TECHNICAL SPECIFICATIONS OF UPS SYSTEMS

5.12. Battery specification

The first six paragraphs of clause 5.12 in the tender (page 49-50) have been annulled and replaced

with the clauses below

5.12.0. Battery system general requirements

h) The battery voltage and capacity shall be such as to fulfil the

inverter input power requirements when the inverter is delivering

its rated output (VA), for an autonomy time of 4hours.

i) The battery system shall consist of two battery banks each with its

own battery cabinet. Each battery bank shall consist of valve

regulated, lead acid batteries (VLRA), with each battery rated at

12V. Batteries shall be connected in series to form a batteries string

one or more parallel battery strings shall be connected to form a

battery bank of a high DC voltage suitable for the UPS rating.

j) Each battery bank shall offer an autonomy of two hours at rated

UPS output giving a total of 4 hours for both battery banks. The

nominal ampere-hour (Ah) capacity of the battery system supplied

with the UPSs shall be for 4hr autonomy at full load The Nominal

Ampere-hour capacity of the battery shall be calculated in line

with a battery manufacturer’s approved battery sizing tool and

shall include all necessary allowances as specified in the datasheet,

required to compensate ageing effects that result in the progressive

loss of capacity

k) Each battery bank shall have a fused isolator for connecting the

battery bank to the UPS.

l) A cable shall be provided for connecting each battery bank to the

UPS. Cable shall be armoured and rated for 120% of maximum

battery bank current.

m) Estimated battery bank cable length is 25m for Masinga and 50m

for Kamburu

TECHNICAL SPECIFICATIONS FOR BATTERIES

The technical specifications for batteries in the tender (page 60-61) have been

annulled and replaced with clauses below

1.1 General requirements

1.1.1 The contractor shall supply batteries to Kiambere, Gitaru, Kindaruma and

Turkwel. These batteries shall be installed to operate the UPS’es already

installed in these stations.

1.1.2 The contractor shall also buy all the existing UPS batteries in Kiambere,

Gitaru, Kindaruma, Kamburu, Masinga and Turkwel.

1.1.3 The existing batteries are housed in two cabinets for each station other

than Kamburu which has four cabinets.

1.1.4 The contractor shall collect (buy back) all the existing batteries in all the

six stations if awarded the tender.

1.1.5 The existing battery cabinets shall be re used to house the new batteries

to be supplied in Kiambere, Gitaru, Kindaruma and Turkwel.

1.1.6 For Kaburu and Masinga the battery cabinets shall be removed and new

battery cabinets for the new UPS’es installed. The removed battery cabinet

shall be property of the employer and are not available for buy back.

1.2 Existing Batteries

1.2.1 General battery condition

1.2.1.1 The existing UPS systems at Gitaru, Kindaruma, Kiambere and

Turkwel are each rated at 15kVA. The UPSs are configured to

operate with VRLA maintenance free batteries.

1.2.1.2 The cells are housed in existing cubicles with tray dimensions of

L×W×H = 285 x 165 x 300mm

1.3 New Batteries Requirements

1.3.1 Specifications for batteries that follow are applicable to batteries to be supplied to Kiambere, Gitaru, Kindaruma and Turkwel that are to operate with already existing UPS’ es in these stations.

1.3.2 The cells shall be housed in existing cubicles with tray dimensions of

L×W×H = 285 x 165 x 300mm

1.3.3 The battery shall be valve regulated, lead acid batteries (VLRA).

1.3.4 The new batteries shall be sized (physical dimensions) to fit the existing

battery cabinets

1.4 BATTERY TESTING EQUIPMENT 1.4.1 The tenderer shall supply a battery analyzer: type Fluke BT521 together

with all accessories necessary for its operation.

1.4.2 The tenderer shall supply Spectro CA-12 Battery Rapid Tester together

with all accessories for testing 12V, 10-500Ah batteries

1.5 METHOD STATEMENT AND PROGRAMME OF WORKS Bidder shall submit comprehensive method statement on how the works will be

implemented and a complete program of works.

1.5.1 The method statement shall cover:

8. Testing & Commissioning

8.1 Type test

Add the following requirements for type test reports

8.1.1 Type test reports & certificates

8.1.1.1 Type test reports & certificates shall be certified by EU/USA/Canadian

National Standards and Testing Authority (NSTA) or by a third party (not

manufacturer or manufacturer subsidiary) Reputable Testing Authority

accredited by EU/USA/Canadian National Standards and Testing

Authority (NSTA).

8.1.1.2 Type Test Reports shall meet the following requirements:

(a) Type Test Reports shall be carried out by a laboratory independent

from the manufacturer.

(b) Where a body other than NSTA stated above is used to certify the

type-test reports, a copy of the certificate of accreditation shall be

attached.

(c) Results of type test shall have been conducted at least 6 months and

not more than ten years prior to the date of tender submission. The

bidder shall submit contact details (Title, email, and fax) of

certifying laboratory.

(d) Testing materials and equipment in Type Test Reports shall have

the same code/ country / manufacturer and technical parameters

as offered materials and equipment. Type tests of non-conforming

materials/equipment shall not be accepted.

(e) Type Test Reports shall include all items tested and results

confirming that they meet the requirements of applied standards

as stipulated in Tender Documents.

(f) Type Test reports shall have Report Numbers for authentication.

(g) Current contact information of the testing and certification

authority shall be provided.

8.1.1.3 Type tests reports and certificates for type tests carried out as per stated

standard less than TEN years from the date of bid opening for the

following equipment specified in the tender MUST be included in the bid:

(a) UPS performance in accordance to IEC/EN 62040-3

(b) UPS environmental aspects for industrial environments in accordance to

IEC/EN 62040-4

(c) Battery performance in accordance to IEC 60896 – 21/22

8.4 Factory Inspection and Testing

8.4.1 Test Procedures

8.4.1.1 The Contractor shall prepare test procedures and result sheets for all

tests. The Contractor shall prepare and execute a testing program which

will establish that specified requirements have been met and that the

items furnished and installed will perform as specified and required.

8.4.1.2 The Contractor shall submit to the Employer program that shall establish

the sequence of the tests, the equipment preparation and operation

procedures to be followed and the DETAILED PROCEDURE for

conducting each test.

8.4.1.3 The test procedures and results sheets shall be approved by the employer

at least two months before the factory tests.

8.4.1.4 All the routine tests stated in the equipment design IEC standard and all

the tests stated in the tender document MUST be incorporated in the test

procedures

8.4.2 Attendance of Employer’s Personnel at Factory Tests

8.4.2.1 The Contractor shall arrange for two Client’s engineers or staff members

to witness tests of major items of equipment at the Contractor

manufacturing plant/s.

8.4.2.2 The Contractor shall submit factory acceptance tests schedule for

approval. After approval by the employer, the Contractor shall invite the

Client’s engineers for factory acceptance tests. A period of at least one

month shall be provided from date of invitation to the date of departure

to the contractor’s country of manufacture to allow enough time for

travelling preparations.

8.4.2.3 Contractor shall be responsible for all travel within country of

manufacture and all other associated costs of stay by client engineers

except accommodation and out of pocket expenses which will be catered

by the employer. Necessary expenses such as inland travel charges in the

Contractor’s manufacturing country shall be included in the Tender.

8.4.2.4 The employer will be responsible for the round-trip airfares between

Kenya and the Contractor’s factory country, accommodation and out of

pocket expenses for employer staff.

8.4.2.5 Contractor shall facilitate visa application for the employer engineers by

providing necessary support documents required by the contractors’

manufacturers’ country

8.4.3 Testing

8.4.3.1 Prior to commencement of the tests, the equipment shall be inspected to

ensure:

a) Correct standards of workmanship and quality

b) Correct identification labels, cabling, tagging, housing and

mounting etc.

c) Adequate accessibility

d) Compliance with the Specification and reviewed drawings

(including compliance with fire safety and materials

requirements)

e) Verification of model numbers, quantities of items etc.

8.4.3.2 All factory tests requirements detailed in the approved factory acceptance

test plan/program shall be carried out.

8.4.3.3 Valid calibration certificates from a third party accredited laboratory for

test equipment to be used during FAT shall be presented to the employer

engineers prior to the beginning of the FAT. Only test equipment with

valid calibration certificates from a third-party laboratory credited by

NTSA (KEBS or equivalent) shall be used.

8.4.3.4 Conduct of the Tests

a) The Contractor shall conduct the tests in accordance with the

approved test procedures and shall enter the results in the

approved result sheets.

b) For each test, the Employer will determine whether the test has

passed or failed. In general, the test will be considered to have

failed if either:

• The result of the test is not in accordance with the expected

result described in the test procedure, or

• The result of the test is in accordance with the expected result

described in the test procedure, but some other unexpected or

unexplained event occurred which the Employer considers to

be a fault

c) Full use shall be made during the tests of operator manuals and

other documentation provided by the Contractor to determine the

accuracy of the tests.

8.4.3.5 Failures

a) The Contractor shall correct all faults found during testing and

shall arrange for the test to be repeated. The test shall only be

repeated when the fault has been remedied and the equipment

demonstrated to function correctly.

b) Where remedial measures involve significant modifications that

might, in the Employer’s opinion, affect the validity of earlier tests

then the Contractor shall repeat the earlier tests and obtain

satisfactory results before repeating the test in which the fault was

first identified.

c) The Employer shall have the right to order the repeat or

abandonment of any test in the event that results demonstrate that

the equipment is significantly non-compliant with the Contract

requirements, without in any way prejudicing his rights under the

contract.

d) The Employer shall have the right to suspend any test in the event

that errors or failures have become unacceptable. The Employer

shall also have the right to suspend any test in the event of a fault

being detected by the Contractor but not reported to the Employer

within 24 hours. In this event, the suspension shall remain in effect

until reporting has been brought up to date to the satisfaction of

the Employer

8.4.3.6 Repeat Tests

a) The Contractor shall correct and re-test every fault detected during

the tests.

b) Time spent by the Employer witnessing re-tests or waiting at the

Contractor's premises or the test site while corrections are made

prior to re-test, shall be charged to the Contractor at the standard

hourly rate for the personnel concerned.

c) All other costs incurred by the Employer as a result of such re-tests,

including accommodation, subsistence and travel charges, will be

charged to the Contractor at cost. If the Employer is required to

return to the Contractor's premises or the test site to witness such

re-tests then time spent by the personnel concerned in travelling

to the site of and witnessing such re-tests, and all charges incurred

by them in so doing, shall be charged to the Contractor.

8.4.3.7 After the tests, detailed test report and employer inspection report shall

be signed by the employer engineers and contractor. These documents

shall then become part of the contract.

8.4.3.8 FAT meeting minutes duly signed by the contractor and the employer

representative shall form part of official project documentation and shall

be required by the employer to approve payment processing by the bank.

As part of the terms of letter of credit.

8.4.3.9 Employer will give consent for shipping ONLY after ALL the issues

discussed in the minutes and noted in the employer inspection report

have been rectified and evidence given to the employer.
