    1. Grow new jobs and build the new industries o the uture

    Kevin Rudd will keep the economy strong while protecting jobs, maintaining air wages andconditions and investing in health and education.

    With the end o the China resources investment boom, we need to nd a new way. We mustwork together - governments, businesses and unions - to make Australia more competitive.

    Federal Labors plan includes:

    Delivering our $100 million Tasmanian Jobs and Growth Plan to support new,

    emerging and growing industries to deliver a secure economic uture.

    Delivering our $1 billion Aussie jobs program to ensure Australian companiesimprove their competitiveness, win new exports and get air access to major projects.

    AJobs, Training and Apprenticeships Guarantee to make sure jobseekers arelinked to jobs and the training they need to get local jobs. This transorms ouremployment services rom a saety net into a springboard to a good job.

    New requirements or government-unded building projects to providetraining and apprenticeships, creating new opportunities or skilled jobs.

    Supporting Australian rms to win at least an extra $1.8 billion a year inwork on big projects and make sure they arent locked out o work throughmeasures such as the use o unair standards.

    New training places or 6,800 manuacturing workers and 5,800

    community services workers, including early childhood educators, nurses, anddisability support carers.

    Tackling youth unemployment through the $35 million Step into Skills program,providing targeted training to more than 8,900 disadvantaged young people across

    New incentives or Australias small businesses to invest, grow andcreate jobs:

    - A Small Business Investment Boost to provide an immediate tax deduction orsmall businesses to purchase eligible assets costing up to $10,000.

    - Allowing small business to lodge GST returns once a year rather than our timesa year, beneting 1.35 million businesses with a GST turnover under $20 milliona year.

    - Cutting red tape by extending the ree Small Business Superannuation ClearingHouse to businesses with less than 100 employees and having Centrelinkdirectly pay Paid Parental Leave to eligible employees or businesses with lessthan 20 employees.

    Labors record o achievement on jobs and the economy

    Since 2007, Federal Labor has delivered:

    Strong growth: Our economy is nearly 14 per cent larger than when Labor came tooce, whereas many advanced economies are still smaller than they were prior to theGFC.

    AAA credit rating: Australia has received AAA credit rating with a stable outlookrom all three ratings agencies. We are amongst only 8 nations in the world to have this.

    Low unemployment rate (5.7%): Australias unemployment rate is less than halthat o Europes (12.1%) and is below that in most other advanced economies.

    Exceptional job creation record: Nearly 1 million jobs have been created sinceLabor came to oce, while the number o unemployed worldwide has increased by28 million over the same period.

    Low interest rates: Interest rates are currently sitting at 2.5% - lower than they were

    at any time under the ormer Coalition Government. This means a amily with a$300,000 mortgage is paying around $6,000 less in repayments a year.

    Contained infation: Underlying infation is in the middle o the RBAs target band(2.4%).

    Investment: There has been more than $1 trillion dollars o business investment inour economy since Labor came to oce in 2007.

    2. Better schools with more one-on-one attention or our kids

    Federal Labors plan will ensure every young Australian gets the best possible education sothey can secure the jobs o the uture.

    Our plan includes:

    Delivering our $15 billion Better Schools Plan that will:

    - Ensure students get more one-on-one attention.

    - Provide an extra $1.6 million on average or all schools across Australia.

    - Help our kids compete with Asia and secure high skill, high paid jobs.

    Ensuring every Tasmanian school can benet rom the $382 million BetterSchools deal between the Rudd and Giddings governments securing every dollar othis investment or Tasmanian students. Only Labor is committed to the ull amount oadditional investment.

    Continue rolling out our 10 year $2.5 billion Trades Training Centres in SchoolsProgram, giving secondary students access to industry relevant training and skills.

    - In the latest round, Tasmania will benet rom $2.5 million or two new Trades

    Training Centres, beneting three schools in Tasmania.

    Investing more than $30 million to ensure our children are taught by the bestand brightest because we know the biggest infuence in improving educational

    outcomes is the teacher standing in ront o the classroom. Investing $450 million to provide parents with more outside school hours

    places, more fexible hours and better activities or kids making it easier or parents onthe daily drop o and pick up. Almost 7,900 extra Tasmanian students could benetrom this initiative.

    Investing $20 million in a new NBN: Connecting Classrooms und to helpschools across the country take ull advantage o the NBN. At least 1,000 schools willbenet rom grants o up to $20,000 to help schools get the equipment needed toleverage the benets o the NBN, or example through creating virtual classrooms.

    Enhancing the mychild website to make it easier or parents to easily identiy thechild care services available in their area, along with a new service to enable parents tobe notied when a place becomes available.

    Investing $6 million to expand access to, and enhance the quality o,communitylanguage lessons this will benet around 500 community languages schools andapproximately 90,000 students.

    Keeping access to a university education open to all Australian studentsthrough our demand driven unding system.

    Labors record o achievement on education

    Since 2007, Labor has delivered:

    Record investment in our schools: almost doubled investment in our schools

    this year we are investing more than $14 billion in schools, compared to $9 billion inthe last Howard Government budget.

    Revitalised school acilities right around the Tasmania: $441 million oralmost 600 Building the Education Revolution projects in local schools, includingbuilding or upgrading:

    - 30 Science and/or Language Centres.

    - 59 Libraries.

    - 128 Classrooms.

    - 120 Multi-Purpose Halls.

    Provided unprecedented support or students with a disability: we haveinvested an extra $300 million to help students with disability and learning diculties,giving schools greater access to classroom support and specialised equipment.

    Boosted investment in skills: investing over $19 billion in unding over the past

    ve years and introducing a national training entitlement under the $1.75 billion SkillsReorm National Partnership.

    Built new Trades Training Centres: through our $2.5 billion Trades TrainingCentres in Schools Program weve already announced 510 new Trades TrainingCentres benetting 1,290 schools.

    Improved the quality o early childhood education and care: we introducedthe National Quality Framework - liting the quality o early childhood education andchild care with improved child to sta ratios and new qualications standards to givechildren.

    Supporting parents with the cost o child care: in 2011-12 $73.3 million wasprovided to Tasmanian parents through the Child Care Benet and the Child CareRebate.

    - Tasmanian parents benetted rom an extra $11.6 million last nancial yearbecause o our decision to lit the Child Care Rebate rom 30% to 50%.

    Ensuring every Tasmanian child gets access to 15 hours o kindergarten:

    through an investment o $35 million.

    Opened up access to university: there are now an extra 190,000 studentsstudying at university compared to when Labor came to oce.

    - There are 25% more Commonwealth Supported Places in Tasmania than whenLabor came to oce.

    More unding or universities: unding is projected to increase to $14 billion in2013 - $6 billion more than in 2007.

    - Funding has increased by around 30% or universities in Tasmania since 2007.

    Invested in cutting edge research: Labor has invested over $5 billion in highereducation and research inrastructure since coming to oce.

    3. World class inrastructure o the uture

    Under Federal Labor Australia has made record investments in the nations inrastructure,including saer roads, better ports and rail, and improvements to our metropolitan public

    transport network. We are also delivering the National Broadband Network or all householdsand to build the businesses o tomorrow.

    The Federal Labor plan includes:

    Delivering the high speed National Broadband Network, creating the opportunityor new industries to emerge and enabling businesses - big and small - to fourish.Tasmania will be the rst state in Australia ully connected to the NBN, with the rollout tocomplete by 2015.

    Continuing to roll out the $60 billion Nation Building Program to build modern,well-planned road, rail and public transport inrastructure.

    Continuing to invest in building projects - all up, we have already increased Federalspending on the nations transport inrastructure rom $132 to $225 perAustralian.

    Continuing to make sure regional communities get their air share, withalmost twothirds o our inrastructure unding going to projects outside our big cities. In actweve doubled spending in regional Australia.

    Continuing to support important local and regional projects, such as:

    - $5 million towards the Hobart Showground redevelopment to support moreevents and more visitors to the attraction each year.

    - $2.4 million to support Tasmanian orestry workers made redundant as a resulto restructuring o the native orestry industry.

    - Funding to support the restoration o the historic river steamer Cartlea.

    - $1 million to help revitalise the Hobart CBD and transorm it into a pedestrianriendly environment with new green spaces and an energy ecient lightingsystem.

    - Funding to upgrade the Westbury Recreation Ground.

    - 49 new aordable rental homes, supported by almost $5 million worth oincentives under Labors National Aordable Rental Scheme.

    - New unding or crime prevention initiatives, including CCTV cameras, to keep

    Tasmanians sae.- $190,000 to progress the business case or the Greater Hobart Light Rail

    project.

    - An additional $10 million to assist Caterpillar Underground (CAT) Burnietransorm its business and consolidate CATs pivotal role in manuacturing in theNorth West and across Tasmania.

    - $18 million in Federal Government support to assist leading Australian oodmanuacturer Simplot Australia to modernise and upgrade its acilities includingin Devonport.

    - Additional $2 million to secure the uture o the Save the Tasmanian Devil

    program.

    Since 2007, Federal Labor has:

    Instituted an unprecedented $60 billion Nation Building Program to build themodern, well-planned road, rail and public transport inrastructure that will make

    working peoples lives easier, our businesses more competitive and the Australianeconomy more productive:

    - Doubled the roads budget and initiated the biggest road constructionprogram since the creation o the national highway network almost orty yearsago.

    - Rebuilding more than a third o the Interstate Rail Freight Network some 4,000 kilometres o track.

    - Committed more unding to modernising urban passenger rail

    inrastructure than all our predecessors since Federation combined.

    Established Infrastructure Australia to ensure we have a transparent, competitive andnational inrastructure market.

    Started rolling out the National Broadband Network, with over 75,000 Australians usingthe NBN today. The NBN has been switched on in a number o regional and urban sitesin every State and Territory in the country and Tasmania will be the rst State in Australiaully connected to the NBN.

    Invested in local projects that make a real dierence, including:

    - Brighton Bypass: A new bypass on the Midland Highway at Brighton.

    - Kingston Bypass.

    - Midland Highway Package: Dedicated package o works that will improvesaety and productivity as well as reduce travel times.

    - Freight Rail Revitalisation: Continue the improvements to the major lineson the reight rail network, including replacing approximately 290 trackkilometres o old rail track.

    - Brooker Highway: Saety upgrades and improvements.

    - Domain Highway: Planning and the development o the Domain Highwayand Brooker Highway Interchange.

    - Huon Highway: Upgrade o the Huon Highway and Summerleas Roadintersection.

    - Tasman Highway Ramps: Install new on and o ramps at the intersectionbetween the Tasman and East Derwent highways.

    4. A world class health and hospital system

    Labors plan will deliver a stronger, airer health and aged care system or the uture.

    Our plan includes:

    Delivering on our $325 million Tasmania Health Assistance package to help getTasmanias health system back on track and enhance timely access to primary healthcare and acute care services, including $31 million or a blitz to get patients oTasmanian elective surgery waiting lists, $35 million to improve care coordination orpeople with chronic disease and aged care clients and $54.9 million to build capacity inthe health workorce.

    Delivering more than $268 million to tackle dementia and provide additional careand support to patients, their amilies and carers as part o the Federal LaborGovernments historic $3.7 billion aged care reorms.

    Delivering on our commitment to establish a$50 million national network oStroke Care Coordinators across Medicare Local networks in each State andTerritory to help stroke patients make the transition rom hospital to home and get thesupport they need in their local community.

    Investing $15 million or a network o cancer care nurse coordinators to bebased in regional cancer centres across the country, including the Tasmania Cancer

    Care project which has services in Hobart, Launceston and Burnie. The cancer carenurse coordinators will provide vital inormation, care and support to patients who have

    been diagnosed with cancer, their amilies, carers and sta.

    Delivering our record $2.2 billion mental health reorm package, expanding thehighly successul headspace initiative to 100 centres across the country, providingadditional unding to support critical services delivered by BeyondBlue and Lieline and

    supporting workplace mental health through innovative new programs and services,providing a major boost to people in Tasmania with a mental illness, their amilies andcarers.

    Providing $49 million to deliver more multi-disciplinary, community basedpalliative care services or people living in Tasmania, including extra nursing

    services so that around 2,000 Tasmanians will be able spend their nal days at homewith their loved ones, rather than in hospital.

    Supporting better asthma emergency awareness and training by investing$10.5 million or improved asthma response measures in schools, general practicesurgeries and disadvantaged communities across all States and Territories.

    From January 2014, ensuring that or 3.4 million Aussie kids it will be as easy to go tothe dentist as it now is to go to the GP under the Federal LaborGovernments GrowUp Smiling program.

    Giving more support to older Tasmanians to participate in activities which help

    them stay healthy and active in their later years through the $20 million Active Ageinggrants initiative.

    Since 2007, Labor has delivered:

    More money investing an extra $20 billion in our hospitals to 2020.

    More doctors and nurses 11,000 more doctors, 26,000 more nurses, and moredoctors in regional areas.

    Bricks and mortar more than $8 billion in around 1,300 building projects to support

    local hospitals, community health services, medical research and education andtraining o Australian health proessionals.

    Medicare the biggest investment in Medicare in Australian history around $35billion in 2013-14.

    More local health services and health workers $1.8 billion or Medicare

    Locals to plan and und extra health services in local communities across Australia- supporting more than 3,000 rontline health workers, including more than 90 GPs,nurses, mental health workers, diabetes nurse coordinators and Aboriginal and TorresStrait Islander health workers across Tasmania.

    Higher bulk-billing rates record GP bulk billing rates o over 82%. In contrast,when Tony Abbott was Health Minister, GP bulk billing rates were as low as 67%.

    More medicines over $5 billion in new medicines on the Pharmaceutical BenetsScheme to ensure Australians can get access to high quality medicines at a costindividuals and the community can aord.

    Health and medical research more than $3.5 billion through the National Healthand Medical Research Council since 2008, supporting over 8,500 researchers workingto improve Australias health outcomes, and including more than $113 million to undhealth and medical research into dementia.

    Better dental care $1.6 billion dollars or better public dental services, taking400,000 Australians o public dental waiting lists immediately and building a systemthat invests in prevention, not just treats crises.

    Better cancer prevention, detection, treatment and cure - over $4.1 billioncommitted to improve the prevention, detection and treatment o cancer, including

    almost $2 billion on new and amended cancer medicines and $694 million to build26 regional cancer centre projects across the country.

    More support or youth mental health additionalheadspace mental healthservices or young people and the introduction o the innovative eheadspace initiativewhich allows young people to get support and advice over the phone and online, nomatter where they live.

    5. Stronger communities and a air go or all

    Kevin Rudd has a positive plan to build airer workplaces and stronger communities byprotecting penalty rates and Australias saety net.

    Our plan includes:

    Fair workplaces o the uture:

    - Protect penalty rates and overtime paythat up to 24,000 Tasmanianworkers rely on.

    - Ensuring Australian workers continue to be protected rom unairdismissal.

    Taking the pressure o amilies:

    - Protecting the Schoolkids Bonus rom Tony Abbotts cuts, which is helping

    35,000 Tasmanian amilies with the costs o sending their kids to school.

    - Keeping the economy strong to deliver lower interest rates a amily with a$300,000 mortgage is now paying around $6,000 a year less in repaymentsthan when Labor came to oce.

    - Terminating the carbon tax while still tackling climate change to giveamilies cost o living relie to the value o $380 next year. In contrast,Tony Abbott's Direct Action scheme would cost amilies an extra $1,200 when

    ully implemented.

    - $450 million to expand Out o School Hours Care, that will benet up to500 schools over the next our years. Nationally, around 345,000 children mainly in primary school are expected to benet rom the initiative.

    Support or people with disabilities:

    - Delivering DisabilityCare to give people with disability the support theyneed and their carers the peace o mind they deserve. We are delivering$14.3 billion in new unding to roll out across the country by mid-2019, on top

    o existing Commonwealth disability unding.

    More income or Australians in retirement:

    - Increasing the Superannuation Guarantee rom 9 per cent to 12 percent, boosting retirement savings Tasmanians. For a 35 year-old plumber,Labors Superannuation Guarantee increase adds up to over $74,000 by thetime they retire; or a 22 year-old hairdresser that adds up to almost $100,000by the time they are 67.

    - Maintaining air ranking arrangements so thatsel-unded retirees do not

    suer a cut to their incomes.

    Fairer workplaces and almost one million new jobs:- Abolished WorkChoices and delivered the Fair Work Act.

    - Delivered the strongest protections or workers entitlements ever seen inAustralia or when an employer becomes bankrupt or insolvent.

    Cost o living relie or amilies:

    - Lower interest rates mean an Australian amily on a $300,000 mortgage will payaround $6,000 a year less in repayments than when Labor came to oce.

    - The Schoolkids Bonus to help amilies with the costs o sending their kids to

    school, with $410 or each primary school student and $820 or eachsecondary school student to help cover the cost o books, stationery, computerequipment and school uniorms.

    - The Childcare Rebate boosted rom 30 per cent to 50 per cent or out-o-pocket childcare expenses, providing amilies with up to $7,500 per child eachyear towards childcare costs, beneting around 17,950 Tasmanian amilies.Out-o-pocket child care costs or a amily earning $75,000 a year havereduced rom 13 per cent o disposable income in 2004, to 8 per cent under theRudd Labor Government.

    - Tax cuts or working amilies someone earning $50,000 is now paying $2,000less in income tax than they were beore Labor came to oce in 2007.

    - The largest pension increase in Australias history Since September 2009, anincrease in the maximum rate o pension o around $207 per ortnight orsingles and $236 per ortnight or couples combined.

    - Household assistance package Giving amilies on FTB-A up to $113 a yearper child and amilies on FTB-B up to an extra $69 a year, as well as tax cuts, tohelp with the modest increase in costs associated with the carbon price.

    Better support or people with disabilities:

    - Doubled existing Commonwealth unding or support services or people withdisability.

    - Invested more than $370 million in early intervention services or children withdisability.

    - Invested $160 million in supported accommodation or people with disability.

    - Increased the pension in 2009 including or around 800,000 Disability SupportPension recipients and around 200,000 Carer Payment recipients

    Support or rural and regional communities:

    - Delivered the Regional Development Australia Fund, which has invested morethan $850 million to leverage projects worth more than $2.7 billion. Already76 projects are underway or completed, ensuring people living in rural andregional Australia are getting the services and support they need.

    - Provided more than $250 million in Community Inrastructure Grants to buildpriority local projects such as upgrades to local sporting and recreationalcommunity inrastructure.

    If ABBOTT WINS, TASMANIA LOSES

    Labor believes we must build or the uture by investing in new industries and new jobs whileall Mr Abbott does is cut to the bone. Tony Abbott has already said he will make

    these cuts in Tasmania:

    Tony Abbott and the Liberals will rip up to $700 million in GST revenue awayrom Tasmania, which will mean cuts to important services.

    Compared to our Better Schools Plan, on average schools in Tasmania will beworseo by around $740,000 this will impact the 262 schools in Tasmania.

    Around 35,000 eligible amilies in Tasmania will lose theSchoolkids Bonus atypical amily with two kids will be $15,000 worse o over the period o their kidsschooling.

    Around 178,000 people in Tasmania will lose years o super savings. For a 35year-old plumber Labors Superannuation Guarantee increase adds up to over $74,000by the time they retire; or a 22 year-old hairdresser that adds up to almost $100,000 bythe time they retire at 67.

    Around 87,000 people in Tasmania, mostly women, would lose up to$500 everyyear i the Low Income Superannuation Contribution is slashed.

    Over 30,000 young people, single parents and the unemployed in Tasmania willloseextra help (the Income Support Bonus) every year eligiblesingles would lose$210, eligible couples would lose $350.

    Tony Abbott's proposed Direct Action scheme would cost over 192,000 householdsin Tasmania an extra $1,200 each when ully implemented.

    Tony Abbott would cut the Tasmanian Medicare Local which employs90 rontline health workers which are delivering important health services.

    Over 24,000 people in Tasmania work in occupations that could have theirpenaltyrates and overtime cut by Tony Abbott.

    There are over 6,000 Australian Government employees in Tasmania whose jobscould be at risk as part o Tony Abbotts public service cuts.

    Tony Abbott wants to cut the NBN. This means that around85,000 homes andbusinesses in Tasmania would not get the NBN and will have to rely on last centuryscopper or their internet connection or pay up to $5,000 or a superast bre connectionwhich Labor would deliver or ree.
