had lost respect as aresult of some of the remarks madeabout her on television, shereacted immediately.

    "I think I have to be honest,lost a little bit of respect. Because Irespect what they have achieved,"she said, referring to players of aprevious era who are nowcommentators.

    "She (Navratilova) won somany Grand Slams, her touch wasunbelievable. Martina Hingis wasunbelievable as well - for me myfavourite player.

    "But I think they shouldrespect players that are playingnow as well. Because they knowhow hard it is. You don't just wakeup and say okay I want to win thistournament, and it just happenslike this."

    Wozniacki reacted almost

    as strongly when askedabout Navratilova's commentthat it was Kvitova and VictoriaAzarenka who now formed thegame's best rivalry.

    "They always have tomake comments, and that's whatthey get paid for - to becommentators, because they

    are not playing any more. Andthey need to stir everything up,"Wozniacki said.

    "When I was number onethey needed to make a story soin the beginning when I wascoming up they were saying Iwas the next big thing.

    "Then when I had beenthere for a while and it gotboring.........then they said shehasn't won a Grand Slam -because and because andbecause.

    "Soon it will be if Victoria(Azarenka) loses a match, 'howcould she lose a match?'"

    More than 1.8 million deadpeople are listed as activeU.S. voters and about 2.75million people have activeregistration in more than onestate, the Pew Center on theStates reported

    The result of this outdatedand inefficient registration systemis that one in eight U.S. voterregistrations is invalid or markedlyinaccurate, according to theresearch by the non-partisan thinktank.

    U.S. electoral systems"are plagued with errors andinefficiencies that waste taxpayerd o l l a r s , u n d e r m in e vo te rconfidence, and fuel partisandisputes over the integrity of ourelections," the report said.

    Largely paper-based voterregistration "has not kept pacewith advancing technology and a

    mobile society."The report ahead of theNovember general electionscomes as states across thecountry, in contentious moves,have tightened voter identificationrequirements.

    Voter ID laws were passedin eight states last year, and theVirginia legislature is debatingbills to stiffen ID requirements.The Justice Department blocked

    South Carolina's ID lawin December , a rgu ing i tdiscriminated against minorityvoters.

    The Pew report did notidentify voter fraud as a problem,saying the inefficiencies couldlead to "the perception that they(elections) lack integrity or couldbe susceptible to fraud."

    MOVING ONOne reason for voter

    registration trouble is thatAmericans frequently changevoting districts, the report said.

    About one in eightAmericans moved during the2008 and 2010 election years.Up to 25 percent of youngAmericans move each year, itsaid.

    AFL punts priority pickThe AFL will scrap itsp r i o r i t y d r a f t p i c ksystem and replace itwith a newer versionwhich makes it muchharder for clubs to gainextra selections.

    The overhaul is

    partly aimed at removingsuspicions that clubs tank forextra picks.

    Under the outgoingsystem, a club which earned 16premiership points (four wins) orfewer in a season was given anextra pick before the secondround of the national draft.

    If a club earned 16 pointsor fewer in consecutive yearsthey were awarded an extraselection before the draft's firstround.

    Under the new system,which will come into effect thisyear, a more complicated formulawill be used, which takes intoaccount premiership points,

    p e r c e n t a g e , f i n a l sappearances and injury rates fora club over several seasons.

    The new formula willmake it more unlikely a club willbe granted a priority pick after justone poor season, or that a pickwill be given before the first roundof a draft.

    AFL football operationsmanager Adrian Anderson saysthe rule changes are partly aimedat eradicating any suspicion that

    clubs sometimes tanked late inseasons for extra draft picks.

    Anderson says whilethe league did not believetanking had occurred, theywant to remove any doubtamong fans.

    "There's no doubtthere is an unhealthyobsession in some quarterswith the whole idea that there

    could be tanking," he said."Part of the rationale

    is to deal with that, but onlypart of the rationale."

    Anderson says theleague also wants to move closerto having an uncompromisednational draft.

    He says the AFL hasalready taken steps in thatdirection in recent years, such asby changing the father-sonsystem, so that clubs which wantto draft the sons of former playersnow had to be part of a draftbidding system.

    on Valentine's Day.And nearly half of all

    singles yearn above all else tofind a sweetheart, with about 45percent saying finding a partnerwould bring them the greatesthappiness.

    "What strikes us when welook at the data is that you have thismajority of global citizens who arereally looking at home forhappiness," said Keren Gottfried,research manager at Ipsos GlobalPublic Affairs, which conducted thesurvey in 24 countries.

    South Africa reported the

    highest levels of domestic bliss,with 82 percent of settled SouthAfricans saying nothing couldmake them happier than theirpartner.

    Japanese and SouthKorean couples were at the otherend of the scale. Nearly half saidthey would hesitate to say theirpartner was the single best thing in

    their lives, although theyconceded that he or she was thesource of at least some of theirhappiness.

    For many couples, about38 percent globally, the best thingabout their relationship was thesex, according to the poll. This wasespecially true for Brazilians.Nearly 60 percent said that nothingcould make them happier thanhaving a good sex life.

    But the Japanese, South

    Koreans and Britons tended tovalue other qualities in theirpartner. Only 15 percent ofJapanese ranked their sex livesabove all else as a source ofcontentment.

    Single people in the samethree countries also reported aresilient independence, with only athird or less of single Japanese,South Koreans and the Britons ying

    s a y i n g f i n d i n gsomeone to settle down withwas the most important stepin their search for happiness.

    Single Indonesianswere the most preoccupiedwith finding a mate. Nearly70 percent said nothingcould make them happier,followed by 57 percent ofTurks and 56 percent ofMexicans.

    But even amongcouples who lived together, thepoll found signs of restlessnesswith slightly more than a quarterof people in such relationshipssaying that finding someone elseto be with would make themhappiest of all.

    Ipsos interviewed 21,248in an online survey in Argentina,Australia, Belgium, Brazil,Canada, Ch ina , France,Germany, Great Br i ta in ,Hungary, India, Indonesia, Italy,

    Japan, Mexico, Poland, Russia,Saudi Arabia, South Africa,South Korea, Spain, Sweden,Turkey and the United States.

    Fifty-nine percent of thepeople surveyed said they weremarried or living with theirpartner, while 41 percent saidthey were not.

    A Dutch antique trader isselling his collection of over5,000 unopened bottles of

    Cognac and other liquors,which he claims is the biggestof its kind.

    The most precious bottle inBay van der Bunt's collection,which is valued at 6 million euros(4.9 million pounds), dates back to1795 and was a Cognac taken byNapoleon's army on campaign forthe officers. Van der Buntestimates that bottle is worthbetween 100,000 and 150,000

    Reserve boss to face the musicTreasury boss Mart inParkinson is pretty sure inwhich country he resides.

    But the man who also sitson the Reserve Bank board lastweek told a Senate estimatescommittee reckons there's a fewAustralians who reckon theirhome address is somewhere in

    the suburbs of Athens."I do think the whole mind

    set is overdone. It's almost as ifmost Australians think we live inGreece," he said.

    "We don't. We actuallyhave an incredibly bright futureahead of us."

    I t ' s t h a tbright future - led bythe mining sector -contributed towardsthe Reserve Bank'sdecision to leaveinterest rates onhold at its most

    recent meeting.A t 4 . 2 5percent the officialcash rate is still lowb y h i s t o r i c a lstandards. It was at4.25 percent thatJohn Howard famously declaredto have interest rates at "recordlows".]

    Over in Greece officialrates are at one percent.

    But no one is borrowingmoney, locals are sending theircash overseas for fear of thecountry being pulled out of the

    euro and unemployment isaround the 21 percent mark.Unemployment in this

    country is now at 5.1 percent,wages are growing faster thaninflation, pensions continue torise and it's unlikely yourbusiness will be firebombed byan angry mob.

    For those st i l l no tconvinced have a look at theaccompanying graph which

    highlights just how largethe difference is between Australiaand Greece.

    It is a comparison of howGreece and Australia did throughthe two biggest economicdislocations of the past century -the Great Depression (1929 to1934) and the Great Recession(which started in 2008).

    T h r o u g h t h e G r e a tDepression the Austral ianeconomy went into freefall.

    Unemployment up to 33percent.

    Australia's economy was16 percentage points smaller in

    1931 than it was in 1929.It took six years for the

    economy to return to the size itwas when the global economycollapsed.

    Over in Greece it too washit hard by the Great Depression.

    However, it did muchbetter than Australia. Economic

    output had returned to 1929 levelsby 1932.By 1934, when Australia

    was just making it back to where itwas in 1929, the Greek economywas 10 percentage points largerthan it was six years earlier.

    Move forward to thecurrent day.

    The Australian economytoday is 10 percentage pointslarger than it was in 2008, with the

    IMF forecasting thatgrowth to accelerate over thecoming two years.

    By 2013, the value ofeconomic output in this countrywill be about a fifth larger than itwas back in 2008.

    Now let's head to Greece.The Greek economy has

    shrunk by more than eightpercentage points since 2008, willbe smaller again next year and theIMF does not forecast out farenough to find a year in which itwill return to its 2008 level.

    For the debt fetishists outthere, note that Greece's net

    government debt is 153percent of GDP while inAustralia it hit almosteight percent last year.

    That is the pricebeing paid by Greeksand the Greece byausterity, poor policydecisions of the past,

    bad policy decisions oftoday and lenders whoare not prepared toaccept losses for theirown mistakes.

    It 's not justGreece which did

    bet te r th rough the GreatDepression than through theGreat Recession.

    Nobel laureate and NewYork Times' columnist PaulKrugman has highlighted howBritain did better in the 1930s thanit has through the 2000s.

    There are now the best

    part of 2.7 million Britonsunemployed, with a third of thosewithout a job through the pastyear.

    As Dr Parkinson toldAustralians, cheer up!

    "Yes we have a multi-speed economy at the momentand there are some parts that facesignif icant chal lenges butAustralians have a lot to beoptimistic about," he said.
