Indian businessmen. It pursues a liberal trade policy based on the concept of Free Trade. Imports and wholesale and retail are in the hands of the Saudi private sector. No price or quantity restrictions apply to importers except for alcoholic beverages and pork products, which are not allowed to be imported. However, it should be noted that the Saudi market is highly competitive and business transactions can take place only on the basis of quality, cost and punctuality in delivery.

Important Regulations for Exports

Only Saudi nationals & companies 100% owned by them may import goods to the Kingdom. Importers are required to be licensed by the Ministry of Commerce and should consult appropriate Ministry about goods or materials to be imported (for example, the Ministry of Agriculture & Water for agricultural products and Ministry of Health for medicines).

Goods can be exported unless they are antiques, regional horses, livestock or subsidised goods and materials, such as food products. Depending on their products, exporters need an industrial or agricultural license, or both.

WHY SAUDI ARABIA

How many countries can offer low-cost of energy, a geographical launch pad to a vast market and a custom-designed, “turnkey” solution for your new venture or investment? One of the Top 20 destinations for foreign direct investment in the world, Saudi Arabia can do all this - and much more.

Saudi Arabia – a nation on the move

Saudi Arabia has long been recognized as a powerhouse of the Middle East. Now's it's poised to become one of the world's top 10 most competitive nations and with that, one of the most lucrative markets for strategic investment.

The Kingdom of Saudi Arabia is undergoing an exciting transformation. One of the most enterprising nations in the Middle East, Saudi's vast natural energy combined with the long-term vision and strategic planning of its rulers has helped to create today's stable, robust economy. Now, Saudi is looking to the future with an ambitious program of accelerated growth and development that will position it firmly as a new global force.

To capitalize on these geographic advantages, Saudi has set itself three strategic targets:

wto become the global capital of energy. Up and downstream petrochemicals, minerals, power and water are all vital to the Saudi and global economy.

wto act as a transport and logistical hub between east and west. KSA's roads, railways and air links create a potential consumer base of more than 250 million, all within 3 hours' reach.

wto transform its knowledge-based industries, healthcare, life science, educa-tion and IT. These industries are all crucial drivers of long-term, sustainable change.

KEY BENEFITS

Saudi Arabia offers a dynamic and robust economy, perfect for serving the world's most demanding markets.

Dynamism and growth.

The performance of both Saudi Arabia and MENA's economies have exceeded world growth. Meanwhile, Saudi's non-oil sector has delivered accelerating growth rates as the economy diversifies.

Encouraged by robust GDP growth and macroeconomic stability, consumer confidence is well above the regional average. Growing private credit and increased public expenditures on infrastructure and other projects provide a broad basis for robust opportunities across the Middle East, but in Saudi Arabia these are translating into particularly strong and sustained growth in domestic demand KSA itself has never been more committed to supporting economic growth. Robust growth in government revenues is supporting double-digit increases in government expenditures on social, infrastructure, and other investment projects. Perhaps even more crucial in the long term, an increasingly deregulated and competitive economic environment is supporting an explosion of business formation as the private sector takes an increasingly prominent role in the economy.

Foreign Investment

The variety of domestic and export-oriented investment opportunities in Saudi has attracted steadily increasing foreign direct investment as the economy has been progressively opened. Saudi Arabia's rapid improvements have made the country an increasingly attractive destination for investment. The World Investment Report 2011 measured Saudi Arabia's FDI inflows to be the 12th largest in the world and the highest amount in the MENA region.

Economic stability

Sound macroeconomic management and an inflection point in world energy markets have made the KSA's economy stable, despite the global financial crisis. While much of the world economy has recently been affected by a global liquidity squeeze, Saudi Arabia's twin surpluses in the government budget and current account have made KSA an attractive, high-liquidity environment for local and foreign ventures.

Market size

As the region's largest economy and the world's 19th largest, the sheer size of the markets that Saudi-based projects serve is “a competitive advantage, allowing Saudi businesses to benefit from economies of scale.” With excellent access to Saudi and other MENA markets, as well as the advanced and emerging economies of nearby Europe and Asia, market exposure for Saudi-based projects is not only vast but also highly diversified.

INVESTMENT CLIMATE

When you're ready to invest in Saudi Arabia, SAGIA is the government's investor-friendly face.

As well as a progressive regulatory env i ronment , generous f inanc ia l incentives and one of the world's most stable currencies, the Kingdom offers an excellent standard of living – thanks to our huge experience in hosting expatriate workers and professionals from around the world.

Some important things to know about Investing in Saudi Arabia:

Investment climate in Saudi Arabia

There are many reasons for investing in the strategic sectors where Saudi Arabia has great comparative advantages. Saudi Arabia is the largest free market in the Middle East, having 25% of the total Arab gross domestic product (GDP), the largest oil reserves worldwide (25%) and lowest energy prices for investment projects. Thus, Saudi Arabia is an Ideal destination for projects that depend on energy consumption. Moreover, Saudi Arabia has low inflation rates and pursues to conclude mutual agreements with a number of countries in regards of promoting and protecting investment as well as preventing double taxation.

King Abdullah chairs the Saudi Supreme Economic Council, which is in charge of drawing, elaborating and managing economic policies, affairs and issues, focusing on building out an effective national economy, including supervising and encouraging foreign investments. In 2000, in light of the council, the Saudi government announced a new Foreign Investment Law, introducing major regulatory incentives including:wThe establishment of the Saudi Arabian General Investment Authority (SAGIA), to be the responsible authority for issuing investment licences to foreign investors and coordinating with other related governmental bodies for the approval.wAccelerated investment application, business registration and set-up process, within thirty (30) days of submission to SAGIA. wForeign investors will benefit from incentives and guarantees that local and national investors receive according to laws and regulations. wLimited Liability Companies are not required to Minimum Capital.wOwning Direct Property for the licensed company including residence and employees allocations.wPermissions of transferring capital and profit abroad.wFlexibility of transferring/allocation of companies shares between shareholders according to regulations. wThe licensed company is sponsoring the investor and its employees (non-Saudis). wThe availability and eligibility to apply for loans from the Saudi Industrial Development Fund.

India and Saudi Arabia enjoy cordial and friendly relations reflecting the centuries old economic and socio-cultural ties. The establishment of diplomatic relations in 1947 was followed by high-level visits from both sides. King Saud visited India in 1955 and the Prime Minister Jawaharlal Nehru visited the Kingdom in 1956. The visit of the Prime Minister Indira Gandhi to Saudi Arabia in 1982 further boosted the bilateral relations. In the recent times, the historic visit of King Abdullah to India in 2006 resulted in signing of ‘Delhi Declaration’ imparting a fresh momentum to the bilateral relationship. The visit provided the framework for cooperation in all fields of mutual interest. The reciprocal visit by Prime Minister Dr. Manmohan Singh to Saudi Arabia in 2010 raised the level of bilateral engagement to ‘Strategic Partnership’ and the ‘Riyadh Declaration’ signed during the visit captured the spirit of enhanced cooperation in political, economic, security and defence realms.

Bilateral Agreements/MoUs:

Economic & Commercial Relations: Indo-Saudi economic relations have shown remarkable growth with bilateral trade registering three-fold increase in the last five years. Saudi Arabia is the 4th largest trade partner of India and the bilateral trade was USD 36 billion in 2011-12. The import of crude oil by India forms a major component of bilateral trade with Saudi Arabia being India’s largest supplier of crude oil, accounting for almost one-fifth of its needs. Saudi Arabia is the 14th largest market in the world for Indian exports and is destination of more than 1.86% of India’s global exports. On the other hand, Saudi Arabia is the source of 6.35% of India’s global imports. For Saudi Arabia, India is the 5th largest market for its exports, accounting for 7.55% of its global exports. In terms of imports by Saudi Arabia, India ranks 9th and is source of around 3.27% of Saudi Arabia’s total imports.

Investments: According to Saudi Arabian General Investment Authority (SAGIA), it has issued 426 licenses to Indian companies for joint ventures/100% owned entities till 2010, which are expected to

bring total investment of USD 1624.60 million in Saudi Arabia. These licenses are for projects in diverse sectors such as management and consultancy services, construction projects, telecommu-nications, information technology, pharmaceuticals, etc. Moreover, several Indian companies have established collaborations with Saudi companies and are working in the Kingdom in the areas of designing, consultancy, financial services and software development. On the other hand, Saudi Arabia is the 46th biggest investor in India with investments from April 2000 to June 2012 amounting to USD 33.81 million.

Indian Community in Saudi Arabia: The 2 million plus strong Indian community in Saudi Arabia is the largest expatriate community in the Kingdom and is the ‘most preferred community’ due to their expertise, sense of discipline, law abiding and peace loving nature. The contribution made by Indian community to the development of Saudi Arabia is well acknowledged. The Haj pilgrimage is another important component of bilateral relations with more than 1,70,000 Indians performing Haj every year, representing third largest contingent performing Haj.
