Even with this limitation we can see that the available resources are nearly exhausted. Too many people with similar objectives packed into a small compound created chaos. Increase in space availability is one way to solve this problem, but this action will expand the distance and cause further inconvenience to the pilgrims. To understand and solve these problems, many research projects had been conducted in Makah, Mina, Arafah, Muzdalifah and other holy places in Makkah during the past hajj season. In 1427H USM in collaboration with UQU had carry out studies in 4 critical areas of interest which are mobilization systems in Masjidil Haram, solid waste management in Makah, education and awareness and women hajj facilities. As a continuation of USM-UQU joint research activities, Intelligent and Integrated Hajj Mobilization System (IIHMS) project was proposed to the OIC under the framework of the OIC Ten-Year Plan of Action. The project was selected as part of the OIC’s Early Harvest Project (EHP) which will be implemented immediately starting this year. As an EHP the IIHMS project includes both technological and commercialization activities that will show its’ first output within the first 15 months of implementation. IIHMS has specified 5 areas of interest - which are Training & Education, Surveillance & Monitoring, Mobility, Waste Management, and Local Amenities - that needed immediate intervention to improve the Hajj-activities management and the infrastructure within the Al- Haram and the Masyair areas. Islamic Development Bank has allocated funding for the execution of the project that will be completed in 36 months after its commencement. Since IIHMS will affect all Muslims directly or indirectly, as a first step, a stakeholder’s workshop was conducted, to collect views and ideas from participants in plotting the course and direction of this project. The stakeholders are defined as everyone who is involved - directly or indirectly – with Hajj. Therefore, the stakeholders are the pilgrims, Hajj organizers, Hajj Mutawwiffin, the Saudi Government and authorities, service providers, Ulama, researchers, investors, and etc. The general purpose of the stakeholder workshop is to discuss the stakeholders’ roles in order to implement the finding of the conducted researches in term of product development and commercialization. Through the implementation of IIHMS, OIC Countries will benefit from capacity building and technology transfers, apart from the new service and upgraded infrastructure in Makkah and Madinah.

1.0 INTRODUCTION The increasing figures of Muslims requesting to perform Hajj every year had lead the Organization of Islamic Conference (OIC) to limit the number of pilgrims to 2 million per season. Even with this limitation we can see that the available resources are nearly exhausted. Too many people with similar objectives packed into a small compound created chaos. 1.0 To propose new scientific approach with latest technologies in mobility, surveillance & monitoring, waste management, Hajj education & training, and development of local amenities.

2.0 To identify the most suitable technology in mobility, surveillance & monitoring, waste management, Hajj education & training, and local amenities for implementation in the Hajj areas.

3.0 To introduce solutions derived from USM and UQU research of 1427H to the stakeholders.

4.0 To provide a platform for technology providers to showcase their product. 5.0 To propose action plan for implementation of new scientific approaches in overall

Hajj facilities. 3.0 THE MAIN PLAYERS

4.0 METHODOLOGY

A 3-days workshop was conducted, which include presentations from researchers of USM and UQU, followed by presentations from technology providers. Later on, Logical Framework Approach (LFA) method was used to determine the steps for the implementation of IIHMS. 5.0 THE STAKEHOLDERS WORKSHOP The Workshop was conducted on May 1-3, 2007 (14-16 Rabi’ Al-Akhir 1428H) in The Grand Coral Hotel, Makkah Al-Mukarromah. Please refer to APPENDIX I for full itinerary of the Stakeholders’ Workshop.

5.1 THE OPENING CEREMONY

The opening ceremony was officiated by HE Abdullah Dawood Al-Fays, Deputy Governor of Makkah Region, on behalf-of HRH Prince Abdul Majeed Bin Abdul Aziz, Governor of Makkah. Initially the Governor himself was scheduled to open the Stakeholders Workshop. However, due to his health, HRH Prince was not allowed to fly back from the USA, where he was resting and having treatment. On the dawn of May 4th, the Governor had passed away. Our condolences go to all the people and Government of the Kingdom of Saudi Arabia on the demise of their beloved Prince and Governor of Makkah.

5.2 KEYNOTE SPEECHES

Two Keynote Speeches was delivered after the officiating was done to offset the tone for the whole workshop.

i. Dr. Sami Barhamin, General Secretary of The High Commission for the Development of Makkah Province had given a presentation titled Makkah City: the Present and the Future. His presentation showed the plan for development of central Makkah areas with focus on the expansion of the Masjid Al-Haram Al-Sharif.

ii. Hon. Prof. Dato’ Dzulkifli Abdul Razak - Vice Chancellor of USM had presented his ideas for development of Makkah with regard to Hajj activities, through his presentation titled Advances in Science and Technology for Hajj activity.

5.3 PRESENTATIONS In total, ten presentations from invited speaker were delivered. The researchers from USM-UQU gave out ideas of solutions derived from their research experiences for the 5 areas of interest mentioned earlier. The technology providers followed up the researchers’ presentations by showing the feasible means to implement the ideas through application of advance technology.

5.4 PARTICIPATIONS Invitations were sent out using various means (mail, fax, e-mail, and phone call) to Muslim chamber of commerce, technology providers, entrepreneurs, and investors of all the 55 OIC members’ Countries. The invitation list was compiled through research on the internet and directory provided by ICCI. An announcement and invitation was also made by the Malaysian Ambassador to the OIC, HE Mr. Ibrahim Abdullah, during OIC Senior Officer Meeting in April, 2007.

However, we only receive participations from 6 countries which are the Kingdom of Saudi Arabia, Malaysia, Iran, Qatar, Sudan, and Tunisia. A mutawwiffin body representing the African continent had also attended. Figure 1 shows the participants composition with regard to county of origin. APPENDIX II shows the full list of the participants.

Page | 5 In total, 199 participants attended, which consists of 48 from Government agencies, 11 from Hajj organizations, 35 businessmen, 3 investors, 96 from universities, and 2 from the print media. The graphs below (Figure 2) show the composition of participants with regards to affiliation and country.

Page | 6 5.5 LOGICAL FRAMEWORK ANALYSIS (LFA) For the LFA, the participants were divided into 5 groups based on their area of interest/selection. In the LFA sessions, the researchers, technology providers, Government agencies representatives, and others; played their part in plotting for the next step of the IIHMS by suggesting the action/future agenda to make the project rolling. Each of them was given specific responsibilities to ensure the success of the IIHMS. The LFA is elaborated in 6.0 Stakeholders Workshop Resolution.

5.6 CLOSING CEREMONY The Stakeholders workshop closing ceremony was attended by HE Minister of Higher Education of Malaysia, Dato’ Mustapa Mohamed; HE Dr. Osama Fadel Albar, the Mayor of Makkah City, Prof. Adnan Muhammad Al-Wazzan, Rector of UQU; and Prof. Dato’ Dzulkifli Bin Abd. Razak, Vice Chancellor of USM. The workshop resolution document was given to Dato’ Mustapa as USM activity report after he officiated the closing ceremony.

6.0 STAKEHOLDERS WORKSHOP RESOLUTION All the participants of the Stakeholders Workshop agreed to one general resolution which is “To provide first class service to all pilgrims”. In order to achieve the resolution, proper infrastructure and info-structure need to be provided. Activities to setup the infrastructure and info-structure were listed together with the estimated cost, for the project to be fully implemented. Listed below are summary of LFA activities (by group) and its’ total cost. All the activities listed will be performed within 15 months.

6.1 Surveillance & Monitoring (Group 1) In order for a better crowd control and management, RFID tagging system needs to be utilized. Thus, a Pilot project of RFID tag on pilgrims was suggested. For management of the RFID tag, Central Pilgrim database systems are needed with a Centralized Data Control Center. This project will also develop and implement an information dissemination system through the Pilgrims Information Kiosk. The kiosk will provide relevant information for the pilgrims such as how to perform the Hajj ritual (based on Syllabus built by Group 5), their current location, and directions to specific (holy) place. Implementation of RFID systems will:

I. Reduce illegal staying/abuse of visa II. Enhanced/reduce service time at point of entry

III. Rescue lost pilgrims/reduce cases of lost pilgrims IV. Record movement of crowd/hujjaj during critical time V. Provide sufficient (important) information to the authorities and pilgrims

VI. Provide base data for other development i.e the mass transport system

My RFID Pvt Ltd of Malaysia will work with ITS Pvt Ltd of Saudi Arabia for implementation of this project. The total cost for all Surveillance & Monitoring activities is USD 3.1 million.

6.2 Mobility (Group 2) This group had chosen to provide an efficient mobility system starting from the Jeddah airport to Makkah as their main agenda. They will also try to develop and implement Masjidil Haram Intelligent System to reduce the mobility issues inside the Masjid Al-Haram Al-Sharif. Their targets are:

i. 30% usage of mass transportation services by the hujjaj ii. 50% reduction of mass transport travel time compared to cars/bus

The cost to implement all the above listed development activities are estimated at USD 1.1 billion.

6.3 Waste Management (Group 3) This group had agreed to develop and implement:

i. Pneumatic and vacuum waste collection & transportation system ii. Waste reduction and efficient material recovery facilities iii. New efficient slaughterhouse rendering capacity iv. Idaman Bersih Pvt Ltd of Malaysia is working together with Dallah Group for implementation of the vacuum collection system. Estimated cost for implementation of all the listed activities for a better overall waste management in Makkah: USD 2.8 million.

6.4 Local Amenities (Group 4) Group 4 had focused it activities towards development of efficient public conveniences, standardize direction signage, awareness advertisement, and creating an efficient ambulance service. They will design ergonomic public conveniences such as water fountain, toilets, urinals, ablution place, hand basin, and etc to cater to the sizes and needs of all the races, men, women, and children. They will also try to improve the emergency services during Hajj. Their target/benchmark will be 15 minutes for help to reach the needy.

Group 4 is currently working on the design of WC and ablution facilities to be submitted to the Commission for Development of Makkah, Madinah, and the Masyair areas. Cost to develop better local amenities through the activities suggested is estimated at USD 8 million.

6.5 Training, Education, & Awareness (Group 5) This group wanted to create a better overall Hajj condition through training, education, and awareness programs, by developing a standard operating procedure (S.O.P) for everyone. The 3 main documents to be developed are:

i. Standard syllabus for pilgrim Hajj training ii. Standard Operating Procedure for Hajj Workers (KSA) iii. Standard Operating Procedure for Hajj Workers (other countries)

The standard syllabus for pilgrim will put together various means of conducting Hajj as prescribe by the Holy Quran and the Prophet’s Muhammad tradition. The compilation will also be developed according to the teaching of the four Imam of Ahlul Sunnah wal Jamaah. A complete set of each syllabus will consist of books and multimedia training set (virtual reality images, audio and video CDs, cassettes, and training softwares).

For the under-developed nations, the Mutawwifin from each of those countries will be train (theory and practical) either in Malaysia or KSA on how to use the teaching materials. This Group will start its’ Pilot Project on Indonesia, Nigeria, and Pakistan.

In order to develop the training programs, these activities are suggested:

Group 5 will start with the development of Hajj Training Material in July 2007. Smart Paradise Pvt Ltd and ARON Education will work together with Lembaga Tabung Haji of Malaysia. Estimated cost for an overall Training, Education, and Awareness development is USD 7 million.

7.0 Financial Analysis Through this stakeholder workshop, we are able to gauge a more precise perspective on the implementation of the projects. We manage to get a better view and a more trimmed down figure of the estimated cost to execute the entire development plan. Current estimate, for all the projects to be implemented is around SR2 Billion. However, we inflated the number to 4 Billion in view of the depreciating value of US Dollar, the rising price of steel, starting cost needed for implementation of the project stations in each of the 55 OIC Countries, maintenance cost, cost for system upgrade, and inflation. The initial estimate was SR100 Billion.

How to generate the SR4 Billion needed for this Project: Estimated cost of development of the 5 Projects = SR4 Billion Estimated number of pilgrims (Hajj and Umrah) per year = 15.0 Million people Minimum charges for the new service provided = SR50.00 per pilgrim Income generated from service charge = SR750 Million per year Income generated after 5 years in operation = SR 3.75 Billion Income generated after 6 years in operation = SR 4.5 Billion

Thus, Return on Investment will be generated on the 6th year, after project completion.

The calculation was based on 15 million pilgrims per year (Hajj and Umrah). At SR7.00 per pilgrim, the total cost for the tag reached SR105 million, while the cost for tag readers is SR27 million. The total cost for implementing the entire system will be SR142 million for the first year of operation. In order to sustain the cost of implementation, SR10 is charged to the pilgrim. This will generate SR150 million to the system implementer coffers. At this rate, the implementer will have SR8 million as profit for the first year. The cost for the 2nd and 3rd year will be slightly reduced as the system is already running; the main cost will be on the new tags for the new batches of pilgrims, and cost for upgrading the number of readers. Thus, profit will rise to be more than SR 30 million for the 2nd and the 3rd year. 8.0 Important Milestone Reminder

Suggested date for completion of main activities: 1. Stakeholders workshop – 3rd month (executed in May 2007) 2. Development of hajj training material – 6th month (due to start in August 2007) 3. Implementation of Pilot Education Program – 11th, 13th, 14th,15th month 4. Surveillance system – 15th month 5. Design of amenities – 4th – 15th month (Currently on-going in USM)

9.0 Conclusion The inconvenience faced by the pilgrims and the people of Makkah is getting worse every year. The problems need to be tackled as soon as possible. Since Hajj issues involved pilgrims from all Muslim nations, this stakeholders’ workshop was conducted to assemble a

Page | 16 joint international research and development team. Views from all nations that are present at the workshop are gathered to help ensure the development of an efficient Hajj system. The suggested development activities if implemented will inshaAllah reduce the burden of the pilgrims and the Hajj managers/authorities. All the suggested activities will require Technical Cooperation among Developing Countries (TCDC) and support - in term of resources and capital – from the Kingdom of Saudi Arabia Government and the Islamic institutions such as IDB and OIC. Without approval and support especially from the KSA Government, IDB, and the OIC, this project will not succeed. In total, to implement all the suggested solution, an estimated sum of USD 1.5 Billion is needed.
