Will It Work? Has been tried before, Arabs revolted causing

the plan not to work. Arabs aren't involved anymore.

Each side wouldn't let up the opportunity to have their own state, so of course they'd take it.People who are involved with both sides wouldn't want to pick a side to fight with, so that their losing an ally, and making an enemy.
