was ordered closed on April 14under the Food Act 1983 has, appar-ently,cleanedup itsact. .

This happened after a secondinspection by Petalingdistrict healthofficers on ApriL 17, in response to aletter from the factory operator.

On April 17,StarMetro had report-ed on the unhygienic conditions atthe factory and highlighting the risksposed to consumers.

It is learnt that the operator hadimproved on basic hygiene asrequired by the health office but, asof April 18, the factory remainedclosed as approval for it to re-openhad not been given yet.

A source from the Petaling districthealth office said the operator hadtaken the matter seriously after theApril 14 operation.

Among the improvements madewere,the replacement of the old andbroken curtains in the cold roomwhile ceiling and floor tiles werealso replaced.

'The expired frozen products werealso destroyed," the officer said, add-ing that food samples would be col-lected today for further tests.

"If the food samples are found tocontravene regulations, then courtaction will be taken, depending on

the type of contravention," the offic-ersaid.

Meanwhile, the kuay teow cottagefactory that had been ordered toclose by the Subang Jaya MunicipalCouncil (MPSJ) has already had sam-ples taken of it noodles but the testresults are not yet available.

"We can only decide. on the nextcourse of action after the testresultsare out.

"However, if the results are unfa-vourable, it will be a tough jobretrieving the noodles that .havealready been sent out by the factory,"

the source said, adding that no unto-ward food-related incidents hadbeen reported so far.

When contacted, Health MinisterDatuk Seri Liow Tiong Lai said hewas conc~med over the issue of food

safety, which is something highlycrucial as the nation moves intobecoming more developed.

He said there must be nocompro-mise on the health and safety aspectsof food and if the test results of thefood samples are found to be unfa-vourable, the manufacturers wouldbe prosecuted under the law.

"The public's health cannot betakenfor granted.

"r havedirected the director-gen-eral to upgrade the food safetYdepartment by addingmoretrainedpersonnel.

"The department is, in fact, quiteup-to-date and advanced and a spe-cial agency is being set up to lookinto food safety.

"Once the agency is created, it willbe given the necessary powers tocarry out its duties," Liow said.

Liow acknowledged that therewere a limited number of labs at the

moment and this delayed the release. of testresults.However,hesaidmore

labs would be set up in the future.Liow added that the food process-

ing industry could not operate with-out the proper licences and all.foodhandlers must undergo basic hygi-enic courses.

Liow said raw materials, beingmass-produced, were controlled andcontamination of food usually hap-pened further along the supplychain. .

"The ministry conducts spot-checks and inspections throughoutthe year.

"Also, we have rejected productsimported from China, although weseldom publicise it.

"Items have been withdrawn fromthe shelves if test results show theydo not comply with the regulations,"he said.

c,,\UBANG Jaya MunicipalCouncil (MPSJ) councillorGary Chong has denied

allegations that he was takingadvantage of his position for per-sonalgains.

He also refuted claims that hehad received bribes from devel-opers.

StarMetro received a letter lastFriday which listed several alle-gations against Chong, claimingthat these were facts and infor-mation.

The item on top of the list wasabout Chong forcing the develop-ers to buy shower equipmentfrom him in exchange for assist-ance to solve matters with thecouncil. .

The letter stated that Chong,who is also the assistant toKinrara assemblyman Teresa Kok,was not genuine and sincere inhis position but was helping thedevelopers actively for his bene-fit.

Citing a recent case as anexample, the letter claimed thatChong, 44, had pocketed moneyfrom a developer for helping itavoid a hefty fine of RM57,OOO.

Chong is also alleged to havereceived a Toyota Camry and achauffeur from a developer, aswell as being offered a huge dis-count to buy a bungalow.

The latter, according to the let-ter, was the reason the developerwas not being punished for build-ing a show unit on governmentland.

The letter also said the allega-tions were based on actual eventsand that evidence would bereleased if no action is takenagainst Chong.

Chong, .when contacted,shrugged off the claims, sayingthese were merely accusations.

"My company, which was setup in April2005, supplies showeraccessories such as shower headsand hoses to water heater manu-facturers.

"The developers do not pur-chase these directly from me," hesaid.

On the issue of helping thedeveloper avoid a fin~, Chongsaid the case that led to the finewas dismissed by the council.

"At a council meeting, it wasdecided that the case was a nonissue," he said.

Chong also clarified that hisToyota Camry was purchasedwith his own money but that the

"I just started my business atthat time and couldn't get a bankloan and so my partner helpedme buy the car," he explained.

As for the bungalow, he saidthe idea never crossed his mindas he could not afford it.

Chong also said the issue ofthe developer building a showunit on government land wasdecided by. the council's One-Stop Centre, which he does notsit in.

"I was told t!1edeveloper wasgiven a temporary occupationlicence and the council hadapproved its building plan.

"In future, the structures builton the land will be handed overto the council for Qtlier use," hesaid. I

Chong stressed that he hasnothing to hide.

"I have reported everything toTeresa and she is aware of every-thing," he said.

GEORGE TOWN:None of thecountry's 98 local authoritiesmanaged to obtain the max-imum five stars in last year'slocal government star ratings.

The results are now avail..able on the Housing and LocalGovernment Ministry website.

Topping the list with ,afour-star rating is Kuala Lum-pur CityHa]J (DBKL)with84.5points, while the bot-

tom-ranked, Witha one-starrating, is the BandarBaharuDistrictCouncilin KedahWith29 points.

Ten local authorities ob-tainedthe four-starrating.

Theywillreceivea certifis-ate and a RM200,000alloca-tion to implement develop-ment projects of their choiceplanned by them, astatementon the website said.

The 98 local authorities '

were. subjected to the systemthroughout last year.

Twenty-four obtained thethree-star rating - pollingbetween 6d.25 and 74.95.points.. Whllt is interesting is thatthree district councils ob-tainedthe three-star rating.

They are Kuala Langat,Pekan, and Kerian districtcouncils.

A total of46 local authoritiesgot the two-star rating, polling.between 46 and 58.85 points.Among them is the Kuala Ter-engganu CityCouncil.

Eighteen local authorities(alldistrictcouncils)obtainedthe one-star rating, pollingbetween29and45.8points.

The system is aimed atgradingtheperformanceofalllocal authorities to ensurethey perform up to thepeople'sexpectations
