    HIGHLAND LAKES CONDOMINIUM ASSOCIATIONBOARD OF DIRECTORS ANNUAL MEETING MINUTES - May 16, 2016

    The forty- rst annual meeting of the Board of Directors and Membership of Highland Lakes Condominium Associationwas held at the principal of ce of the Association in the Township of Northville, State of Michigan, on the 16th day ofMay, 2016, in accordance with the By-Laws of the Association. President Kathy Baldwin called the meeting to orderat 7:29 p.m.

    AttendanceThe following Directors were present: Kathy Baldwin, Michelle Todorov, Kathleen Connor, Sandy Nolan, Tom Byrne,

    Guy Balok, and Judy Nakdimen. Also present were Joe Poma, Property Manager, and Emily Lutzenkirchen, Publications& Records Assistant. Approximately 21 Co-Owners also attended.

    President’s Annual Report

    Kathy Baldwin welcomed Co-Owners and thanked all members of the Board for the time and dedication theyhave put forth over the past year. See pages 10-11 of the June Herald for the entire report.

    Treasurer’s Annual Report

    Tom Byrne reviewed the nancial condition of the Association. See pages 12-15 of the June Herald for the entirereport.

    Election Results

    Tom Werner announced the Election results thanking all Election Committee members for assisting in countingthe ballots and for their hard work: Ilio Alessandri, Joy Gaskin, Barbara Evans, Reginald Damron, and LorraineScully.

    Tom reported there were a total of 237 correct ballots counted, representing 36.8% of the co-owners. See the

    Election results on page 16 of the June Herald. Tom noti ed the Board that the ballots will be destroyed in 30days.

    Kathy Baldwin thanked Judy Nakdimen, who elected not to rerun, for serving on the Board. Cake was served inJudy’s honor while the Board members went into the closed session.

    President Guy Balok called the May 16, 2016 public session of the Board of Directors to order at 8:27 p.m.

    Approval of Minutes:

    Board Action: Motion by Tom Byrne, support by KathyBaldwin, to approve and le the minutes of the April 18,2016, executive session of the Board of Directors. All infavor. Motion passed.

    Discussion: A resident asked about fence repair. Tom Byrnecommented that four years ago the Board voted on the orderof repairs as money came in. Currently, fences are after the

    buildings being painted. Tom Werner suggested that courtcaptains check fences in their courts and report any neededrepairs to the of ce. A resident commented about the starkdifference in color between new fencing posts and agedones and wanted to know if something could be applied tothe newer fencing to make it look aged. Guy asked Joe todiscuss with maintenance options in giving the posts a moreuni ed look.

    Discussion: Sandy Nolan asked whether residents can getice during kitchen rentals. Barb said yes, since only partialkitchen rentals are allowed. Michelle Todorov asked if theclean up included both the pool terrace and the kitchen. Barbreplied that the Committee is referring to just the kitchen.

    Board Action: Motion by Tom Byrne, support by Sandy Nolan, to approve the Clubhouse Committee report, ofMay 2, 2016, including the recommendation. All in favor.Motion passed.

    Cheryl Huizing reported.

    Discussion: Cheryl asked Joe if the Association is fullystaffed with lifeguards. He replied yes.

    The Pool Committees recommendation asks for one party, per day, with a maximum total of 15 people. Currently, anyresident who requests a pass to bring additional guests over

    their allowed four guests, is considered a party. If the currentrecommendation passes, a resident bringing an additionalguest would be the only party allowed on that day. TomByrne asked Joe how many parties of more than 15 wereapproved last year. Joe replied only one or two. MichelleTodorov mentioned that the Board previously discussedthe fact that there are large parties and then there are theresidents who bring one or two additional guests. TheBoard feels more comfortable that a maximum number of

    people, including both large parties and additional guests, be decided on. Tom requested that, once the Committee

    rewrites their recommendation to include the total amountof guests allowed and what days are included in the Holidayweekends, to bring it back to the Board.

    Joe mentioned that the Board voted to allow the licensedand certi ed lifeguards make the decision as to where thelifeguard chairs would be stationed and where they would

    patrol. Tom commented that the Board also rescinded the previous vote that directed the lifeguards to place the chairin the inner corner or elbow where the shallow and deepsections meet. The Board also voted on the purchase of anew pool vacuum.

    Board Action: Motion by Sandy Nolan, support by KathyBaldwin, to approve the Pool Committee report of May 10,2016, and table the recommendation. All in favor. Motionpassed.

    Board Action: Motion by Sandy Nolan, support by KathleenConnor, to approve the Court Liaison Committee report ofMay 5, 2016. All in favor. Motion passed.

    Grounds Committee Report page 20

    Joel Lutz reported.

    Discussion: Michelle Todorov asked if the new tree will beat the Association’s cost. Joel said yes. Tom Byrne asked ifthe trees are dead and need to be removed. A resident repliedthat they were dead and have been already removed so it is

    just a matter of planting the new tree. The replacement treewill cost approximately $130.

    Tom asked if the new plantings on the berm will havea better chance of survival than the previous ones. CathyWatkins replied that, once established, they will do well.

    Joe asked for an of cial Board vote on the tree sapling planted on common grounds in memoriam of Don Warren.

    Board Action: Motion by Tom Byrne, support by KathyBaldwin, to approve the Grounds Committee report of May9, 2016, including recommendations 1 & 2, noting thatunder item #5 the drawing is forthcoming, and adding therecommendation to approve the Don Warren memorial tree. All in favor. Motion passed.

    Michelle Todorov gave a verbal Social Committee reportannouncing the two movie and late night swim events.The rst night will be June 18th and will be showing TheIncredibles. The second night will be July 16th and will

    be showing Shark Tales. Michelle asked for the Boards permission to allow food and drinks to be served on the pooldeck during the event.

    Board Action: Motion by Tom Byrne, support by PeggyZonca, to allow the Social Committee to serve food anddrinks on the pool deck during the movie and late nightswim events. All in favor. Motion passed.

    needed. One of the factors that have made Highland Lakes unique among condominiumdevelopments is the participation of the Co-Owners. Over the years we have seen membershipin these committees dwindle, and the Association faces a challenge to encourage newmembers to discover the rewards of contributing to the activities in their community.

    We must remember our community is 45 years old. We intend to preserve our property

    values. The Board of Directors has faced many difficult decisions in our efforts to maintain andimprove our buildings, roads, and grounds.

    Thanks to Tom Werner for serving as Inspectors of the Election this year.

    In conclusion, I would like to express my gratitude to my fellow Board members. Withouttheir dedication and concern for the welfare of this Association, Highland Lakes would not bewhat it is. Thank all of you for the privilege of serving on your Board and being a part of thisAssociation.

    COMMITTEE: Clubhouse Committee

    SUBJECTS DISCUSSED:Meet Your Neighbor. Ann will contact committee heads to encourage them to attend or send a representative on May 18.Barb and Cheryl will distribute flyers to new residents.

    Clubhouse Improvement. To aid the Committee with their search for professional assistance in developing a long-rangeplan, Tom Byrne and Guy Balok will prepare a Request for Proposal to be sent to a maximum of four interior designers,allowing 30 days for them to submit proposals.

    Use of Kitchen by Parties on the Pool Terrace. Subsequent to discussion by the Board of Directors, this issue was referredto the Committee. Members agreed that an appropriate fee for partial kitchen rental (stove, microwave, and shared refrig-erator use) would be $25 with a $50 refundable deposit.

    COMMITTEE: Pool Committee

    SUBJECTS DISCUSSED:Pools and Lifeguards: Joe has been having a difficult time finding lifeguards. Four lifeguards are returning from last sea-son. There is enough staff to open the pool on time. Joe would like to hire one more.

    There will not be any swim lessons this year. Water aerobics will be Monday, Wednesday & Friday at 11 am and will beginJune 6th.

    B&B has been working on the pools and they are in good condition. Joe will have a canopy installed over the kiddy pool.

    The lifeguards expressed concern over the placement of the lifeguard station which is in the elbow between the shallow anddeep end. They believe that it is not a safe location to observe swimmers, and the lifeguard could be injured if they had to jump into the pool from that location. They would like to see it back at the former spot by the shallow end. Joe will go backto the Board and recommend that the guard station be returned to its former location. Lifeguards will make every attempt toman both shallow and deep ends if there are swimmers on both ends.

    The pool rules will be in the next Herald. It was suggested that all residents be given a copy of these rules the first time theyuse the pool. They would acknowledge receipt of the rules. This would help to eliminate some of the problems throughoutthe season.

    Pool Parties: There was a lengthy discussion on pool parties. It was agreed to recommend to the Board that only one partyper day be allowed with a maximum of 15 total people. This applies to Saturdays and Sundays only. No parties will be allowedon holiday weekends.

    Passes for parties will only be issued Monday - Friday, from 9 am - 5 pm. There will be no exceptions.

    Hot dog daze with Detroit Tigers theme will be June 11th, noon - 2 pm.

    All Ages Late Night Swim and Fireworks visible from Meadowbrook Country Club will be June 25th, 8 pm - 11 pm. Raindate is June 26th for fireworks only.

    COMMITTEE: Court Liaison Committee

    SUBJECTS DISCUSSED:Brought up Highland Lakes events that liaisons should promote in their courts, especially voting in the board election.Encourage any new neighbors to attend the Meet Your Neighbor Event as well as yourself.

    We now have three pickups per week to clear the recycle bin, Monday, Wednesday and Friday.

    Maintenance has cold patched pot holes in our streets and parking areas to get us through to next year.

    Parking space numbering will take place in the courts with the most deteriorated markings. Lines defining parking spaceswill not be done until after road repairs are done next year.

    Security hours were discussed, but not to be published for security reasons.

    Drive-thru trash dumpers discussed. Best thing to do is try to get a license plate number to identify whether it is a HighlandLakes resident or not. The Property Manager can turn in the number to township police department to identify address vehicle is registered at.

    We've had door to door solicitors trying to work in Highland Lakes. Soon as you notice or experience such a solicitor call theclub house right away. The Property Manager will take action to remove the soliciting party from our grounds.

    The new Highland Lakes phone directories have many incorrect phone numbers the result of residents not updating theirinformation at the club house. Discussed liaisons contacting their court neighbors to confirm correct phone number for eachunit prior to going into print production.

    COMMITTEE: Grounds Committee

    SUBJECTS DISCUSSED:Acknowledgment of the passing of two significant contributors to the Grounds Committee recently, Donald Warren andFrancis Durham. Committee voted to recommend having their names added to the Memorial Plaque in recognition of theircontributions to the community.

    Because of last year's experience, scheduling planting of annuals in June rather than May. Plan on June 2nd, 3rd, & 4th. Plant-ing locations with follow up maintenance include: Clubhouse foundation landscape, Clubhouse sign garden, two gardens atpool doors, pots at Clubhouse doors, 8 Mile entrance and 7 Mile entrance gardens.

    Co-owners wishing to plant trees, shrubs or flowers on common grounds should file a Grounds Committee Request forCommittee Action form available at Clubhouse.

    Unit 661 co-owner requests to have two trees replaced that have died, one in front of unit, other in back. Front location isan original tree location and can be replaced with HLCA tree budget funds. Recommended replacement: serviceberry tree.Same type of tree to be planted in back of unit by co-owner—OK'd by committee.

    Discussed boundaries of the Serenity Garden as they pertain to the adjacent woods. Recent planting into the wooded area tobe removed and replanted in the defined garden area. Defined area to be confirmed by board and management after beingofficially determined by committee.

    Boxwoods in front of the Clubhouse sign appear to need additional nourishment, will procure cured chicken manure fromlocal seed and feed store.

    Plan presented by Cathy Watkins for restoring screening behind Ironwood Court. Plan and planting stock cost approved bycommittee vote. Implementation left as an open question.

    COMMITTEE: Ecology Committee

    SUBJECTS DISCUSSED:Plantwise Restoration made a site visit to the area around Silver Spring Lake and will provide a report for the June meeting.It was decided to have that be an open meeting for the entire community.

    Diane Pittaway provided information on mole problem. Discussion focused on the causes and ways to control them.

    Elaine and Rosemary identified the location of the first butterfly garden for Highland Lakes and it is on Crystal Lake nearthe stairway on the east side of the lake. We discussed which plants are needed and that we are trying attract all butterflies inaddition to monarch.

    Joel Lutz reminded us of the garlic mustard pull scheduled for May 22nd at 9 am. He has coordinated this effort for the last3 years and it shows! This year at noon, we will celebrate with pizza!

    Liz Gannon discussed the advantages of using native plants as opposed to non-natives.

    Maureen Osiecki brought up the concrete circle near the new beach on Swan Harbor Lake. It was decided that to make thisa usable space, shade trees would be needed.

    We are going to start creating a budget to submit to the Board for next year.

    Tom Byrne & Joe Poma discussed the concept of irrigating Highland Lakes common areas with lake water.

    It was agreed that we would like to look at alternatives to blue grass lawn. We are going to plant alternative lawn in selectareas of the property as a test to check the viability of its use in some areas of the grounds.

    Property Repairs / Projects: Te Board o Directors authorized the repair o the Silver Spring Lake Seawall along the north shoreand also unded the replacement o the Silver Spring Lake well pump that replenishes water to the lake at the rate o almost 5.5 mil-lion gallons per month. Tese repairs are instrumental to prevent erosion, urther seawall damage and maintain lake levels amongall three o our inland lakes. Without the pump, paddleboats docked along the north shore o the lake would be sitting on dry land.Swan Harbor Lake has a new ountain aeration pump or the prevention o weed growth near the beach and dock areas, which willalso add a visual enhancement to this entire shoreline. New landscaping approved last all will be planted to compliment our newSwan Harbor beach on both sides o the rock retaining walls. Te maintenance staff has 150 yards o resh cedar mulch that mayhave already been placed throughout the property and we are working on additional dump truck loads o asphalt patch or all oour interior roadways and inner courtyards. Details will ollow on concrete and asphalt repairs to the site this summer. Curb areasand sidewalks in Richards Court and Leidel Court, along with a re-capping o the parking lots in Whitman and Valiant are all be-ing considered. Te remaining budget (over and above the remediation o problem areas and trip hazards) will hope ully get us asmuch o the Scenic Lane curbs and sidewalks that money can buy. With the asphalt consulting data, the Board and managementwill be weighing priority o construction relating to our one-million plus dollar asphalt and concrete program that is budgeted overthe next three years. Hedge trimming, various landscaping, lake clean-out, tree pruning and a number o other projects are now be-ing handled in-house by our maintenance staff and seasonal employees. A more detailed account on this stepped-up in rastructurework will be ound in reports that ollow. Finally, as o the middle o May, our roong contractors have started their third building.We have feen more to complete be ore the roong project draws to a close.

    Engineering Requests: I you are new to the Highland Lakes community, remember to call the office prior to doing any work thatmay require an Engineering Request Form. Tis includes new exterior doors, windows, doorwalls, decks, patios, replaces, high-efficiency urnaces, satellite dishes or any alteration that changes a common element (removal o wall studs, relocation o a wall,etc.). We also have some new residents that have not yet handed in their new census orms, and these will be required to receive anew Highland Lakes ID Card or access to the amenities and or purposes o contact.

    Building Materials: As residents renovate their condominiums and replace old cabinetry, stair railings or other implements thatwere original equipment, I have been told that others may have some use or them. I you have a need or old cabinet aces or otherthings that originally came with your condominium, be sure to check the clubhouse corkboard or call. I know o one resident thathas original cabinet aces & hardware that are in excellent condition, but elt that it was a shame to throw everything away.

    Door-to-Door Solicitors: We are continuing to have problems with periodic door to door solicitation. On April 22nd, I ap-proached a solicitor on Bryn Mawr at the request o residents and asked him what company he was with, to which he respondedWallside Windows. I knew that this wasn’t the truth since Wallside does not solicit door to door, knows our policy, respects ourpolicy and has been doing business in this community or years. Tey are also nancially stable enough where they do not need todo that. With that in mind, I will stop short o officially recommending any company, because we are not in that business. Te per-son that I approached was very polite at rst and said that he would leave the property. A short while later however, I received yetanother call rom a resident along Crystal Lake Drive and this time, he was soliciting in Malvern Court. I drove up to him and toldhim that he had to get off the property, using a ew choice words this time and also told him that I would be calling the police anddeeming him to be a trespasser. At that point, he became belligerent, threatening and his entire demeanor changed. I proceededto call the police and ollowed him off the property. It was not until he lef that I started to contact people that he had talked to. Idiscovered that he told one resident that he was with Majic Window Company and told another resident that he was taking over

    his ather’s business and was looking or new accounts. As it turns out, nobody really knows who he was or what company he waswith. I’m inclined to believe the Majic Window story simply because I have had to deliver a “no-trespass” order to the ront desk otheir company (in person), and they occasionally still try to solicit our residents. Te police in ormed me that any urther intrusiononto the property would result in an arrest, but this one at least ended quietly. wo companies that have consistently re used to stopsoliciting on our site is Majic Window Company and First Home Improvement. Solicitation here is against both the bylaws and atthe request o our residents that do not want it. Every time I have to leave my desk and con ront a solicitor, it’s because a residenthas called the office complaining. Highland Lakes cannot prevent any resident rom calling a contractor or telling any resident whothey should do business with, but once they are retained or any work, it will be an uphill battle getting rid o the revolving door osales labor that they have knocking on our doors. I these companies are not willing to respect our rules and the wishes o our resi-dents, the question becomes why you would want to trust them with your projects or your money. I solicitation occurs afer hoursor on the weekends, you may call the police directly (or the security guard), and i the person is rom Majic Window Company orFirst Home Improvement, you already know that they have been told not to solicit door to door and have been in ormed that theyare trespassing. Wallside Windows continues to respect our rules, deals with our Engineering Committee and management in a

    pro essional manner and I have heard good things rom residents as to their work product; they have been doing business here ordecades realizing that a respect or our policies has opened doors with our residents. You would think the others would understandthat and take that road.

    Watercraf Registration: Te maintenance department will start taking inventory o all unregistered watercraf in the month oJune. Any co-owners that we are unable to contact will have their watercraf conscated and subsequently sold without urthernotice. We have seen an increase in the number o watercraf in recent years, and are doing our best to keep the lakes and shore-lines clean and well-kept. Please remember to keep your watercraf in good repair and clean it ofen. One o our most commoncomplaints is the ailure to empty water out o the oot-wells afer a rain all. Tis causes algae growth and will eventually make thewatercraf sink to a point that requires use o heavy equipment to pull it out o the lake. Many residents have purchased inexpensivepaddleboat covers (about $35), so they don’t have to worry about it.

    Pool: Te pool officially opened on Memorial Day weekend and water aerobics will start in the month o June. Feel ree to alsotake part in one o the many events planned by the Pool and Community Social Committees throughout the summer. Tis year, the

    Management and Board will be looking at ways to reduce the problems associated with having multiple parties on the pool terraceby limiting the number o guests or limiting it to one party per day as scheduled by the Property Manager. Details will ollow.

    Lawn / Garden Mulch: We continue to see plastic bags o compost or lawn re use next to the trash corrals. Waste Managementonly removes composting that is placed in paper lawn & lea bags. Tese can be purchased at Home Depot in bundles o ve andare very inexpensive. On the subject o waste removal, the Association is also bidding out the trash disposal contract with a two olpurpose. One is monetary savings and the other is to maybe (one day) gravitate toward curb carts or new enclosures / corrals thatwill replace the hand-picking process. We are currently in negotiations with both Waste Management and Advance Disposal Ser- vices.

    Door & Shutter Colors: I am repeating a section o my management report o May, 2013 that deals with acceptable colors or ourdoors and shutters. Only certain combinations are permitted and i you have any question, please call the office:

I you haven’t already done so, nowis a good time to check the condition o the paint on the exterior, but remember that only certain color combinations are permit-ted. I have a ull-size color chart in my office or all o those that want to see a larger representation, but I will list the colors andcombinations on this report as a starting point. Tere are eight (8) acceptable exterior colors on the property, but they are limited tocombination: Ruby, errytown Green, Hamilton Blue, Black, Sandsport Grey, Maratime, Manchester an and Brilliant White.

I your ront door is white, you may use any o the rst 4 colors or shutters (rubygreen, blue or black). Tis conservative approach is used because while one neighbor may like a ruby ront door and blue shuttersanother may not, so the colors are placed in harmony as much as possible.
