    INTRODUCTION

    2

ForewordWelcome to The Kingdom of Littonia,

the sixth region of Mystara to receive theGazetteer treatment under the fan- produced GAZ F line. This work alsomarks the product lines start through Norwold, the Companion-famed regionnorth of the Known World proper.

Littonia is one of the oldest fan-creatednations on Mystara. Geoff Gander, whoinitially developed the kingdom, graciously accepted the invitation toreturn and write Littonia. This workfleshes out the kingdom to anunprecedented extent and provides newinformation for fans of earlier versions.

A complementary work on theneighboring nation of Kaarjala, againwith Mr. Gander as lead author, isanticipated for fall 2007.

It has been our privilege to bring thisgazetteer to the fan community, and theauthor and editor hope you enjoy readingit and using it in your own campaigns.

A Remote RealmLittonia is a remote coastal kingdom

north of Norwolds Great Bay. When itis thought of at all, it is considered bymany along Norwolds tree-coveredstrand to be a land on the very edge of

civilization the source of a few valuablecommodities, but little more. Littonia isa land with a long, often painful, history borne by its people with a remarkablemixture of pride and stoicism. Thekingdom has emerged from a dark age,and now stands poised at a crossroads:will Littonia continue to grow and become a strong realm, or will itfragment once more?

    The Final Goal of theCampaign

A campaign set in and around Littoniashould give the players a general sense of being in a land on the cusp of a greatchange for better or for worse andthat they have a potentially decisive roleto play in determining its fate.

Littonia lends itself very well to atraditional campaign, in which the

players become heroic adventurers bycountering the various threats faced bythe kingdom, as well as seeking treasure, exploring ruins, and clearing dungeons.

The Noskumis Plain and Teici Bog tothe north are filled with all manner of

dangerous animals, as well as some ofthe more fantastic beasts common to theKnown World. The kingdoms forestsharbor many dangerous inhabitants, too.To the south, the hill country and theimposing peaks of Prkons Thronecontain many caverns, as well as a lostcity. Finally, the frost giants ofFrosthaven continue to cast a shadowover the region, and the ancient and evilcreature known as the Rimal Hag secretlyplans to dominate the north.

A political campaign can have see

established characters courted by one oftwo major factions: those who wish tohalt, and possibly roll back, the changesfacing Littonian society; and those whohave embraced them. The continuedexpansion of relations with the KnownWorld could lead to Minrothaddan,Thyatian, Heldannic, and possiblyAlphatian involvement.

Littonia can also be used as a locationfor a few adventures for a wandering party before they set off for warmerclimates.

    Who Should Play inLittonia?

Player characters native to this regionshould ideally be human; demihumansare exceedingly rare in this part ofMystara, and they are almost alwaystravelers from the south. Nevertheless, the standard nonhuman races may beused in this setting if there is a reasonableexplanation as to their presence.

Dwarves are the most commonly founddemihumans this far north, having become apprised of Littonias mineralwealth. Their reputation for beingstalwart fighters also appeals to the kingand many of his more outward-lookingnobles. Thus, dwarves can be found inthe wilderness and in the larger towns.

Gnomes and halflings are largelyabsent from the region the former

because their migrations into Norwolapparently halted at Landfall, and thelatter not yet exceeding OceansendAlso, the native Leehan halflings are onlynow exploring neighboring regions.

    Likewise, the native foresthome elve

have stayed away from Littonia. The fewelves found in the larger towns are fromthe Known World. Finally, the untamedforests of Littonia are known to be hometo a small number of reclusive fey folk.

Kudos and CorrectionsThis work is at variance with existing

materials on Littonias location andhistory. Earlier works placed thekingdom due east of Kaarjala; howeversubsequent discussions made aconvincing case that Littonia should bemoved further south, to the coastal regionimmediately north of Norwolds GreaBay. This work has been written withthat assumption in mind. The history oLittonia has been modified toaccommodate significant events thaoccurred in nearby regions and to make imore consistent with the timeline presented in other Gaz F products. Thiwork should take precedence over preexisting materials on Littonia.

The NPCs Blaise Barkbreaker andNadia Svensdottir originally appeared in AC1 The Shady Dragon Inn by CarSmith and have been adapted for usehere.

A Note on NomenclatureLittonians should be understood to

mean those who are native to thekingdom; Litoniesu and Lietuvansmean the two constituent ethnic groups.

The Litoniesu and Lietuvan words inthis book are presented as they wouldappear in Thyatian (Roman) scriptAccented vowels (, etc.) denote longvowels, consonants with carons (, , denote voiced fricatives (e.g., ch, shzh), and the letter j represents thyah sound. This is but a simplificationof Lithuanian and Latvian phonetics, andwe invite curious readers to examinethese languages.

HISTORY AS THE IMMORTALS KNOW IT

    3

Much of the Littonians history is lostin the depths of time; few among themknow the full story, marking their ownhistory from the time of Karlis theUnifier, and afterwards.

Early HistoryIn the centuries just before the GreatRain of Fire, numerous ethnic groupsdominated the shores around the modernSea of Esterhold. Among them were theValoin, ancestors of todays Littonians. The Valoin (pron. Val-wan) were anOltec or Oltec-Neathar descended peoplewho had developed blond hair and blueeyes. The Valoin subsequently spread tothe Isle of Dawn, where they resided atthe time of Blackmoors destruction. The migrations brought about by the

ensuing climatic changes made life on theIsle of Dawn untenable. The Valoin andothers were forced to move west across aland bridge to what is now the southerncoast of Norwold.

A New WorldAt this time, southern Norwold was still

a frigid land, but thin strips of coastlinewere habitable. The Valoin eked out aliving along these rugged shores, forgetting much as they fell into a dark

age. The late Valoins most persistentcompetitors were a Neathar peopleknown as the Valharians. Their strugglefor resources was intense, but the Valoin prevailed and absorbed many of thevanquished into their own communities, acquiring much of their Northern Neatharlanguage as a result. The emergence of the Antalians by BC

2500 posed a new threat for which theValoin were unprepared. Withindecades, the Valoin had been pushednortheast along the coast. As the climatewarmed, many migrated north to themouth of the Great Bay and beyond. There they settled the newly-habitable plains and light forests. Regions alongthe Gaudava River were particularlywelcoming. The southern Valoincontinued to hold out against theAntalians but were steadily losingground, and many began to flee

northwards or hold out on the islandsseparating from the mainland. North of the Great Bay, the largelyunopposed Valoin continued to expandtheir holdings. By BC 2200, they were being joined by their southern cousins,

who could no longer hold out against theAntalians. The ancient Valoin identity had been

lost by this point, and new beliefs, traditions, and language developed in itsstead. The majority of the Valoin beganto call themselves the Litoniesu(Littonians), and their land Litonija.Their brethren from the south, who weremore combative and resistant to change, spoke differently and kept to themselves, and called themselves Lietuviu(Lietuvans).

Despite this new identity, the Littonianswere a fragmented people, with mostswearing allegiance to their clans. Theyspent as much time fighting each other asthey did against the northernmostAntalian clans. This state of affairswould have continued for centuries, wereit not for the frost giants of Frosthaven.

The Realm of NordenheimIn 1763 BC, a vast horde of frost giants,

led by Ulf One-Eye, surged north acrossthe mouth of the Great Bay. Beforehandthe giants had troubled only thesouthernmost Littonian communities;now, united under a strong leader andcraving more land to support theirgrowing numbers, they ventured forth toconquer. The disunited Littonian clanswere overwhelmed in succession, andwithin five years the entire region northof the Great Bay was under Ulfs rule.He named his realm Nordenheim.Ulf was a cruel ruler. The Littonians

were forced to give away most of theirharvests to their overlords, who grew

decadent. During the giants greatcelebrations, able-bodied slaves werecompelled to fight in gladiatorial combat. After two generations under the rule of

Nordenheim, the Littonians witnessed thearrival of another scourge. The greathumanoid leader Loark ravagedNorwolds coast as he led his horde into

the Known World. Splinter groupthrough themselves against defenses o Nordenheim, but they were unable dislodge the giants. These encroachments spurred the

    bloody construction of Ulfs gr

citadel, Hgborg. Seven years did slavlabor on the colossal structure. Manydied during construction, and, coupledwith the giants other depredations, theLittonians declined in number. Were inot for the rise of Namejs the Leader, alhope may have been lost. Namejs had been a landowner and clan leader who labored hard under Ulfrule. One of his neighbors, attempting tocurry favor with the giants, reported tha Namejs was inciting a rebellion. Thgiants tore apart his home and forced him

to watch the deaths of his wife andchildren.Broken over such a great loss, Namej

vowed vengeance and soon had slain thegiant personally responsible for hisfamilys deaths. Emboldened by this acthe assembled a band of freedom fighterand took to the surrounding hills andwoods. Namejs and his followers spent thfollowing years waging a guerillacampaign against the giants. Tales o Namejs deeds spread a

Nordenheim, giving heart to many aninciting them to rise up against theimasters. The rebels most crucial victorycame at the coastal town of Dobele (nowlost) where numerous giants were felled News of this resounding victory sprealike wildfire, and before long, Namejhad assembled a great host. Theystormed Hgborg and killed Ulf, razingthe citadel afterwards. Their powe broken and bereft of leadership, thremaining giants fled into the winterynorth. Namejs was then elevated as th

    first king of Littonia.

The First KingdomUnder Namejs reign, the Littonian

were a unified people. They expandedsouth of the Great Bay and pushed backthe coastal Antalians, who had neverecovered from the invasion by Loark

horde centuries before. By BC 1350,Littonians controlled much of the easternland surrounding the Great Bay. Theyalso made several incursions along the Norwold coast. Despite this expansion, the lands around the Gaudava River

remained the most thickly settled regionof Greater Littonia.Although his rule brought stability to

the land, Namejs was not a king at heart, and his ill-equipped kingdom did notlong outlast him. Namejs sons caredonly for their own clans welfare, and asthe decades passed, the ruling line ofLittonia grew weak. The kingdom soondissolved into numerous squabblingclanholds. Clan leaders paid lip serviceto the king, and did what they pleased -even warring amongst themselves. The

western kingdom of Jrkene was but oneLittonian successor state. The realm was further weakened by the

resentment felt by the ethnic Lietuvans, who by now spoke a distinct languageand culture. They felt that they weretreated as an underclass by the morenumerous Litoniesu. Almost 200 yearsafter the death of Namejs the Leader, theLietuvans declared their landsindependent of Littonia, selecting one oftheir own as King of Lietuvos.

The Dark AgesThe rise of Lietuvos began years of war

between both peoples, with neithergaining the upper hand. As more peopleleft their farms to fight their neighbors, more and more fields grew fallow, andvillages were abandoned. Thebloodletting continued for some 40 years, off and on, and in the end both sideswere so weakened that Lietuvoscollapsed into anarchy, and whatremained of Littonia fragmented stillfurther. Thus began another long dark

age, during which the frost giants, now ofFrosthaven, returned periodically towreak havoc. In the south settlements, goblin tribes and resurgent Antalianslooted with impunity.Worsening matters for the Littonians

was the rise of the Alphatian kingdom ofAlinor, which occupied the coast of the

Great Bay at its height. Although theAlphatians thought little of theLittonians, they were intrigued by theirunique form of magic, and coveted theregions rich amber deposits. Theycultivated relationships with some of the

more powerful petty dominions such asSaldus and Kernav and in so doingstirred up further conflict. Theirinvolvement ended with the abruptdestruction of the kingdom, but theLittonian region remained disunited foranother century.Queen Pajauta of Kernav held the

necessary power to cow rival kingdomsand could have been the next unifyingfigure of Littonian history, but her madpursuit of lichdom drove her into conflictwith the fairy realm. The fairy-kin

banished the queen to a prison realm andtransformed her lands into the Teici Bog.Her memory quickly faded.

Karlis the UnifierIn BC 161, Karlis was born in the

village of Nevmala. He quickly grewinto a warrior of considerable strength, and, as the eldest son of the local chief, became the ruler of Nevmala area. Thefuture king dreamed of Namejs defeatingthe frost giants in battle, after whichNamejs came to Karlis and asked him torebuild Littonia.Karlis raised an army and marched upon

his neighbors, spending the next 11 yearsuniting the petty fiefdoms by diplomacyand by the sword. The final battle wasfought at iaiulai, where the mightiestLietuvan lord was brought low. ThoughKarlis lived only six years after thereunification of Littonia, he has beenrevered ever since as Karlis the Unifier.Unlike Namejs, Karlis left behind astrong line of succession. It was not longafterwards that the new kingdom of

Littonia faced its first great challenge.

The Second KingdomSeven years into the reign of Uldis,

Karlis eldest son, a strange people cameout of the distant west. They, theSaamari, were fleeing their ancienthomeland in search of refuge, and settled

amidst the grasslands and sparse forestin the northwestern reaches of LittoniaLittonian homesteaders were crowdedout as thousands of Saamari streamedinto the area. King Uldis sent his armieto reclaim the lands.

Villages burned and borders shiftedover several years, but the Saamari weretoo numerous, and ultimately thenorthwestern reaches were lost to thenewcomers. They called their landKaarjala. Mris, who succeeded Uldiafter his fall in battle, had no wish tocontinue the fruitless war with othe pressures mounting. Norwold Northman raiders hit settlements in thsouth, while the north was threatened byFrosthaven. In the first year of his reignMris met with the Saamari leader in the

town of Valmiera to discuss peace termsUnder the Treaty of Valmiera, thnorthwest would belong to the Saamariand all lands to the east and south would belong to Littonia. Further, the twnations would render aid to one anothewhen requested.Mris constructed lines of simple tower

to hold back his northern and southernaggressors. Those defenses were sorelytested, and proved insufficient. Giantdestroyed Valmiera and Nevmala, andmuch of the Littonian heartland was laid

to ruin. Likewise, the human raidermade many forays into southern LittoniaThe kingdoms enemies were beaten back with the aid of the Kaarjalans, buthe damage was done. Littoniasouthwestern territories, rich in silverhad been effectively depopulated, andgoblins moved into the area. Successivkings spent the following centuriesrestoring order, and then waging a longcampaign to drive the goblins out of thesouthwest.

The Modern EraAbout 400 years ago, yet another grea

migration took place. Thousands o people, calling themselves the Vaaranand bearing relation to the Saamari, camefrom the west. They brought with themtales of woe, of great goblinoid hordes onthe march.

The rulers of Kaarjala and Littoniaconferred, and made preparations for theonslaught that was sure to come, and notten years later a great horde ofhumanoids and frost giants stormed forth. For many years the defenses held, but

there were too many enemies, and itseemed the entire north would beoverrun. Such would have happened, were it not for the intercession of theSarkans Goblins, and of Namejs andLemminkainen (as an avatar ofIlmarinen, the patron Immortal ofKaarjala). Under the guidance of theselegendary heroes, the enemy host was broken, and pushed back over thewestern mountains, from which theyhave not issued since. The SarkansGoblins who stood beside the human

forces earned the gratitude of bothnations.

Littonia TodaySince that time, Littonia has grown. A

small, but prosperous, merchant class hasarisen in the larger towns, spurring socialmobility and forging ties withneighboring lands. More recently,Known World traders have made contactwith the kingdom, bringing with themnew ideas as well as goods. Littonianships ply the northern seas, venturing toQeodhar, Norwold, and the NorthernReaches. Its borders are more securethan they have been in living memory, and the land seems poised to enter an eraof prosperity, yet the kingdom livesunder the shadow of Frosthaven, andother evils in the north.

    GEOGRAPHY

    7

The LandTo most residents, Littonia refers to

the modern kingdom, while GreaterLittonia includes a broad swath of landnortheast of the Great Bay as well as portions of the Norwold littoral to thesouth. This larger region is held to be theLittonian homeland, to which its peoplehave a claim.Littonia is located just north of the

Arctic Circle and would be a whollyfrigid land were it not for the protectionoffered by a series of hills that marks thelands natural frontiers and the peculiareffects of the Saampo of nearby Kaarjala.Littonia is comprised of two valleys

rapidly carved out by glaciers during the post-Rain ice migrations. The valleysjoin in a broad-based V that brackets acurving line of steep hills to the interior.Even within the valleys, the terrain isquite hilly, and much of the land iscovered with coniferous forests. Theentire kingdom slopes gradually towardsthe ocean, with the westernmostsettlement of Valmiera being 400 feetabove sea level.Natural resources consist of clay, wood,

peat, iron ore, limestone, silver, and, most critically, amber.

Mountains and HillsThe only true mountains of Littonia,Prkons Throne, technically lie outsideits borders. These peaks, framed by theVtra (tempest) Hills, witness a greatnumber of thunderstorms throughout thesummer months. The tallest peaks risealmost 11,000 feet above sea level, andthe mountains are rich in untappedmineral resources.Littonia is cut off from the rest of

Norwold by Namejs Line, a range of tallhills running from the Sarkans (red)

Plain in the southwest to its junction withthe northern Lietuvan Hills. Thesouthern slopes of the Line are verysteep, rising to their maximum height of1,100 feet above the Littonian baselinevery quickly. Numerous hidden valleysand lakes are found within the Line. Thenorthern slopes are not quite as steep, anddescend 800 feet to the Noskumis

(sorrowful) Plain. Silver and iron oredeposits are common in the west. The Lietuvan Hills are very similar to

Namejs Line but rise only 700 feetabove the Littonian baseline. The rangeis not as broad, and it is largely unbroken

by valleys. The Lietuvan Hills continuenorthward west of the Teici Bog. Thisextension only reaches 650 feet abovesea level. The continuing post glacialuplift is slightly faster in the LietuvanHills than at points further south, and thishas opened a number of channels wherewater comes into contact with high heat, producing a number of hot springs.

The stately, yet storm-ridden Vtra Hills borders the Sarkans Plains from thesouth, topping out at 500 feet above theLittonian baseline. Their eastern fringes

are blanketed by the forest known as theDraudgs Wood. Traces of silver have been found in some regions, but theresident goblins have yet to mine them.

ForestsA mixture of old world and glacial

factors deposited thick, rich soils east ofNamejs Line that are now covered withdense forest. The majority of trees areconiferous, with spruce and pine predominating, but stands of birch, andeven rare oak, can be found along thelower Gaudava and Aiviekste Rivers andthe southern coastal regions. Theoccasionally abrupt transition fromdeciduous to coniferous vegetation andsometimes back again in a space of afew hundred feet is one feature unique toLittonia. In most areas, the soil is quiteacidic due to falling needles and sportslittle or no underbrush. Mushrooms, bilberry bushes, cranberries, and shade-loving herbs do manage to thrive, however. The largest forest is the Vei (old)

Forest, which is sandwiched between theGaudava and Aiviekste Rivers. It is predominantly spruce, but the northernand eastern fringes have large numbers of birch, oak, and linden trees. Beyond theGaudava River the forest continues as theconiferous Zal (green) Forest. TheZal is very thick and ascends Namejs

Line to the northwest.South of the Aiviekste River is the

rugged Draudgs (sinister) Wood. Ihas large stands of birch along the coast but quickly becomes coniferous inlandA part of Greater Littonia, the region i

largely unsettled wilderness. Folktalehold that the Draudgs Wood is thelocation of Saldus, one of the pettykingdoms that refused to submit to Karlithe Unifier and was destroyed. The Mindaugas Forest covers the low

hills north of the Gaudavas last segmentNamed after a courageous Lietuvan lordit is exclusively pine and spruce treessave for a few oak and linden grovearound the village of Dundaga. It is alsothe densest of Littonias forests and isreputed to be inhabited by spirits who

    PlainsFurther inland, where the cold

continental climate asserts itself, forestyield to juniper thickets and long grassesThe latter eventually predominate. The transition is particularly abrupt on

the Noskumis Plain. There wildflowerand tall grasses blanket the fields duringthe brief summer. So named because oits harsh climate and the many ruins thadot its expanse, the Noskumis Plain ilargely flat and extends for many miles tothe west and north. It averages 400-500feet above sea level in the east, risinggradually towards the mountain foothillin the distant west. The Sarkans Plain named after the

blood spilled in conflicts with the nativgoblins is relatively lush around the banks of its rivers with cattails, sma bushes, and the occasional pine tree.

averages 400 feet above sea level andgrows hilly towards the south and westThe local climate is harsher than that inLittonia, but it does not have quite aextreme a fluctuation.

WaterwaysLittonia is blessed with a large of

number of rivers relative to its size. Thelongest river is the Gaudava, whichoriginates in the mountainous regionsouth of Littonia. The Gaudava slowlygains strength as its tributaries, theLielupe and Virvyia Rivers, join it onthe Sarkans Plain. From there, the riverdescends into the forested coastallowlands, winding gently through theZal and Vei Forests before emerginginto the kingdoms cultivated heartland. It widens and deepens as it passesParaskas and Gaudavpils. The rivermouth is almost a quarter-mile wide. TheGaudava has special significance to theLittonians, as their first and greatestsettlements arose along its banks.

The southern Aiviekste River splits offfrom the Gaudava at Fort Namejs andfollows an easterly course south of theVei Forest. Historically, it has markedthe southern border of the Littonianheartland. Unlike the Gaudava, theAiviekste is fairly shallow throughout itslength, and shoals fill its mouth.

The narrow, deep Neris River arises inthe Lietuvan Hills near Talanga, windingthrough the dense forests of historicalLietuvos before emptying at ilute. Itmarks the historical northern frontier ofLittonia, beyond which lies thetreacherous Teici Bog. The Neris has thesame symbolic importance for Lietuvansas the Gaudava does for their Litoniesucousins.

Littonia also has hundreds of smallstreams and lakes and ponds, many lessthan a square mile in size. The majorityof these are found south of Namejs Line.

Teici BogDirectly north of the Littonia coast is

the Teici Bog, a large, chilly morass ofinnumerable ponds and small lakes, streams, swamp, and bog. The largeamounts of standing water, and the prevailing damp climate, produce densefogs that blanket the region for much ofthe year. During the winter months, frequent snowfalls turn the entire regioninto a slushy mess.

Much of the Bogs water is brackish, although some streams and ponds in theinterior contain drinkable water. Most ofthe standing water is not deep no morethan ten feet, but often only half that and the streams flow very sluggishly.

The ground is waterlogged to a muchgreater depth. There is very little solidground, and sinkholes are common.

According to popular lore, the TeiciBog is thought to be the location of anancient Littonian kingdom whose queenconsorted with evil spirits. As punishment, the Immortals turned herrealm into a swamp, burying her withinits depths forever. As such, those whoenter the bog, or sail near it, are thoughtto be tempting fate.

Surrounding LandsLittonia is bordered by unclaimed, but

certainly not uninhabited, wilderness. The Noskumis Plain marks the westernfrontier, and the largely unexplored VtraHills and mountains of Prkons Thronelie due south of the kingdom. Furthersouth is the Great Bay of Norwold, whichis readily accessible, albeit arduously so,via the Sarkans Plain. Northern Littoniais bordered by a mixture of bogs andhills. Finally, far to the northwest lies thenation of Kaarjala.

    Climate andEnvironmental Notes

Littonias latitude is circumpolar, butthe moderating influence of warmerwater flowing north from the AlphatianSea, the protective shield created byNamejs Line, and the Kaarjalan Saampocreates a semi-permanent warm air massthat bleeds cold fronts to the west andnorth. In contrast, the Noskumis Plain ismuch colder and drier. The result is a

hemiboreal climate whose real worldanalogies would be the northern BalticSea region, or western Norway.Littonias proximity to the Arctic Circle produces long days in the summer, andshort ones in winter the sun does notfully set or rise during the summer andwinter solstices, respectively. This cycle

is mirrored by Littonians being generally joyful during the spring and summmonths, but characteristically stoic even melancholy the rest of the time.

The ocean currents also bring frequen precipitation an average of 160 rain

days per year, and another 30 to 40 thahave fog. The moisture provideabundant water for the kingdoms manystreams and rivers, but it has alsooriented agriculture towards dairy andlivestock most field crops are grownfor animal feed.

Winter lasts from Eirmont to lateThaumont, and is wet (sleet, ice) rathethan snowy in most of the country excepduring deep winter. Temperatureaverage -15 to -5 C (5 to 23 F) alongthe coast, and decrease one degree fo

every eight miles further inland, to -29to -19 C (-20 to -2 F) aroundValmiera. Continuous snow cover last100 days on average. The snow is rarelymore than a few inches deep in thelowlands, but it deepens considerablyand lasts longer, further inland and in thehills.

Spring is marked by constanprecipitation, and runs from Flaurmont tolate Klarmont. Temperatures rangebetween 0 and 6 C (32 to 42 F), but ifeels much colder due to the dampness

Planting is done during this period toensure a successful harvest.

Summer averages eight weeks, withfrequent thunderstorms along the coasand pleasant, mildly humid weatherTemperatures range from 14 to 16 C(57 to 61 F) along the coast, increasing by one degree every 24 miles furtheinland, to around 17 to 20 C (63 to68 F) in Valmiera.

Autumn begins at the beginning oAmbyrmont, and lasts until earlyEirmont. Although the countryside lack

the riot of color seen in more southerlyclimes, the rainy weather gives way tofog for much of the season, producingalmost ethereal landscapes in the earlymorning and late evening. Temperatureaverage 12 to 15 C (53 to 59 F), withfrost first appearing in early Sviftmont.

The territory occupied by the Littonian

is still undergoing post-glacial uplift. The coastal regions are believed to rise atthe rate of one inch every 75 years, whereas the lands west of Namejs Lineare rising by an inch every five years. This process will continue for the next

couple of centuries, producing minorearthquakes along the divide, andextending the coastline in some regions.

Communities and RuinsThe vast majority of Littonias

population lives in secluded farms andhamlets spread throughout the forests andhills of the kingdom. Littonians typically build with wood; thus, while a givencommunity may be over a thousand yearsold, most of its buildings are a fewcenturies old at most. Militaryfortifications are built of stone, as are thenewer portions of the larger settlements.

Arekne: Half of the 460 people inthis village are loggers harvesting theancient pines of the Vei Forest. Timberis sawed into boards and shipped bywagon to Rezevpils. In contrast, theoccasional oak tree is floated down theGaudava to Paraskas, where thatsettlements sawmills finish the job. Theremaining villagers either farm, or craftfurniture for sale in Rezevpils.

Dundaga: This large fishing village(750) is blessed with ample amberdeposits on its beaches. It used to be amoderately busy place where ambermerchants would come to purchase theirwares. With Gaudavpils and Rezevpilsexperiencing rapid growth and foreignmercantile interests establishingthemselves in the capital, few merchantsnow are willing to risk missing anopportunity by coming up here. Instead, they have hired some locals to act asmiddlemen and procure amber for them. This reduction in status does not sit wellwith the regions nobles. Some traffic toand from iaiulai passes through here.

Fort Namejs: Built where theAiviekste and Gaudava Rivers split, Fort Namejs is the largest, most imposingfortification in Littonia and the de factomilitary headquarters for the nation. It is

protected by water on two sides. Wellwithin bow range is a simple bridgespanning the upper Gaudava River themost convenient place to cross for manymiles. For this reason, Fort Namejs isoften referred to as Tilts pr upi (bridge

over the river), but it is most commonlycalled the Bridgefort. It was establishedby King Guntis II as a simple hill fort inAC 193 to strengthen his hold in thesouth, and has been expanded numeroustimes since then. 340 soldiers garrisonthe fort, and 350 civilians farm thesurrounding area or perform other tasks.

Gaudavpils: This bustling port of8,600 has long been a capital, first ofLivonja and now of Littonia, yet it wouldbe considered only a large town in othernations. Along with Rezevpils, it has a

sizeable number of stone buildings, manyof which have been built in recent years by the local dwarvish community. Thecentral market is paved and surrounded by many shops and inns relative to thecitys size. At the wide mouth of theGaudava River, Gaudavpils is blessedwith a deep harbor that can accommodatelarger vessels. Places of note include theRoyal Palace (currently being renovated by dwarven artisans) and the Holy Hill, where the royal family worships.

    Guntis Tower: This stout tower

was erected in AC 831 following anunusually well-planned raid by theBloody Waters goblins. Although theclan was eventually eradicated, hundredsof people in and around Valmiera werekilled. In response, Grfs GuntisEzergailis had this tower built to detersimilar attacks. It is home to 80 soldiersand 150 civilians.

Kuldiga: Most of Kuldigas 470people occupy themselves with sheep andwool to some degree raising andshearing the animals, curing meat, or

weaving and dyeing wool. During thesummer months, many people drive theirflocks deep into the hills of Namejs Linefor weeks at a time.

Mariaipeda: The capital of Lietuvosonce stood at this location, but it wasrazed almost 1,700 years ago asmarauding armies swept back and forth

through the region. The remnants of thold capital lie buried beneath the hillimmediately south. Modern Mariaipedawas founded circa AC 300. It is home t640 people, most of whom log or minetin.

Nevmala: Nevmala is a prosperoumining village (990), whose inhabitantwork in the nearby silver mines. Alongwith Valmiera, it was destroyed by frosgiants in BC 12. It was only restored iAC 200 during the initial stages of thlong campaign to reclaim the southwesfrom goblins that had moved into theregion in the intervening period. Thevillage was the birthplace of Karlis theUnifier a fact that is commemorated bya great statue in the middle of the villageIt is the ancestral seat of the royal family

Paraskas: Technically a villageParaskas (1,100) is sufficiently large anddynamic to be a small town. In manyways, it is an extension of Gaudavpilswhich it supplies with fish, finishedwood, foodstuffs, and labor. Sompeople recognize that there are benefits to be had from strengthening ties to thcapital, but many feel that too many othe villages young people are beingsucked into a vortex, never to return. Iis only a matter of time before thmerchants of Gaudavpils establish

themselves formally here.Raimonds' Tower: This massive

tower was built in AC 450 to replace thedecaying, original wooden fort that datedfrom the time ofKaralis Mris. It waintended by Karalis Egils to be the firsin a series of fortresses along thenorthern frontier. Construction costvastly exceeded all estimates, leading tothe institution of tax increases that incitedunrest an angered mob burned GrfsRaimonds Didgalvis to death in hismanor by a mob. The tower was name

in his honor, and houses 269 people 164 soldiers and 105 civilians.

Rezevpils: In ancient timesRezevpils was known as Piltene, powerful city-state whose sdominated what are now the southernshores of Littonia. Piltene was lost in thchaos following the decline of the firs

kingdom, and many other villages arosein its place over the following centuries.Modern Rezevpils slightly preceded therise of Karlis the Unifier, but onlyrecently has it become a place of note.Today the town boasts a population of

3,450, second only to Gaudavpils, and isexperiencing new vitality as it begins toattract its share of the merchant trade.

iaiulai: iaiulai (population 2,700)was once a powerful town in thekingdom of Lietuvos, and it was one ofthe few settlements to weather the darkages following the decline of the firstkingdom, thanks in part to its massivefortifications. iaiulai was abandonedfor a time after the great destructionwrought by the frost giants in BC 12before being resettled twelve years later.

It is a market town, like Rezevpils andGaudavpils, as well as the gateway tonorthern Littonia.

ilute: The beaches around ilute(population 320) are the source of someof the best amber in Littonia. This is onereason why this region has sufferedseveral raids by Ostlander pirates overthe years. Aside from fishing, the localsmake a decent living selling the bestpieces of amber to visiting amber mages.Talanga: Talanga (population 440) is

situated near a collection of hot springs,

whose waters are renowned locally fortheir curative properties. Some of thevillages more enterprising inhabitants, including Valdnieks Vytautas Kalvaitis, have built a sanatorium over the largestspring, in the hopes of drawing payingvisitors to the region. The people alsoextract and refine the nearby sulfur, aswell as export mineral water.Valka: The region occupied by Valka

lies on the fringes of the NoskumisPlains; here, the winters are harsher andlonger, and the villages 240 inhabitants

do the best they can at the kingdomsedge. Most people are shepherds, butthere is also considerable activity in thespring and summer gathering herbs thatgrow thickly on the skirts of the plains.Valka is often the last stop (in more waysthan one) for adventurers seeking theirfortune in the ruins of Jrkene.

Valmiera: This is a prosperousmining village more a town of 1,170nestled in the forested lower slopes of Namejs Line. Precious silver is themain commodity, and Valmiera has facedmore raids than any other similarly-sized

settlement in the kingdom. This region, nicknamed Sudrabzeme (Silverland),was hotly contested during the instabilityfollowing the collapse of the firstkingdom. It held off all enemies until BC12, when it was razed by frost giants. The region was not reclaimed until AC300, after several campaigns againstgoblin tribes who had moved into thearea.

Other Sites of InterestHgborg: This was once the hall of

Ulf One-Eye, the frost giant king of Nordenheim. Namejs and his followersshattered the citadel, and little remainstoday. A weathered monument standsnearby, upon which Karlis the Unifierordered inscribed the names of those who participated in those half-forgotten battles. Many centuries have passedsince the giants were thrown down, yetthis site remains sacred and few comenear it.Jrkene: Jrkene was the capital of

a kingdom that arose after the collapse of Namejs realm. Its people were largelyshepherds, but their king coveted the richlands around modern Valmiera and Nevmala. After years of inconclusivefighting, Jrkenes king was killed in anambush. With no clear succession, thekingdom dissolved into civil war. In BC500, a frost giant raid swept aside whatwas left of Jrkene. A few attempts have been made at reclaiming the ruins, onlyto be denied by the presence of undead.Today, people give Jrkene a wide berth.

Karlis Isle: Karlis Isle is awindswept rock jutting up from the sea, upon which a small lighthouse has been built. A single family has cared for thelighthouse since it was built over 100years ago, and most of its members livehere year-round, supplied by gratefulfishermen.

Namejs Isle: Namejs Isle is themore hospitable of Littonias two islandswith a few rolling hills and stands o pine. The isle was settled shortly aftethe creation of the first Littoniankingdom. The isles sole moment o

excitement came when it was used tohouse King Egils after he was deposed inAC 454. He lived out his exile insolitude, and few of the islands 200inhabitants remember him at all. Mos people are fishermen, with a handful oshepherds.

Rjiena: R jiena was the capital othe kingdom of Saldus, a powerful realm blessed with a number of hidden golmines that arose following the collapse othe first Littonian kingdom. Saldus waallied with to the fleeting Alphatian

Kingdom of Alinor for a time. Thanks ta small cadre of Alphatian-trained magicusers, Saldus remained a regional poweeven after the destruction of Alinor. Thkingdom refused to submit to Karlis theUnifier and was defeated in a costly battle not far from where Fort Namejnow stands. In the conflicts aftermathKarlis destroyed Saldus, burning everyvillage and razing R jiena to make aexample of the kingdom. None todayrecall R jienas precise location, but thstory of the Unifiers vengeance and the

fabled gold mines of Saldus lives on.

Once opened, a bottle can never beclosed.- Littonian proverb

RacesHumans comprise the overwhelmingmajority of Littonias inhabitants, butthat is beginning to change slowly asword of this land, and the open frontiersit offers, spreads to the diversepopulations of the Known World.

HumansCenturies-removed from thedemographic shifts that characterized theKnown World, The native Littonians areof either Litoniesu or Lietuvan stock, with the former being the morenumerous. Both ethnic groups tend to be

of average height, with fair complexionsand straight, generally dark blonde orlight brown hair. Almost three-quartershave grey-blue or blue eyes, with greyeyes being more common amongLitoniesu. The clearest social division inLittonia is not ethnic but between city-and country-folk.

Country-folk of both sexes wear linentunics with knee-length wool trousers formen and skirts belted with a patternedsash for women. The most common formof footwear arepastalas, a type of tough

slipper made with leather tied togetherwith straps. During the winter, thickwool stockings, with jackets for men andshawls or cloaks for women, are worn foradded warmth. Men tend to go beardedand have long hair, while women weartheir hair unbound or in a simple braid. Most rural Littonians consider itunseemly to appear in public without ahead covering, so hats are common. Menfavor broad-brimmed hats made of felt, and married women wear embroideredlinen head cloths. Unmarried women andyoung girls often weave ribbons throughtheir hair.

People from urban areas wear linen of afiner weave made of wool or importedcotton, if they can afford it. Mens hairis shorter, and they have a greatertendency to trim their facial hair or goclean-shaven. Women wear their hair inmore elaborate styles inspired by those

sported by foreigners. Clothing amongthe upper classes is more colorful.

In a form of conspicuous consumption, both urban and rural Littoniansdemonstrate their social status by theamount and quality of jewelry worn.

Litoniesu tend to wear more silver, whereas Lietuvans prefer amber.

The third most common human groupin Littonia is the Saamari people ofneighboring Kaarjala. They have beendrawn to the kingdom because of trade, and they are found in Gaudavpils andRezevpils. The Saamari are slightlytaller than Littonians, with blond or brown hair and primarily blue or browneyes. Some Kaarjalans have a slightepicanthic fold over their eyes, givingthem an almond shape. Most dress in a

manner similar to their Littoniancompatriots, according to their socialclass.

There are only a couple hundredKnown Worlders currently living inLittonia almost all of these are inGaudavpils, with the rest in Rezevpilsand iaiulai. Most Known Worlders hailfrom Ostland, Minrothad, and Thyatis, but expatriates from other nations canalso be found. It is only a matter of timebefore Alphatians and Leehans appear inthis coastal kingdom.

GoblinsSouthwest of Littonia rests the SarkansPlain, home to the Sarkans Goblins.Historically, the goblins preyed onoutlying Littonian communities, butfollowing a series of military campaignsbetween AC 200-300 to regain control oflocal silver mines, the goblins were brought to heel. The defeat was soabsolute that a number of goblin clans paid tribute to the Littonians for a time, and fell under their influence. TheseSarkans Goblins adopted some of theirconquerors culture. Although they areno longer ruled by Littonia, the culturalinfluence remains.

Relations between Littonia and itsformer subjects are neutral for the most part, and goblins have gained somemeasure of acceptance in the southern

towns and villages where they performmany menial tasks.

Sarkans Goblins (Goblinus litoniensis)are slightly taller than their cousins in thKnown World, averaging 4 feet tallThey have pasty white complexions, with

red or yellow eyes and dark hair beingcommon. They tend to be of slight buildwith a protruding jaw line that gives thema slightly canine appearance. Their teethare small and sharp. Goblins living inLittonia tend to wear the same clothing atheir human neighbors do, while thosewho live on the plains wear leather andfurs.

There are many goblin clans further tothe southwest or in the north that prey onthose who enter their lands. They havnot ventured into Littonia for many years

but some people feel that it is only matter of time before they do.

ElvesPerhaps 100 elves live in Littonia incommunities within Gaudavpils andiaiulai. The Littonians initially werevery wary of the elves, which wereviewed by many as some variety of foresspirit with their purported resemblance tothe laumes and their magical powersEven after a quarter century, an elf wilattract considerable attention in a largesettlement, and open stares in thecountryside. Half of the elven populationis from the Meditor Clan who areactively exploring the country for guild benefits. The remainder is composed oindividuals from the Alfheim andVyalian clans in search of adventuringopportunities or a place to establish anew stronghold. Norwolds foresthomelves have thus far avoided the northerncoast upon which Littonia exists.

DwarvesA small, but lively, community oMinrothaddan dwarves exists in thecapital, but individuals also may be foundin the vicinity of Namejs Line andValmiera. As with the elves, the dwarveattract attention wherever they go, butheir hardworking natures and inherentalents have already led them to discove

promising veins of several minerals. Assuch, they are often welcomed by thelocals after a time.

Other RacesThe darkest portions of Littonias forestsare home to small communities of pixiesand sprites, who migrated to this regionseveral centuries after the Great Rain ofFire to claim its virgin forests forthemselves. They have had fewinteractions with the Littonians, and areconsidered mythical creatures by mostpeople.

Those few who have seen fairies called laumes believe they are good-natured, but short-tempered, femalespirits who kidnap infants and children inorder to satisfy their own yearnings forparenthood. Most people in rural regions believe in the laumes, and will leavesmall gifts for them whenever they enterthe deeper parts of the forest so that theymay go about their business unmolested. The fey folk are content with thisarrangement. Nevertheless, the odd pixieor sprite develops a taste for adventure, and ventures into the outside world.

    Social StandingLittonians would be considered

struggling commoners in the eyes ofKnown Worlders. Outside of the largersettlements, almost everyone lives at aslightly greater than subsistence level byfarming, mining, logging, fishing, oranimal husbandry. Literacy is largelyconfined to the local clerics, and eventhen, many know their prayers by rote.In the countryside, a persons character isassessed by how hard they work and howwilling they are to help their neighbors there is simply no room for layabouts.Given how tied they are to their

communities, few commoners ever leavetheir place of birth. Due to theirconcentration in the more remotenorthern regions, a greater number ofLietuvans fall into this category thantheir Litoniesu cousins a distinctionthat has caused its share of strife in thepast.

Matters are slightly different in the

larger villages and towns. There isenough dynamism through asufficiently large population base andenough traffic to and from other regions to foster greater social mobility. Thepoliticking of local governments adds its

own influences to the mix. Still,Littonian towns have a slightly morerustic feel to them, in large partbecause they are often smaller than theirKnown World counterparts, and becausethe cosmopolitan influences provided byforeigners are largely absent. Despitethis, the social classes one would expectto find in towns nobles, merchants, soldiers, artists, sages, tradesmen, entertainers, and rogues are all present.

At the pinnacle of the rising urban classare the gentry, primarily successful

merchants. The gentry coalesced roughly200 years ago, and eventually demandeda voice in public affairs. King Uldis Vassented in AC 958 by pressuring (somewould say blackmailing) the Saiema intogranting a number of seats to the gentry but only after the king agreed to set highselection thresholds, to limit the numberwho could be admitted. The gentry arebecoming an economic power in Littoniain their own right, as contacts with othernations slowly grow.

    Above the commoners rural and

urban is the Littonian nobility. Thisclass is divided into two sub-groups:landed and landless. Most landed noblesclaim descent from the companions ofKarlis the Unifier, who were rewardedfor their loyalty after he established thekingdom. Although many scholarsquestion whether such lineages can betraced back that far through Littoniastumultuous history, custom andconvention have enshrined the status ofthese families, of which there arecurrently eighteen.

Landless nobles are those of nobleblood who are not members of one of thegreat families, or are the descendants oflanded nobles who were stripped of theirlands. Prior to the rise of the Saiema,Littonian kings often ennobled those who performed great deeds, or enriched theroyal coffers. Likewise, they were quick

to withdraw those favors; although evena noble stripped of his lands and wealthwas still of the upper class, and thereforetreated with some measure of courtesyThe landed nobles, however, were loathto accept newcomers into their fold, fo

they considered themselves superior byreason of their bloodlines. Even nowthey look upon families that wereennobled centuries ago with disdain. Bycustom, landless nobles are expected todefer to their landed counterparts evenif they are technically of the samestanding, but this is not enforced at court

The ranks of the nobility are bruninieksor bruniniekiene (knight), valdnieks ordma (lord/lady or governor), and grfsor grfiene (count/countess). Abruninieks often owns an estate and a

few farms, and commands a smalcompany of soldiers. A valdnieksgoverns a village, and commands up toten knights, while agrfs rules a town inthe name of the king, and commands theloyalty of all nearby lords. Nobles witadditional offices may have a highestatus than their rank would normallyentail.

Above the nobility is the royal familyof Littonia, the House of Karlis, currentlyheaded byKaralis (King) Uldis VI.

ReligionLiving as they do in an often harsh landsurrounded by peoples who have avarious times sought to drive them awayor enslave them, the Littonians attribute alarge part of their survival to thei patrons favor. The Immortals, who ardescribed only vaguely and thought towander the earth as mortals do, are seenas part of the land itself, and thus thenvironment in which the Littonians liveis treated with especial reverence.

Over the centuries, this has produced acosmology with druidic overtones, withthe Immortal Zemes mte occupying therole of a Mother Earth providing life toall. Priests area interpreters of theImmortals will, and they are accordedgreat respect and consulted about almanner of decisions by people of alclasses although political rulers are

It is widely believed that, should atree be cut down, the person associatedwith it will die. Few Littonians wouldwillingly cut down a tree associated witha deceased person for fear that its spiritwould be angered. Lietuvans also offer

gifts bread, grains, and herbs to theearth upon a childs birth, burying themin sacred mounds of throwing them outto sea.

As bringer, purifier, and destroyer oflife, fire is also important, occupying acentral role in many celebrations. Thedead are cremated in great pyres onsacred hills, along with their costliestclothing and most precious possessions. Many rural settlements have sanctuarieson hills and riverbanks where priests tendsacred fires, and traditional households

always keep a fire burning in theirhearths.

Immortal PatronsThe cast of characters in Littoniancosmology is a product of several pre-Rain traditions that congealed during themigration of the Valoin people along theIsle of Dawn and onto the NorwoldCoast. Considering the conflict betweenthe Antalians and the Litoniesu andLietuvans, the inclusion of Prkons, better known as Thor, is at first puzzling.

The answer lies in the legends of his battles with giants an inspirationalpoint for those enslaved by the giants of Nordenheim. Prkons is the only figureto have a birth or creation story atestament to his relatively newintroduction.

The list below presents the most

commonly revered patrons in Littonia, the Known World Immortal to whomthey can be identified, and what isattributed to them. The names are presented in Litoniesu; Lietuvanequivalents are provided afterwards.

In addition to the major Immortalslisted above, the Littonians revere dozensof minor deities, many of whichpatronize very specific aspects of life ornature bees, or the protection ofhearths, for example. Other Faiths and TraditionsIndividuals whose roots lie in the

Known World tend to maintain theiancestral faiths. Most native Littoniansand their priests, have little contact withforeigners; thus, they are unaffected byand pay little attention to, these newfaiths. Some members of the urbanclasses, however, have embraced thesenew Immortals, but their numbers arestill quite small.

Half of the Sarkans Goblins worshipthe Littonian Immortals. The remaindevenerates the more traditional goblinoiddeities, including Mea vrs and Dievasalthough the rites practiced are stilinfluenced by those of their humanneighbors.

LanguageLitoniesu and Lietuvan are the nativelanguages of the Littonians, with theformer doubling as the court languageand the trade tongue in the largersettlements. Although both evolved fromthe same root language spoken by theValoin, their split into distinct languageswas underway by BC 1500. When thecurrent Kingdom of Littonia was proclaimed in BC 128, Lietuvan andLitoniesu were no longer mutuallyintelligible. Both languages retain manyfeatures of the original language spokenby their common ancestors, but Lietuvancontains more archaic grammatical formsthan Litoniesu, especially in terms ofnoun declension. In both tongues, thefirst syllable of most words is stressed, producing a spoken language that is verylilting.

Although a large portion of thepopulation is illiterate, runic symbols arecommonly used to convey ideas and basic messages. These symbols arederivations of ancient Antalian runes, which were adopted by the Littoniansshortly after their first encounters withthem. [If a PC knows Northmen or

Littonian Runes, an intelligence check -10 allows the PC to transliterate androughly identify inscriptions of the otherrune system.]

In the larger settlements, runic scriptsevolved as a written language.Following the centralization efforts ofKarlis the Unifier and his successors, one

single official script is now in useacross the kingdom. The Thyatian scripwas introduced to Littonia by traderfrom the Known World roughly 25 yearago, ostensibly to facilitate commerciaand other ties. It is in use in Gaudavpil

and Rezevpils, especially among theyounger gentry, but has met with littleinterest elsewhere.

Among a portion of the Litoniesumajority, especially in the largesettlements, the Lietuvan language iconsidered unrefined, and by extensionof relatively little cultural value.

Other languages spoken in Littoniainclude Kaarjalan and Buldurana, thelatter of which is spoken by the SarkanGoblins, and considered by many debased dialect of Litoniesu.

CultureA large part of Littonian culture centeron the importance of the dainas (dainosin Lietuvan) short, unrhymed poemthat describe the deeds of the LittonianImmortals, and how they affect the liveof everyday people. When performeddainas are often sung in a low, droningvoice to the accompaniment of zithersThe dainas were originally composedcenturies ago as a means of impartingimportant lessons about life andtraditions, and they have survived to the present day as both oral history an parables on how one ought to behaveUnlike similar forms of storytelling, thereare no legendary heroes in the dainassuch people are accorded respect through popular songs and more mundastorytelling.

Another significant aspect of Littonianculture is the number of festivals thamark the changing of the seasonsAlthough the exact number varies fromregion to region, there are usually no lesthan eight during the year. The mossignificant of these is the festival ofJnion the summer solstice, the time of yeawhen the forces of nature are thought to be at the strongest, and the boundariebetween the physical and spiritual worldat their weakest. leaves (for men) and flowers (forwomen), and decorate their homes withthorns and rowan branches. Festival firesare also lit, and burn from sunset tosunrise, and during the night people leapover them to ensure prosperity and

fertility for the coming winter. Herbsgathered during Jni are thought topossess magical powers.

Currency and TradeThe people of Littonia have usedcurrency for centuries. The ancientValoin used amber shards of varioussizes as a crude form of money asystem that remained in place until therise of the first Littonian kingdom under Namejs, who minted silver coins invarying denominations. During thechaotic period that followed, many of thelarger petty realms that arose minted theirown coins, or used a mixture of old silverpieces and amber.

With the rise of the second kingdomunder Karlis, a new currency, based onthe golden lats, was instituted. Each latsis subdivided into 100 tiny silversantmu(sing. santms, worth 1cp). To further tiehis subjects together, Karlis ordered theseizure of as many old coins as possible, and melted them down it is still possible to find old coins in treasurehoards and the like, however.

Although the Littonians have beentrading amongst themselves, and to alesser degree with the Kaarjalans, forcenturies, international trade as it would be understood in the Known Worldcommenced relatively recently. Littoniamanages to feed itself in all but the worstyears, but it does not export food. Thekingdom is rich in timber, wool, andsilver all of which it exports. Its mostvaluable commodity is amber petrifiedpine pitch which is often found in greatquantities on the beaches. Littonianamber is gaining a reputation throughoutthe north for being of exceptional quality, and it is favored by many magic userswhenever amber is needed as a spell oralchemical component. As a result, themarket value of such amber is often twiceor three times greater than specimens

from the Known World. High-valuetransactions, particularly with foreigners, are sometimes conducted using amberjewelry.

GovernanceLittonia is a monarchy, ruled by KaralisUldis VI. Historically, the king ruled asan absolute monarch, but the reign of

Karalis Egils (AC 442-454), which wascharacterized by heavy tax increases and poorly planned military campaignsagainst the humanoids, prompted severalnobles to rise up in rebellion. After theking was deposed, the nobles establishedan informal parliament, or Saiema, toadvise the kings son, Mris IV, until hereached majority. The nobles ensuredthat the Saiema (whose membershipconsisted of themselves) becameestablished at court, and since that timeevery reigning monarch has been advised by this body. It is composed of thenobility and, more recently, at a previouskings request, the wealthier landowninggentry.

The Saiema is responsible for advisingthe ruler on matters of state and trade, and for ensuring that all laws pronouncedby the ruler are followed throughout thekingdom. Membership is for life, andawarded to nobles who have recognizedestates (i.e., dominions), or gentry whose private property is worth at least 20,000lats. Eighteen members represent thenobility, who are responsible forappointing their own successors, and theremaining nine are appointed by theruler. The noble faction has oftenclaimed that the kings appointments tothe Saiema have been wealthy merchantswho won their posts through bribery, butthis has never been proven. Being alargely informal body, the Saiema meetswhenever its members agree to do so,and, as motions are carried by a three-quarters majority, debates are alwaysraucous affairs.

In addition, each town and village isgoverned by a local council, whichmanages daily affairs. These localcouncils are under the direct authority ofthe landed noble that controls the

surrounding region, but in most casetowns and villages are left to governthemselves as long as they remisufficient tax revenues.

Taxes are levied on an annual basis bythe landed nobles, acting through thei

seneschals, who then remit it to the kingAlthough the date of assessment varieamong the regions, it usually falls withina week after the shortest day of the yearTypically, commoners are levied a tax o20% on the estimated value of theiassets. Those who can pay in coinageotherwise, people pay their taxes in theform of livestock and other goods.

In addition, towns with markets pay acommerce tax of five lats per merchantper month, levied by the local council on behalf of the king. This source

revenue passes directly into the kingcoffers, and its institution was a cause foconcern among the nobles, who fear reduction in their own influence.Nobles are taxed at 20% on the value o

their estates, but this is reduced if thnoble in question can prove that alfortifications within his dominion arefully garrisoned. In addition, nobles oall ranks are expected to serve with theigarrisons for at least one month out of thyear.

Crime and PunishmentLittonian legal traditions vary dependingon whether the crime is committed in arural or urban region. In rural Littoniawhich is by far the majority of thekingdom, the criminal code is based onthe legal traditions of the clans whosettled it centuries ago. The head of family man or woman, but usually aman is considered the absoluteauthority. Disputes are brought beforethe patriarch (or matriarch), who, advisedby elders, renders a decision based upowhat is in the best interests of the familyas a whole. Once made, a decisioncannot be questioned, save through Triaby Combat (see below).

For minor transgressions (e.g., theftdisobeying an elder) the punishmenmeted out depends on the status of theguilty party. Youth might be birched

while adults might be forced by thefamily head to give livestock or othergoods, or perform labor, to the aggrieved party as restitution. The concept ofincarceration is strange to most ruralLittonians, as doing so would render a

person unable to work, and for mostfamilies every pair of hands is needed.

The most common traditional punishment in Littonia for seriouscrimes, such as murder or rape, is exile, which, in the harsh climate that prevailsfor much of the year, can amount to adeath sentence. Exile is for life, andshould the offender return to theircommunity for any reason, they will bekilled. Neighboring communities willalso be notified if a person is exiled, effectively making them persona non

grata there, too.If an accused person refuses to admit

guilt, a Trial by Combat is held to settlethe matter. The accused must fight theaggrieved party, or a champion appointed by that person, until one party submits. If the accused person loses, they mustadmit their guilt, or die; if the aggrieved party loses, they must abandon theirclaim. This system was introduced to theLittonians by the Antalians not long afterthey encountered each other.

In the urban regions - any settlement

with a population greater than 1,000, andespecially those with foreign-bornpopulations there is a growing tendencyto look down upon such traditions. Acodified set of laws has been introducedin an attempt to modernize the kingdom, but local interpretation of the laws varies.A miertiesnesis (magistrate) appointed bythe local noble passes judgment on alllegal matters, and foreign concepts, suchas the crimes of tax evasion andembezzlement, and incarceration as a punishment for petty crimes, have been

introduced. Those sentenced to deathhave a choice, however; they can either be hung, or, in deference to tradition, they may be exiled. Those opting for thelatter forfeit all of their assets to thecrown and leave the kingdomimmediately, never to return on pain ofdeath.

The more rural Lietuvans have agreater tendency to uphold the traditionallegal system. A not insignificant numberof them see the new legal system as aforeign imposition.
