The survey was offered in both English and Spanish. 1. KEY FINDINGS OF KILLEEN ISD PARENT SURVEY The following are key findings of an internet survey among N=16,197 Killeen ISD parents conducted June 16 - 22, 2020. The survey was offered in both English and Spanish.

1. VIEWS OF COVID-19

Six-out-of-seven respondents (86%) are concerned about COVID-19 impacting their personal health and the health of those in their household, including nearly three-out-of-five (59%) who are very concerned. Only 14% are not concerned. This is significant because general concern about health is strongly correlated with viewpoints on how to reopen schools.

Nearly seven-out-of-ten respondents (69%) think most people in their community are NOT taking the COVID-19 situation seriously enough, another 8% say most people are taking the situation too seriously and 23% say the right amount.

Just over two-out-of-five respondents (42%) indicate someone in their household has an elevated risk for COVID-19 complications (senior citizens and/or someone with a preexisting medical condition). These respondents are much more likely to be very concerned.

2. RATING DISTRICT REPSONSE TO COVID-19

Nearly three-quarters of the respondents (74%) say the district has done a good or great job responding to COVID-19 (31% excellent and 43% good) while just under one-quarter (24%) give the district a rating of fair or poor (20% fair and 4% poor).

Respondents who said virtual / online learning went great were most likely to give the district an excellent rating.

3. VIRTUAL / ONLINE LEARNING

Over half of parents (58%) indicated some type of technical issue with virtual / online learning, including 42% device related issues [Q10]. Technical issues played a role in how easy / difficult respondents said online learning was, but technical issues do not have a strong correlation with viewpoints for reopening schools. Just over one-out-of-five respondents indicated all caregivers were working outside the home during the COVID-19 shutdown while 45% indicated a caregiver was at home, not working [Q12]. In looking at responses throughout the survey, households where all caregivers were working from home are very similar to households with a caregiver at home not working. Households where all caregivers are working outside the home were markedly different from the rest on many questions.

When asked how online / virtual learning was for their children, 39% indicated it was either very or somewhat challenging, while 33% said it was good or great and 28% said it was so-so [Q9]. The table below shows the impact various factors have on the respondents reported ease / difficulty of their child’s virtual / online learning. The grade-level of the student was not a significant factor.

Parents were asked a series of questions about virtual / online learning relative to each of their children based on their grade level in the spring. On average, 60% are concerned and 40% are not concerned about their children falling behind.

Concern is correlated with difficulty in general and also with technical issues and the household’s work/caregiver situation.

o Difficulty in getting child to focus is correlated with the age of the child.

o Concern falling behind is fairly consistent among all ages, with slightly less concern

with high school students.

o Needing more resources from schools was fairly consistent across all grades.

o Parents of middle school students had a slightly higher need for more help from teachers.

4. INITIAL COMFORT STARTING SCHOOL Initially, about three out of eight respondents (38%) are comfortable sending their children back to school while another 58% are not comfortable.

Comfort is correlated with a number of factors including, respondents view of COVID-19, their experience with virtual learning, and their expected HH work situation in the fall. The “NET” is the total comfortable (38%) minus the total not comfortable (58%). Percentages are rounded to the nearest whole number, which is why the net is -19% in this case.

When asked in an open-ended question what would make them comfortable sending their child back to school, 30% of respondents said nothing or were unsure.

• 20% of the respondents in the “nothing” category were initially comfortable sending their child to school, so it can be implied that they mean “nothing” because they were already comfortable (this equates to 6.% of the total sample).

• 78% of the respondents in the “nothing” category were initially not comfortable sending their child to school, so it can be implied that they mean “nothing” because nothing short of a vaccine or the end of the pandemic will make them comfortable (this equates to 23% of the sample).

Nearly one-third of all respondents (30%) mentioned cleaning/handwashing, while 27% mentioned smaller classes/social distancing, 19% mentioned face masks, and 12% mentioned temperature checks/testing. Another 12% simply wanted to know that there would be a plan in place, and 11% mentioned other things.

Among respondents who want school to reopen with significant changes, 36% mention cleaning/handwashing, 32% mention smaller classes/social distancing, and 22% mention face masks.

5. VIEWPOINTS FOR STARTING SCHOOL A plurality of respondents (47%) want school to reopen, but with significant changes to lower the risk of transmission. Only one-out-of-six respondents (17%) want school to start as normal. Another 36% want it to start online only.

A majority of respondents chose rethinking education over getting back to normal in Q33. Respondents are split over keeping schools closed versus reopening as soon as possible in Q34. Note the 39% figure in Q34 is similar to the 36% in Q32 (above).
