The power will be received from JWNL at 33 KV supplyvoltage, it will be stepped down to i 1 KV through one 3300 kVA transformer &through one 3300 kVA transformer it will be further stepped down to 0.433 KVfrom 11 KV.3 DG Sets ofcumulative capacity 1500 kVA (500 kVA each ) will be used duringpower failure for critical loads only.

PART A: SPECIFIC CONDITIONS

I. CONSTRUCTIONPHASE

i. Consent to Establish" shall be obtained from RPCB before statt of any construction work atthe site.

ii. The PP shall obtain a "No objection certificate for height clearance for the envisaged levelfrorn the Airporls Authority of India.No Mobile tower shall be installed.The P.P. shall comply with the guide lines for High Rise Buildings as per OfficeMemorandun no.21-27012008-IA.IiI dt. 0'7 .02.2012 and amendments made therein.

As envisaged, the P.P. shall invest at least an amount ofRs. Rs. 136 lacs as capital aost andRs.15.40 Lacs as annttal recutring aost (before the project is put into use) for implementingvarious environmental protection measures.

The PP has proposed an amount of 35 lacs spent over 3 years as 20 Lacs for 1" year,09 lacsfor 2nd year and 6 lacs for 3'o year under CSR as above. The expenditure on these activitiesshall be reflected in the books of account when presented for auditing of accounts. Theproposal should contain provision for toilets for girls in nearby schools. The proposal shouldcontain provision for monthly medical camps, distribution of medicines and improvement ineducational facilities in the nearby schools. Detailed action plan of CSR activities shall besubmitted by the PP to RSPCB at the time ofapplying for "Consent to Establish".Green belt/Landscaping should be developed in 4149.33 Sq. m. (28.98%) area ,as proposedThat the grant of this E.C. is issued from the environmental angle only, and does not absolvethe project proponent from the other statutory obligations prescribed under any other law orany other instrument in force. The sole and complete responsibility, to comply with theconditions laid down in all other laws for the time-being in force, rests with the industry /unit / project proponent. Any appeal against this environmental clearance shall lie with theNational Green Tribunal, ifprefened, within a period of30 days as prescribed under seclionl6 ofthe National Green Tribunal Act,2010.For conservation of electricity and to reduce energy losses the management shall ensure thatthe electrical voltage is stepped down from 33 KV to 11 KV and distributed at this level andfinally brought to 440 volts.The PP shall obtain approval of drawings of laying electrical lines from the concerned SE ofRRVPNL/ JWNL and comply with the provisions as per Terms and Conditions for Supplyof Electricity-2004 of JWNL.The PP shall full fill the requirements ofenergy regulatory commission.All energy saving measures proposed by the PP should be implemented before the project isput lnto use.

xiii. Road width and bend should be adequate for easy movement of fire fighting vehicles.xiv. The P.P. shall ensure taking necessary steps on urgent basis to improve the living conditions

of the labour at site. The proposed Budgetary provision of Rs. 9,25,000 as capital and Rs80,000 annual recurring shall be made for the housing of construction labor within the sitewith all necessary inlrastructure and facilities such as health facility, sanitation facility, fuelfor cooking, along with safe drinking water, medical camps, and toilets for women, crdchelor infants. The housing may be in the form oftemporary structures to be removed after thecompletion ofthe project. Details of provisions should be submitted to RPCB at the time ofobtaining CTE.

xv. The dlains should be ofadequate capacity and be lined till the final disposal points.xvi. As proposed, the entire waste water during the construction phase should be discharged

through the Septic tank followed by soak pit and during post construction phases STP ofcapacity 175 KLD capacity based on SBR Technology

xvii. The construction ofthe STP should be caried out simultaneously with that of the projectand the STP should be functional before the project is put into use.

xviii. All required sanitary and hygienic measures shall be in place before starting constructionactivities. The safe disposal ofwaste water and solid waste generated during thJ Constructionphase shall be ensured.

xix. All the laborers engaged for consftuction shall be screened for health and adequately treatedbefore engaging them to work at the site.

xx. All the topsoil excavated during the construction shall be stored for use inhorticulture/landscape development within the project site.

xxi' Disposal of muck during construction phase should not create any adverse effect on theneighboring communities and be disposed taking necessary precautions for general safetyand health aspects of the people, only at approved sites with the approvat if competentauthority.

xxii. Soil and ground water samples will be tested to ascertain that there is no theat to the groundwater quality by leaching ofheavy metals and other toxic contaninants.

xxiii' Construction spoils, including bituminous material and other hazardous materials must not beallowed to contaminate \ryater courses and the dump sites for such material must be securedso that they do not leach into the ground water.

xxiv. The diesel generator sets to be used during and post construction phase shatl be of low-sulphur'diesel type and shall conform to Environment (Protection) Rules for air and noiseemission standards.

xxv. Vehicles hired for bringing construction material and laborers to the site shall be in soodconditions and shall conform to applicable air and noise emission standards and shal-l beoperated during non-peak/approved hours.

xxvi. Ambient noise levels shall conform to residential standards both during day and night,Incremental pollution loads on the ambient air and noise quality shall be closely monitoredduring construction phase.

xxvii. Fly ash shall be used as building material in the construction as per the provisions of Fly Ashnotification of September, 1999 and amended as on August, 2003.

xxviii. Ready mixed concrete shall be used in building construction.xxix. NOC shall be obtained from National State Disaster Management Authority, wherever applicable.xxx. Provision for storm water harvesting and its re-use as per CGWA and BIS standards for

various applications should be implemented before the project is put into use.xxxi. Guidelines issued by concerned Ministry for water scarce areas may be followed.

xxxii. Water demand during construction shall be reduced by the use of pre-mixed concrete, curingagents and other best practices. In place of fresh watet effort should be mad.e to use treatedwaste water from nearby areas.

xxxiii. Total domestic water requirement shall not exceed 09 KLD construction stase which will metthrough tanker supply and 194.5 KLD during post construction phas-e, obtained fromborewell , as proposed. The necessary permission of water supply should be submitted toRSPCB at the time of applying for crE. At the time of applying for crE the pp should get itconfirmed from RSPCB that no illegal bore well exists in the proposed site.

xxxiv. Building Plan should be got approved from the competent Auihority and the constructionshould be as per the approved building plan and as per applicable provisions in NBC.

xxxv. The P.P. should ensure compliance of the order of the Hon,6le Rajasthan High court,Jodhpur, in D. B. Civil writ petition no. 1536 of 2003 in the matter of Abdul Rahman vs.State ofRajasthan and others.

xxxvi. Adequate measures shall be taken to reduce air and noise pollution during construction as perCPCB norms.

xxxvii. Fixtures for showers, toilet flushing and drinking shall be of low flow either by use ofaerators ofpressure reducing devices or sensor based control.

xxxviii. Use of glass may be reduced by up to 40Vo to reduce the electricity consumption and load inair-conditioning. If necessary, use high quality double glass with special reflective coatingwindows.

xxxix.. Roofing should meet prescriptive requirement as per Energy Conservation Building Code byusing appropriate thermal insulation material to fulfill requirement.

xl. Opaque walls shall meet prescriptive requirement as per Energy Conservation Building Codefor all air-conditioned spaces, whereas, for non- air-conditioned spaces, by use of appropriatethermal insulation material to fulfill the requirement.

xli. Provision of solar water heating /chilling/street lighting etc shall be explored andimplemented.

xlii. Review and revise the requirement ofDG set capacities for 100% power back up throughoptimization ofpower back up in case ofpower failure and emergency.

xliii. A First Aid Room should be provided at the project site, both, during construction andoperation phase ofthe Project.

x1iv. Any hazardous waste generated during construction phase shall be disposed off as perapplicable rules and norms with necessary authorization ofthe RPCB.

xlv. The approval ofthe competent authority shall be obtained for structural safety ofthe buildingdue to earthquake, adequacy of fire fighting equipments, etc as per National Building Code2005 including protection measures from lightening etc.

xlvi. Regular supervision of the above and other measures for monitoring shall be in placethroughout the construction phase, so as to avoid nuisance to the surroundings.

xlvii. During construction phase and Post construction / operation phase ofthe project, the projectproponent shall be responsible for implementation of EIA/EMP. Commitment of proponentin this regard shall be submitted to RPCB at the time of applying for CTE.

xlviii. The project proponent shall fulfill in letter and spirit, all the commitments given/submitted tothe SEAC office.

II OPDRATIONPHASE

i An independent expert shall certily the installation ofthe Sewage Treatment Plant (STP) anda report in this regard shall be submitted to the RPCB, before the project is commissioned foroperation. Discharge of treated sewage shall conform to the norms & standards of theRajasthan State Pollution Control Board.Adequate measures shall be taken to prevent odor from solid waste processing and STP.Proper system of channelizing excess storm water shall be provided.Rair.r Water harvesting (RWH) for roof top run-off and surface run-off, as planned shall beimplemented. Before recharging the surface run off, pre-treatment must be done to removesuspended matter, oil and grease. The Rain Water Harvesting plan shall be as per GoI manual.The proposals on the energy conservation measures confirming to energy conservation normsfinalized by Bureau of Energy Efficiency shal1 be implemented.The power factor shall be maintained near unity.Application of solar energy shall be incorporated for illumination of common areas, lightingfor gardens and street lighting in addition to provision for solar water heating. A hybrid systemor fully solar system for a portion ofthe apadments shall be provided.Traffic congestion near the entry and exit points from the roads adjoining the proposed projectsite must be avoided. Parking shall be fully internalized and no public space shall be utilized.Regular and periodic mock drills shall be undertaken by the fire department at least once in ayear.
