Main Street BID Clears Hurdle

M ITCHELL, SD – The proposed Main Street BID cleared another hurdle on Monday, May 21. The group brought forward a business

improvement plan to city council in March with more than 51 percent of business owners in support of the project. There seemed to be a small hiccup during the first reading for the creation of the district, but all was cleared during the council meeting in May. Property owners have a majority support for the project, and implementation could be as soon as July.

The BID funds will be generated based on assessed property values of commercial business properties within the historic district and surrounding commercial areas by dividing into two zones. Properties located within zone one will pay an additional tax of $5 per $1,000 of valuation. The minimum payment will be $120, and the maximum payment will be $3,000. For example, a commercial property assessed at $75,000 in zone one would pay approximately $375 per year. The BID is projected to raise approximately $88,000 per year and half of the dollars would go toward a grant program that would be available to anyone within the district. This grant program would allow owners to make exterior improvements to enhance the historic commercial district. The program would take effect as soon as July 2018 and will be reevaluated after seven years.

“We have talked about a BID for several years now and while meeting with owners, heard an overwhelming response in support of the plan. However, they

told us if we put all our dollars into the street, we would have a beautiful street, but still have some ugly rundown buildings,” said Jeff Logan, president of the Main Street Board. “We took that into consideration and have revamped the plan to include a grant program for property owners, and the city of Mitchell has committed to include the street and infrastructure improvements to their upcoming budgets.”

The BID is modeled after other successful downtown projects throughout the state, (like Brookings, Rapid City and Aberdeen) following the South Dakota codified law SD 9-55-3, and would include a grant program for redevelopment and improvements to the exteriors of buildings within the district. The remaining funds would be used for projects such as park benches, light pole banners, statues, programming, events, etc., within Mitchell’s historic district by creating a walkable downtown that is economically vibrant and pedestrian-friendly. Only property owners located in zone one who pay into the BID will be eligible for grant funding.

Mitchell Main Street & Beyond has been in existence since 2007. Its mission is to maximize the economic potential and to preserve the heritage and sense of place in Mitchell’s historic commercial district. Approximately 80 attendees were on hand for a groundbreaking event at POET Biorefining on May 23.

The groundbreaking was for a new facility and production of a pelletized product that will come in two sizes and will be made from the current Dakota Gold feed. “This is going to really open things up for local livestock producers,” general manager Becky Pitz said. “Siting this project in Mitchell allows us to distribute quickly to locations with a high concentration of cow/calf and bison producers.” Besides ProPellet, POET Biorefining-Mitchell will continue to sell traditional wet and dry Dakota Gold DDGS.
