Armed forces in various countries keep developing their abilities to make sure national security is strengthened. Nowadays even public trust in crucial democratic processes depends on the proper security of the technology layer. Trust is the key, and this keyis furnished by cybersecurity.

During two days of the conference, we have seen many panel discussions andpresentations which were trying to tackle mentioned topics. The ideas have beenexchanged, appropriate ‘know-how’ identified, and weaknesses highlighted. Regardless of the fact that there is still a lot of work to do, we firmly believe that initiatives likeCYBERSEC result in improving cybersecurity and building trust in the ongoing global digital transformation.

Therefore, we would like to sincerely thank you for all the support. We do appreciatethat you believe in us and the idea that only honest on-topic conversation and jointactivity will create secure cyberspace, the main goal we are all working towards. In a world plagued by conflicts and violence, a concerted effort is needed even more. We maintain that we can undertake this task together and continue our cooperation in the future.

the fourth edition of the European Cybersecurity Forum - CYBERSEC 2018 has come to an end. During the conference, following the theme “The Quest for Cyber Trust”,we have discussed all the most important issues which our cybersecurity communityis facing at the moment.

In our opinion, trust is a necessary condition to take full advantage of the potential the Internet and leading-edge technologies bring. What’s more, cyber trust must beunderstood in all its dimensions. Users need to be sure they won’t fall victimto cybercriminals. Also, they need to be confident that their privacy is not violated by any party. Critical infrastructure operators need to be sure the functioning of industrialcontrol systems won’t be tampered with. Likewise with the Internet of Things, which is now ubiquitous. We all trust that the producers of products and services we put touse are going to provide secure solutions throughout the supply chain and thatstate-of-the-art technologies scientists develop are going to increase the safetyof cyberspace use and not aggravate the threats which lurk there. Internationally,policymakers are attempting to set new norms of responsible behaviour as a meansof building trust are being established.

SESSIONS AND SPECIAL PANELS

SPECIAL DISCUSSION PANEL: YOUNG CYBERSECURITY LEADERS LOOKING AHEAD

Young leaders looking ahead was a new initiative addressed to young, ambitious and visionarystudents from the world’s most renowned academic institutions interested in strategicand interdisciplinary aspects of cybersecurity. MA and PhD students took part in the Call for Papers on challenges in cyberspace within such domains as international relations,economy, national security, defence, etc. Authors of the three best papers were invited to take part in a dedicated panel discussion entitled „Young Cybersecurity Leaders Looking Ahead”.

WORKING SESSION:BLOCKCHAIN UNCHAINED – CURRENT CHALLENGES & LESSONS LEARNED

The working session enabled the participants to present and discuss the developmentopportunities and cybersecurity challenges associated with blockchain technology andcryptocurrencies. A multi-stakeholder and interactive formula of the working sessionencouraged the exchange of knowledge and experiences between participants representing both the private and the public sector, thus facilitating an inclusive discussion that gives a more comprehensive consideration of different perspectives : business, public policy and regulatory. Following the working session, the Kosciuszko Institute will work together with its partners and experts to draft a publication on the development opportunitiesand key challenges related to blockchain technology. The paper will analyseboth the issues and the recommendations discussed during the working session.

BREAKOUT SESSION:LABELLING & CERTIFICATION LANDSCAPE – BUILDING A TRUSTWORTHY ICT INDU-STRY

Labelling and certification of ICT products and services may strongly contribute to thedevelopment of a higher level of transparency and trustworthiness in cybersecurity and help to stimulate further development of the Digital Single Market. The aim of the debate wasto address various aspects of ICT products and services labelling and certification in order to support the growth of Europe’s constantly digitising economies. By gathering representatives of both the public sector and the industry, the session contributed to finding the commonground between diverse perspectives (business, legal etc.) on the scope and rules of ICT labelling.

Debate was co-organized with the Knowledge Transfer Network on behalf of TRUESSEC.eu

SPECIAL CLOSED WORKING SESSION - POSITIVE PEACE IN CYBERSPACE:THE UNTOLD STORY

The purpose of this session was to reflect on the role of the European Union, other internationalactors, and regional organisations in strengthening the elements which contribute to positive peace. Building resilience, stimulating growth, promoting human rights, and ensuring inclusion are all important components of a stability regime in cyberspace and as such are recognisedby the European Union as important aspects of its cyber diplomacy and reinforcedby the EU Cyber Diplomacy Toolbox.

The session was co-organized with EU Cyber Direct.

SPECIAL CLOSED WORKING SESSION- LESSONS FOR FUTURE CYBER FORCES

Along with land, air and sea, cyberspace has become a full-fledged new dimension of militaryconflicts, challenging states’ very ability to defend their interests and protect theircore values. As a new operational domain for armed forces, cyberspace entails new tasksand challenges, and the rapidly evolving cyber environment requires from authoritiesto find appropriate and flexible answers. The purpose of this practical session was to exchangeopinions on how to prepare armed forces to by fully operational in this new domain.Special attention was dedicated to the aspects related to Special Forces.

The Session was co-organized with Polish Special Forces Command.

SPECIAL CLOSED WORKING SESSION- SAFEGUARDING CYBERSPACE – STRENGTHENING CAPABILITIES BY POOLING OF EXPERIENCE

The purpose of this practical session was to present good practices to pool experienceon ensuring security in cyberspace and among institutions, which play a key rolein safeguarding the cyber domain. The main objective is to promote proper response for threats, foster cooperation and integrate actions of all national and international institutionsresponsible for watching over security, reliability and efficiency of the ICT networks.

The session was co-organized with NASK, National Research Institute.

CYBERSEC 2018ACCOMPANYINGEVENTSINNOVATION HYDE PARK

Innovation Hyde Park was heldin the conference main hall and gave the opportunity to privatecompanies, start-ups andassociations to present innovativecybersecurity solutions and waysof implementing technologyin a cyber secure manneron a daily basis.

the point of discussion was the newest technologieswhich are using in cybersecurity solutions.

CYBERSEC 2018ACCOMPANYINGEVENTSCRYPTOMAGE CYBER EYE

An inauguration of a new network anomaly detection solution Cryp-tomage Cyber Eye took placeduring the 4th European CybersecurityForum. The presented productis the first commercial solution for a low-level network steganographydetection. Amongst other functionalities it also detects sophisticated networkattacks, suspicious network traffic and botnet activity. Cryptomage teampresented the solution and its practicalappliance. The Cryptomage Cyber Eye inauguration was attended by dozenscybersecurity executives and experts as well as government officials. CryptomageCyber Eye got a very warm welcomefrom all attendees.

CYBERSEC 2018ACCOMPANYINGEVENTSEXHIBITION:DIGITS CODES CIPHERS100 YEARS OF POLISH INDEPENDENCE

This year is a special one for Poland – the 100thanniversary of its reclaimed independence.Celebrations include various events that are ta-king place not only in Poland but around the world.The Kosciuszko Institute also wanted to take part in national festivities and organized an unprecedented exhibition entitled “Digits, Codes, Ciphers – 100 Years of Polish Independence” devoted to the contribution of Polish scientists in the worldwide development of mathematics, cryptography and computer science.

The exhibition displayed archival and contemporary materials and exhibited related to the most eminent representatives of the Lviv School of Mathematics,documents of Polish radio intelligence from the Po-lish-Bolshevik war which have recently been included in UNESCO’s Memory of the World Register and the unique Enigma coding machine. At the same time itdemonstrated how joint efforts of countriescan be transformed into shared success, which in today’s cyber worldallows us to improvenational and international security.

The official opening of the exhibition took placeon Monday evening, 8 October, in the 16th-centuryCzeczotka Palace and was combined withCYBERSEC 2018 Banquet.

The next century is also going to be marked by a joint struggle for cyber sovereignty.•
