    Notes on Kaneohe Bay RegionalCouncil meeting 7/15/2010

    DLNR will hold a meeting Friday evening 7/9/10 at 6pm in Ben Parker Schoolcafeteria to discuss proposed fishing regulations.

    Meeting was called to order by Dave Krupp at 7:02

    Election of OfficersHi`lei Kawelo was elected chair.

    Bonnie Kahapea-Tanner was elected secretary.

    Major Film ProjectRandy Spangler announced a major film project will be carried out at He`erapier from July 26 through August 6. The Coast Guard will the monitoring boattraffic and assuring the safety of all involved. Marcia Granquest (sp?) Is thecontact. The filming will only be done at night, so interference with boattraffic will be minimal. The production company will be occupying most of themain pier. No fishing will be allowed from the pier during that time. The statefilm office be reached at 5862364. Georga Scinner is the primary contact at3918073.

    Status of Kaneohe Bay Regional Council

    Kaneohe Bay Regional Council has survived thanks to the efforts of themembers of Friends both Kaneohe Bay. The the new legislation whichrescinded sunsetting also mandates that the Kaneohe Bay Regional Councilholds an annual meeting. This meeting is the mandated annual meeting for2010. The legislation also removes all administrative support from theDepartment of Land and Natural Resources. KBRC will be responsible fortaking its own minutes. The LMR is still mandated to send a representative toour annual meeting. KBRC is still the official advisor to DLNR in all mattersrelated to the Bay.

    Kapapa Island Management Plan

    Hi`lei Kawelo reported on the status of the management plan for KapapaIsland. The community has testified at length about fishing use on the islandand that they want to be able to access the island to continue to fish. Nightfishing appears to be a particular issue because it would be necessary toprovide for night camping. Another issue appears to be how permits will beissued, how many permits will be issued at a time and who the permits willbe issued to. Kayakers and other boaters want to be allowed permits as wellas fisher persons. The next public meeting is scheduled for August 4, 2010 at

    Kaneohe to Aikahi waste water diversion tunnel.Tracy Fukuda of Wilson Okamoto discussed the proposed wastewaterfacilities project which will evaluate the option of digging a wastewater

    tunnel under Oneawa Hills. The tunnel will roughly follow the rights-of-way ofthe Mokapuu extension and the H3. The other option being considered is atunnel under Kaneohe Bay.

    Boating representative reportThe boating representative told us that there have been no changes to theproposed regulations and they expect to hold public meetings on theregulations in late August.

    Aquarium fisheries reportThe Department of Aquatic Resources discussed the status of aquarium

    harvesting. The annualized catch report includes an area from Kualoa Pointto Mokapuu Point extending seaward for 2 mile. 19 collectors harvested59,000 individual organisms. Including 21,000 hermit crabs, 16,000 featherduster's and 4,000 yellow tang.

    One of the audience who is in aquarium fisher asked if the number ofaquarium fishers has increased over last year. The DAR are rep said he didn'tknow. He was then asked if there is any limit on the number of aquariumfishing permits issued. He said no, not at this time. The aquarium fishermanthen stated that there are at least a half-dozen mainland aquarium fishers inthe bay, and they do not take the same kind of care and harvesting of our

    local fisher people do.

    Navigation markers to protect boaters and patch reefsThere has been no progress on the part of scale in our two address in theKBRC resolution asking that patch reefs in the bay be marked. One of theaudience said that it is particularly important to mark the patch reefs nearthe sandbar because they're hard to see and there a lot of boating activity inthe area. There was considerable discussion about how the reefs could bemarked. No one mentioned the problems of permitting. Several peopleindicated an interest in pursuing the matter.

    Friends of Kaneohe BayBill Sager reported on the Friends of Kaneohe Bay. The purpose of theorganization is to do much of the work of the Kaneohe Bay Regional Council.We expected to be able to function as a subcommittee of Hui O Koolaupoko.Bill Sager will facilitate the activities of the Friends. In a volunteerorganization no one can be told what to do. The group will identify issues.Volunteers can step forward to work on any issue they feel is important. Oneof the functions that facilitate or will carry out is to help build teams to work

    on issues. The facilitator will work out ways that each team can collaborateonline and thus minimize meetings.

    The Friends of Kaneohe Bay world and work within the mission of Hui OKoolaupoko. When a project needs funding the team will work out a budget

    and submitted it to Hui O Koolaupoko. Once the project is approved the teamwill be authorized to write grants and to do other appropriate fundraising.The Friends of Kaneohe Bay will submit their recommendations to the KBRC,but they are also free to advocate for the issue and actions they arerecommending.

    Some of the issues currently before the KBRC are:

    attempts to regulate aquarium fishing in Kaneohe Bay the need to mark patch reefs in order to avoid collisions with boats

    particularly around the sandbar.

    sedimentation of navigation channels impacts of mangrove on the bay the health of Kaneohe Bay estuaries and the need for fresh water

    entering the bay minimum stream flows management Kapapa Island fisheries management, impacted habitat deterioration and related

    fishing. uses on and conflict resolution at Hui O Laka proposed expansion of Hawaii Memorial Park and all other

    developments

    preservation of Wakalua Loko and potential for purchase duringforeclosure activities.

    These are some of the issues related to Kaneohe Bay. Pick one, yet our helpto form a team and go to work. Anyone which issues are concerned aboutshould contact Bill Sager at 375-1114. The issue will be added to the list ofmembers will be asked to form a team to help resolve the issue.

    Bill Sager will facilitate the formation of teams to address issues that areidentified by eitherFKB or KBRC. Work on any issue will be carried out by

    member volunteers. The Friends of Kaneohe Bay will be a decentralizedorganization. No single member can assign work to other membersF. Whatprojects or issues FKB chooses to work on will be determined by themembership. If the membership doesn't volunteer for to work on an issue,then the membership doesn't feel the issue is so important

    A representative of the FKB will be present and report quarterly at HOKboard meetings. That person will also attend Kaneohe Bay Regional Council

    meetings and report FKB issues and recommendations to the Council.

    Hawaii Institute of Marine Biology ReportU.H./H.I.M.B. Rep. David Krupp dead puffer fish have been washing up on theshores of the bay for the last couple of months. Scientists want to determine

    the cause of this mortality and ask that you place any dead puffer fish youfind on ice and call 792-9520 to have the specimen picked up for analysis.

    Waikalua LokoHerb Lee reported on the status of Waikalua Loko and efforts to purchase it.He said that the Bayview Golf Course property is currently in foreclosure. Heasked for community support for the acquisition Waikalua Loko by the Asia-Pacific Foundation. The KBRC passed a motion to that effect.

    We briefly discussed how we might replace non-active members. This isgoing to require legal advice and probably legislative action.
