MINUTES OF 51ST MEETING OF OPERATION & COORDINATION COMMITTEE OF MP WAS HELD AT BANQUET HALL, SHAKTI BHAVAN, JABALPUR ON 26TH April

2016 at 11.00 AM. The 51st meeting of Operation & Coordination Committee of MP was held on 26th April 2016 at

Banquet Hall, Shakti Bhawan, Jabalpur under the Chairmanship of Shri P.A.R.Bende C.E.(SLDC) & Chairman OCC. The list of participants is enclosed at Annexure -1.0

MPPKVVCL (East Discom), being the host, welcomed all the participants by offering bouquet of flowers. Thereafter Shri S.K.Bhagwatkar, GM(DCC), MPPKVVCL, Jabalpur expressed gratitude & pleasure for conducting 51st OCCM of M.P and welcomed Shri M.C.Gupta, Managing Director, MPPKVVCL, Shri S.K.Yadav, Director (Technical), MPPKVVCL, Shri. P.A.R. Bende C.E.(SLDC) & Chairman OCC and all the participants. Then he requested Shri S.K.Yadav, Director (Technical), MPPKVVCL, Jabalpur to address on the occasion.

Shri S.K.Yadav, Director (Technical), MPPKVVCL welcomed all the officer & participants on behalf of MPPKVVCL. He deliberated that OCC is an important forum which has been formed to maintain the discipline in the State Grid. Operation & Coordination Committee constituted as per guidelines contained in MPEGC and coordinating the implementation of Load Despatch & System Operation Code to ensure that respective Generators and Distribution Companies using State Transmission System discharge their obligations under the Grid Code. The OCCM is being conducted once in every two months and deliberated on all technical & operational aspects of Load Despatch and System Operation.

He also stated that OCCM is not like other general meetings and formation of Operation &

Coordination Committee has been done for specific purpose i.e. to maintain the discipline of the Grid Code which is not the responsibility of only one company but the combined efforts of all the Power Sector Companies, intra state entities and constituents of M.P. and failure to comply Grid Code & related Regulations and lapses in this regards causes serious consequences. The decisions of the OCCM are to be complied in the interest of safe, secure and reliable operation of the grid.

Further he suggested that for OCCM a common e-mail Id should be formed and all the

correspondences shall be shared through this common e-mail ID so that each member/entity is aware of the instructions/compliances and can share the valuable information/updates in the matter. He also suggested that the most important issues should be highlighted in the MOM so that such matter is compiled within the least possible time.

Shri M.C.Gupta, Managing Director, MPPKVVCL requested all the participants to introduce themselves and thereafter he requested Shri. P.A.R. Bende C.E.(SLDC) & Chairman OCC to take-up the agenda points. ITEM NO. 1 : CONFIRMATION OF MINUTES : Minutes of 50th meeting of Operation & Coordination Committee of MP held on 27th February 2016 at Omkareshwar Hydel Power Station, Omkareshwar were forwarded to the committee members vide No. 07-05/SG-9B-II/107 dated 07.04.2016. No comments have been received to SLDC. Committee confirmed the minutes.

ITEM NO. 2 : REVIEW OF SYSTEM OPERATION DURING THE MONTHS FEB 2016 TO MARCH 2016.

2.1 Frequency Particulars: Member Secretary informed the committee that during March 2016 the system frequency was below 49.9 Hz for 8.69% of time against 5.62% of time during Feb 2016. The system frequency was above 50.05 Hz for 21.29% of time during March 2016 against 23.89% of time during Feb 2016. The system frequency was within the IEGC range of 49.9-50.05 Hz for 70.02 % of the time during March 2016 against 70.49 % of time during Feb 2016. The average monthly frequency was 50.00 Hz during March 2016 whereas it was 50.01 Hz in the month of Feb 2016. The system frequency did not touch 49.20 Hz during the above period.

Annexure-2.1. The brief detail of frequency profile is given here under:

Member Secretary stated that average frequency during the past two months was about 50 Hz which is a good sign for stability and security of national grid. However matter of frequency above 50.05 Hz for more than 20% time is of great concern. Maintaining frequency within the IEGC specified band is the combined responsibility of all the constituents of National Grid and MP alone cannot control the grid frequency. Being surplus state, MP has to back down generation in ISGS / SSGS for restricting under drawal at high frequencies. Shri M.C. Gupta, Managing Director, Chairman (OCCM) & other participants discussed over frequency & system related matters in depth. 2.2 Operational Matters

following important 400 KV s/s in MP Grid.

Member Secretary OCC stated that the voltage profile has also improved during the course of time and the problem of low voltage has almost been eliminated in the state. Discoms have also contributed in eliminating low voltage scenario by installing capacitor banks at the load centres and improvement in voltage profile could not be achieved without the efforts made by the Discoms. The voltage remained within limits for the month of February 2016 & March 2016. 2.3.2 Status of Capacitor Banks in sub-transmission system: Member Secretary OCC informed the committee that the updated information of the status of capacitor banks in sub-transmission system as on 31st March 2016 as submitted by DISCOMs is detailed below:

2.3.3 Status of Shunt Capacitor Banks installed at various EHV Transmission Substation: Member Secretary OCC informed the committee that the updated information of the status of Installed capacitor banks (in MVAR) in EHV transmission system as on 31.03.2016 as submitted by MPPTCL is given below:

As per decision taken in the meeting held at WRLDC on 18.04.2016 ATC/TTC shall be computed for

drawal areas at regional level using PSS/E software. The computation of ATC/TTC at state level could not be done accurately without modeling of capacitor bank details in PSS/E software. In view of this, it is therefore requested that the details of capacitor banks installed at various locations along with their capacity and healthiness may please be submitted in the next meeting by MPPTCL / Discoms so that the same can be modeled in PSS/E software.

MPPTCL representative agreed to furnish the above information at the earliest.

2.3.4 Status of completion of ongoing Transmission Schemes being executed by MPPTCL:

Member Secretary OCC informed the various ongoing Transmission Schemes completed during the current financial year 2015-2016 (upto March 2016) and plan for completion of various ongoing Transmission Schemes for the Year 2015-2016 is enclosed as Annexure 2.3.4(i) and 2.3.4(ii).

2.3.5 U/F and df/dt Relay Operation (i) U/F and df/dt Relay Operation: Member Secretary OCC informed the committee that Frequency did not touch 49.20 Hz or below during Feb 2016 and March 2016. There was no df/dt operation during the same period and this matter of operation of df/dt relay is monitored by CEA also.

In the earlier 48th, 49th & 50th OCC meetings of MP, SLDC requested MPPTCL to submit

the revised list of AUFLS due to allocation of group to new feeders commissioned after implementation of revised AUFLS. T&C, MPPTCL ensured to submit the same. The matter was repeatedly discussed in the above OCCM but so far the information has not been furnished. It is again requested to submit the same at the earliest.

(ii) Defective u/f, df/dt relays: Member Secretary OCC informed the committee that MPPTCL has informed that all the df/dt relays are in good/healthy working condition and where the U/F relays are not available, the numerical relays programmed for under frequency operation.

(iii) Revised df/dt Plan : Member Secretary OCC informed the committee that the revised df/dt plan has been prepared in consultation of MPPTCL and implemented by SLDC wef 20.08.2015. Chairman OCC requested MPPTCL to submit the reports of testing of df/dt relays so that it can be forwarded to WRLDC/WRPC.

2.4 Power Cuts / Load restrictions/Differential Load Shedding by DISCOMS & group allocation to 33 KV feeders :

(i) Member Secretary OCC informed the committee that the details of DISCOM wise Power supply given to various domestic categories during the period Feb 2016 and March 2016 is enclosed at Annexure 2.4(i).

(ii) Group Allocation to Newly Commissioned existing EHV substations :- Member Secretary OCC informed the committee that the region wise list of 33 KV feeders emanating from various newly commissioned/existing EHV substations for which groups have not been allocated is given in Annexure 2.4 (ii). The DISCOM wise details of pending group allocation to 33 KV feeders is given below :

in the meeting. West Discom representative informed the Committee that 3no. feeders group allocation has been done

and 15 Nos. are remaining. Representative from Central Discom informed the committee that 4 no. feeders group allocation in Bhopal region and 2 nos. in Gwalior region have been done and 16 Nos. feeders are remaining for group allocation.

East Discom representative informed the committee that the bay is charged but the feeder construction

is not complete. Thereafter Chairman OCC requested MPPTCL to submit the details of feeder allocation in revised format mentioning the date of bay charging and the date of charging of feeder. The revised format for submitting the details of feeder allocation is as below:-

3.1 Generating Units under planned outage and proposed maintenance programme : Member Secretary OCC informed the committee that the annual maintenance /outages of thermal generating units of MPPGCL during May ’16 to June ‘16 is as under :-

3.2 Proposed shutdown programme of Transmission lines/Transformers: Member Secretary OCC informed the committee that the proposed shutdown of transmission elements for the period 01.05.2016 to 30.06.2016 submitted by MPPTCL & NHDC is enclosed as Annexure-3.2.

3.3 Long Outages of transmission elements and protections : Member Secretary OCC informed the committee that the status submitted by MPPGCL / MPPTCL are given below :

The defect developed in transformer and matter taken up with M/s ECE for its repair. The transformer has been shifted to ECE works for repairs, on receipt of above reconditioned transformer, it will be recommissioned by June 2016 as intimated in the meeting.

6 12.5 MVA 132/33 KV HEL make X’mer at 220 KV S/s Nimrani

30.10.2015 X’mer hand tripped due to high Tan-Delta of 2 No. 132 KV bushings.

MPPTCL representative informed the committee in the meeting that the transformer has been charged on 24.04.2016.

7 3x105 MVA , 400/220 KV ICT-I at 400 KV Indore

02.08.15 Differential protection optd. and 33 KV tertiary PT burst

The transformer bank is out of circuit from 02.08.2015. 2 No. 105 MVA Units of these bank have failed. The complete bank has to be replaced with 1X315 MVA 3 Ph. Transformer. DI of 315 MVA X’mer is under process. After receipt of 315 MVA X’mer, the failed 3x105 MVA Bank will be replaced by July 2016 as intimated by MPPTCL representative in the meeting.

8 315 MVA, 400/220 kV ICT-I at 400 kV S/s Bina

15.10.15 Due to Buchholtz relay alarm.

The 315 MVA X’mer Sr. No. 6005210 is out of circuit from 15.10.2015. The Transformer has been shifted from Bina to M/s BHEL works for repairs. After repairs this X’mer will be recommissioned at 400 KV S/s, Bina by July 2016 as intimated by MPPTCL representative in the meeting.

9 3X40 MVA, 220/132 KV X’mer at 220 KV S/s, Bhopal

6.2 Commissioning of new Generating units in Madhya Pradesh and the capacity expected to be commissioned during the current year 2016-17 :- Member Secretary OCC informed the committee that the status regarding Generating units, commissioned /expected to be commissioned during the current year 2016-17 accordingly the available information is as below :

6.3 Provision of synchronization facility at EHV sub-stations of MPPTCL:- Member Secretary OCC informed the committee that as per Grid Code, the synchronization facility should be available at all the Power Stations, 400 KV Sub-stations and 220 KV Sub-stations and 132 KV sub-stations in the path of black start. In last OCC meeting MPPTCL representative informed the committee that the procurement of synchronization trolley is under tendering stage. Further it was informed by chairman OCC that synchronization trolley at 400 KV S/s Indore is not in order and requires immediate attention for its proper functioning.

The MPPTCL representative informed the committee that the tender for 69 No. synchronization trolley

has been opened and shortly purchase order will be placed. Further he informed that by end of December 2016 the work will be completed.

6.4 System Protection Scheme (SPS) in MADHYA PRADESH:- Chairman OCC informed the committee that in the last meeting request was made by MPTCL to submit the complete details of all SPS commissioned in MP along with load shed quantum to SLDC, so that the copy of the same could be placed in Control room of SLDC and concerned substation / power station for reference and record.

The same is not furnished so far. MPPTCL is requested to submit the information at the earliest. MPPTCL representative informed that committee that detail in the above matter will be provided

shortly.

6.5 Communication problem with Hydel Power Station:- Member Secretary OCC informed the committee that there is communication, data as voice, problem between SLDC and Tons & Pench Hydel Power Stations of MPPGCL. The communication is intermittent and remained out for most of the time. Great

difficulty is being experienced by the SLDC for contacting these HPSs for operation of the machines. This matter was raised in the OCCM in the past also. However, there is no improvement in the communication with these stations. Normally communication does not take place as & when required in order to take or stop machines at Tons & Pench HPS and quite often operation of machines gets delayed. This has adverse effect on the grid security and hence MPPGCL is requested to thoroughly the PLCC link in coordination with Communication wing of MPPTCL and help if any required, shall also be extended by the SLDC.

MPPGCL representative informed that a mobile No. 09977507928 has been provided at Pench HPS

and installation work of extending mobile facility at Tons HPS is under progress which shall be completed shortly.

Thereafter Chairman OCC requested that the PLCC communication with all Hydel Power Stations

should also be made operational RTC.

6.6 Deviation in schedule and drawal by MPPMCL:- Member Secretary OCC informed the committee that the persistent deviation is observed in schedule and drawal particularly due to uneven sale of power by MPPMCL. It would become very difficult for SLDC to keep deviation within IEGC limit at certain time block boundaries due to change in huge quantum of sale. Sometimes it causes the violation of the over drawal/ under drawal limits stipulated in the DSM regulation. The matter was brought into the notice of MPPMCL in the earlier OCC meetings also but no action has been taken by MPPMCL to streamline the drawal pattern of MP by suitably ramping the power sale / banking. It is requested that MPPMCL should take necessary action to avoid such situations and sale/purchase/banking should be planned such that suitable ramping is ensured to maintain scheduled deviation within regulatory limits.

6.7 Switching Operation of Transmission Elements without obtaining grid Code from SLDC:

Member Secretary OCC informed the committee that as per IEGC Sub -Regulation (b) of Regulation 5.6.2 “All operational instructions given by RLDC and SLDC shall have unique code which shall be recorded and maintained as specified in Central Electricity Authority (Grid Standards) Regulations, 2010.“

On dtd 10.04.2016 at 20.02 hrs during charging of 220 KV Satna- Maihar Ckt pole discrepancy was

observed resulting in tripping of various lines and transformers. On 15.04.2016 at around 09.41 hrs 220 KV Birsingpur-Rewa ckt tripped from Birsinghpur end caused tripping of transmission elements in Rewa Area. On 18.04.2016 at 06.06 hrs 132 KV B-phase CT of 220/132 KV 160 MVA transformer-I NGEF make burst at 220 KV S/S Neemuch resulting in tripping of all connected feeders. Restoration of transmission elements in above occasions had been carried out by MPPTCL S/s staff without obtaining grid code from SLDC. Such types of violations have been brought in to the notice T&C, MPPTCL in the past also. Such switching operation of transmission elements without obtaining code from SLDC/Sub-LDC is not desirable for safe and secure and smooth operation of integrated grid and also falls under violation of section 5.2 and 5.6.2 of IEGC. In case of persistence repetition of such occurrences, SLDC shall have no option but to report the same to Hon’ble commission through monthly compliance report.

Chairman OCC requested all the intra state entities to issue the suitable instruction to all concerned

officials for strict compliance of the Grid Code.

6.8 Over Loading of 220 KV OSP-Barwaha line at Omkareshwar Hydel Power Station :- Member Secretary OCC informed the committee that in 50th OCC meeting, Sr. Manager (O&M), OSP has intimated that number of trippings were occurred in past months due to overloading of the line and requested to allow to interchange the CT of 220 KV OSP –Barwaha line (500-300/1Amp) with 220 KV OSP-Barawaha (tap

Nimrani) line (800-400/1Amp. In the meeting Chairman OCC requested MPPTCL to examine the matter and report to SLDC at the earliest. The CE(T&C), MPPTCL Jabalpur has suggested to install new 200 KV CTs of 800-400/1 A in place of existing 500-300/1 A CTs of 220 KV OSP-Barwaha feeder at OSP end. Accordingly vide letter no 07-05/NCA-94/5577 dtd 19.03.2016 SLDC informed Omkareshwar HPS and requested to take necessary action in the above matter at the earliest. Representative of OSP HPS informed the committee that the replacement of CT’s of 220 KV OSP-Barawaha line with 800-400/1A shall be done after the commissioning of 6th bay at OSP by MPPTCL. Chairman OCC requested the representative of OSP the work of replacement of CT should not be linked with the construction of 6th Bay at OSP HPS and required to be completed by the OSP at the earliest and necessary steps for procurement and installation may be initiated without any delay. 6.9 Required information regarding regulatory compliance at the time of commissioning of transmission elements :- Member Secretary OCC informed the committee that while submitting request for real time code for charging of new transmission lines / transformers, the required information regarding compliance of regulatory requirements is not being furnished by the requestors. The request of SLDC Control Room staff for providing the information as a regulatory requirement, the substation staff instead of providing documents which are necessarily provided to SLDC before first charging of transmission elements, considered it as act of SLDC for delaying charging of newly constructed transmission element. The MPPTCL is requested to look into the matter and the field staff may be instructed suitably to provide the information invariably as and when desired by SLDC to process the matter for issuing the real time code for first time charging of new transmission element.

Chairman OCC stated that the submission of above mentioned information regarding charging of

new transmission lines / transformers is a regulatory requirement hence required information/documents should invariably be submitted well before charging new transmission elements.

6.10 SCHEDULING ACTIVITY BY MPPMCL ON BEHALF OF DISCOM:- Member Secretary OCC informed the committee that SLDC has taken up the issue of round the clock functioning of MPPMCL Control Room in the past OCCM also so that real time revisions of requisitions shall be made by the MPPMCL on behalf of DISCOMs which is presently done by the SLDC itself.

The MPPMCL had deputed one engineer in Shift at SLDC Jabalpur in August 2015 to understand

the scheduling procedure and preparation of requisition as per availability and demand pattern. MPPMCL engineers have acquired sufficient knowledge of requisition/scheduling over this period and doing the scheduling activities under the Balancing & Settlement Code. Now SLDC proposed that after 15 days from the date of Installation / commissioning of New SCADA (Alstom), the MPPMCL staff should start functioning from MPPMCL Control Room. Further it is a matter of pleasure to inform all the members that new SCADA (Alstom) has been recently commissioned on 18.03.2016 and it started functioning. Accordingly now MPPMCL should immediately take up real time scheduling activities on behalf of Discom. It is to mention that MP SLDC perform the scheduling activities as per the requisition of MPPMCL and DISCOMS for ISGS/SSGS/Other LTA&MTA/Bilateral agreement. However the MPPMCL engineers in shift quite often remains reluctant to make requisitions despite request of SLDC Shift in-charge to help them in this activity. Chairman OCC requested MPPMCL to immediately start functioning from MPPMCL Control Room when SLDC SCADA terminal is provided.

Representative from MPPMCL informed the committee that by end of May 2016, MPPMCL will start

independent functioning from MPPMCL independent Control Room.

ITEM NO. 7 : REGULATORY ISSUES 7.1 Central Electricity Regulatory Commission (Indian Electricity Grid Code) (Fourth Amendment) Regulations, 2016: Chairman OCC informed the committee that the Central Electricity Regulatory Commission vide notification dtd 06.04.2016 has made amendment(Fourth Amendment) in IEGC 2010. The new clauses have been added and gist of the same is given below :- 1. Date of Commercial Operation or 'COD' : Date of commercial operation in case of a unit of

thermal Central Generating Stations or inter-State Generating Station shall mean the date declared by the generating company after demonstrating the unit capacity corresponding to its Maximum Continuous Rating (MCR) or the Installed Capacity (IC) or Name Plate Rating on designated fuel through a successful trial run and after getting clearance from the respective RLDC or SLDC, as the case may be, and in case of the generating station as a whole, the date of commercial operation of the last unit of the generating station.

2. Trial Operation or Trial Run :- (i) Trial Run or Trial Operation in relation to a thermal Central Generating Station or inter-State

Generating Station or a unit there of shall mean successful running of the generating station or unit thereof on designated fuel at Maximum Continuous Rating or Installed Capacity or Name Plate Rating for a continuous period of 72 hours

(ii) In case of a hydro Central Generating Station or inter-state Generating Station or a unit thereof for a continuous period of 12 hours.

(iii) Trial run and Trial operation in relation to a transmission system or an element thereof shall mean successful charging of the transmission system or an element thereof for 24 hours at continuous flow of power, and communication signal from the sending end to the receiving end and with requisite metering system, telemetry and protection system in service enclosing certificate to that effect from concerned Regional Load Despatch Centre

3. Technical Minimum Schedule for operation of Central Generating Stations and Inter-

State Generating Stations: - The technical minimum for operation in respect of a unit or units of a Central Generating Station of inter-State Generating Station shall be 55% of MCR loading or installed capacity of the unit of at generating station.

(i) Compensation for degradation of Specific heat rate for low unit loading on monthly basis in

terms of energy charges. (ii) Compensation for degradation of Auxiliary Consumption for low unit loading on monthly

basis in terms of energy charges. (iii) The scheduled generation falls below the technical minimum schedule, the concerned CGS

or ISGS shall have the option to go for reserve shut down and in such cases, start-up fuel cost over and above seven (7) start / stop in a year shall be considered as additional compensation

The compensation so computed shall be borne by the entity who has caused the plant to be operated at

schedule lower than corresponding to Normative Plant Availability Factor up to technical minimum based on the compensation mechanism finalized.

Chairman OCC requested all the intra state entities should go through the above amendment which is

available in the website of CERC and act accordingly.

ITEM NO. 8 : BLACK-START MOCK DRILL OF HYDEL POWER STATIONS : 8.1 Black Start mock drill of Hydel stations of MPPGCL and NHDC : Chairman OCC informed the committee that the black start mock drill of Tons HPS, Bargi. Pench and Gandhisagar HPS have been completed successfully on 08.10.15, 12.10.15, 06.11.15 and 06.01.2016 respectively. The second time black start mock drill of Gandhisagar HPS has been completed successfully on 04.04.2016 with extending supply to 132 KV S/s, Bherugarh (Ujjain) for Simhasta 2016. The proposed dates for black start mock drill of remaining hydel power stations is given below :-

In the last OCC meeting, MPPGCL has informed that the Black Start Mock Drill of Birsinghpur,

Rajghat and Madikheda HPS could not be possible due to non-auto operation of governor. MPPGCL is requested to submit the plan for readiness of these units for black start mock drill.

Now SLDC has proposed that the black start mock drill of Rajghat and Madikheda HPS shall be

planned at the earliest. Thereafter the procedure shall be prepared & furnished to the MPPGCL & concerned officials by MP SLDC.

MPPGCL representative informed the committee that Black Start Mock Drill at Madhikheda HPS

shall be conducted in July 2016 with Governor in Manual Mode. Further NHDC representative agreed for conducting Black Start Mock Drill at Indira Sagar Project and Omkareshwar HPS on above mentioned dates. ITEM NO 9: SOME IMPORTANT MATTERS REQUIRED IMMEDIATE ATTENTION:

9.1 Quarterly Review of Crisis Management Plan: Member Secretary informed the committee that the NHDC & SLDC is submitting the quarterly crisis management report to Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai.

However despite continuous persuasion by SLDC other state utilities i.e. MPPTCL, MPPGCL and IPPs

are not submitting the report to CEA. It is requested to submit the CMP report in prescribed format for the fourth quarter of 2015-16 (Jan to March 2016) to CEA under intimation to SLDC.

9.2 Status of Physical & Cyber Security in Power Sector regarding: Chairman OCC informed the committee that the status of physical & cyber security in Power Sector for the fourth quarter (Jan to March 2016) has not been received from any of the state utilities. In the past also this report is not being furnished by any of the state utilities despite constantly pursuing the same by SLDC in OCC meetings and also through correspondence.

The state entities are requested to furnish the Status of physical & cyber security in Power Sector for

fourth quarter (Jan to March 2016) directly to the Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai.

ITEM NO.10: AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES: 10.1 Status of AMR system installed at SLDC:

SLDC representative informed the Committee about the status of AMR data received through AMR system in the month of Mar 2016. He also informed that complete data of 492 ABT meters installed at interface points was received through AMR System and data of132 Nos meters (Monthly-83 & Partial – 49) was not received mainly due to connectivity / alignment problem of optical cable, network problem or modem not installed or due to some other problem. He also informed that SLDC is not receiving timely the missing load survey data from Indore, Ujjain & Gwalior circle offices and requested MPPTCL to issue instructions. MPPTCL stated that instructions will be issued to these circle offices. Further following points are discussed and resolved as under:-

i. SLDC representative informed that M/s Secure Meters Ltd has furnished a list of 37 Nos interface points /

meters whose data is not being read through AMR system due to different issues such as modem removed, meter defective / replaced etc. He informed that instruction were issued by the CE(T&C) office to respective SE(T&C) offices for resolving the issues, but out of 37 Nos meters only one meter of Sagar Rly Traction has be read. He further requested MPPTCL to issue the instructions for resolving the issues immediately. CE(T&C) office have assured to resolve the issues on priority basis.

ii. SLDC representative informed that for providing AMR access to the concerned SE(T&C) offices for ensuring the communication status and data downloading of the meters, M/s Secure Meters ltd. have informed that modems have been issued, but SIMs are not provided to SE(T&C) offices. MPPTCL informed that SIMs have been issued to field offices.

iii. SLDC representative informed that AMR facility is required at newly commissioned substation / Xmers / HT consumers / OACs / REGs around. 69 os. MPPTCL informed that modems & SIMs have been issued to field offices for providing AMR facility on newly commissioned substation / Xmers / HT consumers / OACs / REGs.

iv. SLDC representative apprised the Committee that M/s Secure Meters Ltd. is insisting on starting the AMC

of AMR system as Two and half year period has already passed its is difficult for them to provide the services due to financial commitment. He further informed that SLDC has requested M/s Secure Meters Ltd to resolve the issue of 37Mos interface points and provide the AMR access to SE(T&C) offices for starting the AMC. CE(T&C) has also stated that M/s Secure Meters Ltd. shall resolving these issues by May 2016 so that AMC could be started from June 2016.

10.2 Non reporting of details of newly installed meters, replaced meter & CT and change in polarity

of ABT meter installed at interface points to SLDC:

SLDC representative informed that site officials are not reporting timely the details of the newly installed meters, replaced meters, change in CT ratio of meter and polarity change in meters installed at interface points to SLDC. He further informed that this may lead to incorrect data computation of the ABT meter installed at the interface points and may affect the accuracy of MP transmission loss computation and energy accounts of Discoms. MPPTCL assured that the instructions has already been issued be issued to concerned site officials for furnishing the timely details of newly installed meters, replaced meters, change in CT ratio of meter and polarity change in meters installed at interface points to SLDC.

SLDC informed that the CE(T&C) office informs about the commissioning of new substation /

transformer to SLDC but do not furnish the details of ABT meters installed, Xmers and SLDC has to collect

He requested the CE(T&C) office to furnish the details of Xmers (Sr. No.) and ABT Meter details such as Mtr Sr. No., Meter CT & PT Ratio, Equipment CT & PT ratio, MF while intimating the commissioning details. CE(T&C) office informed that instructions will be issued to field offices for furnishing the meter details to SLDC. 10.3 Scheduling of power from Ratnagiri Gas and Power Private Ltd (RGPPL) to balance 7 Nos tapped Railway Traction Substations -

SLDC representative informed that scheduling of power from Ratnagiri Gas and Power Private Ltd

(RGPPL) to balance 7 Nos tapped Railway Traction Substations (TSS) in Madhya Pradesh has been commenced w.e.f. 00:00 Hrs of 21st March 2016 and as of now the scheduling of 200MW power is now being done for 36 Nos TSS points of Railways in MP as per the directives issued by Hon’able CERC vide order dated 05-11-2015 in petition no. 197/MP/2015 treating Railway as a deemed licensee. Further following points are discussed and resolved as under –

1. SLDC representative informed that Railway Traction Talwadia is a tapped point and tapping is done

from Interconnector-III between 132KV Cheggaon and 220KV Cheggaon substation and requested for installation of ABT meter at the TSS. CE(T&C), MPPTCL stated that Talwadia is not a tapped point and instructions will be issued for removing the tapping from Interconnector-III as it might have been done for taking some shutdown.

2. SLDC representative requested MPPTCL to apprise the Committee about the status of installation of ABT meters at 29 interface points of Railways. MPPTCL informed that Railways has deposited the meter installation charges and tendering / procurement of meters will take about 9 months time.

3. Chairman OCC stated that Railways is continuously over drawing from the grid w.e.f. 21st Mar 2016 i.e. after the scheduling of power is started on 7 Nos tapped Railways traction points. The quantum of Railway drawl is in the range of 200-300MW, also at some instances the schedule is Zero. He also stated that this over drawl by Railways has serious financial implication on the State i.e. Discoms, as Railways is an embedded licensee in the State. He further stated that Member Secretary, WRPC in the 482nd OCC meeting has made the following suggestions – • DSM liabilities of States due to tripping of RGPPL units & continue drawal by Railways, states may

transfer the DSM liabilities to Indian Railway for their further course of action. • Railway in turn should settle the DSM liabilities with RGPPL as per present PPA which envisage

RGPPL to arrange alternate supply source. • Railways should come up with an standby arrangement of power in respective states.

Chairman OCC stated that to resolve the issue of over drawl by Railways, the SLDC will take up the

matter with Hon’able MPREC. The Chief Electrical Distribution Engineer, WCR, Jabalpur informed that Railways has requested MPPMCL for purchase of power / proposal and Railways has signed agreement with M/s Jindal Power for purchase of power.

4. SLDC representative requested MPPTCL to apprise the Committee about the status of Bulk Power

Transmission Agreement (BPTA) with Railways. MPPTCL informed that draft copy of BPTA is sent to all concerned offices for comments, on receipt of their comments the BPTA will be signed with Railways.

10.4 Providing AMR facility for the ABT meters installed at MPPGCL :

SLDC representative apprised the Committee about the status of data received from MPPGCL stations

in the month of Mar 2016, Data received of 60 Meters out of 108 meters where AMR facility is provided by MPPGCL as per CE(Thermal), O/o ED(O&M:Gen), MPPGCL letter No. 426 dated 01.03.2016. He requested MPPGCL to take up the matter with M/s Secure Meters Ltd. for integrating the balance 48 Nos

meters. MPPGCL representative asked about the list of meters not integrated with AMR system to which SLDC representative assured to send the same through email to GCC, MPPGCL.

10.5 Suspension of energy accounting of RE generators due to non- compliance of regulatory requirement:

The Chairman OCC stated that SLDC has suspended the energy accounting of 37 RE Pooling Stations of 12 No. Developers who had not provided telemetry facility upto Jan 2016, the suspension of energy accounting of the defaulting RE generators/ Developers was done in the monthly State Energy Account issued by SLDC from the month of Jan 2016. He also stated that SLDC is not indicating the energy injection of individual developers but total energy injection is shown in SEA for the purpose of energy accounting of Discoms. He further stated that three nos. of Developers has provided the telemetry data of three nos pooling stations to SLDC in the month of Feb 2016, therefore their energy accounting has been started from the month of Mar 2016 and SEA for the months of Jan & Feb 2016 have been revised.

10.6 Energy Accounting of Renewable Energy Generators (REGs) connected at 33KV as per the data recorded in ABT meter installed at the pooling station:

SLDC representative informed that it was discussed and decided in the 45th OCC meeting, that energy accounting of Renewable Energy Generators (REGs) shall be done as per the actual data recorded in ABT meters installed at the pooling station, SLDC has requested the commercial sections of Discoms to furnish the meter, modem & SIM details and % of energy purchased by MPPMCL and % of energy wheeled to Discoms for configuration at SLDC, however, Central & West Discom has furnished mostly generator wise details whereas pooling station wise details are required for energy accounting. On configuring the details of meter, modem & SIM, the data was not downloaded due unavailability of GSM service. He further clarified that in the absence of desired information from Discoms, the energy accounting of the REGs connected at 33KV pooling station could not be started.

The Chairman OCC stated that SLDC has to perform the energy accounting of RE generators on the

pooling stations for which pooling station wise meter details are required. He also advise the SLDC and Discom representative to hold the meeting at Indore with Discom officials for receiving the required details from Central and West DIscoms.

10.7 Energy Accounting of Discom embedded Open Access Customers connected at 33KV level.

SLDC representative informed that in accordance with Madhya Pradesh Electricity Balancing and Settlement Code (BSC) 2015, Discom Energy Accounting Group (DEAG) shall have to undertake the various activities such as deviation settlement, energy settlement of Discom Embedded Open Access Customers (DEOACs). In the 48th OCC meeting, it was discussed & decided that energy accounting of DEOACs shall be done by the DEAG group of Discoms. Accordingly, SLDC has provided the training and necessary inputs to Discom officials on 11th Dec 2015. He further informed that SLDC vide this office letters No. 4605 dated 05.01.2016 and 133 dated 13.04.2016 has also requested the Commercial Sections of Discoms to issue necessary instructions to Discom Energy Accounting Group (DEAG) to take over the energy accounting of DEOACs from the month of April 2016 to be done in May 2016 with parallel run for the month of Dec 2015 to March 2016.

The East & West Discoms representative have confirm their readiness in starting the energy

accounting of Discom embedded customers w.e.f. April 2016. But, Central Discom representative requested for one month time extension as their concerned person has left the job. The Chairman OCC advised that energy accounting shall be done and energy statements & accounts shall be issued by Disoms from the

month of April 2016 to be done in May 2016, necessary inputs & help will be provided by SLDC to Central Discoms.

ITEM NO 11: SCADA/EMS RELATED ISSUES: 11.1 NON AVAILABILITY OF TELEMETRY OF IMPORTANT 132KV S/s HAVING INJECTION FROM

RENEWABLES/CAPTIVE POWER PLANTS OR HAVING INTERDISCOM FEEDERS –

It was informed by SLDC that the telemetry of new 220KV S/s, important 132KV S/s having injection from renewable generating Stations, and Captive Power Plant, is to be provided through Dongfeng RTUS installed and commissioned under MPPTCL SCADA project. Total 50 Nos. Sub Stations as mentioned in enclosed annecure-1 has already been identified and forwarded to MPPTCL for arranging integration of telemetry. Two number special meetings of MPPTCL filed officers/T&C officers have already been held at SLDC Jabalpur regarding integration issues. However, the progress is very slow. In response, MPPTCL representative informed that the work involves coordinated effort by MPPTCL SCADA team for configuration of RTUs, SLDC SCADA team for configuration in SLDC SCADA system in communication divisions in commissioning of data channel. The work regarding configuration of Dongfeng RTU, preparation of data IO list and configuration in SLDC SCADA system is almost completed and commissioning of data channel is pending for want of PLCC panels, modems etc. Accordingly, it was decided that a separate meeting with MPPTCL officers shall be held at SLDC on 2nd May 2016. 11.2 ARRANGEMENT OF TELEMETRY REQUIRED FOR KUMBH MELA AT UJJAIN:

It was informed by SLDC that, as per the Contingency plan prepared by WRLDC for grid monitoring

during Kumbh Mela nine number RTUs located at 132KV Deplapur S/s, 132KV Sanwer S/s, 132KV Ingoria, 132KV Ghosla, 132KV Dewas MSP, 132KV Makshi, 132KV Ratodiya, 132KV Bherogad, 132KV Agar were integrated with SLDC SCADA/EMS system. However, the integration is not yet completed. Several of the measure and from these stations is either not received or wrongly received. The list of telemetry discrepancy with regard to these stations is forwarded to concern offices by Sub-LDC but matter is still pending. In response, it was informed by MPPTCL officers that from same RTUs, the data in transmission SCADA system is correctly received. It was subsequently informed by SLDC that configuration in SLDC SCADA is verified by Sub-LDC as per the data IO list provided by MPPTCL SCADA team and hence problem is either due to wrong IO list or erroneous configuration of corresponding RTU port. It was further decided that the matter shall be discussed in detail in the meeting proposed at SLDC on 02-05-2016. 11.3 PRESENT STATUS OF PROCUREENT OF RTUs BY MPPGCL:-

SLDC informed that the Telemetry of Rajghat HPS is out since LAST TWO YEARS & telemetry of

Bansagar-III is out since last four months . Further, the matter of procurement of RTU for Rajghat HPS and Bansagar III HPS was discussed in detail in last fourteen OCCM meetings as well as on two number special telemetry meetings, without any conclusive result In response, MPPGCL informed that the re-tendering of RTU procurement case is done and techno-commercial bids has already been opened 14th March 2016. SLDC requested to expedite the procurement. 11.4 The arrangement of data channel for remote VDU installed at CEntrAl DISCOM Control room /laying of ADSS cable At Bhopal & Jabalpur .

It was informed by SLDC that the remote VDU from new SCADA /EMS system is successfully commissioned at East & West DISCOM Control room, GCC Jabalpur and MPPMCL CR at Jabalpur. The commissioning of remote VDU at CZ control room is pending for want of 2 mbps link. In response Central

DISCOM officers informed that the link for commissioning of Remote VDU at Central DISCOM is under progress and shall be available shortly.

Regarding arrangement of ADSS cable between Shakti Bhawan to 220Kv S/s Jabalpur it was

informed by East DISCOM that the approval from Works section of East Discom has already been accorded and order for the same shall be placed shortly by East DISCOM.

The matter of fiber optical connectivity up to MPPMCL office at Arera colony is also discussed and

SLDC informed that the optical fiber connectivity from backup SLDC to MPPMCL office at Arera colony is required to be extended for which wide band node equipment and DC power supply is arranged under Master telecom plan of WR while ADSS cable laying is to be arranged by MPPMCL. The MPPMCL officers informed that the progress in the matter shall be informed separately.

11.5 DISCREPANCY IN TELEMETRERED VALUES RECEIVED FROM DIFFERENT EHV S/S & POWER STATIONS & UPGRADATION OF EXISTING RTUS

SLDC informed that the migration to new SCADA,EMS system is completed by SLDC. However, utilization of EMS system is not possible due to incomplete telemetry specially availability of Status parameters as availability of CB status is a prerequisite for successful functioning of EMS Hence the work regarding telemetry discrepancy is to be taken up on highest priority. SLDC further informed that during the special meeting held at SLDC on 24th August 2015, it was already agreed that the corrective action regarding STATUS telemetry which is essential for EMS functioning shall be completed by 31st October 2015, however the same is not completed. In response, MPPTCL officers requested to discuss the matter station wise, in the proposed meeting at SLDC on 2nd May 2016. 11.6 ARRANGEMENT OF NECESSARY SPACE, AIRCONDITIONING AND POWER SUPPLY, PLCC EQUIPMENTS FOR INSTALLATION OF WIDE BAND EQUIPMENTS & FOR HOT LINE PABX:-

It was informed by SLDC that under Master telecom Plan of WR and URTDSM project,

replacement of existing wideband equipments are proposed for replacement and new wideband equipments are proposed to be installed at new locations. For commissioning of these equipments, necessary space, air-conditioning and DC Power supply arrangement for all locations covered under master telecom project as well as in URTDSM project is required to be made by concern utilities. The same was requested in several OCCM meetings. However, recently while commissioning of wideband equipments by M/s Tejas, it was observed that the proper air conditioning environment is not available at 400KV Nagda & the commissioning of wideband node at 220KV Barwaha got delayed due to non- availability of space at S/s. Accordingly, it is necessary to identify and mark the space required for wideband locations so that delay in commissioning of equipments may be avoided. MPPTCL informed that NIT for Air-conditioners has already been issues. Further, MPPTCL and MPPGCL representative agreed to initiate necessary action in the matter. 11.7 Commissioning of communication channels for dual reportig of RTUs as per backup SLDC requirement:-

It was informed by SLDC that the commissioning of SCADA/EMS system at SLDC Jabalpur and backup SLDC Bhopal is completed and the additional communication channel is required to be extended to respective control center’s for testing with new SCADA/EMS system. The RTU wise progress is required to be provided by MPPTCL & MPPGCL. Further, the wideband node at SGTPS is commissioned but RTU channel for SGTPS, ATPS and Birsinghpur S/s is required to be shifted to wide band node. Similarly, after commissioning of wideband node at 400KV S/s Nagda, the PLCC channel from Nagda 400KV S/s is decommissioned while functioning of both wideband and PLCC channel is required to be ensured. MPPTCL and MPPGCL officers agreed to initiate necessary action in the matter on top most priority

11.8 LONG OUTAGE OF RTUS, PROBLEM IN DATA and VOICE CHANNELS The long outage of telemetry of 132KV Morwa, 220KV Sagar,220KV Tikamgarh, 220KV Dewas was

discussed in detail. SLDC requested to look into these outages and expedite the restoration procedure for which concern officers agreed. 11.9 Telemetry of Railway TSS Sub Stations:-

The matter regarding arrangement of telemetry of railway TSS sub stations was discussed and it

was informed by Railway officers that the work is under progress and details progress shall be submitted within a month. SLDC requested to provide technical details of equipments arranged for telemetry before placement of order so that compatibility of proposed equipments for telemetry of railway TSS with SLDC SCADA/EMS system may be ensured. SA-1 :- Reference from MNRE regarding compilation of data for meeting renewable energy targets of 175 GW by 2020 :- Member Secretary OCC informed the committee that WRPC has requested to furnish

the following information / data for compilation which will help in taking measures how to utilize the regional

and national potential of balancing and how to distribute the effort of RE integration within Western Regional

states.

1. Data on Technical capacities of power plants such as minimum load, rate of change of generation, start up time and down time, minimum standstill time. 2. Thermal balancing potential of RE rich states today and upto 2020. 3. Theoretical hydro balancing potential of states today and upto 2020. 4. Pumped hydro projects capabilities today and upto 2020 5. Forecasting and scheduling regulations by states.

In view of the above it is requested to submit the information to this office latest by 30.04.2016 so that the compiled information could be furnish to CEA /WRPC. The matter was discussed in the meeting.

Annexure-5.0

System Disturbance / System Incidence :

1. System Disturbance on 12.02.2016 at 220 KV S/s Sidhi: On dated 12.02.2016 at around 18:50 Hrs. M.P system was normal and frequency of National Grid was 50.04Hz. Prior to fault 220 KV Rewa – Tons Ckt – I & II, 132 KV Rampur Bhagalen – Rewa Ckt, 132 KV Amarpatan – Jhinna Ckt were kept open for load management. Consequently complete load of complete load of Rewa and Sidhi region was fed through 220 KV Amarkantak – Sidhi Ckt and 220 KV Birsinghpur (SGTPS) – Rewa Ckt. At 18:58 Hrs. on 12.02.2016, 33 KV, ‘R’& ‘Y’- Phase pole of CB of 132/33 KV, 20 MVA GEC X’mer burst at 220 KV S/s Sidhi, resulting in 33 KV Bus Fault and tripping of 132/33 KV, 40 MVA BHEL X’mer. But there was delayed fault clearance by 132/33 KV, 20 MVA X’mer from 132 KV side as its Master Trip relay (Avana Make) did not operate, consequently fault was fed through 220/132 KV, 160 MVA X’mer and caused current unbalancing in 220/132 KV, 160 MVA X’mer at 132 KV side resulting in tripping of 132 KV incomer of 220/132 KV, 160 MVA X’mer, 132 KV Rewa - Mangawan Ckt, 132 KV Sidhi – Rewa II (Pahariya) Ckt at 220 KV S/s Sidhi. Due to the above tripping interruption occurred at 220 KV S/s Sidhi, 132 KV S/s Sidhi, 132 KV S/s Deosar, 132 KV S/s Mauganj, 132 KV S/s Katra and132 KV S/s Mangawan and there was load loss of about 172.97MW, 74MWH. There was no generation loss and System was normalized in due course of time.

2. System Disturbance on 12.02.2016 & 13.02.2016 at 220 KV S/s Sidhi & 220 KV S/s Rewa: On dated 12.02.2016 & 13.02.2016 at around 22:10 Hrs. M.P system was normal and frequency of National Grid was 49.99Hz. prior to fault 220 KV Rewa – Tons Ckt – I Tap Sirmour Ckt (tapping arrangement is temporary, 220 KV Rewa – Tons Ckt – I will be LILO at 220 Sirmour, LILO work is under process) was opened from Tons HPS end for load management hence 220 KV New S/s Sirmour was being fed through 220 KV S/s Rewa. Also, 220 KV Rewa – Tons Ckt – II, 132 KV Rampur Bhagalen – Rewa Ckt, 132 KV Amarpatan – Jhinna Ckt were kept open for load management. At 22:12 Hrs. on 12.02.2016, 220 KV Amarkantak – Sidhi Ckt tripped on transient fault from both end (indications enclosed as Annexure – III). Consequently complete load of 220 KV S/s Rewa & 220 KV Sidhi shifted on 220 KV Birsinghpur (SGTPS) – Rewa Ckt resulting in over loading and tripping of 220 KV Birsinghpur (SGTPS) – Rewa Ckt and interruption occurred at following S/s:- 220 KV S/s Rewa, 220 KV S/s Sidhi, 220 KV S/s Sirmour, 132 KV S/s Rewa, 132 KV S/s Sidhi, 132 KV S/s Deosar, 132 KV S/s Mauganj, 132 KV S/s Katra, 132 KV S/s Mangawan, 132 KV S/s Rewa II (Sagra/Paharia), 132 KV S/s Rampur Niken, 132 KV Beohari, Jhinna HPS, Silpara HPS, Devlond HPS and 220 KV Hindalco (Industary).

At around 00:23 Hrs. on 13.03.2016, 220 KV Amarkantak – Sidhi Ckt again tripped from both end on transient fault. Consequently interruption again occurred at above mentioned 15 Nos. Sub-stations. Due to the above tripping there was consumer load loss of about 301 MW, 301 MWH at 22:12 Hrs. for about 01 Hour and 326 MW, 162.8 MWH at 00:23 Hrs. on 13.02.2016 for about 30min. There was no generation loss and System was normalized in due course of time.

3. System Disturbance on 07.03.2016 at 220 KV S/s Sidhi: On dated 07.03.2016 at around 17:05 Hrs. M.P system was normal and frequency of National Grid was 50.16Hz. prior to fault for load management & to restrict the overloading on 400/220 KV Satna ICTs, 220 KV Satna(PG) – Maihar Ckt, 220 KV Tons Rewa Ckt – I & II, 132 KV Satna – Maihar Ckt, 132 KV Satna – Kymore Ckt, 132 Rewa – Rampur Baghelan Ckt and 132 KV Chattarpur – Bijawar Ckt were kept open. At around 17:10 Hrs., 132 KV Satna – Majhgawan Ckt tripped due to R-phase Disk failure at Loc. No.103 and conductor snapping. At the same time LBB protection of 132 KV Satna – Satna Cement Ckt Mal-operated at 220 KV S/s Satna resulting in tripping of 220/132 KV, 160 MVA AREVA make X’mer from 132 KV side at 220 KV S/s Satna, 132/33 KV, 63 MVA X’mer & 40 MVA X’mer at 220 KV S/s Satna, 132 KV Satna – Panna Ckt, 132 KV Satna – Pawai Ckt, 132 KV Satna – Nagod Ckt, 132 KV Satna – Satna Cement, 132 KV Satna – Prism Cement, Interconnector – I & II. Due to the above tripping 132 KV supply failed at 220 KV S/s Satna, 132 KV S/s Majhgawan, 132 KV S/s Satna, 132 KV S/s Rampur Baghelan, 132 KV S/s Nagod, 132 KV S/s Pawai, 132 KV S/s Panna, Satna Cement and Prism Cement and there was consumer load loss of about 117 MW, for about 10 min; 19.5 MWH. At 220 KV S/s Satna & supply at 132 KV S/s Majhgawan was interrupted for about 6 Hrs., hence load loss at 132 KV S/s Majhgawan was about 11 MW for about 6 Hrs.; 66MWH. Thereafter 33 KV Back feed supply was taken at 23:10 Hrs. thus total load loss was 85.5MWH. There was no generation loss and System was normalized in due course of time.

4. System Disturbance on 18.03.2016 at 400 KV S/s Indore: On dated 18.03.2016 at around 01:15 Hrs. M.P system was normal and frequency of National Grid was 50.14Hz. At around 01:22 Hrs. 400 KV ‘R’- Phase CT of 400/220 KV, 315 MVA ICT – IV burst at 400 KV S/s Indore, resulting in 400 KV bus fault at 400 KV S/s Indore. Consequently Bus Bar protection of 400 KV Main Bus – II operated, resulting in tripping of 400/220 KV, 315 MVA ICT – IV, 400/220 KV, 315 MVA ICT – II, 400 KV Bus Tie, 400 KV Indore – Itarsi (PGCIL) – II, 400 KV Indore – ISP Ckt – II, 400 KV Indore – Indore (PGCIL) Ckt – II, 400 KV Indore – Asoj Ckt – I, 400 KV Indore – Asoj Ckt – II. Due to the above tripping there was no interruption in any are, hence there was no consumer load loss. There was no generation loss and System was normalized in due course of time.
