Rosenergoatom integrates, as branch companies, operational nuclear plants in Russia, directorates of nuclear plants under construction, and the Capital Projects Implementation Branch Office, Pilot and Demonstration Engineering Center for Decommissioning, Technology Branch Office, Directorate for Construc-tion and Operation of Floating Nuclear Power Plants .

The government-set power output target was reached in 2018: Russian NPPs produced 204 .3 bln kWh in total, which is over 1 .4 bln kWh more than in 2017 .

The Russian FAS balance target was completed by 101 .5 % (201 .3 bln kWh planned) . Thus, the Russian nuclear power industry approached the abso-lute record of over 212 bln kWh achieved by the Soviet Union NPPs in 1989 .

Among the main drivers of the power output increase versus the FAS balance target are:

• Optimized schedule of pilot commer-cial operation of newly commissioned power units;

• Reduced duration of scheduled repairs of power units .

Two state-of-the-art power units were put into commercial operation in 2018: the Rostov NPP power unit № 4 (VVER-1000) and the Leningrad NPP-2 power unit № 1 with an innovative VVER-1200 reactor .

Overview Generating CapacitiesStrategy and Mission

The Division’s strategic objectives correspond to those of Rosatom State Corporation:

1) Increasing the share in international markets;

2) Reducing prime cost and accelerating processes;

3) New products for Russian and inter-national markets .

In the present year, the Company’s Board of Directors resolved to supple-ment the said objectives with a view to strengthen safety priorities as follows:

• Decreasing the probability of acci-dents affecting the reactor core across the nuclear reactor fleet;

• Eliminating fatal occupational injuries at NPPs;

• Preventing the accidents leading to personnel exposure to over 50 mSv a year at NPPs;

• Avoiding the accidents accompa-nied by radioactive environmental emissions and effluents exceeding the tolerance limits at NPPs .

Construction of new power units continues:

• Start-up operations have been completed at the Academician Lomonosov floating power unit in Murmansk;

• Active construction stage has begun at the Kursk NPP-2;

• Readiness for first criticality has been achieved at the Novovo-ronezh NPP-2 power unit № 2 with VVER-1200 reactor (first criticality was successfully attained in February 2019) .

Optimization of the power units repairs totaled 50 days in 2018, additional output as a result of such optimization exceeded 2 bln kWh .

The Leningrad NPP is the first plant in Russia with reactors of RBMK-1000 type.

The Novovoronezh NPP is one of the oldest enterprises in the Russian Federation nuclear power industry.

Follow-up life extension work was underway in 2018 in order to extend the life of the Novovoronezh NPP power unit № 4 for another 15 years. The power unit was hooked up to the grid on December 29, 2018.

On October 2018, the Leningrad NPP-2 commissioned a new power unit № 1 with VVER-1200 reactor (NPP-2006 series). According to the qualification review results, the installed capacity totaled 1,187.6 MW.

Ensuring Safety of Russian NPPs

Rosenergoatom performs its activi-ties related to providing consumers with power and heat produced by the Company’s NPPs with guaranteed safety as its top business priority .

The Company consistently and purposefully discharges the obligations arising from the Convention on Nuclear

Safety is an utmost priority of Rosenergoatom as the operating company. All of the Company’s NPPs have been demonstrating failsafe and secure operation in every aspect of activity during the whole life cycle.

Rosenergoatom ensured failsafe and reliable operation of Russian nuclear power plants in 2018. Over the recent 20 years, Russian NPPs encountered no incidents classified above the International Nuclear and Radiological Event Scale (INES) Level 1 (Anomaly).

Safety, accounts for the recommen-dations of the International Atomic Energy Agency (IAEA) safety regulations and guidelines, as well as regulations and principles of the IAEA Interna-tional Nuclear Safety Group (INSAG) formulated in the Basic Safety Prin-ciples for Nuclear Power Plants, and the Safety Culture .

In 2018, NPP units were operating in a secure manner, with:

• No incidents with radiation effects attributable to NP-004-08 Regulation on Procedure for Investigation and Accounting of NPP Violations;

• No cases of personnel exposure doses exceeding the basic threshold of 50 mSv a year;

• No cases of radioactive emissions of gas-aerosol and effluents into the environ-ment exceeding the permissible values;

• No cases of loss or theft of nuclear materials and radioactive substances;• No violations above INES Level 1 .

Rosenergoatom takes a series of internal and external measures confirming the compliance with Russian and international requirements for nuclear power plant safety . The Company participates in international cooper-ation under the auspices of the IAEA in line with the Unified Industry-Specific Procedure for Interaction of Rosatom State Corporation and Its Organizations with IAEA .

NPPs passed 3 full-scale peer reviews (with the design information compo-nent), 2 follow-up peer reviews, and 1 pre-launch peer review by the WANO in 2018 . The reviews showed the areas for improvement, corrective actions and being developed and implemented .

Extreme External Impacts In relation to the events which caused the Fuku-shima Daiici nuclear disaster in Japan, Rosenergoatom has analyzed possible accident development scenarios at Russian nuclear power plants against extreme external impacts . The analysis results laid the basis for development and implementation of the measures aimed at improving the NPPs resist-ance to extreme natural and man-made impacts, including severe accidents:

Control of NPP Safety Status

A Corporate OSART Mission of the IAEA was held by Rosenergoatom in November 2018. The Mission highlighted top managers’ commitment to increasing operational safety and reliability of NPPs. Summarizing the Mission, a group of international experts gave 3 good practice examples, 1 recommendation and 5 proposals. The Mission resulted in development of measures and improvements to be implemented by Rosenergoatom until 2020.

Increasing Safety and Stability of NPPs against

NPPs are inspected in line with the annual action plan, the inspection schedule, and the instructions given by top management of Rosenergoatom and Rosatom State Corporation .

42 scheduled inspections, process audits and safety inspections were held at the existing NPPs and those under construction by the Company’s commissions in 2018 . Following the results, improvement measures have been developed and their progress is under control and supervision .

The operating NPPs safety condition was assessed as suitable, with correc-tive actions needed and expedient in several functional areas at certain NPPs, and on the corporate level .

The safety culture is a set of characteristics and peculiarities of the organizations’ activities and behavior of individual persons, which stipulates that NPP safety as a top priority is in the focus required by its importance (NP-001-15).

Rosenergoatom has defined that safety culture shaping, maintenance and devel-opment lay the basis for ensuring nuclear power plants security .

In 2018, top management of Rosenergo atom revised the Company’s safety culture policy statement . The safety culture activities of Ros energoatom are aimed at shaping and development of such specific functions of the organization and behavioral features of every employee that ensure prevention of safety degra-dation, and constant improvement of NPP safety condition.

The Division Program for Safety Culture Support and Development has was prepared and launched . The WANO Assist Visit held in 2017 and devoted to Diag-nostics and Improvement of Safety Culture at Rosenergo atom Headquarters allowed updating the Safety Culture Support and Development Program prioritizing the safety culture enhancement areas .

The Safety Culture Development Program measures were fully completed in 2018 . The Power Engineering Division of Rosatom held the Safety Culture Develop-ment Forum in 2018 . The Forum was attended by the employees of headquarters, branches and organizations within Rosenergo atom control circuit .

Contribution of NPPs in atmospheric pollu-tion, if compared to all sectors of the national economy, remains negligibly low.

The amount of atmospheric pollutants emission by NPPs does not exceed the permitted values, and is considerably lower than the limits set by the environ-mental authorities .

The bulk of pollutant emissions at NPPs are attributed to boiler houses, boiler facilities of health and recreation resorts, and standby diesel generator plants started on an occasional basis for scheduled test runs .

Gross atmospheric emissions of pollutants at all NPPs did not exceed the standard values .

Nuclear power plants are large water consumers, therefore the issues of water consumption and water disposal play an important role in envi-ronmental activities . Almost all water extracted from water bodies (over 99 %) was used at NPPs as industrial water and returned to water bodies .

In 2018, NPP wastewater disposal was within the limits of water balance and the amount of generated power, and totaled 94 % of the volume of water used . It is a good indicator of water resources use . The discharge volumes of polluted waste waters are steadily reduced owing to consistent moderniza-tion and reconstruction of waste water treatment facilities at nuclear power plants .

Environmental protection and rational use of natural resources are top priority objectives of Rosenergoatom . The Company’s industrial safety and environment policy* is aimed at ensuring sustainable environmentally-friendly development of the nuclear power industry, and providing the level of NPP safety when the impact on the envi-ronment, personnel, and population is minimal in the short anda long terms, thus conserving natural systems, and supporting their integrity and life-sus-taining functions .

The Company is developing and advancing its system of industrial environmental control every year, which is evidenced by annual improvement of the environmental footprint of NPPs .

NPP production activities in 2018 were carried out in unconditional compliance with standards and rules of the appli-cable environmental laws . NPPs were operating in a safe and reliable manner, making their environmental impact as low as possible .

Handling Production and Consumption Waste

As far as handling production and consumption waste (hereinafter –waste) is concerned, NPPs run their environmental protection activities are based on the license and approved draft standards for waste generation and limits on waste emplacement . All production and consumption waste is emplaced at specially equipped sites, in special storages, and its disposal is controlled by ecological services of nuclear power plants .

Radiation Effect on Personnel and Population. Radiation Control

Ensuring the radiation safety of NPP personnel and population is a prioritized objective in the area of nuclear power use . Based on the radiation safety principles adopted by global community, Rosenergoatom consistently opti-mizes the radiation protection of NPPs while maintaining individual exposure doses and number of exposed persons on the lowest possible levels taking into account economic and social factors .

As a result of the activities aimed at improving the radiation situation at process equipment and in process rooms, reducing the personnel expo-sure to ionizing radiation fields, as well as the organizational measures for streamlining the radiation protection

Digitalization Program

Rosenergoatom has developed and is implementing the Power Engi-neering Division Digitalization Program for 2018-2022 .

Commercial operation of the consoli-dated reporting system stage 2 started in 2018 . The system will enable prompt reporting on the basis of reliable information from the SAP ERP resource management system . The project imple-mentation results made Rosenergoatom the winner of the SAP Quality Award 2018 in the Business Transformation nomination among CIS countries .

The Balakovo NPP started commercial operation of the Automated Control System for Maintenance and Repair (ACSMR) . This solution will be used as a sample for the planned replication of processes for operations support at all of the existing Russian NPPs .

at nuclear plants, Rosenergoatom keeps a trend of decreasing the personnel exposure .

Current radiation exposure of personnel at NPPs with VVER and BN type reac-tors almost reached the optimal level, slight deviations from which are usually defined by the number and duration of repairs during the year .

There were no unauthorized cases of surpassing the reference level of the individual exposure dose (18 mSv per year) among NPP personnel .

No unauthorized discharge of radi-oactive nuclides took place in 2018 . As in the previous years, environmental discharges and emissions of radio-active substances by NPPs did not exceed Rostekhnadzor standards for maximum permissible emission

Operational experience accounting processes were subject to digitalization with the use of modern platforms laying the basis for a complex centralized system for analysis of NPPs operation experience (NPP Experience) involving patented specialized algorithms for intelligent processing of raw data . The periods of searching for signifi-cant events (investigating the cases of violation, deviation, considerable defects, etc .) were reduced by 6 times . The system is linked to 15 information sources, including historical data accu-mulated by VNIIAES from the 90s . Over 1,100 users were trained . The system is integrated into a digital pattern of NPPs operation .

The Kursk NPP-2 developed a reference solution for automation of targeted business processes of NPPs construc-tion time and cost management, and of NPPs upgrade projects as part of their life extension . The solution is integrated with TCM NC . The system is part of the Digital NPP project .

The Headquarters and all NPPs started commercial operation the Automated Control System for Technical Docu-mentation (ACSTD) involving more than 31 thousand users . The ACSTD provides industrial information systems (ACSMR, NPP Experience, etc .) with the access to over 930 thousand technical docu-ments of Rosenergoatom maintained by the ACSTD in a current status .

The import substitution strategy stipulates development of import-inde-pendent solutions in three major areas:

1) Substitution of significant cate-gories of the critical information infrastructure (CII) objects in accordance with the Federal Law 187-FZ on Security of Critical Infor-mation Infrastructure of the Russian Federation;

2) Development of proprietary solutions, taking into account

the experience of application of the best foreign IT solutions, inter alia, by Rosenergoatom, and gradual replacement of imported platforms with in-house developments meeting all criteria of scalability, safety and reliability .

3) Prioritized use of import-inde-pendent solutions in new projects for digitalization of the Company in compliance with the requirements for functionality, reliability / safety, total cost of ownership . In this case, Rosenergoatom acts as the pilot benchmark facility of the nuclear power industry and substanti-ates the absence of influence on the operational safety of the nuclear power facilities;

Thus, a project was initiated in 2018 for substitution of the technical support system for IT services users – HP Service Desk with Naumen Service Desk supp-lied by a Russian company Naumen Consulting . Processes were introduced to improve the quality of IT services (incidents, service requests manage-ment) .

In 2018, the Kola NPP launched a pilot project for ensuring industrial safety in relation to control of the individual safety gear using computer vision based on import-independent software .

A project is underway to convert the spam filtration system to Kaspersky Secure Mail Gateway .

Russian and international experience of digital technologies application in the power industry was studied in 2018 . Rosenergoatom was active in shaping the agenda of the digital power sector on the sectoral level . As part of interaction with the Russian Energy Ministry, Energynet NTI, Unified Energy System Operator, major power producers and grid operators, key devel-opment areas were synchronized .

Rosenergoatom became one of the participants of the Russian Energy Ministry program for digital transformation of the industry (with a project for predicative analysis of the generating equipment operation) .

Projects were initiated to develop the systems for measurement and diagnostics of operational parameters of electrical plant equipment with the use of digital data processing technologies . Development of the spec-ified systems is a necessary step on the way to a risk-oriented approach to the energy system management .

Rosenergoatom initiated a project for creation of a single decision making center in 2018 . The project is primarily aimed at providing an analytical tool for making mid-term and long-term decisions by the Company’s top management in the environment of rapidly changing external factors and limited time through online consolida-

tion and analysis of information streams with the use of Big Data and Artificial Intellect technologies .

Another project was started in 2018 to manage the retail power consumers’ demand. In December 2018, the Russian energy successfully passed the largest experiment for retail consumers’ demand management with participation of the System Operator and AtomEnergo-Sbyt (Rosenergoatom subsidiary) acting as the demand management aggregator . It is planned to continue the pilot project in 2019 and participate in selection of service providers for demand manage-ment by the Unified Energy System Operator and obtain the first financial results of activities in this area .

Digital Power Sector

Data Processing Center

A key event of 2018 was implementa-tion of one of the Company’s major projects – construction of the federal- level Data Processing and Storage Center of Rosenergoatom (DPC) at the site close to the Kalinin NPP . The DPC project is included into the Russian Federation Digital Economy Program implementation plan* . The project is included into the list of significant projects of Rosatom State Corporation as the largest DPC being created in Russia and one of the largest worldwide .

The DPC objective is to implement a proprietary disaster-proof system for the production process data processing and storage, as well as to diversify the business portfolio, and bring Rosenergoatom to a new development area of data processing

and storage services . The project is implemented in partnership with Rostelecom being an anchor tenant of the DPC location premises .

The DPC Stage 1 facilities construction and commissioning operations were completed in 2018 with the total capacity of 48 MW delivered . Stage 1 includes two DPC buildings, an administrative building, a security gatehouse, power supply facil-ities for the proprietary disaster-proof system for Rosenergoatom data processing and storage, the equipment of industrial enterprises and commer-cial clients with potential allocation of 800 racks for IT equipment (since October 2018 Ros energo atom renders commercial services for allocation of equipment of an independent commer-cial customer and DPC equipment rooms

rental), as well as the DPC capacities rent by Rostelecom with potential allocation of 2,400 racks .

In the first quarter of 2019, the Company is planning to complete Stage 2 facil-ities construction (the third building of the DPC) and their transfer for rental by Rostelecom for allocation of addi-tional 1,600 racks of IT equipment . As part of Stage 2 implementation, a project was launched to construct the infrastructural site for allocation of modular / container computers at the DPC premises (Stage 2 – container type) . The site preparation engineering was completed in 2018, the final stage stipulates obtaining of a positive conclusion of the expert review of design documents . The first container computers commis-sioning is scheduled for August 2019 .

In 2018, Rosenergoatom opened a Busi-ness Laboratory for finding and creation of new products based on a huge intellectual potential and production experience of the Company . As part of the project, two training modules were held in 2018 and a bank of promising ideas of new products was created as a result .

In 2018, AtomEnergoSbyt, a subsidiary of Rosenergoatom, continued oper-ations under the status of the “last resort supplier” of power in the Kursk, Tver, Smolensk, and Murmansk Oblasts through established branches and stan-dalone structural units .

Net power supply by AtomEnergoSbyt totaled 15 .9 bln kWh in 2018, which is 1 .2 % lower than in 2017* (16 .1 bln kWh) . Meanwhile, net power supply to the population (including manage-ment companies) in 2018 remained on the level of 2017 with 3,858 mln kWh .

Rosenergoatom HR policy is aimed at timely supply of the Company with a sufficient number of involved personnel with the desired qualification and at an efficient cost .

Rosenergoatom labor protection policy is focused on employees’ life and health preservation throughout their labor activities, implementation of gradual and continuous measures for prevention of accidents, occupational injuries and vocational diseases .

Changes in Number of Injuries at Operating NPPs in 1992-2018

Injury Rate among Contractors’ Personnel

• Analyzing the results of the current system of Rosenergoatom interac-tion with contractors;

• Preventing injuries when organ-izing personnel access to rooms and hardware storage, organizing personnel relations;

• Improving organization of work with high-voltage equipment of the NPP open distribution systems;

• Streamlining organization of elec-tric plants operation and work at heights .

No occupational diseases were detected in 2018 among the employees of Rosenergoatom and its contractors .

Main Results of Labor Protection in 2018:

• Occupational health and safety checks were performed at NPPs according to the safety inspection schedule for 2018 .

• The Integrated Management System was supplemented with a process of Ensuring Occupational Safety and Health: regulation, NPP task force activities, indicators monitoring .

• Sustainable application of LSMS procedures in order to manage high and medium risks .

Key Objectives for 2019:

• Prevention of electrical injuries among the personnel of NPPs and contractors – NPP measures of industrial and supervisory control;

• Arrangement of roundtable discus-sions and onsite training devoted to labor safety among NPP top managers;

• Special evaluation of labor condi-tions in line with the approved schedule .

The incidents at operating NPPs were caused by personal negligence of the injured .

Lost Time Injury Frequency Rate (LTIFR) in Rosenergoatom averaged 0.03 in 2018 (0.05 in 2017), with the KPI limit of 0.15.

Labor Protection

In order to implement the policy, the Company is running a Labor Safety Management System (LSMS) . The system hinges on creation and maintenance of mechanisms for regular collection and analysis of information on the employees’ vocational risks, results of periodic assessment of compliance with legal and regulatory requirements for labor safety, risk management mech-anisms, as well as labor protection control status in general .

In 2018, 2 incidents occurred with the Company’s employees at the operational NPP facilities (Kola NPP – 1 light incident, Smolensk NPP – 1 light incident) . There were no incidents among NPP personnel at the power units under construction in 2018 .

Reasons of incidents with contrac-tors’ personnel: design shortfalls and unsatisfactory organization of work performance, violation of process procedures, lack of control of construc-tion and assembly work organization and operational procedures observation by executive officers .

In order to prevent injuries and eliminate the causes of incidents, certain correc-tive measures have been developed and are implemented for:

The Company’s investment programs typically include construction of social facilities in the cities of presence . The core infrastructure facilities in the cities of NPPs presence were created during the process of plants construction . At present, Rosenergoatom faces the challenge of equalizing the growth rates in the areas of pres-ence and high growth rates in the areas of core production facilities presence .

The objective of raising the develop-ment level in the areas of presence is also met through implementation of the cooperation agreements made between Rosatom State Corporation and the Russian Federation constit-uents, and effective for 6 years now . Under these agreements, tax payments are made by the enterprises as part of the consolidated group of taxpayers . Funds are channeled for improvement of the social and engineering infra-structure, construction of sports facilities, and landscaping in the cities of Rosenergoatom presence . As part of the agreements between Rosatom State Corporation and Russian regions, additional taxes accrued to regions totaled 23.1 bln rubles in 2018 (19 .6 bln rubles in 2017), out of them 2.1 bln rubles (1 .9 bln rubles in 2017) were channeled to muni cipal entities’ activities .

Following the results of the meetings held by top managers of Rosatom State Corporation with the population during regional visits, social and infrastructure support projects were implemented in 2018 . The projects worth more than 214 mln rubles were sponsored by Rosenergoatom .

Industry-Level Projects Implementation in Areas of Presence

• 50 sub-projects of Rosatom Produc-tion System (RPS) were implemented as part of the Careful Clinic and the Careful City projects aimed at improving the quality of health-care and municipal services rendered among the population (jointly with Rosatom RPS office) .

• As part of the Rosatom School project, three Atom Classes were opened in Sovetsk, Sosnovy Bor and Tver (18 Atom Classes are opera-tional in the areas of Rosenergoatom presence) .

• As part of the Rosatom Culture Terri-tory project:

– Monitoring of cultural institutions was held in the areas of NPPs operation, training programs were arranged for culture professionals;

– A tour was held to three cities of Rosenergoatom presence for the exhibition titled “Along Path-ways of Language and Literature” . Participating in creation of the exhi-bition were six museums from Russia, Belarus, Lithuania, Latvia and Poland . The exhibition will visit all cities of Rosenergoatom presence in 2019;

– Zarechny hosted the 1st Industry-Wide Festival of Circus Arts in September;

– All cities of Rosenergoatom presence hosted the road tour of the Tilsit-Theater, winner of the Golden Mask national theater award .

• All cities of presence participated in the industry-level contest #Ros -atomtogether . Novovoronezh became the winning city in the main nomination of the contest (prize – 10 mln rubles) .

Developing Areas of Presence

The results of the 6th Open Contest of Socially Significant Projects of the AAPNP Fund among non-profit organizations in the areas of NPPs presence were summarized in February 2018 . The annual contest is sponsored by Rosenergoatom . 52 projects became the winners and were awarded 45 mln rubles . All projects were successfully implemented .

2018 was named the Year of Volunteer in Russia . Over 40 events were held in the areas of Russian NPPs presence to develop and support volunteering . For instance, the We Are Together volunteer convention in Polarnye Zori (Murmansk Oblast), the People of Good Will festival in Kurchatov (Kursk Oblast), the Soldier’s Tomb in Volgo-donsk (Rostov Oblast) and the Guard of Memory in Novovoronezh (Voronezh Oblast), the days of good deeds and volunteer actions in all areas of NPPs presence were held .

Charity

Rosenergoatom maintains an important corporate tradition of annual charity allocations, as part of the social policy implementation . The support is granted
