I have spent the majority of my career (21 years) in Miami-Dade County Public Schools (M-DCPS), the fifth largest school district in the country and more recently in Duval County Public Schools (DCPS) for the last 5 years which is the zo" largest district. These invaluable experiences have afforded me the opportunity to work with multiple diverse communities and students including the largest English-language learner (ELL) population, as well as, the district with the largest African American population in the State of Florida. Based on proven success in building capacity of teachers and leadership and raising student achievement in very low performing schools, I believe my contribution as a Superintendent will be beneficial to the educational growth and success of all of our children. I am currently serving as the DCPS Chief Academic Officer and cabinet member reporting directly to the Superintendent of Schools. My responsibilities include providing leadership and direction for the Duval County School Board's Theory of Action and all aspects of their vision for an Aligned Instructional System. I coordinate the development and implementation of all curriculum areas, instruction, assessment and professional development for over 170 schools, K-12. With this role, I am also responsible for managing over $195M of local, State and Federal funding. Prior to my current role in DCPS,I was the Chief Officer of Mathematics and Science for a short 11 months, managing all aspects of the K-12 Mathematics and Science program for the school district. Additionally, before coming to Duval County, I was an Executive Director for Science in M-DCPS where I gained extensive experience working to bridge research and practice by implementing a National Science Foundation (NSF) research project with the University of Miami. High-Stakes Testing Policy Context examined elementary teachers' knowledge, beliefs andpractices in teaching science to English-language learners.

My educational and professional experiences, along with my passion for teaching and learninghave created the foundation for my role of Superintendent of Duval County Public Schools asdemonstrated by my making the final rounds of applicant selection out of over 750 applicantsfor the Broad Superintendent's Academy and one of the final seven applicants for the recentBaltimore County, Maryland Superintendent search. As Chief Academic Officer, my currentresponsibilities include:

• Providing annual evaluations and manage 9 Executive Directors, 16 Directors, 27Supervisors, 20 Coordinators and over 225+ support staff that include specialists, coaches,technical managers and clerical;

• Assigned as acting Deputy Superintendent whenever she was out of the office;

• Have extensive experience in district and school budgeting and manage all categorical funds(Title I-X, SAI, K-12 Reading, IDEIA) of approximately $195M for the upcoming 2012-13school year. Additionally, oversee numerous federal and state grants including Race-to-theTop and School Improvement Grant (SIG) 1003G;

• Work with Cluster Chiefs to oversee and monitor principals and school staff in theimplementation of District Theory of Action;

• Have developed, implemented and supported the District Turnaround model;

• Worked extensively with the principal and staff of persistently low performing schools and Fgraded schools (Intervene status based on Florida Accountability)

• Work regularly with the 7 School Board members to ensure effective communication andinformation on student achievement;

• Steadily demonstrated student achievement gains and gap closure in reading, mathematicsand science over the last four years; however, have not arrived yet with all studentsproficient.

My broad-based background including expertise in current reform and research, standards-based curriculum alignment and development, professional development, support of lowperforming students through Turnaround strategies, and instructional assessment has framedmy vision for teaching and learning. My vision for educating our children is to serve as thecatalyst for ensuring that, district-wide, all of our children are engaged in rigorous and relevantlearning opportunities that will prepare them for post-secondary opportunities.

Change and positive student results take time and continued persistent focus and effort. ManyFlorida districts face similar challenges in accelerating student achievement especially inreading, eliminating the achievement gap, building capacity of leadership and teachers andshifting to a belief system that support and nurture all children. I believe that building a cultureof trust and capacity across all levels of the district is essential to meet the ever changing

dynamics of public education. In the role of Superintendent, I will not be satisfied with thecurrent percent of students at proficiency across the content areas, especially reading, untilevery child is reading and doing mathematics and science on grade level.

My vision as the Duval County Superintendent is leaving a legacy of increased studentachievement through intentional work in building teacher capacity, effective leadership andcommunity partnerships. I thank you for the opportunity in accepting my application forconsideration of this pivotal role.

1. A leader who solicits, respects and values the input of stakeholders at all levels of theorganization and who has demonstrated leadership in utilizing that input to create andsustain a culture of shared decision-making.

As a People/Relations-Oriented Leader, I am fully dedicated to organizing, supporting, anddeveloping a diverse team of highly-effective members with the vision of educating children andserving as the catalyst for ensuring that, district-wide, all children are engaged in rigorous andrelevant learning opportunities. I approach each academic initiative with open communicationand dialog through soliciting feedback and input from all stakeholders including students,parents, teachers, principals, district leaders, union members, and community organizations andbusiness leaders. Through an open door policy, focus groups, surveys, and district and school-based meetings, I have on-going conversations with stakeholders to brainstorm input,implementation strategies, next steps, potential challenges and strategies to guaranteesuccessful execution of all academic endeavors.

Currently, I am facilitating the Teacher Workload committee in collaboration with the DuvalTeachers Union (DTU) with the intent to reduce the workload placed on our teachers andincrease moral. This process exemplifies my leadership attributes of valuing others opinions,respect, open communication and consensus building across multiple stakeholder groups. Incollaboration with DTU, I have facilitated multiple meetings and focus groups of teachers,Cluster leadership and principals to ensure that our teachers have more dedicated time to teachthrough reducing redundancy and requirements, honoring teacher planning time andstreamlining the multiple mandates that our teachers are faced with on a daily basis. There arenumerous other examples of respect for and collaboration with all stakeholders through thedesign, development, and implementation of all curricular projects, summer learning across thecommunity, and the Turnaround work that I have been involved in. My staff and I continue tofollow this approach and receive extensive input with all academic decisions through analyzingachievement data, prioritizing funding and multiple conversations to reach consensus oncontinual improvement to meet the needs of the schools and most importantly our students.

2. A leader who supports and empowers principals, teachers and staff to improveorganizational and student performance outcomes.

I always encourage dialogue that leads all principals, teachers and staff to utilize the tools andframework to become empowered in every academic effort. As a leader, I believe it is essentialto empower staff; however, with that comes a responsibility to broaden their educational lensthrough current research to inform best practice in teaching and learning, access and use ofrelevant student data, using multiple resources, and deepening leadership and teacher capacityto make the most effective decisions for children. Empowerment also requires accountability atthe school level through fixed goals and performance measures based on data, a well-informedprincipal core, a stable core of highly effective teachers and flexible business systems tosupport innovation across schools. Dramatic increases in student achievement havedemonstrated that DCPS is ready to move from a tightly-coupled managed system to anempowerment system.

As we transition to the very rigorous Common Core State Standards (CCSS); curriculum,instructional practice and assessment as we know it will be dramatically transformed. With this

anticipated instructional shift. In my current role, I am linking DCPS to current best practice andresearch with preeminent institutions that are leading the national CCSS plan including theDana Center, Aspen Institute, University of Pennsylvania, University of Pittsburgh, and theopportunity to collaborate with 16 large districts to refine the work. This capacity-buildingpartnership will cultivate one DCPS vision and learning community for all stakeholders byproviding a deeper understanding of the cess and the implications for our students andcommunity. It is through this networking, professional learning and capacity-building thatleadership and teachers will be empowered to lead urban educational reform and move from atightly-coupled managed system to inspired ways for innovation and further accelerate studentachievement.

3. A proactive visionary, able to consider, plan and implement systemic change thatincrease the district's ability to recognize and respond to current and future challengesas they arise.

Many have shared with me that one of my greatest strengths is as an innovator and a visionary.These strengths have for the past 27 years, fueled my passion for every student achieving and.has framed my approach to systemic thinking. With students always at the forefront, I amdeeply versed in current research and best practice of teaching and learning; educational policy,budgetary practice and business and community needs. My expertise has afforded me theopportunity to remain on the cutting-edge of reform efforts across urban school districts, usemeasurable targets and outcomes to drive change in teaching and learning across the system,review innovative practices for the USDOE being implemented across the country, lead andparticipate in state and national professional organizations, and bridge educational research toclassroom practice.

In order to successfully implement systemic change, an effective organizational system thatencompasses input from all stakeholders across the system and community is essential. For thedistrict to recognize, consider, plan and respond to current and future challenges there must bea model of interconnected ness, culture of trust and cooperation with all stakeholders as expertstaking ownership and understanding the importance of their contribution to the whole. In myrole it will be essential to foster continuous improvement system wide, cultivate public andpolitical support and buy-in through effective management, allow avenues for flexibility based onthe needs of the system, build networks of collaboration and trust, align federal, state and localpolicies, and provide support for empowering effective instructional leaders and teachers.

4. Someone with strong organizational and leadership skills, able to collaboratively alignand focus internal and external stakeholders' efforts to accelerate progress on achievingthe district's goals for student and organizational performance.

The Superintendent of Schools is responsible for effectively leading all functions, operations andsystem processes for the school district. In my current capacity as Chief Academic Officer, Ihave consistently built collaborative relationships that have supported my academic focus toaccelerate student achievement. By working with all internal and external stakeholders toimplement and execute core strategies that produce results across the school district, I havebeen able to dramatically increase student achievement through the design of a feeder patternapproach to build sustained programs and achievement gains for our lowest performingschools; support increase access and student success in acceleration programs; and based onbest practice secure funding through major Foundations.

Public education's changing vision, to ensure that all students are college and career ready withthe ability to compete on a global level, dictates the need for a new type of Superintendent -one that is a dynamic visionary, flexible to change, but has a deep core understanding of the

need for balance across the organization and community. Today's superintendent must be ableto organize and manage human and capital resources that respond quickly to change and canmaintain focus on continued increases in district improvement. As an educational leader, I havecrafted methods that allow me to create systems that are sustainable and innovative through thebuilding of strong relationships with both internal and external partners within the Jacksonville,other large urban districts in the state of Florida, and many other stakeholders nationally. Out ofthese relationships, I have been able to guide our schools and staff to building a commonshared understanding and purpose that is focused on raising the academic status of the greatwork that is being done in Duval, as well as charting new avenues with large foundations whichsupport the strategic goals of the district.

5. A person of integrity who is trustworthy and whose relationships, with the board andacross the district, are predicated on honest and open communications.

Sometimes superintendents must make unpopular decisions in the best interest of the district,students and staff; therefore, it is imperative to always be honest and transparent in thosedecisions with the Board, staff and the community to ensure open dialog and trust.

One such unpopular decision was based on insufficient student progress in reading at grade 3,requiring a retention policy be established for K-2 students not at grade level proficiency. Myteam and I fully support this policy and are confident that the additional time through summerlearning will increase student achievement in reading. To support honest open communicationwe provided multiple venues to discuss the need for the policy throughout the community andput strategies into place to help principals, teachers, students, and now parents betterunderstand why this policy change is crucial for the success of our children.

A core belief that I hold is that school improvement efforts and student learning must improve ona continuous basis. DCPS student achievement targets are predicated on the District StrategicPlan. I have a sense of urgency when addressing lagging student performance and am notafraid to take ownership of student results. Additionally, I continue to work with the budgetdepartment to ensure transparent and effective use of categorical funding to maximize equitableschool support. I have always shared all information openly with the School Board, staff andcommunity and see it as the means to district improvement. With this comes the responsibility ofstaff to provide reliable, error-free information and data. Without this level of scrutiny and qualitycontrol, credibility and trust would be eroded across the district and community.

PROFESSIONALBACKGROUND

Student Achievement:

• 2011 FLDOEdata cites a District grade of B with 47 schools rated as A, 65 rated as Bar C schools, 61 remaining atthe same grade and 46 schools improving by one to four grades.

• Steadily demonstrated student achievement gains and gap closure in reading, mathematics and science over thelast four years; however, have not arrived yet with all students proficient.

• The number of Duval County Public Schools' students taking AP exams increased by 212% from 2006 to 2010.• Coordinate with High School Programs to increase numbers of graduates (2nd in FL) in the percent of completing

at least one High School Acceleration Course (AP, IB, AICE or DE) and increase college readiness (ranks 5th in thepercent of graduates taking the SAT).

• Two School Improvement Grant (SIG) K-5 schools made significant progress with one moving from C to A gradeand one moving from C to B grade in FLDOEAccountability System in one year.

• The lowest performing DCPSK-5 Intervene School achieved a 57 point gain in 2009-10, achieved an additional 32point gain for the 2010-2011 school year and an additional 94 points during the 2011-12 school year.

• All SIG high schools made achievement progress with one high school increasing by 31 points in the StateAccountability System.

• From 2009 to 2011, the percent proficient in mathematics at the Intervene high schools increased by 12 points,increased by 7 percentage points; and 5 percentage points respectively. In science, the percent proficient at oneIntervene high school has steadily increased each year for a total of 14 percentage points from 2009.

Fiscal and Personnel Management:

• Provide oversight and manages 9 Executive Directors, 16 Directors, 27 Supervisors, 20 Coordinators and over225 support staff that include specialists, coaches, technical managers and clerical.

• Conduct annual negotiations with the Duval Teachers Union (DTU) for all SIG, Turnaround Schools, and SummerLearning Programs to agree on required Memorandums of Understanding (MOU). MOUs negotiated includebonus and incentives, performance pay and learning gain requirements for teachers.

• Conduct in collaboration with the DTU, the School Board priority Teacher Workload committee to reduceworkload requirements and increase moral of teachers.

• Direct oversight of over $195M in local, state and federal funding representing 15% of the DCPStotal budget(Title I through X, SAI, IDEIA, K-12 Reading, Race to the Top, and SIG).

• Lead dynamic and creative methods and practices to manage Academic Services budget while still achievingstudent academic success. DCPS, like other districts, have been faced with continued declines in revenue,increasing fixed cost, expanded unfunded mandates, and extensive reporting requirements.

• Provide regular reports and presentations to the School Board through bi-weekly School Board workshops,monthly School Board meetings and School Board community meetings to inform all stakeholders on progress ofstudent achievement and gap closure as set forth by the District Strategic Plan.

• Increases in science student achievement for 2008 as compared to 2007 with science gains of 3 percentagepoints at grade 5, no change at grade 8, and 2 points at grade 11.

• Awarded for the first time in DCPS, two FLDOE Mathematics and Science Partnership grants totaling over$900,000.

• Designed and implemented a District content-based coaching model for mathematics and science to supportincreases in student achievement.

Responsibilities included providing leadership and management for all K-12 science curricula, instructional practice,assessment and professional development for 320 schools. Responsibilities included overseeing 64 mathematics andscience coaches, the design and rollout of the District wide job-embedded approach to professional development,oversight for all District-developed assessments in science, and chaired the State Science Supervisor's Association.

Student Achievement:

• Co-authored the Miami-Dade County Public Schools' Comprehensive Mathematics and Science Plan that wasadopted as School Board Policy.

• Contributed to the development and implementation of the M-DCPS grant funded by the National ScienceFoundation's Urban Systemic Program (USP) for $11.8M.

• Served as Project Director for the State Mathematics and Science Partnership (MSP) competitive grant entitledFlorida BEST(Building Expert Science Teachers) which totaled $721,000.
