Members, It has been a busy few months! I was honored last month to be awarded the Emerging Leader Award from the Kentucky Society of Association Executives.

I then had the privilege of attend training for forklift, backhoe and earth moving equipment and I am now a certified trainer. So if you are in need of training, please let me know. As always I am here to help you and your company! Lynn Faulkner Executive Director [email protected]

Do You Have All Your Continuing Education Hours? Fall is now upon us and so are the fall KAMC continuing education classes! If you still need hours for your license, or a class to meet your AGC safety requirement (deadline October 31), we have a number of different courses around the State. not additional regulation,

but rather, consolidated

regulation. Right now so

many different organiza-

tions have regulatory

authority that a cross

connection program

would actually reduce

regulation. Please talk to

your legislator about

sponsoring this bill for us.

The other issue that I

have been asked to ad-

dress is to oppose the

expansion of HVAC per-

mitting and inspections.

This is not something we

need to present as a bill,

but only oppose it if one

is filed. At the present

time I do not see it as

likely.

So, we need two spon-

sors, one for the 811

program and one for the

cross connection pro-

gram. I will be happy to

meet with anyone and

their legislator to discuss

either or both of these

bills. Please work on

these with me.

We are coming up fast

on our next legislative

session, and there are

issues we want to ad-

dress.

First, I have had several

meetings with other

trade groups, as well as

union representatives, to

discuss our need to work

together on the issue of

sales tax on services. So

far, all the groups I have

approached agree that

we need to work togeth-

er across union/non-

union lines as well as

trade associations repre-

senting various trades, to

make sure that:

1. We are heard on this

issue;

2. If a sales tax is pro-

posed on services we

have input to the legisla-

ture so that the legisla-

tors know how this im-

pacts our business;

3. If a tax is imposed,

there are policing mecha-

nisms to insure that non-

licensed individuals do

not gain additional com-

petitive advantages over

licensed individuals.

This is an ongoing issue

and I will continue to put

together a coalition of

groups to work on this. If

you are aware of a trade

association or industry

that should be included in

this please let me know.

There are two proposals

I have been asked by our

board to work on for the

upcoming session. So far,

I do not have sponsors

for potential bills. We get

much more cooperation

when a legislator is asked

by one of his/her constit-

uents to sponsor a bill. I

need your help in coming

up with sponsors.

The first is the under-

ground protection issue.

This is to protect the

contractor from unscru-

pulous utilities that re-

fuse to participate in the

811 program, but want

to hold the excavator

liable if their under-

ground utility is damaged.

Please talk to your legis-

lator about sponsoring

legislation to put a stop

to this practice.

The next is the cross

connection program. I

still have not gotten a

good read on where the

Department of Housing

Buildings and Construc-

tion stands on this. I

know they are opposed

to any additional govern-

mental regulation of busi-

nesses. I am selling this

on the concept that it is
