Despite thename, large businesses can also benefitfrom this credit. It gives a $2,500 taxbreak to businesses in Illinois for eachfull-time job created. Moving temporary,seasonal, or part-time workers to a full-time position will qualify your business forthe credit. Your business will need to act

IRS INCREASES MILEAGE RATE TO 55.5 CENTS PER MILE
The Internal Revenue Service has
announced an increase in the optional
standard mileage rates for the final six
months of 2011. Effective July 1st, the
optional standard mileage rate for all
business miles driven will increase to
55.5 cents per mile. The rate is currently
51 cents per mile. The new rate will
remain in effect through December 31,
2011.
The optional business standard mileage
rate is used to compute the deductible
costs of operating an automobile for busi-
ness purposes in lieu of tracking actual
costs. This rate is also used as a bench-
mark by the federal government and
many businesses to reimburse their
employees for mileage.
The new rates are contained in IRS
Announcement 2011-40.
Other mileage rate changes are as
follows:
• Medical/Moving rate: 23.5 cents
per mile (up from 19 cents per
mile).
• Charitable rate: 14 cents per mile
(remains the same)
The IRS noted that the rate changes are
primary driven by recent increases in gas
prices, which have had a major impact on
transportation costs.

Over the past few years, there has beenmuch debate over the pros and cons of aglobalized economy. Job loss and workerdisplacement have been key concernsfor all. As our country, and the worldadapts to the new economies ofGlobalization, it has become clear thatnew answers for economic growth mustbe implemented. That is why EconomicDevelopers across the country arestressing innovation as a significant toolin competing in the Global Economy andcreating jobs domestically.
A recent Syracuse University study whichfocused on Apple’s iPod has showed thatwhile production jobs for the iPod wentoverseas, Apple relied on workers in theUnited States to fill the higher-payingresearch, development and engineeringjobs. The report estimated that in 2006,Apple workers received more than $1 bil-lion in earnings. $750 million of this wentto U.S. employees. As countries aroundthe world improve their technology andeducation, it is possible that these highpaying jobs may be outsourced; howeverthe study’s conclusion states that manu-facturers are the ones in trouble (theoverseas jobs), that innovation createsjobs, and those jobs are the high-payingjobs everyone desires (and will stayhere if we remain strong in research andinnovation).
The conclusion of the study is backed upby the Chicago Innovation Awards, whichsurveyed 27 of its award winners since2001, and found that those award win-
ners created over 10,000 jobs, added$20 billion in revenue, and were awarded998 patents. Some of the companiesreported extraordinary growth – Grouponfor example in 1.5 years went from oneemployee to 350. These are results thatwould warm the heart of any EconomicDeveloper.
The Chicago Innovation Awards werestarted in 2001 by Tom Kuczmarsk, aNorthwestern University Professor andDan Miller, Chicago Sun Times BusinessEditor, in response to all the talk aboutthe “rust belt” and how innovation seemsto occur on the East and West Coasts.They disagreed with this premise andsought out the most innovative compa-nies in Chicagoland, awarding 10 eachyear. The companies, high-tech, low-tech, no-tech; big and small; companiesthat had one thing in common – innova-tion, and since 2001, 27 of these compa-nies have created over 10,000 jobs.
This year there is something a little differ-ent about the Chicago InnovationAwards. So far there are 7 nomineesfrom the West Central Illinois/GalesburgRegion and that number is expected togrow prior to the July 31th nomination cutoff (if you know of an innovative compa-ny in the West Central Illinois Region thatshould be nominated call GaryCamarano at 309.371.0474). Regionnominees include Flipple (baby care),Intellihot (green technology), Cross-Fire(soil decontamination), the SustainableBusiness Center (green business incuba-
tor), FusionTech and Stainless
Reflections (manufacturing), and open-
space IQ (information tech).
These entities represent the entrepre-
neurial and innovative spirit that will con-
tribute to job creation in the region.

employing 45. FusionTech continues to
grow and is in the process of adding
employees. Our remaining entrants all
have the potential to add jobs in the
region – good jobs, family sustaining jobs
What’s exciting to see is that innovative
companies can grow in the West Central
Illinois/Galesburg Region, and that inno-
vation attracts innovation, innovation is
contagious, and that innovation creates
jobs.
