1.0 INTRODUCTION

The purpose of this report is to identify the U.S. Jurisdictional Areas, including

wetlands at the proposed site: Finger Pier and Dry Stack Area and the Pocket

Beaches Area. Coco Beach Resort and Country Club, Inc. (CBRCq has retained

CMA Architects & Engineers LLP (CMA) to perform a wetland and jurisdictional

determination on the areas proposed for the finger pier and Pocket beaches (Sol

Melia West and Marriott East) at the site located at PR-3 km. 16.2 in the Municipality

of Rio Grande. See Figure No.1, Location Plan and Figure No.2, Aerial Photo.

To achieve this objective, literature review and aerial photo evaluation of the

area was done. Also, during the month of November 2009, site visits to the area

under study were carried out by CMA biologists. The wetland delineation included in

this report consisted in a merge of the literature information available and the

vegetation, soils, and hydrology observations gathered at the site. Therefore, this

determination of USACE jurisdictional areas, including wetland, is preliminary and

requires the approval of the USACE prior to any development in the area that could

impact USACE Jurisdictional Areas.

2.0 DESCRIPTION OF THE STUDY AREA

2.1 Methodology

The wetland delineation of USACE jurisdictional areas was conducted

following the procedures specified in Section IV.B (Method, Preliminary Data

gathering, and Synthesis) of the 1987 U.S. Corps of Engineers Wetland Delineation

Manual. This procedure involves simple, rapidly applied methods that result in

sufficient qualitative data for making a preliminary determination of USACE potential

jurisdictional areas. Although, the determination of potential wetland areas is

preliminary and additional research for their delineation is required it is adequate for

planning purposes.

The literature investigation consisted of the revision of the soil surveys, national

wetlands inventory, historical aerial photographs, and the USDA hydric soil list. Based

on this information, potential jurisdictional wetland1 areas and non-wetland areas

were initially determined. In order to confirm this initial determination, onsite

observations were done. General on-site observations of the vegetation, soil and

hydrology were performed.

For the vegetation component, readily recognized plant species were field

identified. Specimens that were more difficult to identify were collected, pressed,

and later classified using the pertinent scientific keys and literature.

Information of soil types, and drainage characteristics were obtained from

USDA Soil Surveys Map. Field check with the Munsell Soil Color Charts (Munsell Color,

2000 Edition) was used for color, value and chroma.

To assess the hydrology present within the study area, different sites were

inspected for signs of flood markings, proximity of the areas to the stream and any

other observable indicator of wetland hydrology. The high water mark was

determined by observing the line of scum along the shore, other physical markings,

and vegetation lines. These indicators were used to identify the jurisdictional limit at

the Sol Melia West Pocket Beach and Marriott East Pocket Beach as well as the

Marinal Parcel.

2.2 Vegetation

According to Ewel & Whitmore, The Ecological Life Zones of Puerto Rico and

the U.S. Virgin Islands, 1973, the study area lies within the Subtropical Moist Forest

Zone. This report indicates that "Most of the subtropical Moist Forest Zone in the study

region has been deforested at one time or another, primarily because the climatic

conditions which define its boundaries also encompass good conditions for a wide

variety of crops."

Our evaluation reveals that the area topography changes according to the

quarry activities. Most of the Upland vegetation was modified.

2.2.1 Summary of Dominant Vegetation:

2.3 Soils Description

According to the Soil Survey of the Humacao Area of Eastern Puerto Rico the

soils found within the studied area have been classified as follow: See enclosed Soil

Map.

Cf: Catano Loamy Sand - The Catano series consists of very deep,

excessively drained, rapidly permeable soils found in beach areas along the coast.

They formed in regolith of beach sand deposits that consists of sand-size shell

fragments, quartz grains. and miscellaneous volcanic subrounded fragments.

A typical pedon has the following description:

A--O to 4 inches; 50 percent light gray (1 OYR 7/2) and 50 p~rcent very dark brown

(1 OYR 2/2) sand that is composed of shell fragments and subrounded grains of quartz

and miscellaneous volcanic rock fragments with organic matter coatings; very dark

grayish brown pOYR 3/2) rubbed; single grain; loose; many fine roots; strongly

effervescent; moderately alkaline; clear smooth boundary. (3 to 8 inches thick)

AC-4 to 10 inches; dark brown (10YR 3/3) sand; single grain; loose; common fine

roots; many distinct light gray (lOYR 7/2) shell fragments and very dark brown (lOYR

2/2) miscellaneous volcanic fragments: moderately alkaline: strongly effervescent;

clear smooth boundary. (4 to 8 inches thick)

Cl--10 to 50 inches; brown (10YR 4/3) sand; singly grain; loose; few fine roots; light

gray (lOYR 7/2) shell fragments and very dark brown (10YR 2/2) miscellaneous

subrounded volcanic; strongly effervescent; moderately alkaline; clear smooth

boundary. (30 to 60 inches thick)

C2--S0 to 80 inches; grayish brown (10YR 5/2) sand; single grain; loose; very few fine

roots; moderately alkaline; strongly effervescent.

em: Coastal Beaches - Consists of narrow strips of light-colored beach sand

along the coast. This wave-worked sand is saturated with seawater and contains

many seashells and shell fragments throughout. This land type has no value for

farming. Most of it is devoid of vegetation. except for a few coconut palms and

halophytic vegetation such as uva playera (Cocoloba uvifera) and bejuco de playa

(Ipomoea pes-caprae).

Ts: TIdal Swamp - Consists of areas that are covered with thick growth of

mangrove trees and are under salty water most of the year. These areas are along

the sea coast and inlets. The sandy or clayed soil is light colored and saline and

contain organic material from decaying mangrove trees. They are underlain by

coral. shells. and marl at varying depths.

This land type Is not extensive and has no value for farming. but it serves as a

feeding and breeding place for birds. oysters. and crabs. Some of the mangrove

trees are used for making charcoal. The land type has very severe limitations for non-

farm uses. and reclamation is expensive.

The Hydric Soils of the Caribbean Area, revised March 1993, indicates

that Tidal Swamp (Ts) is the only soil whose component meet the hydric soil

criteria. Although the Coastal Beach (Cm) and the Corcega Sandy Loam (Cs)

soil component do not meet the hydric criteria, they may include some

unnamed hydric inclusions due to landform depressions. This condition is caused

by a frequently occurring water table less tan 1.S feet from the surface for a

2.3.1 Hydric Soils

Hydric soils are defined as soils that formed under conditions of saturation,

flooding, or ponding long enough during the growing season to develop anaerobic

conditions in the upper part (Federal Register, July 13, 1994).

According to the Hydric Soils of the Caribbean Area prepared by the Natural

Resources and Conservation Service (NRCS), formerly Soil Conservation Service (SCS),

in cooperation with the National Technical Committee for Hydric Soils, the soil types

of the area, Tidal Swamp (Ts) is listed as hydric soil. Coastal Beach (Cm) and the

Catano Loamy Sand (Cf) are not listed on the September 2001 Hydric Soil list for the

Caribbean. On the NRCS Hydric Soil List for Puerto Rico January 2009, due to the

conditions of the area, Cf and Cm may include some unnamed hydric inclusions due

to landform depressions such as hydraquents on tidal flats. This condition is caused

by a frequently occurring water table less tan 1.5 feet from the surface for a

significant period. Flooding or ponding criteria are not met. The area that comprise

the Ts soil type, did not meet the criteria for hydric soil. The area had been filled

during the 1960's. The Soil Map for the area under study is presented in Figure 3, Soils

Map.

Soil observations using an auger show that the soils in the wetland area are

frequently flooded or ponded for long or very long period of time. Primarily gray or

low-chroma colors were commonly hydriC soil indicators observed in this area. On the

other hand, hydric soil indicators were not observed in the Upland Ecosystem.

The area that includes the Ts soil type did not meet the criteria for hydric

soil. The area had been filled during the 1960's

2.4 Hydrology

The area is located on the flood plain of the Espiritu Santo River. Special

attention was taken to determine the presence of wetland hydrology indicators.

According to the National Wetlands Inventory (NWI) Maps, Rio Grande Quadrangle,

the areas under study has been classified as follows:

E2US3N Estuarine Intertidal Unconsolidated Shore Mud Regularly Exposed

M AB3/RFi Marine Aquatic Bed Rooted Vascularl Reef Coral Subtidal

See Figure 5, NWI Wetlands Map, for the location of the wetland classifications.

The NWI maps for the area was prepared in 1983 using aerial photographs in

which the composition of the flora. visible hydrology and geography were identified.

Based on the information obtained. the areas were classified according to the

Classificgtion of Wetlands and Deepwater Habitats of the United states IFWS/OBS -

79/31. December 1979}. The classification on some areas may vary due to the

changes that have taken place during the last years.

Observations using an auger show the presence of hydrology primary

indicator at the wetland area. This area was inundated or saturated in the upper 12

inches. Also. secondary indicators such as oxidized root channel in upper the 12

inches. were found in the transition upland 1 wetland fringe. However. hydrology

indicators were not found in the Upland Ecosystem. The area receives run off water

from adjacent upland areas and also receives water from nearby properties at the

east. At the Golf Club the slope has increased the detention of stormwater at the toe of

slope maintaining the hydric soil conditions at that area.

3.0 CONCLUSIONS AND RECOMMENDATIONS

The vegetation, soil and hydrology obtained from the published data and

during the site visits to the studied area meet the three wetland criteria required by

the U.S. Corps of Engineers (USCOE) to declare an area as a wetland in those areas

delineated as wetlands. The areas delineated as uplands do not meet the three-

wetland criteria. The wetland area was delineated by the lower elevation. The

surrounding upland areas are higher and well defined on the eastern and southern

part by the unvegetated area.

The boring locations and jurisdictional boundaries were located using a survey

map provided by Coco Beach Resort and Country Club. Enclosed please find the

Wetland or Jurisdictional Delineation Plans on Figures 9 to 11 .
