Kalihi-Palama Neighborhood Board No. 15 Monthly Report July 15, 2015 Bill 36, CD1 (2015) RELATING TO REAL PROPERTY TAX EXEMPTION FOR HOMES On July 8, 2015 Full Council Meeting, the Council passed Bill 36 (2015), CD1 relating to real property tax exemptions for homes. This Bill expanded the use of State of Hawaii income tax filings as documentary evidence of a home exemption and allows such exemption to continue should the taxpayer relocate into a long-term care facility. The newly proposed CD1 version of the Bill also retained the existing indicia to qualify for the exemption, but added 30-day demand for and use of other State of Hawaii tax documentation, as means of establishing the residency requirement in the exemption qualification process. In addi- tion, the proposed CD1 included a provision that allowed real property continued entitle- ment to such exemption in the event the owner moves into a long-term care facility. The Department of Budget and Fiscal Services (BFS) is also in support of the proposed CD1 to Bill 36 (2015).
