A SANITARY ENVIRONMENT IN PUROK 4, SOGOD, BACACAY, ALBAY FROM YEAR 2013 ONWARDS:
KALUSUGAN AT KALINISAN TUNGO SA KAUNLARAN (KKK)
I. Introduction
In community after community, evidence had accumulated to show a heavy burden of disease
and death resulting from exposure to a faulty environment. It is well known fact that exposing
human beings to environmental factors that are hazardous to health is one of the major
contributors to the increase in the disease burden.
The term “environmental sanitation” has been given various interpretations. In its most
restrictive sense, sanitation has been equated with the disposal of human excrement. In many cases,
it is used to cover the handling by the community of the water supply and the disposal of sewage
and refuse. But recently, it has been increasingly used to denote control, generally, of those
elements in the environment that affect, or may affect, human health. Sanitation has been defined
as an adjustment of the environment for the prevention of disease.
Without doubt the human body thrives well in a healthy environment. Environmental sanitation
conceives promotion of health of the community by providing clean environment and breaking the
cycle of disease.
II. Vision
Purok 4, Barangay Sogod, Bacacay, Albay is a community with a sanitary environment and free
from preventable diseases and ill health from 2013 onwards.
III. Mission
To provide comprehensive and effective environmental health services, particularly
environmental sanitation, for the people of Purok 4, Barangay Sogod, Bacacay, Albay, ensuring that
through appropriate interventions, monitoring, regulation and enforcement, all can enjoy services
which are safe and without risk to health or welfare.
IV. Goal
To reduce ill health among people living in Purok 4, Barangay Sogod, Bacacay, Albay, to
preventable causes by embracing and strengthening public health interventions through
environmental sanitation to foster community development and improvement.

V. General objective
To instill the values of environmental sanitation in every household of Purok 4, Barangay
Sogod, Bacacay, Albay as the key to disease prevention and wellness.
VI. Specific objectives
1. To strengthen water and sanitation programs by providing a source of clean, safe and potable
water in every household in the community.
2. To strengthen waste management system through organizing waste disposal and segregation
scheme in every household in the community.
3. To achieve a basic toilet facility in every household.

1. There is an active cooperation and participation from all the residents of the community.

segregation.
4. There is reduced incidence of illness and deaths from diarrheal or waterborne diseases
directly or indirectly determined or influenced by factors in the environment.
5. Apparent developed and improved community, especially in the aspect of health.

A. WATER SAFETY PROGRAM
WaSH (Water, Sanitation and Hygiene) Project
I. Introduction
Water, together with sanitation and hygiene is one of the basic needs of man in order to survive.
According to UNICEF, almost fifty percent of the developing world’s population or 2.5 billion people lack
sanitation facilities and over 884 people still use unsafe drinking water sources. Lack of access to safe
water and sanitation services together with poor hygiene practices, kills and sickens thousands of
people specially children every day, and leads to poverty and diminished opportunities. Children are
denied their right to education because of diseases related to water borne diseases such as diarrhea,
cholera and typhoid fever. Poor farmers, fishermen and wage earners are less productive due to illness,
health systems are overwhelmed and local economies suffer.
Among the 124 households of Purok 4 Barangay Sogod, 52 (56.92%) has water supply with a
distance of 1-5 meters away from their houses. However, only 32 out of 124 (25.81%) households has
water supply from NAWASA, while 92 (74.19%) rely on covered deep wells. This data is indicative of
possible contamination of water. As a result, diarrhea and other waterborne diseases still rank among
the leading causes of morbidity and mortality. Acute watery diarrhea ranks 4th in the morbidity with 39
or 11.54% incidence rate, while skin diseases (5th) with 28 or 8.28% then Urinary tract infection (9th)
with 5 or 1.48%. Also, 69.36% of households belong to the dirty category of sanitary condition.
Provision of WaSH Project is one of the basic social services that improve health and well-being by
preventing transmission ofthese water borne and sanitation related diseases. The project planned by
BCCM students is one of the main actions in addressing the plight of households in such areas.
II. General Objective
To provide a source of clean, safe and potable water in every household in the community.
III. Specific Objectives
1. To increase awareness of the residents on how to acquire potable water through health
education.
2. To reduce incidence of water-borne and sanitation related diseases.
3.
To improve access of the poor to sanitation services.
IV. Strategies
1. Reviewing the survey to identify health problems related to water safety.
2. Writing a letter to the Barangay Captain asking permission in conducting the said program.

3. Writing a solicitation letter to the Brgy. Captain, Mayor of Bacacay and other Non Government
Organization, in order to finance the different activities and seminars to be conducted.
4. Designing a plan on how to implement it together with the Barangay Council and the BCCM
students.
5. Inspecting water sources of the households.
6. Getting sample of the water from the different households and check its portability in
Department of Health.
7. Distribution of pamphlets and posters informing the residents of the schedule of the seminar
and also to address the campaign on ensuring Water Safety.
8. Conducting health teachings and seminars to give awareness to the residents on how to acquire
potable water, seminars such as:
a.
Importance of Boiling of Waterb. Improvised Water Filter Making Workshop
c. Diarrhea Prevention
d. Skin Diseases and UTI Prevention Seminars
e. Sanitation and Basic Hygiene
9. Each of the household must have at least 1 representative in the said seminars to be conducted
by the BCCM students.
10. To ensure the attendance, incentives will be given.
11. Conducting of House-to-house visit to determine if they were able to apply what they learned
from the seminars and workshops.
12. Setting up a Sanitary Center in the Barangay where in they can consult the problems they
encounter related to Sanitation, Water safety and alike. There must be a Barangay Health
worker assigned each day to cater the problems and questions by the residents.
V. Evaluation
1. After the Seminars and workshops each household will purify the water they drink using the
process boiling or the improvised water filter system and they will practice proper sanitation
and hygiene in their every day life.
2. After 4 years water-borne and sanitation related diseases will be reduced.
3. The Sanitation Center will be able to cater and address the problems of the barangay and
appropriate actions will be done.

B. WASTE MANAGEMENT PROGRAM
I. Introduction
76.61% households of Purok 4 do not practice waste segregation. The methods of waste
disposal in the community are burial pit, open burning, open dumping and hog feeding. 56.45%
households use burial pit, 30.65% practice. When garbage are irresponsibly mixed together and dumped
in an open space or vacant lots in the surrounding environment, they can cause diseases. Pests such as
the cockroaches, flies, mosquitoes, and rodents make them as their food. Garbage then becomes their
breeding media, or even their harborages. Because of favorable environment, pests multiply very fast
over a short period of time and start to get into homes. Unfortunately, these pests may become the
natural or mechanical vectors of disease-causing microorganisms. This can be correlated as to why
diarrhea and urinary tract infection are some of the morbidity causes in the community in the recent
one year. The researchers formed a program that will alleviate the garbage problem, protect the health
of the community and conserve resources
II. General objective:
To strengthen waste management system through an organized waste disposal and segregation
scheme in every household in the community.
III. Specific objectives:
1. To promote waste minimization, re-use, recycling and recovery of waste.
2. To ensure effective and efficient delivery of waste services.
3. To ensure the awareness and understanding of the community on the impact of waste on their
health, well-being and the environment.
IV. Strategies
1. Coordinate with the Barangay Captain about the program
2. Give an invitation to the people.
3. Prepare the room for the seminar.
4. Conduct seminars regarding:
a. Proper waste disposal
b. Waste recycling
c. Waste segregation
5. Distributes pamphlets regarding proper waste disposal
6. Organize a seminar with a topic

b. Waste to become a source of income (pera sa basura)
7. Health awareness campaign such as:
a. Effects of improper waste disposal to health
b. Lecture on intestinal Parasitism
c. Lecture on proper hand washing
d. Lecture regarding Malnutrition
8. Coordinate with the Mayor.
9. Ask permission to the Mayor if they can provide a garbage collector for Purok 4.
10. Provide 3 push carts with non-biodegradable and biodegradable.
11. Post a tarpaulin informing the people when the collecting day for garbage is.
V. Evaluation
1. Have awareness and active participation of the community.
2. They know their responsibility by proper waste segregation and disposal on schedule.
3. There is decreased incidence of illness and diseases that is caused by or linked to wastes.

C. TOILET FACILITY PROVISION PROJECT
I. Introduction
To have its own toilet facility is an absolute necessity for any household. Aside from its offered
convenience, it is a fundamental means for disease control and prevention. Sharing of toilets between
households or using none can be a culprit for disease spread in a community; examples of which are
diarrhea, parasitism, typhoid and urinary tract infection.
It is noteworthy that in the modernity of the present times, there are still households, especially
in the rural areas, which practice sharing of common toilets. In Purok 4, Barangay Sogod, Bacacay, Albay,
the researchers have found out that there are sixteen (16) out of one hundred twenty four (124)
households, or twelve point ninety percent (12.90%), which use shared toilets. This can be correlated as
to why diarrhea and urinary tract infection are some of the morbidity causes in the community in the
recent one year (11.54% and 1.48% of cases, respectively). Thus, the researchers have deemed it
necessary to devise a means for these households to have their own comfort room facilities. This can
lead to increased awareness on disease control and prevention, and ultimately, a decrease in mortality
and morbidity in the community.
II. General Objective
To achieve a basic toilet facility in every household in Purok 4, Barangay Sogod, Bacacay, Albay
III. Specific Objectives
1. To be able to locate and communicate with the households which are in need of toilet facilities.
2. To be able to coordinate with the barangay officials for the realization of the project.
3. To be able to raise resources for the putting up of toilet facilities.
4. To be able to construct basic toilet facilities in the identified households.
IV. Strategies
1. Review of survey data in order to locate the households which share with another household’s
toilet.
2. Visiting the identified households.
3. Submitting a letter to the Barangay Captain informing about the project and inquiring for
approval.

4. Organizing a meeting between the students and the Barangay Captain for his guidance and
suggestions for the realization of the project.
5. Distributing solicitation letters to the municipal mayor, barangay officials and community
residents in order to raise funds for the construction of the toilet facilities.
6. Presenting a letter and communicating with the identified households about the toilet provision
project and their approval and support on the matter.
7. Identifying the appropriate site to put up the toilet facility in each household.
8. Purchasing of construction materials using the funds acquired from solicitation.
9. Planning the toilet structure to be built.
10. Construction of the toilet facilities.
V. Evaluation1. Every household in Purok 4, Barangay Sogod, Bacacay, Albay should have its own basic toilet
facility.
2. There is a decrease in the incidence of diarrhea, urinary tract infection and fecal-oral-
transmitted diseases in the community.
3. There is an increased awareness among community members about the role of each and every
household on disease control and prevention.
4. Ultimately, there is an improvement on environmental sanitation in the community, which leads
to an over-all improvement of health of the population.
