I am a nonprofit professional with 15 years experience including 11 years at the senior managementlevel, and I am currently the Executive Director at Community Action. Progressive work history includes aproven record of program implementation including mission delivery for $1.5MM nonprofit organization,fund development, external communications, development of an engaging volunteer program, budgetoversight, and management of diverse stakeholder relationships. I hold a BA in Politics from WillametteUniversity and have lived in the Cedar Hills neighborhood of Unincorporated Washington County for 14years. My most recent volunteer experiences have included serving as President of the William WalkerES Parent-Teacher Club and serving as a wish granter for Make-A-Wish Oregon.

Describe your understanding of the concerns and issues facing the Board/s you wish toserve on.

Homelessness is a major challenge facing our community and I believe most residents in WashingtonCounty are eager to address it. Homelessness is a dynamic issue that requires a diverse set of strategiesthat best address individual needs. The fact that there is not a single straight-forward solution makes ithard for many people to see where gains have been made and understand which strategies are havingthe greatest impact. The county has a tremendous number of funding priorities beyond addressinghomelessness. I believe HPAC plays an important role to play in validating successful strategies and tohelp the county commissioners have confidence that they are directing resources in a way that has thegreatest amount of impact.

Community Action has contracts with the county directly related to housing and homeless services. We also have county commissioners who volunteer on our board of directors or board-related committees. I was homeless 10 years ago and struggled for 5 years to gain stability. Since that time I volunteered andnow have worked for several agencies in Washington County that provide services to the people who arecurrently houseless.

I was homeless from June 2008 until August 2014 (approximately). I stayed at the S.O.S. shelter in thewinter of 2009, then volunteered there and at the Light My Way Service at Sonrise Church. I helped ourguests find resources and hope in our community when it felt like there was nothing available. In Augustof 2014 I started working at Family Promise of Washington County as their Family Advocate assistingfamilies with children navigate their situation and seek housing. November 2016 I started working forCommunity Action at their shelter house as a Resident Assistant. I have lived life experience that allowsme to connect with the houseless and an empathy that runs deep for this community of people.


The biggest issue facing this Board, I would believe is finding affordable safe housing and funding.Dealing with the trauma the houseless face and making sure each individual is treated as such. Not to putall "homeless" people in the same category. Looking at the root of the issues so many people face. It's notan easy task and there are no simple answers.


None that I can think of. I discussed this Board position with my supervisor at Community Action and shefeels there is no conflict or concern. I also will be working with the S.O.S. Winter shelter at Sonrisebeginning December 2, 2019 through March 1st, 2020. I do not see any conflicts of interest as I bring adifferent voice and perspective to this board.

Everyone has the fundamental right to housing and it’s the government obligation to guarantee theexercise of this right protected by the Constitution and by various international documents signed andratified by the US such as the Universal Declaration of Human Rights. The adoption by Washingtoncounty of A Road Home: Community Plan to Prevent and End Homelessness in June 2018 shows thecontinuing effort of the county’s authorities to guarantee that everyone in Washington county can exercisetheir right to adequate housing without discrimination. However, the mere adoption of this program isinsufficient to prevent and end homelessness. It requires a full implementation and the participation of allmembers of the community. As a member of this community and a Human Rights advocate, I aminterested in serving on the Homeless Plan Advisory Committee to guarantee the completeimplementation of the program.

My education background in Human Rights and my volunteer experience at the Human Rights AdvisoryCommission in Beaverton have helped me to better understand the responsibility of the government toprotect and respect people’s fundamental rights. I have been working at the United States Postal Servicesfor five years as customer services supervisor and as a letter carrier in an inclusive and diversifiedenvironment and have seen how collaborative partnership with all postal employees helps solveproblems. Because homelessness is a community concern and requires a collaborative partnership tocare for this vulnerable population, I will bring my postal experience to reinforce this partnership. Havingserved as a customer service supervisor, I had the responsibility to ensure the respect of postal rules andregulations by letter carriers. This experience will also help me exercise effective oversight of theimplementation of the plan.


Because of its advisory status, HPAC cannot enforce the amendments recommended to the Plan toprevent and end homelessness. One of the responsibilities of the committee is to advocate for public andprivate funding and resources to implement the plan’s goals. Despite its willingness to do so, thecommittee may have issues gathering all the funding and resources necessary to the implementation ofthe goals of the plan because of the scarcity of resources. Ending homelessness requires thecommitment of all members of the community. Given the complexity of homelessness, it can bechallenging for HPAC to obtain the full commitment of all the actors involved in the implementation of thePlan to end and prevent homelessness. Given the complexity of the homelessness and the absence ofjurisdictional boundaries, it can be challenging for the HPAC members to have a full understanding andthe scope of the issue.
