FEMA recently released the first edition of the National Preparedness Goal and to see it go to http://www.fema.gov/pdf/prepared/npg.pdf . This goal sets the vision for preparedness nationwide and identifies the core capabilities and capability targets necessary to achieve that vision across five mission areas: prevention, protection, mitigation, response and recovery. KERN MEDICAL RESERVE CORPS NOVEMBER 2011 The purpose of this exercise is to provide participants with an opportunity to evaluate current response concepts, plans, and capabilities for a response to a disruption in the public water system. The exercise will focus on the response capabilities to communicate effectively, share information and disseminate intelligence, review risk communication messaging and respond to a medical surge caused by a disruption in the public water sys- tem. SCENARIO The scenario for the 2011 Statewide Medical and Health Exercise is a disruption in the public water system. A disruption in the public water system can occur for a variety of rea- sons: system contamination, natural disasters such as earthquakes or flooding, power fail- ures or a collapse in the delivery system due to aging infrastructure. The impact will be the same: inability to provide basic water to the community and its services. Water loss for medical and health providers is a significant concern and can further inhibit a community's response to such an event. November 4 KMRC Training (3-5pm) In preparation for the November 17 Statewide Exer- cise, KMRC members have the opportunity to attend training at the Kern County Water Agency. This will include information on how water flow is coordinated throughout Kern County and how water contamination and disruptions would be handled at the local level. CEUs will be offered to RNs, LVNs, EMT/Paramedics, MFTs and LCSW. The Kern County Water Agency is located at 811 Nadine Lane, Bakersfield. This is north of Golden State Avenue off Airport Drive. Thanks to our great speakers, Ron Csech, Vince Pierucci and Steve Chambers, KMRC members learned all about the availability and distribution of pharmaceuticals in a disaster at our October 17 dinner training meeting. We were introduced to the process of re- questing pharmaceuticals, antidotes and other medical supplies and equipment needed to respond to a large-scale emer- gency. In addition, our speakers explained various Points of Distribution including walk- up and drive-through clinics as well as Bus Pods (using Get busses) and Push Partners. Thanks KMRC, The help KMRC volunteers provides is invalu- able! We could not provide the level of ser- vices we are providing without them. I hope they are enjoying their connection with public health because they are greatly appreciated. It is a wonderful opportunity for us to get to know those community volunteers who we will depend on should a disaster occur. Cindy Lucinda L. October 20— KMRC volunteers and Turning Point staff and clients partici-

pate in the Great California ShakeOut Earthquake Drill. The fire alarm

sounded at Turning Point and everyone who could walk evacuated to a safe

area. Then KMRC volunteers and Turning Point staff searched the buildings

for mock victims and used the START Triage method to sort the actors

(clients) so the most critical could be treated and transported first if this had

been a real event.
