ThirdAnnualA1CZacharyCuddebackMemorial5K Many people may remember the horrific terrorist a acks at Frankfurt Airport, Germany on February 2nd, 2011. A1C Zachary “Cudde” Cuddeback was a vehicle operator dispatcher for the 86th Vehicle Readiness Squadron on Ramstein, and was one of the vic ms of the Islamic Terrorist a acks. A er his death, a 5k was held in his honor each year. This year is the Third Annual Memorial 5k . The event is sponsored by the 86 VRS Booster Club and will be held at the Ramstein South Side Fitness Center on March 1st 2014 at 0900. Registra on is $20 un l February 1st, and $25 a er February 1st. You can register for the event at the BX Tuesdays and Thursdays from 11‐1300; at the Commissary on Fridays from 1530‐1830, or by emailing [email protected]. Each year, the 101st Airborne Belgian Friendly hosts the “Dead Man’s Ridge Walk” in
Bastogne Belgium to honor those lost during the Ba le of the Bulge in WWII. Each
year, this organiza on pays the way for a WWII veteran to come back to Bastogne
where he fought nearly 70 years ago. This is o en mes the only chance the veteran
ever has to come back to Bastogne, Belgium. The organiza on puts on a dinner to
raise money to bring the veteran to Bastogne, and later that month, guests and
re‐enactors gather together to walk the exact route of the Ba le of the Bulge.
This year, the event is happening on March 1. At 6.30PM, the group will organize a
dinner at Godinne, Belgium. This dinner is the starter of the "Dead Man's Ridge Walk",
which will have place on Sunday March 23, 2014.
All the benefits of this dinner will be used for the trip back to Belgium of the American
WWII Veteran John Leather who will be the honored guest during the "Dead Man's
Ridge Walk".
This year the dinner will be only 12 Euro and you must reserve your spot before
February 23rd. To get more informa on, or to reserve your spot for the dinner, email
The dinner is an awesome opportunity to help a WWII vic m have closure with
their past, and give them the opportunity of a life me. Addi onally, just showing up
for the Dead Man’s Walk is an incredible chance to retrace history literally in the same
steps as those who fought before us.

LocalAssistanceforSingleParentsThe KMC Single Parent Support Group is
reaching out to all Single Parents in the
KMC area who made need some
assistance with networking, or any thing
else that can be a stressor for them. Each
month they host two events, and
educa onal event and a social
opportunity to network.
The educa onal events are always
held on the third Wednesday of each
month from 1130‐1230 at the Airman &
Family Readiness Center on Ramstein.
They are brown bag events, so folks should bring a lunch. The topics vary monthly and people
can sign up at the A&FRC by calling 480‐5100.
This month, the educa onal event is tled, “Da ng as a Single Parent.” and it is
happening on 19 February from 1130‐1230 at the A&FRC. This is an opportunity for Single
Parents to get some ps and sugges ons on how to date when they have a li le one to take
care of.
Addi onally, the Single Parent Support Group Social event is happening on 16 February
from 1400‐1600 at Yabadoo’s. Indoor Play land. This event provides a chance for Single
Parents to meet others in the same situa on, and give the kids a chance to play and interact

If you are not already aware, there have
been some updates to
AFI 36‐2903. The original AFI is from 18
July 2011, but it incorporates version 3
changes star ng 17 January 2014.

Read the full AFI to see all the changes,
but here’s a summary:
This interim change revises AFI 36‐
2903 by upda ng the verbiage in various paragraphs to incorporate AF/A1 uniform wear
policy decisions. Changes eliminated athle c shoe color restric ons; authorized black socks
with athle c shoes; authorized certain Air Force and other services’ qualifica on badges and
the Command Insignia pin to be worn on ABUs and Friday morale undershirts for ABUs and
flight suits and morale patches for flight suits; eliminated color restric on of handheld
electronic devices not worn on the uniform or a ached to the purse; deleted the excep on
for black boots to be worn in industrial environments pending development of stain‐resistant
boots; deleted the requirement for reflec ve belts with the PT uniform (commander’s
discre on remains) added the defini on of qualifica on badges and an a achment with
examples of qualifica on badges; added back the maternity modifica ons for outer
garments; and made minor administra ve correc ons and added clarity as appropriate.
You can now wear shoes like this to your unit PT...but
be prepared for some old colonel to tell you how
uniform regula ons were “back in his day.”
The February KMC Top 3 General Membership Mee ng is Tuesday, February 25th at The O’Club on Ramstein at 11:30.
It’s big news right now that Deborah Lee James is the newest Secretary of the Air Force, and the second woman ever to hold that posi on. With this in mind, it’s more important than ever that women con nue to strive in the workplace, and a huge part of that is knowing how to network and communicate. The KMC Top 3 has a monthly event called “Let’s Connect” Women’s Mentorship. This is a luncheon event where women gather in a safe environment to encourage networking and professional development specifically geared to female service members. Each month the event focuses on a different topic with a few influen al guest speakers. Par cipants are encouraged to ask ques ons and interact in the discussion. This month the luncheon will take place on February 11th, 2014 at 1130 at the Golf Course Café on Ramstein Air Base. Food is available for purchase at the café, and those wan ng to buy food are encouraged to show up at 11:00 to do so. The topic of this month’s luncheon is “Fiscal Responsibility.” Addi onally, on the same day as the “Let’s Connect,” there is a female Dorm Resident dinner geared toward a similar topic. This event provides free food for females in the dorms, and takes place at 1800 in Dorm 2418.

Seminar put on by the TFDC, the Top 3, and The University of Oklahoma. The
seminar is presented by Dr. Tim Davidson from the University of Oklahoma,
Department of Human Rela ons. He speaks on his model of building leaders called
“Strength.” The seminar is from 1000‐1200 at the NCOA Auditorium, building 2789.

FisherHouseHelpingHands
The KMC 5/6 has adopted the Landstuhl Fisher
Houses I and II as one of their Special Projects,
and needs volunteers for 26 March 2014.
This is a great volunteer opportunity to help
out a wonderful organization. This donation of
your time has such a great impact on the fami‐
lies and staff of the Fisher Houses and those
that will utilize the facilities in the future. This
example of selflessness reduces a lot of stress
from the
shoulders of the Fisher House staff.
As volunteers we provide manning for daily
up keep of the facilities and common areas of
both Fisher Houses. This includes cleaning
rooms after guests have checked out, changing
linens, dusting, mopping and cleaning re‐
strooms.
Volunteers would meet in the Lobby of Fish‐
er House II at 0845, and meet with the friendly
staff about what needs to be accomplished that
day. The cleaning tasks are usually very easy to
accomplish in under 2 hours if there are enough
volunteers! The house usually cannot
handle more than 10 people for both
houses though.

The KMC 1st Four’s very own Roxana Garcia took an
ac ve leadership role and briefed the general
membership of the KMC 1st Four on the Military
Knowledge Tes ng System or MKTS Survey. So we
decided to share the key points here as well.
The MKTS Advisory Council, chaired by the
CMSAF, is comprised of CCMs from all MAJCOMs,
selected field opera ng agencies (FOA), and direct
repor ng units (DRU). The council convenes every
year to determine the applicability of the
informa on contained in the current PDG and
approves new subject ma er for inclusion in the next
revision. Members base their decisions on your
feedback and the results of an MKTS field evalua on
survey administered to a stra fied
random sample of approximately 10,000 NCOs
throughout the Air Force. This survey lists, by
chapter and sec on, the content of the PDG and asks
that each chapter sec on be rated according to
whether knowledge of, or skill in, that par cular area
is necessary to perform at the respondent‘s present
grade. The survey for each grade shows the list of
topics covered in the guide and how
important airmen in that grade rated the
informa on. The survey also shows the average
ra ng for all topics. The test writers use those ra ngs
when they create the tests by focusing more on the
topics with above‐average ra ngs.
Historically, the enlisted history and organiza on
chapters do not score high; the chapters on
leadership, communica on, NCOs and personnel
programs score the highest. While any informa on in
the guide is eligible to be tested, the items with the
highest ra ngs are most likely to show up on the
test. You can get a good idea of what might show up
just by scanning the individual ra ngs.

RecentLegislativeUpdatesThe AFSA Chapter 1674 on Ramstein Air Base
announced legisla ve updates on November 21,
2013. They’ve picked out the key points for easy
understanding.
. Probable the biggest thing is the ongoing
House‐Senate Budget Commi ee deal on the
NDAA which if passed will avoid a shutdown and
blunt the impact of sequestra on cuts; but lower
military re ree COLAs for re rees under age 62.
The Compromise House‐Senate FY 2014 NDAA
would also give the President his requested 1.0
percent military pay raise‐‐the smallest since the
start of the all‐volunteer force‐‐simply because it
does not address the issue, poten ally opening
the door for the President to con nue using
Execu ve Orders to bypass the law governing
military pay raises. Full text for the highlights is
below.
1. Bipar san Budget Deal Reached;
Proposes Lowering COLAs for Younger Military
Re rees. A bipar san budget deal has been
struck by the joint House‐Senate Commi ee on
the Budget which would lower sequestra on
cuts and avoid a government shutdown in
January. However, it would s ll have to be
passed by the full House and Senate and signed
by the President (who reportedly supports it) to
take effect.
An ar cle in the Army Times reports, “A
bipar san budget deal to avoid another
government shutdown and reduce the impact of
sequestra on over the next two years includes
thorns for working‐age re rees.
“In a move expected to save $6 billion, the
Bipar san Budget Act announced Tuesday by
Sen. Pa y Murray, D‐Wash., and Rep. Paul Ryan,
D‐Wis., calls for reducing annual cost‐of‐living
adjustments for military re rees under the age of
62.
“Working‐age military re rees would receive an
annual pay adjustment [COLA] that is 1
percentage point less than the rise in consumer
prices. For example, the 1.7 percent COLA that
took effect on Dec. 1 and will first appear in
January checks would be just 0.7 percent for
military re rees under age 62 but s ll be 1.7
percent for older re rees if the proposal were
now in effect.
“The COLA reduc on would be phased in three
years. The December 2014 COLA would be
reduced by 0.25 percent, the December 2015
COLA would be reduced by 0.5 percent and the
full reduc on would take effect with the
December 2016 COLA.
“Disability re rees would not have their COLAs
reduced.
“The plan could come to a vote in the House this
week and, if it passes, be taken up by the Senate
next week.”

. NDAA Compromise Bill Released; President to
Get his Way on Smaller Military Pay Raise.
Details of a joint House‐Senate compromise FY
2014 Na onal Defense Authoriza on Bill have
been released. A press release from the House
Armed Services Commi ee provides details. A
few of the features of this compromise bill are
listed here:
•A 1 percent pay raise for military members.
•Rejects all Administra on proposals to increase
or establish new TRICARE fees.
•Includes over 30 provisions or reforms to the
UCMJ related to comba ng sexual assault in the
military.
•Establishes a defini on of a gender‐neutral
occupa onal standard to be used by each mili‐
tary service to develop the standards required
for all military career designators.
•Requires a minimum 180‐day no fica on
before the cancella on of a deployment and a
minimum 120‐day no fica on before a
deployment for individuals for the opera onal
reserves.

School! We said "YES!" and today, we signed an adop on decree.”‐Dr. Michelle
Woodfork, Assistant Principal. AAHC has been suppor ng
students since Fall 2011 and are ready to partner with RMS providing
ongoing support in RMS and AAHC twin goals of Highest Student
Achievement and Safety. AAHC presented RMS with their mission,
objec ves, and commitments that are intended to help RMS to reach
DoDEA’s vision, “To be among the world's leaders in educa on, enriching the lives
of military‐connected students, and the communi es in which they live.”
The Kaiserslautern AAHC is bringing people together
this February with their event, the Masquerade Ball
“Night of Enchantment.”
This will be a fun event for members of the AAHC
or new people interested in joining or mee ng
others. This event will be on February 1, 2014 at the SAKs Urban Designer Hotel in
downtown Kaiserslautern. The address for the hotel is S splatz 11, Kaiserslautern
67655. The me of the event is from 1900‐0200 with a formal dress code. . Hope

BOSSTropicalIslandsEscapeIf snow and winter sports don’t raise your body temperature, Be er Opportuni es for Single Service Members (BOSS) has a getaway that is perfect for you! This trip will be on Feb 15‐16 and is open to all Single service members and geographical bachelors and their guests 18 and up. Just 60 km south of Berlin, Tropical Islands is home to the world’s largest indoor rainforest, a complete tropical village with restaurants, shops, entertainment, white sandy beaches, a Balinese Lagoon and a Tropical Sea, plus Germany's highest water slide tower. Here, you can enjoy various sports ac vi es, shows and entertainment – all comfortably and constantly maintained at a pleasant 79°F in the shade, all year round. This trip cost only $169 and that includes Round trip transporta on, admission, a water slide cket, and one night of lodging in a safari tent for two.
