1.0 Introduction

1.1 Background

The Township of Uxbridge completed a Parks, Recreation andCulture Strategic Master Plan in 2006. The work was undertakenin three phases and included an environmental scan of existingand future conditions, detailed assessment of needs, publicconsultation and preparation of a strategic plan for a ten year 

period. The report supported the acquisition of the KennedyHouse Property by the Township for park purposes in order toassure that the existing soccer elds would remain accessibleto the community, to provide land to accommodate future indoor and outdoor recreation facilities and to provide exibility for longterm use of other existing parks in Uxbridge.

The Township of Uxbridge acquired the former Kennedy Houseproperty in 2008 from the Province of Ontario . This propertyis located at 133 -135 Main Street North immediately north of the Uxbridge urban area. The site is approximately 45 hectares(112 acres). It is comprised of 28 hectares (70 ac.) of tablelandand 17 hectares (42ac.) of forested natural environment area. The site was originally occupied by the Monkman family farmand then was the location of the St. John’s Training School from1957 to 2000 when it was sold to the provincial government.The site then became Kennedy House and was subsequentlydecommissioned in 2003.

When acquired by the Township, there were three largeinstitutional buildings including a dormitory, shop, gym andschool building as well as a number of sheds. These buildingswere not in use and had been bordered up as they were proneto vandalism. A security fence enclosed large areas next to thebuildings limiting public use.

Approximately 12hectares (30 acres) of the open tableland areahave been used for soccer elds since the mid 1970’s . Theseelds are operated by the Uxbridge Soccer Club in partnershipwith the Township of Uxbridge. This includes management of the elds, facility development and maintenance. Some of theremaining tableland is in agriculture.

There are informal trails in the forested area.

The site is accessible from Main Street North (Durham RegionalRoad 1) on the west and Ball Road on the north. It is servicedwith municipal water and sewer.

1.2 Objectives of the Master Plan

The primary purpose of the master plan is to provide guidancefor the long term development of the park. The site will bedeveloped in phases over many years as nancial resourcesbecome available. Accommodating existing uses with as littledisruption as possible is an important consideration.

The objectives of the master plan are outlined below:

1. Establish a framework that will guide development of the park,creating a destination that serves all residents of Uxbridge.

2. Accommodate sports facilities as well as recreational andenvironmental activities for groups and individuals.

3. Locate a site within the park for long term development of a new community and aquatic centre, reserve land area for expansion.

4. Accommodate exible programming of activities and phasingof development.

5. Enhance natural environmental conditions.

1.3 Planning Process and Community Input

A phased study approach was undertaken that included reviewof the park context, visits to existing parks in Uxbridge, reviewof natural environmental information, especially the UxbridgeBrook Watershed Plan and site investigations to analyze existingconditions. A development program identifying possible facilitiesand design criteria was prepared and discussed with the SteeringCommittee and with representatives of sports groups. Leisure

centres that have been developed in other communities werealso reviewed.

Alternative concepts were prepared , presented and evaluatedby the Steering Committee and at a public meeting in April,

2010. Community input was received at the public meeting andvia comments from soccer club representatives. Additionallythe Township undertook a rezoning study for the property andcommunity comments from that project that were relevant to themaster plan were considered.

Following review of the initial concept plans which established an

overall framework and key planning principles , work continuedto prepare the master plan described in this report and illustratedon the drawings .A topographic survey of the tableland section of the site wascommissioned by the Township and was used to rene the initialconcept plan.

1.4 Contents of this Report

This report provides a summary of the analysis and evaluationof the site (2.0), an outline of the potential developmentprogram( 3.0) , a description of key planning principles used todevelop the overall concept and master plan (4.0). The concept

plan is illustrated and described in section 5.0 along with therecommended master plan. Phasing of development is discussedin section 6.

2.0 Analysis and Evaluation of the Site(refer to Figure 1. Site Analysis Plan)

2.1 Environmental Overview

The site is located within the Uxbridge Brook watershed andis comprised of several landscape types. These include bothnatural and modied landscapes. The natural environmentareas include: Lowland coniferous forest, wetlands, and upland

mixed deciduous forest. The modied areas include agriculture,maintained sports elds, disturbed areas used for buildings, andtransition landscapes that are relatively narrow zones along theperimeters of the modied area.

The Uxbridge Brook Watershed Plan completed by the LakeSimcoe Region Conservation Authority for the Township of Uxbridge has two guiding principles:

Management issues for the watershed were divided into ve

broad categories these include water quality, water quantity,aquatic habitat, terrestrial habitat and recreation and aestheticamenities. All of these issues must be considered in the planning,design and future development of the park .

The natural landscapes that have been identied ( wetlands,coniferous forests, upland deciduous forest ) are generallyconsidered as healthy. The small wetland in the north eastcorner of the site is in fact connected to a small stream corridor and ows to the Uxbridge Brook. Modication of the existingeld surface drainage pattern and development of a vegetatedbuffer zone will improve this wetland and water quality of thiscreek. The master plan incorporates measures to protect andenhance the site resources and to increase the extent of uplanddeciduous forest.

The modied landscapes ( agricultural, sports elds, disturbedareas and transition landscapes ) should be rehabilitated as

much as possible based on ecological principles. Specically, thedesign of the storm water drainage system to introduce pondsand inltration swales , the naturalization of the transition areasand changing agricultural areas to green elds will contributeto improving water quality, increasing forested corridors andbiodiversity. The park landscape must be developed with soundenvironmental management practices that are consistent withthe Uxbridge Brook Watershed Plan. Ecological principles mustbe used as a basis for landscape redevelopment plans.

Part of the site falls within a zone regulated by the Lake SimcoeRegion Conservation area, this line is illustrated on the siteanalysis drawing. Any proposed development within this zone issubject to review by the Conservation Authority.

2.2 Site Development Factors

There are two main uses of the park at the present time. Theseinclude the soccer elds and passive recreation of the lowland

coniferous forest area. The part of the site used for the former Kennedy House complex is not accessible and thereforerestricts use of the tableland area that can support developmentof additional recreation facilities. Removal of the buildings,abandoned facilities and fencing is an important priority toprovide space for new uses.

The Uxbridge Soccer Club presently has 4 full size elds, 6 minields and 1 mid size eld in the open area north of the mainpaved entrance road. In addition they have 3 mid size elds and1 mini eld south of the paved park access road. The club hasindicated a preference for retaining the elds and expandingfacilities in the northern sector of the site and eventually retiring

all elds south of the access road. The existing soccer activitiesmust be accommodated with minimal interruption .

The lowland coniferous forest zone has a number of trails thatextend along the Uxbridge Brook edge and into the fringe of 

the wetland. These trails are somewhat connected but their alignments need to be more carefully considered to directpedestrian trafc away from the edge of the watercourse in somelocations in order to reduce potential bank erosion.

Access to the site is from both Main Street North (DurhamRegional Road 1) and Ball Road . The main paved park roadis two lanes and approximately 300 meters in length and isconstructed with a road base and drainage swales on both sidesof the road. It connects with Main Street North. Access from BallRoad is via a gravel lane . Vehicle circulation is directed to enter from Ball Road and exit onto Main Street North.A gravel parking area is provided directly from Ball Road anda paved area ( used by the former Kennedy House institution)is accessible from the main park access road. The two areasare connected by an unpaved laneway. Overow parking isaccommodated on grass areas. Approximately 250 parkingspaces are provided.

The southern perimeter of the park abuts 12 private residentialproperties and along the northern edge there are 6 privateresidences.

The Township has prepared a new zoning bylaw for this site.The bylaw establishes permissible uses and environmentalprotection measures and restrictions for sections of the site.These requirements have been respected in the developmentof the master plan.

3.0 The Development Program

3.1 Facility Requirements

The Strategic Master Plan for Parks, Recreation and Culturecompleted in 2006 identied a number of facility requirementsthat would be required in Uxbridge over the ten year period of the strategic plan.

The Township of Uxbridge provided a potential developmentprogram for this site that was discussed and rened as part of the planning process. Design criteria were determined for eachcomponent. The soccer facilities and eld sizes were identiedby the soccer club and represent the needs at the present time.Changing demographics will possibly have an impact on futurefacility requirements however the development program used toprepare the park master plan represents a good assessment of the community requirements at present.

The space estimates for the community and aquatic centre weredeveloped by the consulting team considering similar facilitiesthat have recently been developed in other communities.

4.0 Master Plan Principles: Placemaking and

Environmental Stewardship

The vision for the master plan is based on two related principles.These are Placemaking and Environmental Stewardship.These create the broad parameters within which the specicpark planning principles have been developed.

4.1 Placemaking Principles

The development of this park is about making a “ new place “ inUxbridge .

“Placemaking is a dynamic human function “ (Project for PublicSpaces )

The development of the park must serve all Uxbridge residentsand become a new, vital destination within the Townshipfor leisure and recreation activities and for environmentalappreciation. The park will create a distinctive new place for community life where people feel that they have a strong stake inthe park. This means that it will be a place for sports activities, apublic space with arts and cultural features, a place with gardensand promenades, a home for an aquatic and community centreand a place for a variety of recreation pursuits.

To be successful, it must serve all residents including familieswith children, sports enthusiasts, seniors and individuals. It hasto work for groups and individuals, for a variety of planned eventsand informal spontaneous activities. It has to be a place to go toin all seasons of the year.

The Placemaking principle is extremely important. Creating anidentity that reects both the Uxbridge community character andthe specic qualities of this site is a considerable challenge and,frankly, is easier to say than to do.

One of the placemaking principles applied in this master plan isthe notion of connectivity and the important relationship of oneactivity area or facility to another. The comfortable juxtaposition

of facilities will result in a lively environment that is an excitingplace to be in.

Placemaking is a key part of the overall vision for the master plan and should constantly be kept in mind as developmentplans are being prepared for individual phases and specic parkcomponents. Paying attention to the small scale issues andpromoting solutions will contribute to peoples health, happinessand well being.

4.2 Environmental Stewardship

The long term management of this 45ha. (112ac.) landscapemust be based on sound environmental principles. This siteis a community asset for existing and future generations andtherefore must be carefully respected. It is, however, a landscapein transition and both resource protection and restoration isrequired. The Uxbridge Brook Watershed Plan provides auseful reference for developing an ecosystem approach to parkmanagement and design.

The forested lowland natural areas (generally along theUxbridge Brook corridor) must be protected and this meansavoiding impacts that could result from inappropriate usesor over use. These must be considered as low intensive useareas. Recreational trails are feasible and are to be encouragedhowever the alignment and design of these popular facilitiesmust not cause overuse of the riparian zone along the UxbridgeBrook resulting in bank erosion.

The upland areas (except for a small deciduous forest patch) aremodied landscapes and will be the most intensively developed

and used park areas. An ecosystem approach to park designmust be adopted that will help to integrate the new developmentwith the natural environment system. The long term goal mustbe to upgrade the prevailing environmental conditions so thatthis park becomes an example of a healthy ecosystem with ahigh level of biodiversity. The connection between the uplandand lowland landscapes must be fully understood and reectedin the park design, development and operations.

The appreciation of the environmental aspects of the site mustalso be communicated to the public and be reected in naturalenvironmental interpretive activities. Environmental stewardshipis a thread that must be woven though park development,

4.3 Park Planning Principles

A number of park planning principles have been dened as a resultof considering the site analysis and evaluation, the developmentprogram and input from the Steering Committee and community.These are outlined below and have been applied to develop thepreferred park concept.

1. Provide safe and functional areas with minimal pedestrian/vehicle conicts

2. Take advantage of site assets as much as possible

3. Provide a community centre envelope that accommodatesthe program, provides architectural design exibility and parkingspace

4. Accommodate as much of the facility development programas possible

5. Recognize valued existing activities, uses and volunteer efforts

6. Create a Park Centre that is easy to access from the sportselds and serves as a focus for recreation activities

7. Provide an area for special events to relieve pressure on other parks in Uxbridge

8. Create a pedestrian circulation system that is a feature of thepark that connects activity areas, natural areas and enhancescommunity links

9. Recommend environmental restoration of areas based onecological principles

10. Provide adequate parking on site for existing and proposedfacilities

11. Provide a vehicle circulation system that is safe and functionalwhich serves park operations and maintenance

12. Recognize that the park will be developed in phases asnancial resources are available.

5.0 The Recommended Master Plan

The master plan sets out uses of the site, locations of facilities,amenities and features, pedestrian and vehicle circulation. Areasfor environmental restoration are proposed.The plan is a framework for long term park planning and design.It provides a structure and direction but it is also exible andwill require more detailed site design to rene and implementindividual components.

The park is to be developed in phases with a time frame thatwill extend over several years. Changes in population, economicconditions and recreational trends will have an inuence on themaster plan and the ultimate development.

5.1 Concept Plan Description( refer to Figure 5. Kennedy House Master Plan Concept )

The Concept Plan is the result of review and evaluation of alternatives that were presented and discussed with the SteeringCommittee . The plan is based on site analysis work, renementof the development program , the master plan objectives and

the park planning principles. The initial concept was modiedin response to comments received from representatives of thesoccer club and public.The Concept Plan provides the basis for development of the ParkMaster Plan illustrated on Figure 16. Following are descriptionsof key features of the concept plan.

5.1.2 PAVILION AND RECREATION PLAzA

(PARK CENTER)

• A park pavilion is proposed on the axis of the main tree linedaccess road and is proposed as a focal point of the park. This isenvisioned as an activity centre for the community and includesmultipurpose indoor space , washrooms serving the entire park,picnic shelter and outdoor patios.

• The pavilion will serve sports groups during tournaments,individual park and trail users, seniors and the community atlarge. Arts , cultural, environmental education and interpretiveactivities should be accommodated in this facility.

• The pavilion and is at the centre of the park and will assist withachieving the place making objectives - a new leisure destinationfor Uxbridge. The pavilion should be a contemporary architecturalstatement with great outdoor use areas that make a connectionwith the adjoining natural environment area.

• A recreation “plaza” extends from the pavilion and includeschildren’s play area , spray pad, multi purpose court , quietgarden, multi purpose green areas and a band shell.

• This area is also the access point to the natural environmentarea and trails along the Ùxbridge Brook.

• The site development of this area should incorporate nativeupland forest species to increase the percentage of thislandscape type in the park.

5.1.1 COMMUNITY CENTRE PROPOSED

• The Community Centre ( Aquatics, gym & multipurpose rooms45,400 sf.) is located adjacent to Durham Road 1 at the mainentrance to the park. An inital phase of 45, 400 sf of a highlyvisible civic building is proposed.

• Future expansion area of 64,000 sf is proposed, adjacent tothe initial phase

• A skateboard park is proposed between the community centreand the highway as part of the outdoor facilities associated withthis building.

• Parking (180 spaces) is proposed for the community centre andis accessible from the main park road.

5.1.3 SPORTS FIELDS

• Soccer elds are provided along the northern half of the sitein a continuous zone uninterrupted by vehicle circulation andparking.

• Four full size, seven mini elds and two mid size elds areproposed in this area.

• Two additional mid size elds areas are proposed for the site

of the future community centre. This area can be used for theseelds for several years without conict.

• Soccer elds are directly accessible from proposed parkinglots that are parallel to the main park road. These provide 240spaces . Additional parking is possible on grass areas which willaccommodate tournament events.

• A Soccer Centre is proposed which includes storage and atraditional picnic shelter. This building is located close to the minisoccer elds and also to the Park Pavilion.

• Two ball elds (360 ft. outelds) are proposed for the south sideof the site in the area of the buildings that are to be demolished.

• These are directly accessible from proposed parking (100 cars)and also are in close proximity to the Park Pavilion.

5.1.4 PEDESTRIAN ENVIRONMENT CREATED

• A safe, connected pedestrian environment is proposedthat links soccer elds, ball elds, pavilion and recreation plaza ,natural environment areas and the future community centre.• There is direct access from parking to facilities withminimal conicts with the vehicle circulation system.• The trail system includes nature trails, a sports eld loopand a promenade connecting the park centre and pavilion withthe community centre.

5.1.5 VEHICLE CIRCULATION AND PARKING

• The existing paved roadway is to be the main park accessroad terminating in a turning circle at the pavilion.• This centre road will provide direct access to all parkinglots.• The intersection with Durham Road 1 should be improvedto accommodate trafc ow especially during busy events.• A relocated controlled access from Ball Road isproposed. This provides access to a special events area as wellas an emergency and service exit.

• A connection between the main park road and the Ballroad exit is proposed which will serve as an emergency andservice corridor only.• New parking lots are proposed on site and the existingcapacity will be increased.• Overow parking can be accommodated on grass areasthat are reserved for future development.

5.1.6 ENVIRONMENTAL RESTORATION AND

PROTECTION

• Sections of the existing site are proposed to be restored usingan ecosystem approach to design and in a manner consistentwith the objectives of the Uxbridge Brook Watershed Planprepared by the Lake Simcoe Region Conservation Authority inpartnership with the Township of Uxbridge.

• Forested corridors are proposed to be established along boththe north and south perimeters of the park. These corridorsshould be planted with native upland forest species to increasethe percentage of this landscape type in the park and to enhancewildlife habitat.

• Greening of the recreation plaza and pavilion area will extendthe natural forest environment into the areas that have beenpreviously cleared for building construction. Native tree speciesshould be used as much as possible in the redevelopment of thisarea.

• Storm water management ponds are proposed to collect

surface run off, to remediate water quality and if possible, toprovide an irrigation source. Engineering studies will be requiredto investigate the feasibility of capturing adequate water andretaining it to use for irrigation.

• Sections of land presently used for agriculture will be convertedto turf areas eliminating potential erosion and reducing run off.

• Access to the lowland forested areas will be limited topedestrians. Trails are proposed and should direct foot trafcaway from sensitive banks of the Ùxbridge Brook. Only rusticbenches and seating areas should be provided using natural

materials with low impacts.

5.2 Master Plan Details

( refer to Figure 16. Kennedy House Master Plan Detail)

The master plan is an elaboration of the concept plan andprovides greater details of how the site may be developed tointegrate the proposed facilities and to apply the placemakingand environmental stewardship principles.

5.2.1 THE PARK CENTRE

Development of the park centre and pavilion is proposed on theaxis of the main access road and is located close to the soccer elds, ball diamonds, recreation facilities such as playground,water play and multi purpose court. It should be highly visibleand welcoming. This centre will be a focal point for activities, acomfortable resting area and a meeting place.

A building of approximately 750 square meters (8000 sf.) isproposed which would include general purpose meeting room (s)and lounge areas with a capacity of approximately 125 people,washrooms serving all park users, a small food preparation areaand spacious outdoor terraces. It should be a fully accessibleand pleasant environment that can be used for a variety of 

social functions. The building should be thought of as a “ civicclub house” The Township should establish a rental policy for this facility as it will become a very desirable place in Uxbridge tohold special events, meetings, receptions and dinners.

The park centre is located at the start of the trails that link thenatural environment areas with the sports elds and recreationfacilities.Parking is provided on both sides of the access road within 50or 60 meters of the building and a main entrance drop off on theturning circle is proposed.

The park centre should be orientated towards the natural

environment area . Landscape development should use anaturalized ecological approach as much as possible. Theadjoining forested areas should be extended to encompass thepark centre.

5.2.3 THE QUIET GARDEN

A special quiet garden is proposed as an intimate scaled placenestled into the edge of the forest. It should be designed for quiet contemplative moments. It should be visible but spatiallyseparated from the more active areas . Seating and a suitablecommemorative symbol respecting the previous users of thesite should be incorporated into this garden.

5.2.4 THE BAND SHELL

A bandshell and grass spectator space is located east of thePark Center in an open area spatially dened by existing forest.This area is presently in agriculture and should be transformedinto a multi purpose maintained grass meadow. A covered bandshell with a raised stage is envisioned . This would be a “bringyour own seating “ facility. This area could also be used withtemporary shelters and tents for arts and craft fairs, differentexhibits and shows.

The grass area is approximately 2400sm. ( 25,000sf.) and wouldaccommodate crowds of about 1500 persons.A service access is provided to the back of house area of theband shell and the multi purpose eld.The forest edges should be planted with native grasses andallowed to naturalize to create a transition buffer betweenmaintained grass and forest.

5.2.2 THE WATER PLAY AREA AND THE PLAYGROUND 

Two play areas for children are proposed and both shouldhave a natural environment design theme . A water play area isproposed which should be a spray pad with no standing water.The playground should have areas for two age groups andshould also incorporate environmental education elements inthe design. Both should include seating , shaded areas and befully accessible.

The outeld fence will border the upland forest restorationarea which will screen the ball diamonds from the residentialdevelopment to the south . Existing trees along the south parkperimeter should be retained as these already provide a visualbuffer. There are several large existing coniferous trees within thearea proposed for the ball elds. These should be transplantedwith a tree spade if possible . These trees should be relocated tothe west side of the ball elds .

5.2.7 THE COMMUNITY CENTRE

A site for a new community and aquatic centre has beendesignated at the entrance to the park which will be a highlyvisible civic building with frontage on Main Street North. For planning purposes, a complex of approximately 42,000 sf. isenvisioned which would provide space for a new pool complex, a gymnasium, multipurpose rooms and the necessary supportfacilities such as ofce, change rooms etc.Expansion room is provided adjoining the initial phase.Parking for approximately 180 cars is proposed with accessfrom the main park roadway.The exact development program and architectural concept for this complex will have to be further dened by undertaking a

detailed feasibility study prior to construction. This buildingwill be fully accessible and will utilize sustainable constructiontechnology methods .The new community centre and parking in this location can beconstructed with minimal impact on the remainder of the park. Itwill be retained as green space until required.

5.2.8 SKATE PARK

A skate board park is proposed immediately to the west of thefuture community centre. An area of approximately 875 sm. hasbeen allocated to accommodate approximately 35-40 skaters.This will be in a visible location and can be constructed inadvance of the community centre. A small temporary parkinglot is proposed along with walkway connection and seating area.

5.2.9 THE PEDESTRIAN TRAILS

A system of trails is proposed that connect facilities and willprovide a recreation facility for all park users. The standard widthshould be 3 meters except for the nature trails in the forestedareas which would be approximately 1.5 meters and constructedwith a wood chip or granular surface. All of these trails should beof a standard consistent with the existing Uxbridge trails system.A trail link is recommended from the end of Colby Road to provideaccess to the park centre. This will eventually connect with other 

existing community trails and will provide access to the park fromresidential areas. This link is approximately 300 meters.A Sports Field loop is proposed which extends from the soccer centre , north to the perimeter , through the naturalized buffer zone and connecting south of the sports elds back to the soccer centre. This loop is proposed as a granular surfaced trail of 3meters width. It is approximately 1500 meters long and could beused as a tness training facility.A Forest-Uxbridge Brook trail loop is proposed from the parkcentre, through the natural environment lowland coniferousforest area, along the Uxbridge Brook corridor , through theupland deciduous forest , north of the soccer elds and returningto the park centre. This is approximately 1200 meters but could

be extended . This alignment will have to be located on siteand should make use of some of the existing trails in the areato minimize tree clearing. This is a highly desirable recreationand environmental appreciation section of the park and will besubjected to extensive use. As mentioned previously, the trailalignment should be carefully located on site keeping a distancefrom the top of bank of the creek. The Uxbridge Brook is anattraction and seating areas should be developed in suitablelocations with access connections from the trail itself.The feasibility of developing a trail loop on the south side of the Uxbridge Brook should be examined. This will requireconstruction of a pedestrian bridge which could be a seasonalfacility removed in the fall and repositioned in the summer after the spring runoff and higher ows.The feasibility of extending the forest trail along the brookcorridor to lands beyond the park limits should be considered for the longer term.

5.2.10 VEHICLE CIRCULATION AND PARKING

Vehicle circulation and parking is extremely important as the parkis used for tournaments and it is expected that with development,use will increase. However, as with most parks, there will onlybe limited occasions when full capacity is reached. At the presenttime there are approximately 250 spaces for parking but overowis accommodated on grass areas. Parking along Ball Road is aproblem to be corrected.

The existing paved road is proposed as the main vehicle spine.It should be 6 meters in width, constructed to suitable designstandards to serve as a designated re route. The roadway isapproximately 280 meters long at present and is to be extendedby approximately 230 meters including the turning circle. Theturning circle radius must meet the minimal 12 meter center lineradius required for re and truck access.

The park entrance should be upgraded as necessary to assistwith egress during periods of peak use. An engineering studywill be required to design the intersection with Durham RegionalRoad 1. Two exit lanes and a wider turning lane into the parkshould be considered. A center island with tree planting will assist

to develop an entrance “ gateway” to the park. A park sign shouldbe incorporated into the entrance design.

An additional roadway is proposed extending from the parkcentre to the Ball Road contolled access road. This will beprimarily used for maintenance and service but will also providean emergency exit. This should be an internal park gravel roadand does not have to be constructed to typical municipal roadstandards.

The Ball Road access is proposed as a controlled park entrance.It will be available for limited use when needed for specialactivities. This will be gated and only opened by parks staff whennecessary.

Four permanent parking lots are proposed with a combinedcapacity of 340 cars. Space for an additional 180 cars is

allocated to serve the future community centre. The parkinglots are divided to create a more acceptable scale, tree plantingwill further improve the park setting. These lots will be gravelsurface until use indicates that they are paved to reduce yearlymaintenance costs.

5.2.11 ENVIRONMENTAL RESTORATION AND

NATURALIzATION

Environmental stewardship is one of the key principles of theplan.An ecosystem approach to landscape design is proposed rather than adopting an ornamental and highly manicured style. Aswas previously indicated, this is a landscape in transition and if left untouched a natural succession process would occur. Thetypical stages are early successional plant communities (old

eld ) which would include herbaceous woody plants and earlypioneer tree species. As these areas become established ,there would be gradual evolution to pioneer tree species such aspoplars and white birch. Eventually the dominant upland forestwould be established. This would include sugar maple, beechand hemlock. This is a process that may take close to 100 yearsor more to occur.The existing site has a remnant upland forest patch on the northeast corner along Ball Road. The Uxbridge Brook WatershedPlan indicated that there was not much of this forest type left inthe area and so it is proposed to increase the percentage on thepark site by forest regeneration corridors on both the north andsouth perimeters. A 20 meter wide planting buffer is proposed.

The planting pattern should create a naturalized forest character rather than a planted hedgerow.

The native plant species recommended would be typical of ayoung upland forest and would incorporate both pioneer anddominant tree species. The following should be included: sugar maple, beech, red oak, black cherry, white birch, bass wood,iron wood and white pine. ( These are identied in the UxbridgeBrook Watershed Plan) More detailed plant materials researchwill be necessary to develop the entire planting palette andspacing requirements.

The park entrance corridor should also be planted with this typeof approach rather than formal tree rows. This corridor will bemore highly maintained but native trees in asymmetrical plantgroupings should be undertaken.

The park centre and pavilion area is a focal point and a higher level of maintenance is proposed. The landscape design shouldstill utilize as much native material as possible and a naturalizedlandscape character should be the intent.

The forest regeneration initiatives, the use of native treesin groupings along the entrance corridor and a naturalizedlandscape design approach in the park centre will contribute toimprovement of terrestrial habitat, habitat and biodiversity. Thelong term goal is to develop a park within a healthy natural

environment.

It should also be noted that this basic environmental approachmust be followed in park maintenance and operations. Carefulcontrol of mowing operations that respects the limits of naturalizedlandscapes must be adhered to.

The recommended environmental approach to landscapemanagement is not always practised in municipal parklanddevelopment. A public education process must be undertakenin parallel with the regeneration work. This is imperative todevelop community understanding and acceptance of the bestmanagement practices.

5.2.12 SERVICING

The former Kennedy House was a fully serviced complex withwater, sewer , hydro, gas and communication facilities. Anestimate of the servicing requirements has not been completedas part of this master plan but it is understood that adequatecapacity exists and has been reserved for this development.Engineering work will be required to develop a site servicing planfor the park centre and pavilion initially and eventually for theproposed community centre. This infrastructure work is importantas new washrooms will be a high priority.

6.0 Implementation of The Master Plan

The development of the Kennedy House park site will becompleted over many years and actually can be divided into anumber of individual projects. New facilities must be developedwith minimal interruption to existing soccer activities as other elds are not available in the Township. Further, some projectscan be undertaken in phases with volunteers and partners asfunds become available. A multi year ( minimum 3 year) phasing plan should be established along with

budget allocations and this should be updated on a yearly basisas work progresses .We have identied a list of individual projects and the generalscope of work for each which serve as an initial approach todevelopment. An order is suggested however the projects mustbe discussed with potential partners and considered with theresults of engineering work to prepare an actual phasing planand budget.Prior to detail design and construction , some additional technicalinvestigations must be undertaken. These could be completed byin house staff, in partnership with other government agencies or by consultants as necessary. These studies have been outlinedbelow.

6.1 Required Technical Investigations

1. General site grading and s torm water management plan

Purpose:• To establish the overall grading scheme, storm water drainage

pattern and feasibility and location of detention or retentionponds and the potential of establishing an irrigation pond.

2. Site servicing plan

Purpose:• To determine the most efcient way and cost estimates to

provide municipal services to the park centre and pavilionand future community centre . This will include estimatingrequirements, determining how the existing service linesshould be modied and cost estimation of the work.

3. Entrance roadway and intersection improvement plan

Purpose:The main park road is a key spine of the vehicle circulationsystem. It must be brought to acceptable standards, extendedand the intersection with Durham Regional road 1 designed andapproved by regional authorities. Engineering work must becompleted to identify the required improvements, costs and tosupport any proposals requiring approval of other agencies.

4. Naturalization and forest regeneration plan

Purpose:• To establish a specic site planting plan, methodology , phases

and guidelines for both parks maintenance and volunteerswho will be involved with yearly planting operations.

• To provide information for public awareness and education.• To assist with identifying partners.

5. Community Center Feasibility and Preliminary Architectural 

Design

Purpose:• To identify a nal Community Centre facility development

program , establish standards, sustainable building options,cost estimates and an architectural design concept for thisimportant civic building.

The following table of projects can be implemented as a seriesof individual, compatible projects. Projects can be undertaken,concurrently, when funds are available or as necessity requires.

The forest regeneration and trails development are not includedas these can be yearly activities that can be initiated immediately.Similarly, Site Servicing and Stormwater Management will bedependent on the results of the technical investigation prior to

any construction taking place. These projects should be reviewedand incorporated into an actual phasing plan acknowledging that,with time, priorities for the township may change.
