• Programmatic– NWS weather and water mission vs. climate

requirements– NWS policy and procedures for automated climate

systems are lacking – HCN-M system limitations e.g. lack of snow

measurements in initial baseline

• Administrative– The commissioning process is resource intensive– The time required for full system deployment will

likely exceed 10 years
