Local man awarded Medal of Bravery

Peter Moody honoured by Governor General

Today at Rideau Hall in Ottawa, His E x c e l l e n c y the Right Honourable David John-ston, Gover-nor General of Canada, presented a Medal of Bravery to Mr. Peter Richard Moody.

Moody was nominated for the award by his son and will receive it in recognition of his actions on November 25, 2012, when he and wife, Susan Bond, were attacked by a grizzly bear.

The couple had been hiking near their home on LD Ranch Road east of Kimber-ley on a sunny afternoon when they star-tled a grizzly sow and her cubs near a deer kill.

The Governor General read the follow-ing at the ceremony:

“On November 25, 2012, Peter Moody risked his life to protect his wife who was being attacked by a bear in Kimberley, British Columbia. The couple was hiking in a wooded area when they encountered the grizzly, which attacked the woman and pinned her to the ground.

for community dinner

Each Christmas for the past several years, community members get together to provide and share a free dinner for those who may be alone, or unable to afford, a Christmas feast.

The dinner is held at Centennial Hall in Kim-berley and is always well attended.

The same group who brings you that com-munity dinner wants to add another one to the calendar, this time in April. Hosted by East Kootenay Addiction Services Society, in partnership with the Christmas Community Dinner, the first annual Kimberley Commu-nity Chow and Chat is scheduled for April 12, 2015 between 4 and 7 p.m. at Centennial

Hall.“We want to make it a real community

event,” said Shayne Bettke of EKASS. “There’s been a shift in our community. There are more people in need and there aren’t as many services. In Cranbrook, you can get three meals a day for under a dollar, through churches, the Salvation Army and other groups.

It has also developed an internationally recog-nized curriculum for recreational avalanche safety training, and sup-port instructors who teach thousands of peo-ple each year.

“We are honoured by this support from Co-lumbia Basin Trust,” said Gilles Valade, Exec-utive Director, Ava-lanche Canada. “To-day’s announcement is vital to the maintenance of our service level for the backcountry com-munity, and it will also allow us to continue to innovate avalanche risk management tools.”

alanche Canada to make important infor-mation technology pur-chases that will help stabilize its public ava-lanche warning services and reach a broader base of winter back-country recreationists.

Fatality in vehicle accident near Creston

just west of Kitchener, B.C.

A Ford pickup truck failed to negotiate a left hand curve and went off road right. The vehicle was demolished, while the sole occupant, a 56-year old male from Creston, was ejected and pronounced dead at the scene. The cause of the accident is under investigation by the RCMP and the B.C. Cor-oner’s Service.

weapon, Mr. Moody divert-ed the bear’s attention, even after having been attacked himself. The couple re-mained motionless to con-vince the bear they were no threat. After the bear left the area, the severely injured couple managed to walk to a nearby house where they found help.”

Moody spoke to the Bul-letin in 2013, a few months after the incident and de-scribed what happened that day.

“The bear is on top of Susan, snuffling, doing some damage. I couldn’t see exactly what she was doing. I always hike with ski poles

because I have dodgy knees. So I just instinctively beat on the back of the bear with the poles. I don’t have a clear memory of what she did when she turned, but she put me on the ground. She could have hit me or I could have tripped. She was on top of me and went for my legs. Then she left and went back to Susan. I could still stand. I got up and whacked her maybe half a dozen times. She has thick skin and a lot of hair so I don’t know how effective it was, but again she turned on me. I went down again.

“I was lying on my back and my left side, and I had my left arm up in the air. I looked up and saw her jaws

and teeth coming down on me. My first instinct was to punch into her mouth, but then I thought, I’m giving her my fist — I will lose my hand and arm. So instead of punching, I wrapped my arm around my head.

“Her teeth dragged across my skull, tore my scalp. She went back to Susan a third time.

“When I saw that, I thought what do I do now? I wasn’t sure I could stand. But then she left.”

In order to make the meal a success, and most importantly sustainable, sponsors and volunteers are needed.

“We fed 400 people at Christmas. Before, we’d rely on two or three major sponsors, but we want to spread it out more. We

can’t just rely on busi-nesses, although they have been very generous.”

People have been great so far, Bettke says.

“We have individuals coming forward saying, ‘I’ll buy a turkey or a ham’. It’s been quite fantastic, all the people coming for-ward.”

Bettke says a turnout similar to Christmas is ex-pected at the April 12 din-ner and there are many ways you can help out.

Donate a turkey or a ham, a bag of potatoes, carrots, and/or prepare and cook your donation in a ‘Food Safe’ kitchen. Perhaps you want to vol-unteer in other ways, or want to make a money donation (Charitable Tax Receipt issued). When Wayne Stetski lost the mayoral seat in the recent municipal election, he had some time to think about his immediate future. His phone began to ring in December with offers and encouragement to get into federal politics. He sat down and wrote a letter to himself. As he wrote, a picture began to form with the theme of ‘Missing Canada.’ While unhappy with the way things have gone under the Harper Gov-ernment—he singled out the military’s shift away from peacekeep-ing, the treatment of vet-erans, laying off federal scientists and the use of whipped votes and om-nibus bills, among oth-ers—Stetski said he still feels called to public service. “I wrote that let-ter in about 15 minutes and I’ve never been one to sit and complain about things unless I was willing to step up and do something about it,” said Stetski. As an elected official or as a public servant in his previous career as a

regional manager with the Ministry of Environ-ment, public service is about relationships, Stetski says. “I really value that one-on-one relationship and I’ve said to people before, if you’re going to get in-volved in public life, it really has to start with liking people, and I real-ly like people,” Stetski said. “It starts with a fundamental belief that public service is one of the highest callings in life. ing as mayor for three years, Stetski ran and narrowly lost to for-mer mayor Scott Manjak in 2008. During his time in municipal office, Stetski said he tried to take what he called a ‘holistic’ approach to governing. “That means, yes, the econ-omy is important and roads are important, sewer and water is important,” Stetski said. “But so is multi-culturalism, so are the arts, so are youths, so are seniors, so I’d see all of these issues crossing my desk and there are some peo-ple who would say municipal govern-ment shouldn’t be looking at those things at all, but I cared about all of them.” As mayor, Stetski said he faced issues such as afford-able housing, physi-cian recruitment and the challenges of door-to-door postal delivery—all of which he said are federal government respon-sibilities. “There were

a number of issues that crossed my desk as mayor that had fed-eral responsibility where in my mind, the federal government was not doing what it was supposed to be doing,” Stetski said. Stetski will officially kick off his campaign on Sunday, March 15, at the Manual Train-ing Centre in Cran-brook at 1 p.m.

“Fiddler on the Roof” is one of my favourite movies. It opens with an extended musical number

about the importance of tradition. Tradi-tion, says Tevye, tells us who we are, how to behave, how to relate with one another and with God. Tradition is often the glue that holds a family or a community together.

Life is filled with traditions of all kinds. What would political life be without the pageantry of an inauguration, or the hec-tic atmosphere of a nomi-nating meeting? How could families celebrate their lives without tradition? We each of us have our traditions, and life can be its best when we take long–standing tra-ditions and fill them with new meanings appropriate to a new day and a new way of being.

Jaroslav Pelikan, one of the foremost historians of Christianity, however warned us of the dangers of a narrow traditional-ism. In one of his famous aphorisms, he said, “Tradition is the living faith of the dead; traditionalism is the dead faith of the living”.

I was reminded of this again when a friend sent me an email about the stan-dard railroad gauge (distance between the rails) in the US. The standard is 4 feet, 8.5 inches — an exceedingly odd number. Why such an odd gauge?

Well, that’s the way they built railroads in England, and since railroads in North America were originally built by English immigrants, Canada and the USA use the same gauge.

The story deepens. The English built

them to that gauge because the first rail lines were built by the same people who built the pre–railroad tramways, and that’s the gauge they used. And ‘they’ used that gauge because the people who built the tramways used the same jigs and tools that they used for building wagons which used that wheel spacing. And the wagons had that odd wheel spacing because oth-erwise the wagon wheels would break on some of the old, long distance roads in

England because that was the spacing of the wheel ruts in the old roads. Those old roads were built by im-perial Rome so their le-gions could travel long dis-tances more easily. Those roads have been used ever since.

And the ruts in the roads were that wide because they were originally formed by Roman war chariots, which everyone else had to match for fear of destroying their wagon wheels. Finally, the wheels were that far apart to accommodate the rear ends of the two horses which pulled the chariots.

So the standard railroad gauge of 4 feet, 8.5 inches is derived from the original specs for an Imperial Roman war chariot. Bureaucracies, which thrive on tradition-alism, live forever.

But it gets even more interesting. Mod-ern space shuttles have two big booster rockets attached to the sides of the main fuel tank. These solid rocket boosters were designed at a factory in Utah. The engi-neers who designed them would have preferred to make them a bit fatter … but

they had to be shipped by train from the factory to the launch site. The railroad line from the factory happens to run through a tunnel in the mountains. The rockets had to fit through the tunnel, which is slightly wider than the railroad track; and the rail-road track, as you know, is about as wide as two horses’ behinds.

So, a major design feature of what is arguably the world’s most advanced trans-portation system was determined over two thousand years ago by the width of rear ends of two horses.

When I received that email, I couldn’t help but laugh. All of us, to some extent, are caught by such unthinking traditional-ism. We think that the way we do things makes good sense … but truthfully, we often do them that way because we’ve al-ways done them that way. We never really think it through. We do something once … twice … and it becomes a tradition, even when the original reason for it has passed. After all, who decrees that a set of train tracks needs the same width as a set of chariot wheels?

The church is especially vulnerable to this. “Gimme that old time religion”, a spir-itual sings, because “it was good enough for (add a name here)”. But that’s not really so. Each new age needs to formulate its faith in a new way to meet new needs and to answer new questions. We can’t just keep doing the same old things the same old way.

Tradition can be a very good thing. Traditionalism usually is pretty unhealthy.

The quest for gold brought people of all na-tions to British Colum-bia, as did the construc-tion of the railway. Of all the labourers it was often the Chinese who worked the longest hours in the most dan-gerous conditions for the least money, creat-ing great resentment among the white la-bourers.

When the gold ran out and the railway was complete there was little left choice but to put down roots and try to eke out an existence. In Cranbrook, the steadily increasing Chinese pop-ulation, unable to vote and with no political representation, found themselves living in cramped, segregated and often unhealthy conditions, shunned by the majority of the white population.

Well, not completely shunned: the Chinese were hired at cut-rate wages for menial tasks. Chinese businesses ap-peared across from the CPR station as early as 1899, the most common being the ubiquitous laundry which, though frequented by the local white population, was often viewed as suspect.

Although Cranbrook grudgingly accepted an ever-growing Chinese population, many neighbouring commu-nities simply drove the Chinese out of town. This further increased the local Oriental popu-lation which further ag-gravated occidental/ori-ental relations.

The Chinese found themselves confined to a two block radius along Van Horne Street: three-story residences, boarding houses, gam-bling houses, opium dens, restaurants, shops and “joss houses” (plac-es of worship) soon cre-ated a wall-to-wall town within a town.

The French, Japanese, Italian, Eastern Europeans, First Nations, Afro-Americans and East Indians all suffered varying degrees of bigotry and racism in the early days of Cranbrook but none suffered so blatantly as the Chinese – Herald May 17, 1906

menace of the “celestial” hoards, the heathens, and the yellow devils. Still, the Chinese slowly but surely became an in-tegral part of the com-munity. Local white contractors found work constructing Chinese stores and houses, real-tors made commissions on land sales, shoppers browsed the Oriental bazaars for exotic knick-knacks and local chefs counted on the Chinese farmers for their sup-plies of fresh vegetables.

As B.C. mines and lumber companies began employing Chi-nese labour so did im-migration increase, de-spite the $100 per indi-vidual “head tax” each Chinese immigrant was required to pay.

The first “white laundry” opened in town in 1904, promising “all work free of germs and filthy water.” It was a hopeful claim at best, considering the general condition of Cran-brook’s water and sewer works at the time, but “white only” became a selling point for busi-nesses in the communi-ty and would remain so for decades to come.

Early 1905 brought the smallest hint of the beginning of a percepti-ble public shift in atti-tude towards the local Chinese. Editor F.E. Simpson, of The Cran-brook Herald, a publica-tion very vocal in its an-ti-Chinese stance, stat-ed, as regarded the re-cent Chinese New Year, “The Chinese must start new year debt free. It would be a great thing

A left-handed com-pliment to be sure but, shortly thereafter, an-other article noted, “Not long ago two very bad young chaps of town at-tacked an inoffensive Chinaman and gave him a bad beating. A Chi-naman is a human being yet there are some young fellows who imagine they are privileged to throw rocks at a Chi-naman whenever they get a chance. Such boys would beat a dog, a horse or abuse their mother and curse their father. They need a touch of the law.”

It was by no means an endorsement of the Chinese community but, as far as human rights were concerned, it was may be viewed as a step in the right direc-tion.

The constant immi-gration of Chinese bro-kered much discussion in politics resulting in an increased head tax of $500 in 1907. That same year it was estimated (no-one appears to have canvassed Chinatown to find out exactly) that there were 413 Chinese in Cranbrook, some-where in the area of 25 per cent of the city’s population. “That is far too many for a town this size” said The Herald, though, to Cranbrook’s credit, no organized ef-fort was made to remove them.

The Chinese general-ly kept to themselves, although there were oc-casional altercations with the law. In 1905, two Chinese males de-cided to conduct rifle practice on Louis (1st) Street. They fired several rounds which generally missed the large target they set up but did man-

age to connect with the CPR freight shed at the end of the street. The building has since been moved to the north and, in connection to the Royal Alexandria Hall, forms the Cranbrook Historical Archives (Railway Museum). No doubt the bullets remain imbedded in the walls to this day. The riflemen were apprehended and fined $5.00 each, gun-play being somewhat more common then than now.

In 1906, police chief Baron raided a hop joint (opium house) conduct-ed by Charlie Yo in Chi-natown and seized two opium pipes, twenty dollars worth of opium and “the usual lamps & trays.” Mr. Yo was fined $1.00, not because opium was illegal but because he had not paid for a municipal opium license.

Among the many by-laws brought into force during the incorpora-tion of Cranbrook in 1905 was one that re-quired opium sellers to obtain a license to sell opium at a cost of $250.00 for a period of six months (druggists and chemists were ex-empt.) In fact, it was not until 1908 that opium was banned in Canada, as were morphine and cocaine three years later. Until that time the opium dens of China-town were legal, but from that point on, in the eyes of the law and the good white folk of the city, the troubles truly began.

Penalty minutes at all-time low in WHLScot t SepichCanadian Press

Referees in the tradi-tionally rough-and-tumble Western Hockey League have been send-ing offenders to the pen-alty box at a record low rate this season.

As the 2014-15 cam-paign draws to a close, multiple teams could break the WHL’s record for fewest penalty min-utes in a season set by the 2013-14 Everett Sil-vertips with 816 in 72 games. Everett, with 646 minutes in 64 games, will almost certainly break that mark, as will the Kootenay Ice, who have been whistled for

just 631 minutes in the same span.

As recently as three seasons ago, every team in the league racked up at least 1,000 minutes. This season could finish with as few as three teams topping that benchmark, and only the Prince George Cou-gars have already reached four digits.

Teams are fighting less, but are also taking fewer minor penalties.

In 2006-07, the aver-age team earned about 6.7 power plays per game. Loosening of some rules brought that down to approximately 5.5 the next season, but there’s been a steady de-

cline since even as the sport continues to tight-en restrictions on vio-lent hits.

This season, WHL teams average about 4.1 power plays per game.

“I think that’s a good thing,” said WHL direc-tor of officiating Kevin Muench. “The game is changing; there’s more emphasis on speed and skill.”

Muench said there’s been no “conscious ef-fort” by the WHL’s offici-ating arm to decrease penalty calls, and cites coaching and education in explaining why there are fewer whistles.

“We’ve been meeting with teams for a handful

of years about penalty infractions, and we talk about how standards are going to be applied,” said Muench. “Once there’s a buy-in, players have a stronger under-standing and coaches have done a tremen-dous job teaching.”

Kootenay coach Ryan McGill, an impos-ing presence in his play-ing days who compiled 793 penalty minutes in four WHL seasons, says teams have adjusted to a new reality in hockey.

“The intimidation factor isn’t really there anymore,” said McGill. “The game is going away from that, and we don’t really have that

personality on our team.“I think big hits are

out of the game because the player giving the hit understands there’s a risk for suspension,” said McGill. “The way the rules are, and the safety concerns, the players are cognizant of that and don’t go out of their way for those hits anymore.”

Muench said he has “no doubts” that players have adjusted to stiff punishment for certain kinds of hits, especially that target opponents’ heads.

With eight games re-maining in the regular season, the Kootenay Ice have sights set on the third seed in the WHL’s Central Division. Friday night, the Ice get a crack at closing the gap as the current holders of that spot -- the Red Deer Rebels -- visit Western Financial Place.

“We’re always look-ing to improve,” said Kootenay Ice forward Luke Philp Thursday af-ternoon prior to prac-tice. “Seven points is a tough gap to close, but if we can make games count against them -- big four-point games against them -- that would make it a little easier to close that gap. We’ll be looking to do that.”

Both the Ice and Rebels have eight games remaining on their reg-ular-season schedules, two of which come against one another. At 33-21-4-6 (76 points) Brent Sutter’s crew holds a seven-point edge on the Ice (33-28-1-2, 69 points).

Through five games in their seven-game sea-son series, the Rebels hold the edge with a 3-2-0-0 mark. For the Ice, their two victories over the Rebels came on the

road Sept. 19 and Jan. 2.After a four-game

swing through the WHL’s East Division, Ice head coach Ryan McGill expressed a desire for more consistency from his group as the post-season looms near.

“We played well that last road trip, but come playoffs you can’t just play one game and lose the next,” Philp said. “Before you know it you’re going to be out. I think our work ethic is the main thing. If our team comes to compete, we’re pretty good. We can beat anybody.”

While the playoff race is first and foremost on the minds of every-one in the Kootenay Ice

dressing room, a lighter competition has unfold-ed in recent weeks as Philp and forward Jae-don Descheneau find themselves embroiled in a tight race for the team scoring title.

“He’s been ahead most of the year, but I don’t really look at it like a competition and I don’t think he does ei-ther,” Philp said. “We’ve been playing together most of the year, so it’s nice we’ve been able to play well together and get some points.”

Philp comes into the weekend riding an eight-game point streak (5-9-14) and sits two points shy of 200 in his WHL career. The native of Canmore, Alta., has posted 74 points in 63 games to lead the Ice this season.

Descheneau recently saw an eight-game point

streak of his own (5-8-13) come to an end when he was blanked Feb. 27 in Brandon. The native of Edmonton, Alta., sits one point back of Philp.

“We don’t even talk about it. I had no idea,” Descheneau said Thurs-day afternoon. “We try to be as competitive as we can and we try to pro-duce as much offense as we can. This year, mine hasn’t been quite as good as it was last year, which is frustrating. But we’ve got a lot of depth this year and everyone’s scoring goals.”

Descheneau has voiced frustration with his own play for most of the year. After firing home 44 goals and 98 points during the 2013-14 WHL campaign, the

St. Louis Blues prospect sits on 29 goals and 73 points this season, which is nothing to sniff at.

Both Philp and De-scheneau fall into the WHL’s top 20 in scoring. The 5-foot-10 Philp sits 15th, with the 5-foot-9 Descheneau hot on his heels in 16th heading into the weekend.

Scoring race aside, the Ice face a Red Deer Rebels team that is 5-3-1-1 in its past 10 games and fresh off a 6-2 victo-ry over the Swift Current Broncos Wednesday night.

“They’re a good solid team. They play hard, they play physical,” De-scheneau said. “You’ve got to get pucks behind their ‘D,’ get working on the cycle and move pucks through the neu-

tral zone to create holes for yourself.

“When we play well, we have to play well the next night. We’ve been very inconsistent this year -- win a bunch, lose a bunch in a row kind of thing. When we start winning we need to bring that the next night and not be satisfied for one night.

“To win in the play-offs, you’ve got to be consistent. It’s hard to win in this league and it’s especially hard to win in the playoffs.”

The Ice head into Fri-day’s contest 6-2-1-1 in their previous 10 games, leaving nothing but op-timism amongst the players.

“Being ready to work right from the bat, right from the get-go and

focus in on playing the whole 60 minutes,” Philp said of what it will take to get a win against the Rebels. “We’ve had slow starts in the past. We’ve got to have a good start. I think our team plays a lot better when we do.”

Puck drop is slated for 7 p.m. Friday, which is also 2015 Jersey Off the Back Night for the Ice.

Fans in attendance will have the opportuni-ty to bid on Kootenay Ice blue alternate game-worn sweaters. Winners will meet their player following the game and receive their jersey at the conclusion of the playoffs.

All proceeds from Jersey Off the Back Night go towards the Koote-nay Ice Education Fund.

pionship.He said this with a

straight face Thursday after a 10-under 62 that tied the tournament re-cord at the Cadillac Championship, gave him a four-shot lead and left the rest of this world-

Instances of fighting have plummeted in all levels of hockey, and its decline is a welcome de-velopment for those who believe fighting is a major cause of concus-sions.

The league has claimed that concus-sions are on the decline, but there’s no way to ac-curately evaluate that statement because teams are not required to publicly disclose the nature of injuries be-yond “upper” or “lower” body.

In 1997-98, the first season for which game-by-game data is avail-able online via the WHL’s website, each of the league’s 18 teams at the time fought at least 85 times, with the Medi-cine Hat Tigers leading the way with 211.

This season, the Swift Current Broncos top the WHL with 63 fighting majors.

“Everyone talks about fighting, and we talk about it as well,” Muench said. “Fighting still happens, but there’s been a lot of effort to re-duce unnecessary fights and staged fights.”

Dear Annie: I graduated from college two years ago and have been working at my present job since. I am one of two women out of 30 employees in our department. Recently, my immediate supervisor re-vealed to me a long string of emails writ-ten by a male co-worker and our female personnel supervisor, “Jane.” Apparently, the two had become romantically involved and were communicating via the company email. It is obvious that neither of the two understands the public nature of their com-munication. My supervisor came across their emails while searching for another work-related matter. He thought I should be aware of the personal comments Jane had made about me. I had met Jane only once, at a company re-treat. I recall some pleasant and polite con-versation, but in her email, she comment-ed that I seemed to be pompous and must have been “drunk or on drugs,” and that he should be careful around me. My supervisor felt such comments were inappropriate. Since this came to light, I have considered a non-confrontational woman-to-woman talk with Jane, not only to ask her to make amends to me, but to let her know that she needs to be more discreet about her roman-tic communication. But I am also fed up with how our department is micromanaged by the home office and have considered quitting. Should I make an appointment to see the HR manager at the home office? Should I ask my supervisor to handle it? I like my work, and I don’t think the culture of us-versus-them in a male-dominated company will change without full involvement. But I am afraid of being the lightning rod going forward. -- Joanna Dear Joanna: Speak to Jane privately. Tell her you have seen her correspondence. Let her know that using such channels for pri-vate communication is ill advised. Then tell her you are sorry she got the wrong impres-sion at the retreat and ask how to improve things. Contacting HR is up to you. The company may be trying for more diversifi-cation but not making progress in your de-partment yet. Do some research and figure out whether it’s worth it to you to rock the boat. Dear Annie: Why do all these TV execu-tives think actors have to cuss and use the F word? It is disgusting and uncalled for. I was watching TV with my granddaughter at 10 in the morning when a series came on where they used God’s name in vain. My granddaughter asked why they did that. OTTAWA - Even as the federal government moves to broaden the mandate of the country’s spy agen-cy, there’s no need for greater over-sight, says the ex-head of the com-mittee that watches over the Cana-dian Security Intelligence Service.

Former British Columbia MP and cabinet minister Chuck Strahl said the existing, five-member Se-curity Intelligence Review Commit-tee has done a good job to date and can handle it in the future.

“We have an independent com-mittee with significant resources ... far more than they have in Great

Britain, for example,” Strahl said in an interview this week.

The committee has broad access to CSIS and can look at agency emails, policies, case examples and warrants, he added.

The government’s latest anti-ter-rorism legislation, Bill C-51, would expand the powers of CSIS and allow it to - among other things - disrupt terror plots before they un-fold, rather than simply gathering intelligence about them.

The legislation has sparked con-troversy. Critics say it gives security and police agencies too much power and doesn’t expand over-sight. The NDP, in particular, wants Parliament to have the power to

keep tabs on the agency.Strahl is leery of putting legisla-

tors in that role, as is the case in the United States.

Congressmen and senators who oversee American agencies get in-volved in approving operations, Strahl noted. If they go wrong, there’s a reluctance to criticize be-cause the politicians themselves were complicit in the decisions.

In addition, he said, there is a lot of turnover in the membership of parliamentary committees.

“What you actually need in the security business is to build exper-tise and longevity.”

The security committee has a quasi-judicial role in overseeing

CSIS, something MPs shouldn’t be doing, he added. “You’d get people acting as legislators and judges on the CSIS legislation.”

The legislation would also pro-mote greater information-sharing among security and police agen-cies, something Strahl said he con-siders a good step. However, it doesn’t allow that kind of sharing among oversight agencies.

Two years ago, Strahl pointed to the review committee’s report on Abousfian Abdelrazik, a Montreal man who was imprisoned in Sudan.

The committee was able to con-clude that CSIS reported inaccurate and exaggerated information to partner agencies about Abdelrazik’s

case.However, it was unable to fully

explore the role played by the RCMP, Foreign Affairs, the Canada Border Services Agency and Trans-port Canada.

“We don’t have the authority under the current system to chase those threads,” Strahl said at the time. “All we can do is investigate CSIS.”

The new anti-terror bill comes before a Commons committee next week. Strahl said he hopes MPs on all sides will “soldier up here and do the best they can” because it’s an important debate involving nation-al security.
