Spring 2014

From Your Village Manager Welcome to Spring! After a long drawn out winter it finally seems as though we have broken through that barrier and are on to

greener pastures. On behalf of the Village Staff and Council I want to say “Thank You” for helping us and putting up with all this

snow this winter. It was definitely a difficult time and made for very difficult decisions for municipalities and road commissions

all over the state which is why we want to say thank you.

As this is the first newsletter I have been a part of, I should give you a little background information on me as I have been the Vil-

lage Manager for less than a year. I attended Northern Michigan University and graduated in 2011 with my Bachelor’s degree in

Political Science with Minors in History and Economics and then earned my Master’s in Public Administration from the Universi-

ty of Nevada, Reno in May of 2013. I grew up and graduated from Big Rapids High School in Big Rapids, MI and was lucky

enough to be married in July of 2013 to my best friend Rebecca.

Well, now that we are more acquainted, let’s get back to the Village business. Looking towards the Spring and Summer there are a

couple of items I want you to be aware of:

Auto Tech would LOVE to have your used oil. If you change your own motor oil please think about giving it to Auto Tech to

help heat their building as well as it prevents the oil from being dumped into our sewer system. For more information call

Auto Tech at 263-4000.

The Village, specifically I am, looking to hire an Intern for the upcoming summer. I am looking for a graduating senior in

high school or a student home from College who is looking to go into Public Management or Politics. The internship would

consist of every area in the City Management realm as well as giving presentations to the Village Council. To apply by April

9th, please send a cover letter, resume and references to me at the email listed below.

The Village has finally completed the development of the new website and it officially launched on March 4th. The website

should be kept more up-to-date as well as will have links to other events around the area. If you are a local business owner

and would like to have your business advertised please contact the Village Offices at 263-7778.

This Spring you will see some demolition occurring at the Old Farmers Co-Op Building right along the railroad. The Village

is in the process of receiving a grant for the demolition of that building due to it deteriorating state and non-use in recent

years. The property will then be turned into a small green space for a few years while the property is cleaned up.

Finally, the Village was luck to receive over $349,000 for road projects for the upcoming summer that will be used on two

streets: Cottage and Fenton. Both streets will be torn up, leveled, and replaced with new asphalt. These projects were made

possible by our State Representative Wayne Schmidt so we would

like to thank him! Another project that will be going along the same

timeline is work on water mains on both Cottage and Fenton as well

as repainting the water tower and new meter readers. All of these

updates/fixes will help the Village provide a better service to all of

you.

Depositing Snow of Village Roadways

Snow Plowing/Removal

As a reminder, it is illegal to push snow across or place snow in the roadway. It’s been a long winter and it’s getting harder for even us to get the

snow over the banks. With the warmer temps (Thank Goodness) it partially melts during the daytime and refreezes at night, turning them into

frozen chunks of ice. Hitting those piles when plowing is hard on the equipment and can be dangerous for the operator.

There is still no parking in the right of way until March 30th.

We finally have had enough of a break to start catching up on some of the other tasks. Fire hydrants have been cleared. For those that have helped

keep the ones open near their house, thank you very much! We still have a lot of snow to move though.

Water services

We are not out of the woods yet with frozen water services. If you notice a loss in water volume or if your water is looking like it has rust in it,

leave it running, it just needs to be running a stream a little larger than a pencil lead. If you need to do this, please make sure you call our village

office so they can adjust your water bill.

Spring Road Clean-up

This past winter, due to the colder temps and the amount of snow we received, we used a sandier mix of sand/salt material on the roads. This will

require a little more time than the past few years. We will be scheduling a spring yard waste clean-up as we’ve done in the past. Mother Nature

will dictate when we will be able to do this. Keep an eye out on the Village Facebook page and the new Village website for the dates. As a re-

minder this is just leaves and sand, no sticks or branches.

Equipment

In case you haven’t seen the Village purchased a new John Deere loader, this was due to our old one having engine failure. With the age of the old

loader and the cost of repairs, purchasing a new one was the best option. Other than the loader we made it through the winter with very few equip-

ment issues.

It’s been a long cold winter. Let’s hope for a long warm summer!

News from your DPW Department

One of the challenges the Department Of

Public Works has to deal with, is the

plowing and depositing of snow from

private property out into the roadway.

Not only is this illegal, it prolongs the

plowing timeline and increases the cost

for clearing the Village’s streets.

MICHIGAN VEHICLE CODE

(EXCERPT) Act 300 of 1949

257.677a Obstruction of safety vision

by removal or deposit of snow, ice, or

slush prohibited.

Sec. 677a. (1) As used in this section:

(a) “Person” shall not include the state or a

political subdivision of the state or an em-

ployee of the state or a political subdivision

of the state operating within the scope of his

duties.

(b) “Safety vision” means an unobstructed

line of sight enabling a driver to travel

upon, enter, or exit a roadway in a safe

manner.

(2)A person shall not remove, or cause to

be removed, snow, ice, or slush onto or

across a roadway or the shoulder of the

roadway in a manner which obstructs the

safety vision of the driver of a motor vehi-

cle other than off-road vehicles.

(3) A person shall not deposit, or cause to

be deposited, snow, ice, or slush onto or

across a roadway or the shoulder of the

roadway in a manner which obstructs the

safety vision of the driver of a motor

vehicle.

(4) A person shall not deposit, or cause to

be deposited, snow, ice or slush on any

roadway or highway.

Shut off Notices

If you receive a shut off notice in

the mail, please do not wait until shut-off day to get the situation

resolved. These notices are mailed

with ample time to get arrangements made.

Utility Bills

Water meters will be read in March

and will be reflected on your April bill. If you think that your water

usage was high, please check for

leaks (especially toilets and fau-cets) as these can quickly add to

your water usage.

From Civic Center South Park

Most or all of Village Residents should have received a new voter registration card from Paradise Township

Clerk, Lisa Gulliver. The new cards are necessary as the Township Clerk will now administer all elections within

the Township. This decision was not made by the Village or the Township. The Bureau of Elections sent to the

Michigan Senate SB 810 (PA 523 of 2012). Approval of this bill eliminated all September elections and eliminat-

ed the role of the Village Clerk in administering elections. The decision was taken completely out of the hands of

the Village Council or Residents. All Village Trustee & President positions that would have been up for reelec-

tion in September of 2013 will be held over until the November 2014 election.

Village residents only will be identified and give a ballot which will include those running for positions on the

Village Council. The Village Council will still be elected by Village Residents only.

Village elections have a historically small turn-out. By being held in conjunction with a State/National election

we should see better participation in the Village election process.

In November of 2014 the positions of Village President & three Trustees are up for reelection.

Anyone interested in obtaining the nomination paperwork for this election should do so thru the

Township Offices. Filing deadline is July 22, 2014 for the election to be held November 4, 2014.

I can see the light at the end of the tunnel and SPRING is on its way. We made it thru another Northern Michigan

winter.

Civic Center South is planning on a busy year, full of life. Many groups will be able to enjoy the fields includ-

ing Little League, Youth Soccer, High School Soccer, and School Groups. The park’s beautiful 18 hole Disc

Golf Course has also received a lot of use. The Park will continue to hold events through out the year so stay

tuned to the villageofkingsley.com website under Civic Center South or find us on Facebook. Civic Center

South is happy to welcome our new Recreation Coordinator, Deb Nickerson
