Who is Jemena?

• Jemena is an Australian infrastructure company that builds, owns and maintains a combination of major electricity, gas and water assets.

• Part of the Singapore Power Group, Jemena was formed following the acquisition of assets and businesses from Alinta Ltd, including the former AGL Group’s gas infrastructure business.

• Operates in NSW, Victoria, Qld and ACT.

Jemena in NSW

• Jemena owns and manages gas transmission and distribution pipelines in NSW.

• These gas pipelines enable the transfer of natural gas directly to over one million NSW households and businesses.

• The Rosehill Recycled Water Scheme (recycled water distribution) is a network built, part owned and operated by Jemena. A 20km network that transports recycled water to the industrial centres of Smithfield and Rosehill/ Camellia.

Project Background

• Kendall Bay was historically used for loading and unloading coal and other materials associated with the former AGL Mortlake gasworks.

• Mortlake gasworks was successfully rehabilitated in 2002, and is now part of the Breakfast Point residential development.

• Investigations carried out, in the bay, by AGL between 2001 and 2004 established areas of the Bay are contaminated.

• This resulted in AGL entering into a voluntary remediation agreement (VRA) with the NSW Environment Protection Authority (EPA) in September 2005.

• The VRA committed AGL to further investigate the sediments and then remediate areas identified as requiring remediation. Jemena inherited AGL’s VRA obligations in late 2006, when the AGL Group was split up.

Project Application - Remediation

• The remediation works proposed for Kendall Bay require approval (project application) form the Department of Planning and Infrastructure.

• The project application includes a detailed environmental assessment report, including a range of specialist reports.

• The project application and supporting documentation once submitted are publicly exhibited for 30 days and referred to state agencies for comment.

• Separately Jemena are seeking consent from Canada Bay Council for the temporary use of Cabarita Park as part of the remediation works for access and a site compound.

Key Remediation Objectives

• Remediate contaminated sediments identified representing an unacceptable risk to recreational users and marine organisms in the Declared Area.

• Remove NSW EPA’s Remediation Order and Declaration of Remediation Site.

• Protect human health and the environment during remediation.

• Reinstate existing seabed in remediated areas.

• Allow marine life to re-colonise remediated areas.

• Be significantly robust to negate the need for long-term monitoring after remediation.

• Jemena has looked at all available access options for the project

• The only feasible option is through Cabarita Park

• Access through Breakfast Point Development is not possible

• A property search did not identify a suitably zoned water front site available for accessing the works

• Jemena is prepared to evaluate viable alternative sites for the works if they arise

• A Remediation Action Plan (RAP) is being prepared to document the remediation strategy to safety eliminate unacceptable risk to human health and the environment and help restore Kendall Bay.

• Developing the draft RAP to date has included:

o Review and assess available information

o Assess alternative remediation strategies

• The following is required to finalise the draft RAP:

o Confirm and develop the preferred remediation strategy

o Develop work procedures

• A Planning Proposal has been submitted to Canada Bay Council seeking temporary use of a portion of Cabarita Park (see opposite) as part of the remediation works in Kendall Bay.

• The planning proposal will be subject to the approval of Canada Bay Council and will be separately exhibited by the Council early in 2013.
