December 1, 2013 – Kari Hunt died because of a single digit

!  Kari met her estranged husband in a Marshall, Texas hotel for visitation with their 3 children

!  Allegedly, her ex-husband brutally attacked and stabbed her multiple times

!  Her 9 year old daughter tried to call 911

!  In fact, she tried to call 4 times, but the calls failed

!  While she was able to rush her 2 siblings to safety

!  Kari Hunt died from her injuries before help could arrive

!  Why did the calls fail?

!  You needed to dial 9-911 from the hotel room

!  But that’s not what we teach our children

Commissioner Pai – Action from Day 1

“That is why, in my very first speech as an FCC Commissioner, I said that ‘when consumers dial 911, they need to reach emergency personnel.’ It shouldn’t matter whether you are using the traditional public switched telephone network, a VoIP application, or a wireless phone. Nor should it matter if you are using a phone in a hotel . . . or another large building.”

“The bottom line is this: When consumers dial 911, they expect and deserve to reach first responders who can assist them during their time of need.”

Commissioner Pai – Continued Commitment

Words can't fully express or diminish the pain of a parent who's lost a child. But actions can preserve one's memory.

It's in that spirit I remember Kari Hunt, killed 1 yr ago today, and commit to help solve the MLTS problem.

Hank Hunt – Great Strides - but more work to be done

"The tremendous support our family has received has been very heartwarming and comforting.

We have seen great strides making the problems with our 911 system known but have a greater way to go. As this Holiday season approaches we will continue the traditions of our family and ensure that Kari's children are loved an cared for in the way she would have us do.

Although we still grieve at Kari's loss, we also will not stop trying to correct the very problem that may have prevented her survival.”

Campus Environments are Confusing

If multiple locations exists, the PSAP needs to be able to dispatch to the proper location address. E911 Trunking/Routing may be a concern over great distances. Same Municipality? Same PSAP? Possibly this can be addressed by Caller ID manipulation.

Remote and Home-based Devices

!  Businesses should be aware of potential risk

!  When educated most will ‘do the right thing’

!  The industry does a good job making IT administrators aware of potential pitfalls

!  State guidance is still needed, as most ask:

!  29-11-106. Disclosure of 9-1-1 dialing and calling capabilities.

!  (1) When the method of dialing a local call from an MLTS telephone requires the dialing of an additional digit to access the public switched network, MLTS operators shall provide written information to their end-users describing the proper method of dialing 9-1-1 from an MLTS telephone in an emergency.

!  MLTS operators that do not give the ANI, the ALI, or both shall disclose such fact in writing to their end-users and instruct them to provide their telephone number and exact location when calling 9-1-1.

Colorado HAS MLTS legislation but it is NOT enforced

!  There is NO indication on the phone itself

!  There is a note on PAGE 5 of the room guide that says:

In Case of Emergency

!  Touch 9 + 911 or dial “0”

!  In a panic situation, both adults and children will revert to what they have been taught.

!  In today’s society, we are taught to dial 911

Is there compliance? – Not on my last trip to Pueblo

!  There is a card in the room that says:

!  Dial 0 or 9 + 911

!  While Marriott claims to have made this their ‘corporate brand standard’ there has been minimal evidence this is being adhered too

!  There needs to be explicit regulatory direction and enforcement

This BREAKS the current E911 model Phone numbers are no longer reliable for location determination
