    COUNTY OF KANE

    ORDINANCE NO. 07 -

    AN ORDINANCE TO AMEND THE COUNTY CODE

    WHEREAS, it is the responsibility of the County Collector to ensure that property tax collectionsare conducted in a secure and efficient manner; and

    WHEREAS, it may be necessary to extend hours of operations beyond those stated in Section 2-1(a) of the county code (during peak collection times in order to accommodate taxpayers).

    NOW, THEREFORE, BE IT ORDAINED The county code shall be amended as follows:

    Sec. 2-1. Hours For County Offices 1:

    (a) Except as otherwise provided County offices shall be open from eight thirty o'clock (8:30) A.M.until four thirty o'clock (4:30) P.M. each weekday. This subsection shall not apply to the offices of State'sAttorney, the offices of judges, a PA-the office of the clerk of the Circuit Court, and the office of the CountyCollector.

    (b) The closing hour of the office of the County Clerk on Wednesdays shall be eight o'clock (8:00)P.M. unless it is necessary to close earlier because of conditions beyond the control of the County Clerk.(Res. 70-41, 5-12-1970; Res. 71-115, 12-14-1971; Res. 72-98, 9-12-1972; Res. 16, 1-14-1975; Ord. 95--125, 4-11-1995)

    Ch -Ch -Ch -Changes!Earlier this month, I had the pleasure of attending a re-

    tirement party for Blackberry Township Assessor Karen Becker.After many years in the assessment field, including severalterms as Assessor, she will no doubt be enjoying her fall withoutdeadlines, Board hearings, and the other stuff that goes withthe end of the tax cycle. My entire staff joins me in congratulat-ing Karen on a job well done, and wishing her well in retirement.

    Congratulations and well wishes are also due to UweRatter. On June 12, the Blackberry Township Board appointed Uwe to fill Karen'sunexpired term, effective June 18. At Karen's party, Uwe expressed his gratitudefor having Karen both as a boss and as a mentor in his assessment career.

    Changes can sometimes be difficult and stressful; but I am confident that UweRotter will continue to serve Blackberry Township with the professional assess-ment service to which they have become accustomed with Karen Becker.

    During Karen's party, someone asked about the changes that I had made inthis office since Sallie Huber retired last fall. I replied that I hadn't made many;for example, there has not been a single staff change since I took office.

    The listener was shocked; hadn't I brought in my own people?

    Well, first of all, I don't actually have any "people".But the main reason I didn't bring anyone in is that from the beginning, I have

    been impressed by the knowledge, commitment, and dedication that I found inthe staff that was already here. And nine months later, I still feel the same wayabout these 17 people. They work hard, they know their stuff, and they have beenvery gracious and supportive to me during the transition period.

    As is often the case in such situations, the credit starts at the top: Office Man-ager Holly Winter. And now, after nine months in office, it comes time to name aChief Deputy (see related story on page 2). And really, Holly is the only choice forthis job. She has been the de facto Chief Deputy since 2005, when Pat Lindgrenretired and Holly was named Office Manager, performing the duties of a ChiefDeputy. Since taking office, I have watched Holly lead by example, providing lead-ership and guidance to the staff (and sometimes to me, too) in all areas of theoffice's operations. She has an encyclopedic knowledge of assessment law, andan advanced designation from the Illinois Property Assessment Institute.

    Changes are usually a little stressful, and sometimes can be very difficult; butwith people like Karen, Uwe, and Holly involved, they can also be positive andsmooth. Your thoughts and comments are always welcome.

    The office has beenwithout a Chief Deputysince the retirement ofPatricia Lindgren in2005. Winter has beena Deputy in the officesince 1991, and hasbeen the Office Manager

    for the past two years.She was designated aCertified Illinois Assess-ing Officer in 1995, andawarded the CIAO/Intermediate designationin 2006.

    Winter is a life-longKane County resident;she currently lives in El-gin with her husbandRandy and their threedaughters, Rachel, Erica,and Bethany.

    200 7 Certification ProgressThe first two townships have certified their 2007 assessment rolls to the Su-

    pervisor of Assessments. Big Rock Township Assessor Rebecca Byington certifiedher assessment roll on May 18 and Hampshire Township Assessor Rose Lethebycertified her assessment roll on June 12. Both assessors certified earlier than theoriginal estimates, as well as earlier in the assessment cycle than in the prioryear. The Big Rock assessment roll was presented seven days earlier than theprojected date of May 25, and is 36 days earlier than the 2006 certification dateof June 23; the Hampshire roll was presented 18 days earlier than the projecteddate of June 30, and 32 days earlier than the 2006 certification date of July 14.

    Over the next few weeks, the assessment rolls will be processed and preparedfor certification by the Supervisor of Assessments to the Kane County Board ofReview. The certification, which will include publication in local newspapers, isanticipated to take place the week of August 10.

    The projected certification dates for the remaining 16 townships range fromJuly 15 to October 31.

    Board of Review Adopts 2007 RulesThe Kane County Board of Review adopted its Rules of Government for the

    2007 year at its May 18 meeting. At the beginning of the 2007 assessment year,the Board undertook the first major revision of the Rules of Government in severalyears . During the process, the Board considered the Rules from Boards in 10nearby counties , as well as those of the Illinois Property Tax Appeal Board.

    Year-To -Date Production ReportDuring the month of May 2007, the Office of the Supervisor of Assessments

    processed nearly 8,500 documents, bringing the year-to-date total to more than36,000.
