KUSO SEMINAR ON RECOGNITIONTO SOURASHTRA LANGUAGE

A REPORTA Seminar was organised by the

K a r n a t a k a U n i t e d S o u r a s h t r a Organisation (KUSO) as part of the ' E d u c a t i o n i s t s a n d S t u d e n t s Conference' at the Dhanalakshmi College of Engineering, Chennai on 14th April, 2016.

Dr. V.P. Ramamurthy, Chairman, Dhanalakshmi College of Engineering presided.

Sri K.V. Pathy, President (KUSO) welcomed the participants and introduced the theme of the Seminar. He pointed out that Sourashtra language is currently shown as a dialect of Gujarati language which was born long after Sourashtri. This has to be corrected and Sourashtri declared as an Independent language. It should also be included in the 8th Schedule of the Indian Constitution so that it can get the benefits given to those languages.

Sri Aaazhi Senthil Nathan, Federal Co-ordinator, Campaign for Language Equality and Rights (CLEAR), gave the details of the 'Chennai Declaration' and the 'Delhi Demands' made by the language groups of 40 languages (including Sourashtri) for the formation of a New Language Commission to grant all languages, espicially minor languages their Rights for propagation and development of their respective languages. He said that most of the languages are having problems similar to the Sourashtra language and they have made their demands.

Sri K.R. Ravindranath, Member, Linguistic Minority Committee of Sourashtra Madhya Sabha and Editor of 'Sourashtra Patrike' made a Power Point presentation to explain the history of Sourashtra language, its present status as a dialect of Gujarati language and the details about the list of 22 languages already included in the 8th Schedule of the Constitution of India and the 38 languages in the waiting list, having already made their demands. Sourashtra language group is yet to put up their demand.

Sri C.S.K. Satish, Advocate, said that very few Sourashtra Educational Institutions are included in the list of Linguistic Minority Institutions.

Sri K.K. Chandira Sekaran of SAURASHTRI ACADEMY, Dindigul explained that there is a stipulation that the institutions should have teachers and teach their minority language in their schools etc. As most of our schools do not teach our language they are not included for getting the benefits.

Sri R.R. Kubendran wanted the Seminar to declare that a particular script will not be accepted for our language. It was explained to him that this Seminar was being held for non-controversial issues only and the script issue was not in the scope of this seminar.

Sri K.Ve. Nagarajan, Chairman, Vivekananda Nursing Institutions, and Executive Committee member of KUSO from Hosur, wanted all participants to listen to others' views without obstructing the proceedings.

Sri Sriram Shekhar, Vice President, Sourashtra Madhya Sabha suggested that a separate seminar may be held for issues such as Script .

Dr. V.P. Ramamurthy in his address stressed that in the matter of script, we should keep aside the past history and consider only what will benefit our children and youth of the future, as the present generation will not be in the picture after a short time.

He graciously offered to host a Seminar for discussing the Script and other connected issues in the month of May, 2016, after the Tamilnadu elections.

Sri Pathy thanked Dr. Ramamurthy for coming forward to hold a Seminar on a larger scale with more participation.

KUSO Annual General Body MeetingThe Annual General Body Meeting

of the Karnataka United Sourashtra Organisation (KUSO) was held on 24th April 2016 at the KUSO Guest House in Rajajinagar, Bangalore.

After Introductory remarks by the KUSO Pressident, Sri K.V.Pathy, the Minutes of last year's Annual General Body Meeting was presented by the General Secretary Sri T.S. Jayabalan and approved by the Annual General Body Meeting.

The General Secretary then presented the Report of Activities during the year 2015-16. The Statement of Accounts and Balance Sheet (provisional) was presented by the Treasurer Sri K.K. Devadoss Babu. Comments were made by the members suggesting the enhancement of the finances of the Organisation and asking to expedite out-standing collections of dues for Advertisements. A group was formed for this purpose.

It was decided to have two Secretaries and Sri Pattabhiraman was unanimously elected as a Secretary. Sri C.K. Manikantan was co-opted as a Executive Committee Member for Mysore.

A budget is to be prepared for the year 2016-17. It was decided to have a Publishing Team to help in the preparation, printing and posting activities of the magazine 'Sonna Kodum' instead of the 'Editorial Board'.

The President, Sri K.V. Pathy stressed the need for introspection of Human Relations within our Team to have smooth functioning of the organisation.

The office bearers and members present made the following suggestions-1. The Diva Puja should be done in the evening if conducted in Guest House hereafter.2. The Committee decided to meet Sri L. Shri Hari Khoday for KUSO building fund.3. It was decided to prepare a budget for each and every functions / activities of KUSO

in future.The meeting continued even after Lunch. It was brought to a close with Vote of Thanks by

the Committee Member P.R. Gopinath.

Sourashra Educationists' Confederation held on Thursday, 14.04.2016 among othersDr T.S. Chandrasekhar was honored by the Organizers and Dr. T.S. Chandrasekhar thanked them with his short speech but elaborately explained his experiences in medical field on his achievements of 23,000 and more endoscopy surgeries carried out by him with a humorous touch.

In a special felicitation meeting organized by his own brothers and family members and relatives held at Hudson A/C Auditorium of Tamilnadu Chamber of Commerce, Kamarajar S a l a i , M a d u r a i - 9 o n S u n d a y17-04-2016, an audio visual screening was presented in a beautiful way inwhich the life sketch of Dr T.S. Chandrasekhar from his childhood till the offer of the title 'Padma Shri' to Dr. T.S. Chandrasekhar by the Hon'ble President of India Pranab Mukherjee to the excitement of a large number of gathering assembled in the Auditorium. VIEWS ON SOURASHTRA LANGUAGEKUSO Seminar on 14th April 2016- Excerpts from the speech of Aazhi Senthilnathan,

Federal Coordinator, Campaign for Language Equality and Rights.I wish you all on this New Year Day and thank you for inviting me to speak on this

occasion. I thank Mr Pathy for inviting me.I congratulate the organizers of this seminar for focusing on what has emerged as one of

core democratic demands of any minority community in India today: the language rights. The language rights movement is really growing and expanding in India and more and more language communities are interactive with each other than before to find the common space to work together.

On behalf of Campaign for Language Equality and Rights, CLEAR, a federal organization of various language organizations and activists in India to collectively fight for the language rights, we extend our support for the Sourashtra language community.

You have two main demands now: You demand that the Union Government of India should recognize Sourashtri as an independent language and stop classifying it a dialect of some other language.

You also demand for inclusion of your language in the Schdl . 8 of the Constitution of India. Both are right demands and we know the Sourashtra community is fighting for them for many years.

I also take this opportunity to thank you for sending your representative Mr Kishore Kumar to participate in the International Mother Language Day program held on Feb 21, 2016 in New Delhi. Organized by CLEAR. On that day, for the first time in the history of Independent India, representatives of forty languages gathered together to uphold the language rights. We are happy that Sourashtri was also represented.

We released two major documents on the language rights in India recently.(These have been published in Sonna Kodum magazine). The Chennai Declaration of Language Rights was released on Sep 20,2015 in the Language Rights Conference held in Chennai. The second document, The Delhi Demands of Language Rights, has been released in New Delhi in the program I have mentioned earlier. Both documents address your demands.

I met Prof. C.S. Krishnamurthy, a veteran Soutrashtri fighter , in Jalandar last year in the All India Conference of Regional Languages organized by Punjabi Bhasha Academy and others. I must thank Dr Joga Singh, a leading light in the language rights movement in India and one of the founders of CLEAR, for inviting both of us ! Prof. Krishnamurthy brought the Soutrashtri demands to our knowledge. I should thank him for engaging with CLEAR in its drafting of the Delhi Demands too.

CLEAR will actively support your movement and stand with you when you fight either the Union government on recognition issues or state government for implementing the minority language schemes and ensuring the representation. You must fight for the mother tongue education in schools.

Today I got enlightened a bit more about your vexed issue of script standardization. Please bring the support of community leaders and linguists in deciding on standardization. I also urge you work with international forums like Unicode and Wikipedia to increase the digital assets of Sourashtra language and script so that no government tomorrow deny you your identity.

There are many other languages in India travelling on the same path. Many languages in

northern part of India dubbed as the dialects of Hindi. The people of such languages, Bhojpuri or Bhageli, Kosali or Garwali, Bundelkandi or Magahi are fighting for their own identity today. In the Delhi event we organized, most of these languages were represented by the noted people from the respective communities. There are close to 40 languages which participated in the Delhi event and half of them are almost like Soutrashtra, fighting for the linguistic independence!

I once again extend my gratitude and support from CLEAR.

Rajendran, Vice Chancellor, Vinayaga Mission University, Salem praised Sri S.R. Anantharaman,Founder of the Educationists Federation and narrated it was how the weaving people of the Sourashtra community turned their attention into educating their children and the interest shown by the Federation for the uplift of the children by offering prizes and encouraging them in their progress.

In his presidential address Dr K.N.K. Ganesh with his new year greetings praisedDr. V.P. Ramamoorthy, Chairman, Dhanalakshmi College of Engineering, Tambaram, Chennai, for his offer of food, transport and college premises to successfully conduct the Conference. He also assured that the Confederation, though it was started just 4 years ago, will take steps to secure protection on the interest on our linguistic minority educational institutions.

Sri S.K. Jegannathan, Correspondent, Sourashtra College, Madurai, in his speech appreciated the steps taken on Guidance & Coaching Classes for IAS,IPS, IRS and IFS students. He also praised M/s K.B. Radhakrishnan, K.N.K. Ganesh, V.P. Ramamoorthy and V.R. Rajendran on their constant support to the activities of the Confederation.

Smt. Dhanalakshmi Ramamoorthy, Joint Secretary, Dhanalakshmi College of Engineering, who lighted the lamp, stressed in her speech that our children should be brought out with love and affection and in turn they will come out as disciplined citizens.

After the dance performance by the students of Matric Hr. Secondary School, Emaneswaram, lunch interval was announced. By 3.00 p.m., Student Achievers were appreciated and prizes were distributed. In the presence of Sri M.S. Ramalingam,Sri S.L. Jawaharlal, Sri N.K. Parthasarathy, the coaching classes for IAS,IPS, IRS & IFS were initiated by Sri V.P. Rajendran who presided over this event.

'Home Environment or School Environment – which is mostly supportive for educational progress of the Students ? - This was the title of the 'Patti Manram' held. Justice Prof. Dr. D.K. Subramanian declared his verdict in favour of 'School Environment' by offering one more percent, I,e, 51%. The Conference came to a close by 6 pm with vote of thanks by Sri A.R. Jegannathan, Secretary, Sourashtra Hr. Secondary School, Madurai.

Speech by Sri K.V.PathyAt the Sourashtra Educationists and Students Conference

Sri K.V.Pathy conveyed his namaskaars and greetings on our Sourashtra Vijayabdam-704, our New Year Day.

He made the following points in his speech :1. SKILL DEVELOPMENT :

Our community has been giving more and more importance to education of our children and the poor are getting financial assistance also from various sources. As you are going to witness later in this Conference, the best student achievers are going to be felicitated.

In this connection, we have also to give some thought to the problems of the 'not-so-meritorious' students (who form the majority) in getting employment after completing the education in different subjects. Invariably it is the experience that with degree or certificate only it is not possible to get any job easily. What is needed and expected by employers is 'Employability'.

For this, it is very important to develop the 'skills' after regular education. Now the Governments have introduced various 'Skill Development' courses and are encouraging the youth to join them and learn different skills so that they would find employments without difficulty. Our 'Educationists Confederation' should persuade their member institutions to start such 'Skill Development' courses, if not already done. Our youth should join in large numbers and get benefited.2. Sourashtra Education Trust :

It is felt that we should form a 'Sourashtra Education Trust' (SET), similar to SIET of Muslims. In the beginning this Trust should start English medium Primary schools in all the

(around 60), where our people are living. Instead of joining schools belonging to other communities by paying hefty donation, our

people can join our own community schools started by this Trust. It can be done on franchise model. SET can be the umbrella organisation taking care of all Govt. formalities and the Franchisees will run the schools. We can also teach our mother tongue Sourashtri as a third language in our schools as they will be 'Linguistic Minority Educational Institutions'. ( suggestion by Sri P.S.Umashankar).3. 'Recognition of Sourashtri language as an Independent language and its inclusion in the VIIIth schedule of the Constitution of India.

Our Linguistic Minority Sourashtra Educationists Confederation have been doing great service to our community and our mother tongue, Sourashtri. Only recently a delegation of the Confederation went to New Delhi and met all concerned Ministers , officials and Leaders of political parties and submitted Petitions pleading for the extension of educational financial benefits like scholarships which are being made available to Religious Minorities, to our Linguistic Minority Sourashtra students also. They have made very good impression on the Ministers etc. and the papers are moving fast. We can hope to achieve our objective soon.

Another fundamental disadvantage being felt by our Sourashtra speaking community is that our Sourashtri language is not recognised as an Independent language, but treated only as a dialect of Gujarati language. This is wholly incorrect and our community is loosing all the benefits available to other languages for developing their mother tongues and teaching their children in schools.

In the past, a number of attempts have been made by our language and History scholars , by sending petitions and RTI applications to the different Govt. authorities like the Linguistic Survey of India, the Census officers, Linguistic Minority commission etc. But no tangible results have come out.

As of now, our Sourashtra/Sourashtri language is classified as a dialect of Gujarati language, instead of an Indepedent language with hoary history and literature.

It was felt that , instead of sending such petitions by individuals, a joint united effort should be made by all sections of our community, including Educationists, scholars, Linguists, writers, editors , bhashaabhimanis and also the general public. For this purpose, A seminar with the theme- 'Recognition of Sourashtri as an Indepedent language and its inclusion in the 8th Schedule of the Constitution of India' has been organised jointly by the Sourashtra Educationists Confederation and the Karnataka United Sourashtra Organisation, which is scheduled at an adjacent hall starting at 2-00-p. m. today.4. Teaching Sourashtra language in our schools.

We are all known as Sourashtras as we migrated from the Saurashtra region of presnt Gujarat State. We speak our mother tongue Sourashtra language, which we have preserved for several centuries in the South of India, far away from our ancient Saurashtra des (region). Our language is our identity.

Some how, for several decades we have not given adequate importance to learn , read and write our language, barring a small number of bhashaabhimaaniis. We need not go into the reasons for such a state of affairs, but should devote our time, energy and resources for propagating our language at least from now on. We are demanding that the Govt. support for teaching our language as an optional third language in schools to our children. But as you are well aware, this may take time to materialise. In the mean while, we should not keep quiet, but all our Educational Institutions, schools, colleges, Academies, VidyaPeetams etc. should

start optional, free Sourashtra language classes, out side the regular school hours to those students willing to learn our language. This will show the enthusiasm of our younger generation.

5. A resolution is being put up for the demands and I request all members of this Conference to support and pass the same. This will be submitted as a joint united demand of our Sourashtra community, to the Govt. and all authorities concerned, so that we may realise our expectations in the near future.

Hence, The Government order that Tamil will be taught in classes 1 to 5 as Medium of instruction will be formally enforced in Govt. and private schools.If the students want to learn other languages in the interest of their future, they will be provided suitable facilities by conducting separate classes for them.The children of Linguistic Minorities living in the border districts of the State can learn their Mother tongue and the ban on such learning will be removed.

Smt. T. Maheswari, M.A., M.Ed., Deputy Primary Education Officer delivered her primary speech. Prizes were distributed to the students by Nagalnagar Sourashtra Sabhai Secretaries Sri P.M.C. Hariharan, Sri V.R. Santhilal and Sabhai Executive Committee Members viz, Sri T.S.A. Kannan, Er. N.B.R. Madhavan and Sri T.R. Govindan distributed the prizes and made special speeches. The functions were well organized by School Correspondent Sri S.R. Ravindranath. Childrens' art programmes, karate, yoga were performed with due experiments.
